Another theoretical chapter is about the structure of a business plan. The practical part deals with the creation of a concept of a business plan for the utilisation of selected brownfield and its use in the future. It focuses on a specific object in the Jemčinská street 247.

THE INTEGRATED TERRITORIAL INVESTMENT (ITI) AS A TOOL FOR GOVERNING THE RURALURBAN LINKAGES: EVIDENCE FROM POLAND

The growing awareness of functional linkages between rural and urban territories has led to a re-thinking of the rural-urban dichotomy. This was flanked by a more general reconceptualization of space, directly coming from the rise of spatial planning and the shifting process from government to governance. Thus, the concept of “soft space” came to the fore, defined as the space of governance and integrated approach. The EU Commission has launched a new instrument aimed at fostering the territorial approach of the new Cohesion Policy, namely the Integrated Territorial Investment (ITI). This research wants to investigate the added value of the ITI instrument in governing and institutionalizing the rural-urban linkages at the metropolitan level. In doing so, the author has created a conceptual framework based on three main concepts directly coming from the concept of soft space, namely institutionalization, governance capacity, and integrated approach. The empirical study is focused on Poland, in particular, dealing with the case of Warsaw, Krakow, and Wroclaw. As a result, this research argues that the ITI in Poland has represented an attempt to improve the cooperation between capital cities and their surrounding areas, even though its outcomes can be questionable.

The thesis is focused on description and evaluation of current support of business activities, as well as on presentation of the most important fields of business activities, such as a support of small-scale and middle-scale enterprises, support of business activities environment, support of research, development and innovations, support of export -- both from European and national funds. Considerable attention was paid to a support of research, development and innovations, as these are the most important elements to strengthen the competitiveness of European economics on a world-wide scale, comparing it with its largest world competitors, such as Japan and USA. Next part is focused on direct and indirect support of business activities within the scope of particular operational programmes, comparing OPEI (Operational Programme Enterprise and Innovations) and OPIE (Operational Programme Industry and Enterprise). The closing part is about the support of business activities within the period of world financial crises and measurements adopted in relation with such a situation.

Európske Fondy - hodnotenie ich využitia v cezhraničnej spolupráci medzi ČR a SR / European Funds - The Evaluation of Their Use in Cross-border Cooperation between the Czech and Slovak Republic

The diploma thesis concerns the use of funds of the European Union (European Social Fund, Cohesion Fund, European Regional Development Fund), especially in terms of the cross-border cooperation of the Slovak and the Czech Republic. The main goal is to investigate where these European funds are allocated, which areas are preferred to be supported in these countries by the financial assistance of the EU. To discover exact fields that need this kind of supply, it was essential to study basic strategic documents of both countries and urban patterns of the cross-border territory. The first chapter describes the structural and regional policy of the EU as a whole, gives examples of three main funds and their performance in the Czech and Slovak Republic. The second part deals with all the operational programs of both countries in connection with the three main objectives of the EU and previously remarked funds. It records the most serious economic problems and suggestions for solutions in both states as well. The third part is dedicated to dominant characteristics of the cross-border region, it describes The Program of Cross-Border Cooperation Slovak Republic-Czech Republic in the former period 2004 -- 2006 and particularly offers a detailed analysis of this program in current period. The last chapter gives instructions how to elaborate projects and it specifies all the steps needed to implementation of the projects. The end refers two examples of real projects put in practice in the cross-border region.

This thesis is concerned with the possibilities of financing the building of new accommodation capacities by development companies utilizing European union structure funds. The aim of this thesis is to introduce a fictional tourism project, which could be realized by financial instruments of european regional politics, and consequently to present this possibility of co-financing, concretely through project documentation and requisition of financing to competent authorities. Another aim of this thesis is also to introduce the administration procedures, which have to be undergone. In the end of the thesis is a recommendation to file for financial resources, which flow from the structure funds and the project proposal document enclosed to the requisition as well.

The first part of the thesis proceeds mainly from specialized literature and presents the theoretical solution for other parts. The practical part was focused on the analysis of strategic plans of town Tabor development from theoretical knowledge gained point of view. I would assess the strategic plans of town Tabor development as positive. They are contribution to further development planning and enable to reach set goals and improve life conditions for the town citizens. The town is also successful in gaining subsidies and grants for which processing a strategic plan of development is crucial. Making use of financial means from European funds is a large contribution. Questionnaire research was placed to find out citizens´points of view of strategic developing documents.

Dotace ze strukturálních fondů v obcích ČR a jejich závislost v prostoru / Spatial Pattern of Subsidies from the Structural Funds: The Case of Czech Municipalities

The thesis aims to uncover spatial patterns of subsidies from the European Union funds while focusing on the 2007-2013 programming period in the Czech Republic. We take into account demographic, economic and political charac- teristics of municipalities with the extended power to determine their relevance on the size of the obtained subsidy. Furthermore, subsidies may be clustered in the space due to some common regional characteristics that cannot be easily measured, or due to cooperation/competitiveness of the municipalities. Our results from the models estimated by the Ordinary Least Squares sug- gest that municipality's population, the number of businesses, the debt of pre- vious periods, and the mayor's affiliation to the political party are significant in explaining the size of the subsidy. Based on following tests, Moran's I and Lagrange Multiplier test, we incorporate the spatial models estimated by the Maximum Likelihood Estimator. We find that the subsidies managed by the regional council disperse across the given region, indicating a hidden common characteristic or regional council's endogenous interventions. Promotion of tourism, which implements the European Agricultural Fund for Rural Development.
