Socio-cultural factors contributing to the differential HIV statuses between Agnuak and Nuer communities in Fugnido refugee camp, Ethiopia

According to the 2005 Ethiopian Demographic Health Survey, HIV prevalence in Gambella region where Fugnido refugee camp is located is 6%, which is the highest prevalence data recorded in the country. Similarly, the United Nations High Commissioner for Refugees (UNHCR) Health Information System (HIS) demonstrates that Fugnido has the highest HIV prevalence compared to other refugee camps in Ethiopia and furthermore shows variation in prevalence among the two main ethnic groups in the camp, namely Agnuak and Nuer (about 8.5% and 2.3% respectively). The study seeks to investigate why a significant difference exists in the number of people with known HIV positive status among the Agnuak community compared to the Nuer community in the Fugnido refugee camp in Ethiopia. It does this by investigating factors that are presumed to explain HIV high risk-behaviour and vulnerability. This was a cross-sectional study of Agnuak and Nuer tribes living at the Fugnido refugee camp. The sampled population involved men and women refugees from the ages of 15 to 49 years. The study used a mixed method approach or methodological triangulation. Cluster sampling technique was used for the quantitative data collection. The sample size was 831 refugees (439 Agnuak and 390 Nuer). Seven (7) Focus Group Discussions (FGDs) and 3 Key Informant (KI) interviews was used for the qualitative data collection. Findings show that the Agnuak were almost 4 times (OR=3.8, 95% CI [1.9-7.4] p < 0.05) more likely to practice risky behaviour compared to 0.3 times (OR=0.3, 95% CI [0.1- 0.9] p < 0.05) likelihood among the Nuer refugees. Factors associated with differences in risky behaviour for both Agnuak and Nuer included, inter alia, primary education as the highest level of education attained, 50% among the Agnuak (OR=0.5, 95% CI [0.3-0.8] p < 0.05), compared to Nuer community’s 30% (OR=0.3, 95% CI [0.2-0.6] p < 0.05). Access to HIV and voluntary counselling and testing (VCT) services was lower for the Agnuak (OR=1.8, 95% CI [1.1-2.9] p < 0.05) compared to the Nuer (OR=2.9, 95% CI [1.6-5.1] p < 0.05). Unlike the Nuer refugees, the Agnuak refugees who had experienced forced sex (OR=7.3, 95% CI [2.9-18.8] p < 0.05) and had a positive attitude (lack of or reduced stigma) towards HIV (OR=2.1, 95% CI [1.3-3.7] p < 0.05) were more positively associated with risky 6 behaviour (than the Nuer). The Nuer had no factor associated with risky behaviour that was different from that of the Agnuak. The study revealed more Agnuak refugees than Nuer refugees had been engaged in risky sexual behaviour by having multiple sex partners and being involved in transactional sex. The Nuer was more closed and reserved to having sexual relations outside of their group than the Agnuak were which contributed to their relatively lower HIV prevalence. Furthermore, there was very low condom use among the Nuer community compared to the Agnuak community, which was based on differential attitudes between the two communities concerning trust of partner and monogamous relations. The study findings recommend that humanitarian workers and community partners need to collaborate to develop congruent HIV interventions that go beyond traditional strategies of distributing condoms and focus on correct and consistent use of condoms in the camp. Humanitarian and community workers’ understanding the socioeconomic context of the communities and the influence of cultural and other factors, including behaviour with intervention strategies,could also curb the epidemic. / Sociology / M.A. (Sociology)

Diversity management and students' cross-border learning experiences at selected Ethiopian universities

The key purpose of this research was to interrogate how cross-border learning experiences of students, who are culturally diverse in terms of ethnicity, language and religion at Ethiopian universities, can and should be managed. An important aspect of this study was determining the relationship between unofficial strategies which are employed at the three selected universities to address cultural diversity and students’ cross-border learning experiences which resulted from them. Conceptual and theoretical frameworks from Sociology, Education Management and learning theories guided this study which was informed by a literature study on addressing socio-cultural differences of students at national and international levels. Qualitative empirical information was collected mainly through individual and focus group interviews with information-rich participants, namely senior management personnel, Student Service officials, lecturers and students. Although the contextual literature review showed that inter-group hostility amongst ethnic, linguistic and religious diverse students prevailed at universities, despite the implementation of the multicultural policy adopted in Ethiopia, empirical findings, however, indicated that management provisions in terms of lodging and catering services, co-curricular activities and teaching and learning processes promoted cross-border learning experiences that enhanced inter-group understanding, as well as the academic skills of culturally diverse students. Diversity sensitive lodging, multilingual services at Student Service units, inclusive co-curricular activities and diversity sensitive group learning activities, which involved heterogeneous grouping of students, promoted the development of the self and others across ethnic, religious and linguistic lines and brought about a decrease in mistrust and suspicion and hostility towards students of other backgrounds. Based on the findings, a model for officially incorporating strategies which advance cross-border learning experiences within management processes at higher education institutions was developed to further the realisation of cross-border learning experiences by means of measures which are rooted in Student Service units and teaching and learning processes These should be developed as an alternative for the multicultural teaching programmes which find expression in Civic and Ethical Education and Communicative English Skills courses to advance the cross-cultural development of students. / Educational Leadership and Management / D. The role of aspirations and identities in decisions to invest in children's schooling

I demonstrate that household investments in children's education in Ethiopia are affected by parents' self-beliefs (such as their locus of control), parents' aspirations for children's educational attainment, children's conceptions of their roles and identities in the household and at school, and children's own preferences, all concepts not widely studied in development economics. Two empirical chapters report on a field experiment in which randomly selected adults watched documentaries about role models who were poor but succeeded in agriculture or small business. Six months later, parents' self-beliefs and aspirations for children's education were higher in the treatment than in the placebo and control groups. Enrolment of children in school, spending on education, saving and use of credit also increased. A third empirical chapter draws on longitudinal qualitative research to argue that children's preferences for their time allocation between work and school are strongly influenced by the desire to comply with valued identities as students and as independent earners and contributors to the household. The fourth chapter suggests that understanding children's preferences might improve predictions about their reaction to education policies. The literature predicts an increase in time in school will not improve test scores: children will reduce effort because they desire a limited amount of learning. I find a reform to lengthen the Ethiopian primary school day improves test scores. Although this could occur through many mechanisms, one possibility is that children do not prefer to limit their desired amount of learning. This suggests that better evidence on children's preferences might improve prediction of the effects of policies to alter school inputs. The conclusion reflects on whether the empirical relevance of concepts of self-beliefs, aspirations and identities implies that assumptions in standard models of decision-making in economics about the characteristics of beliefs and preferences ought to be rejected. I argue that these ideas can be captured by existing economic concepts of beliefs and preferences and by standard assumptions about these concepts. I suggest that, contrary to recent accounts building on human capital theory, self-beliefs should be viewed as beliefs, not non-cognitive skills. I consider aspirations as a type of preference, shaped by both objective constraints and self-beliefs. I consider identity as a preference for complying with a social role, but highlight that such preferences are often altruistic, rather than self-interested. In conclusion, I argue that economics should draw further on other social sciences, including psychology, to develop substantive theories of the formation and characteristics of beliefs and preferences. Doing so will suggest when it is appropriate to apply standard models and how their assumptions can be modified if their predictions do not hold.

An investigation into the popularity of American action movies shown in informal video houses in Addis Ababa, Ethiopia

The early 1990s saw a major change in the Ethiopian history in so far as Ethiopian media consumption practices was concerned. With the change of government in 1991, the ‘Iron Curtail’ prohibiting the dissemination of Western symbolic products within the country was lifted which in turn led to a surge in demand for Western predominantly American media texts. In order to supply this new demand, informal video houses showing primarily American action movies were opened in Addis Ababa. There was a significant shift in Ethiopians’ films consumption practices which were previously limited to watching films produced by socialist countries mainly the former Soviet Union. This study set out to probe reasons for the attraction of American action movies shown in video-viewing houses in Addis Ababa, Ethiopia amongst the urban unemployed male youth. Particularly, it examines how the meanings produced by and embedded in the cultural industries of the West are appropriated in the day-to-day lives of the youth. The importance of video houses as a shared male cultural space for Ethiopian unemployed youth and the watching of American action movies in this space are the main entry and focus of this study. Using qualitative methods such as observation, in-depth interviews and focus group discussions, the study explores what happens in this cultural space and how one makes sense of the impact of American media on local audiences. The findings of the study point to the embeddedness of viewing practice in everyday life and the importance of local contexts in understanding text-reader interaction. This is shown by the male youth’s tendency to use media messages as a mode of escape and a symbolic distancing from their lived impoverished reality. The study also seeks to highlight that the video houses as cultural space have contributed to the creation of marginal male youth identities in the Ethiopian patriarchal society. As such, these and other findings, the study argues, highlight the deficiencies of the media imperialism thesis with its definitive claims for cultural homogenisation as effect of globalisation of media. As such, this study should be read as emphasising the capability of local audience groups in Third World country like Ethiopia to construct their own meanings and thus their own local cultures and identities, even in the face of their virtually complete dependence on the image flows distributed by the transnational culture industries.
