The development of a Brussels-based EU strategic culture : a case study of the European Security and Defence Policy

The study of the European Security and Defence Policy (ESDP) has been dominated by various mainstream theories drawn from International Relations and European Studies. These have largely neglected the role of ideas, beliefs, values and practices regarding the use of police and military instruments, in other words, the strategic culture which shapes the security and defence policies of the European Union (EU). This strategic culture of the EU has become manifest in the way ESDP officials think about the deployment of military and police resources as well as in the way they plan ESDP missions. After introducing the concept in general terms, the thesis claims that the notion of strategic culture can be applied to the EU. Various innovative models of categorisationa re provided throughout the thesis in order to describe the state of development of EU strategic culture. An analysis of the development of the strategic culture of the EU is provided since the end of the Cold War up to the year 2007. Important developments such as the institutionalisation of ESDP and the establishment of influential policy networks are considered in detail. The study also takes into account the discourse of ESDP and questions the ideas that stem from it through interviews and questionnaires with ESDP officials. A cases tudy of the police and military missions of the EU in Bosnia Herzegovina is included in order to show how ideas regarding the use of force impact on the implementation of EU missions. In conclusion, the thesis claims that the EU has its own strategic culture which is characterised by a number of behavioural/structural elements as well as by certain ideas, values, beliefs and practices.

The EU as a balancing power in transatlantic relations : structural incentives or deliberate plans?

The purpose of this thesis is to provide a critical evaluation of the neorealist theory of international relations and its soft balancing variant through the use of case studies referring to transatlantic relations in the post-Cold War era. Each case study indicates a specific category of power. These are: i) Military - the European attempt to create a common military arm from 1991 to 2003. ii) Diplomatic - the EU's involvement in the Israeli-Palestinian conflict from 1991 to 2003. iii) Economic the EU-USA steel dispute in 2002/03. In particular, the thesis undertakes to analyse whether the EU balanced the USA in the post-Cold War period either as a result of the altered structural distribution of capabilities within the international system (unipolarity) or of a set of deliberate plans to do so. After introducing the concepts of unipolarity, hard and soft balancing, the thesis outlines three comprehensive answers that neorealist scholars have generated as to whether the USA can or cannot be balanced in the post-Cold War international system, namely the structural, the soft balancing, and the alternative structural options. Then, drawing on a defensive realist perspective, this research goes on to consider the creation of the EU as a great power in the post-Cold War era. In light of this, the thesis aims to find out whether the rise of the EU as a great power has had an impact upon unipolarity either because of structural incentives or because of a predetermination to frustrate the aggressive policies of the unipolar state. The thesis then proceeds to investigate whether throughout the case studies series the EU has balanced the USA. The case studies highlight that the EU, freed from the rigid bipolar stalemate it had been locked into during the Cold War, undertook to exert greater influence on the world stage in the post-Cold War period. To some extent the EU has accomplished this in all of the power dimensions analysed in this thesis. Nevertheless, the EU's efforts to hold sway within the international system were not aimed at addressing the relative power imbalance created by unipolarity, and there were no deliberate plans harboured by the EU to frustrate the influence of any aggressive unipolar state. Overall, this thesis found the causal logic outlined by neorealism to be convincing to the extent that the EU emerged as a great power in the post-Cold War era and had greater freedom of action under unipolarity. However, with the partial exception of the economic dimension of power, there was no persuasive evidence uncovered to support the anticipated outcome of the neorealist theoretical slant, namely that great powers tend to balance each other. Moreover, while the soft balancing claim is considered to have promise as an attempt to understand how the EU can respond to US power under unipolarity, this study did not find sufficient evidence of the EU's deliberate intentions of doing so.

By adopting a multilevel approach to understanding decisions taken in security and defence policies by European member states, the paper argues that the development of the European Security and Defence Policy, the proliferation of ad-hoc coalitions of the willing, and the subcontracting of security tasks from the UN has worsened the challenge of parliamentary accountability in foreign, security and defence policies. The paper evaluates how the European Convention has sought to bridge the parliamentary accountability gap in Common Foreign and Security Policy (CFSP) and in European Security and Defence Policy (ESDP). The outcomes of the Convention on the future of Europe are not meeting its initial ambition to put foreign, security and defence policy among the priorities for the European Union¿s constitutional design. CFSP will become more integrated, on an intergovernmental rather than supranational model and under the large states¿ control. The major innovation is the creation of the position of Foreign Affairs Minister whose autonomy remains still uncertain, especially in his/her relationship with the President of the European Council. ESDP¿s operational capabilities and scope are both extended while coalitions of the willing are institutionalised and a defence core group could emerge. The contrast remains between a slower integration of CFSP and a faster progress of ESDP. Given the significance of proposals in ESDP, the new powers proposed by the European Convention to be given to national parliaments and the European Parliament in this policy area are too weak to close the existing parliamentary accountability gap.

This study examines the evolution of the Common European Security and Defence Policy (CESDP) of the European Union before and after the Saint Malo Declaration of December 1998. The co-operation in foreign policy and security matters has always been a corollary element to the economic co-operation since the beginning of the European Integration process. Within this context this study argues that the conducting of co-operation in this field within the framework of European Community/European Union (EC/EU) was dependent on the national actors, the internal community/union factors, and the external dynamics. It is also asserted that, the European political co-operation is based on, on the one hand, the intergovernmentalist method of decision-making and implementation process, and on the other to the incrementalism through which the Member States could reconcile their diverging interests, which represent continuity within the EC/EU. The Saint Malo constitutes one of the momentous events in the trajectory of European foreign policy, security and defence co-operation, which launched the essentials of the CESDP. Within this framework, this study will analyse how a legally unbinding document has been incorporated into the legal framework of the European Union and consequently became the part of the acquis. Furthermore, the policies of France, Britain, and the United States within the process of establishment of the CESDP will be examined. Then, this thesis argues that, Saint Malo has initiated a ground for renegotiation of the terms of transatlantic relationship, which culminated in the redefinition of global roles and responsibilities of Americans and Europeans.

This thesis concludes that the economic and political tools available to the European Union provide a better means by which to ensure security in Europe and around the world.

This thesis aims to analyze the evolution of the security policies of Finland and Sweden within the European Union (EU) with a comparative perspective. The main argument of this thesis is that increasing European integration in the field of security and defense may lead to adaptations and modifications in the security policy formulations of two militarily non-allied EU member states, Finland and Sweden. However, the nature and extent of these adaptations will depend on each state&rsquo / s own security policy perspective and own perception of the ongoing European security integration. This thesis seeks answers to questions such as &ldquo / How does the policy of non-participation in military alliances affect these countries&rsquo / standpoints and their participation in general in the EU&rsquo / s Common Foreign and Security Policy (CFSP), and in the Common European Security and Defence Policy (CESDP)?,&rdquo / &ldquo / How do Finland and Sweden interpret and apply this policy perspective within the CFSP, and in the CESDP?&rdquo / and &ldquo / What does membership of the EU imply for the policies of the militarily non-allied countries?.&rdquo / This thesis consists of nine chapters. The second chapter gives the conceptual framework of this thesis. The third chapter focuses on the evolution of their neutrality policies until the Second World War while the fourth one presents the evolution of their security policies from the Second World War until the end of the Cold War. The fifth chapter covers the transition period from their neutrality policy to their EU membership, while the sixth chapter focuses on the evolution of their security policies especially within the CESDP. The seventh chapter draws attention to their new security policy agenda and the eighth chapter presents the comparative analysis of their security policies in the EU. The ninth, and concluding chapter, offers an overall comparative perspective about the respective security policy profiles of the two countries within the EU. This thesis has reached the conclusion that owing to their different histories, geopolitical positions and security policy concerns during the Cold War, their ways of adapting to the changes within the EU were inclined to be different too. Even though their entry to the EU in 1995 may be accepted as the starting-point for the potential future convergence of their security policies, the similarities in their security policy considerations do not outweigh the differences for the time being.
