Transformation in the military police agency of the South African National Defence Force

The goal of this research was to describe the nature, occurrence and extent to which integration preceded normative and institutional transformation in the SANDF and therefore in its Military Police, thereby demonstrating how in its aftermath, integration has become a recipe for disaster, casting a spell on further transformation within the military. The research also aimed at bringing the reader face-to-face with the daily struggles of Africans in the SANDF, by focusing on one of the smallest divisions of the military, the Military Police Agency (MPA). The research project was limited to all reported interviews and questionnaire responses of eighty five participants of the Southern Military Police Region (S MPR), excluding the S MPR HQ as well as the MPA HQ. A total of eighty five respondents out of a total strength of 172 S MPR composition, took part in the sample. Seventy nine participated in the questionnaire, fifty one in the interview and a total of forty five participated in both. Interviews were used as follow-up sessions to respondents' questionnaire answers. While the questionnaire was structured, the interview was semi-structured, allowing members to comment, object, affirm or question the process of transformation both in the SANDF and in the MPA. In keeping with the qualitative research method, the semi-structured interview enabled the mapping of categories, trends and patterns in the responses. It was found that MK and APLA cadres who integrated into the ex-Naval MPs surpassed their counterparts in the ex-Army MPs, by far. The two groups are incomparable, in rank level, experience, training, attitude and knowledge of the organisation. It was further discovered that most practices that had taken place before 1999 at W CSC and still continued within the MPA, negate SANDF policy and are criminal. Prejudice, racism, obscene language and gender insensitivity were rife, forming part of institutional culture. It is recommended that Weitzer's proposed solution for the transformation of coercive institutions be considered. It is a thoroughgoing transformation of the security apparatus through a legal framework because civil control is not enough to guarantee the pre-eminence of the democratic forces. / Criminology / M.A (Criminology)

Evaluation ex-post de l’efficacité de solutions de rénovation énergétique en résidentiel / Ex-post evaluation of energy efficiency measures for retrofit in residential buildings

En France, les rénovations énergétiques en résidentiel, et ceci tout particulièrement pour les maisons individuelles, font peu l'objet après réalisation d'une évaluation ex-post permettant de quantifier la performance atteinte.Cette thèse se propose donc d'effectuer une évaluation ex-post de l'efficacité de solutions de rénovation énergétique en résidentiel, à partir de données (environ 100 cas par échantillon étudié) provenant d'enquêtes menées auprès de ménages, propriétaires occupants de maison individuelle, ayant participé à des opérations de maîtrise de la demande en énergie conduites à l'échelle régionale dans le nord-est et le sud-est de la France. Une approche statistique tant descriptive que de modélisation est principalement employée pour aborder ce travail.Le premier volet de l'évaluation ex-post consiste en une quantification des économies unitaires obtenues associée à un calcul d'incertitude. Pour chacune des opérations, la modélisation statistique de la consommation énergétique après travaux permet l'étude de l'influence des actions elles-mêmes mais aussi de certains facteurs tels que le changement de la gestion du chauffage ou l'utilisation après travaux de la climatisation.Le second volet de cette évaluation ex-post a pour but d'identifier les causes des écarts entre les consommations observées et celles simulées par un modèle de calcul ex-ante (dit d'ingénieur). Ainsi, nous étudions l'évolution des écarts des états avant à après travaux. Tout d'abord, une quantification et une modélisation statistique des écarts en situation avant travaux est réalisée. Puis, les écarts en situation après travaux sont à leur tour quantifiés et modélisés statistiquement en intégrant notamment l'erreur commise initialement (avant travaux). Les différences entre économies d'énergie observées et simulées sont également étudiées.Enfin, dans la dernière partie de la thèse, sur la base des sources d'écart identifiées, nous proposons des pistes de perfectionnement du modèle de calcul d'ingénieur utilisé. Plus largement, à partir d'un retour critique quant aux limites des modèles statistiques établis pour étudier les causes des écarts, des pistes sont avancées pour permettre de les améliorer. / In France, ex-post evaluations of energy retrofits in residential buildings, allowing to quantify the performance achieved, are rarely realized, particularly for the dwelling houses.This thesis is an ex-post evaluation of energy efficiency measures for retrofit in residential buildings from surveys data (around 100 cases by studied sample) of households, house owners, that participated in regional energy efficiency operations (northeast and southeast of France). This work is mainly tackled by descriptive statistics and statistical models.The first part of the ex-post evaluation is a quantification of unitary energy savings associated to an uncertainty assessment. For the two operations, a statistical model of energy consumption after retrofitting studies the effect of energy efficiency measures and also the effects of factors as space heating management modification or air conditioning use after refurbishment.The second part of the ex-post evaluation has for aim to identify the sources of gaps between observed consumptions and ones simulated by an ex-ante engineering model. Thus, we study gaps evolution from before retrofitting to after retrofitting situations. In the first time, we realise a quantification and a statistical modelling of gaps before retrofitting. Then, we repeat the method for gaps after retrofitting, in taking into account gap before retrofitting in the statistical model. Deviations between observed energy savings and calculated ones are also studied.In the last part of the thesis, we propose some improvements of the engineering model on the base of the gaps sources identified. From a critical analysis of statistical models realised to study gaps, some propositions are did to improve them.

It was recently discovered in the wild, and few studies are known for this species. Understanding behavioral patterns of species threatened by extinction is essential for developing effective conservation strategies. Here we describe the behavioral repertoire of a group of this species maintained by the São Paulo Zoological Park Foundation. We carried out observations between October 2014 and February 2015, totaling 348 hours of sampling effort through ad libitum continuous record, in two different environmental conditions, both in in pairs and in flock. We described 60 behavioral states, grouped in categories maintenance, locomotion, feeding, social, stereotyped, reproductive and alert. We also found five patterns of vocalization (alarm, contact, cohesion, reproduction and imitation). Most of the behaviors described for other species is also reported here to A. leari, more similar to A. hyacinthinus. We discuss the differences in order to contribute to the formulation of a behavioral profile for this species, and with information that may assist in maintaining normal behavior in captivity. / A arara-azul-de-lear (Anodorhyncus leari) é um psitacídeo endêmico da caatinga do nordeste do estado da Bahia, classificada como em perigo de extinção em decorrência principalmente da destruição do seu habitat e do tráfico de animais silvestres. Foi descoberta na natureza a relativamente pouco tempo, sendo escassos estudos sobre a espécie. A compreensão de padrões comportamentais de espécies ameaçadas é fundamental para a elaboração de estratégias conservacionistas eficientes. O presente trabalho teve como objetivo o levantamento do repertório comportamental de um grupo de indivíduos da espécie mantidos pela Fundação Parque Zoológico de São Paulo. As observações ocorreram entre outubro de 2014 e fevereiro de 2016, totalizando 348 horas de esforço amostral através de amostragem ad libitum de registro contínuo com caráter qualitativo em duas condições ambientais distintas, tanto na manutenção dos indivíduos em pares quanto em bando, resultando na descrição de 60 condutas comportamentais dentro das categorias manutenção, locomoção, alimentação, social, estereotipado, reprodutivo e alerta, além de cinco padrões de vocalização (alarme, contato, coesão, reprodução e imitação). A maioria dos comportamentos descritos para outras espécies é relatada para A. leari, com maior semelhança com A. hyacinthinus. Porém as diferenças são discutidas com o objetivo de contribuir com a formulação de um perfil comportamental para a espécie e com informações que possam auxiliar na manutenção de comportamentos naturais em cativeiro.

The Relative Importance of Selected Variables on the Employment Consistency of Virginia Ex-Offenders

To decrease the steady rise in the prison population, we must deter ex-offenders from re-offending and recidivating, once they have been released. For ex-offenders, finding employment is critical to successful post-release re-integration which can help reduce the chances of them recidivating. Ex-offenders who are consistent in their employment patterns are less likely to return to a life of crime. This study investigated the relative importance and significance of 11 selected variables on four separate levels of employment consistency. The selected variables were chosen based on what has been identified in the literature as effecting employment patterns of ex-offenders and the general population, and what data was reliable and available. The study group consisted of 2,314 male Virginia ex-offenders released in fiscal year 2001. The results revealed that the variables of time served, career and technical education program completions, educational level, age at release, race, and being convicted of a violent offense were positive predictors of employment consistency. On the other hand, having a record of minor infractions and being a repeat offender were associated with decreasing employment consistency in the analysis. The findings of the study suggest that it is important for offenders to make changes in the ways they think and their attitudes. This can be accomplished by taking advantage of opportunities in prison to participate in rehabilitative services and educational programs. In addition, as offenders get older they tend to abandon criminal ways of thinking, and once released they are more apt to stay employed. Furthermore, the influence of the race variable did not affect the study group of ex-offenders as anticipated. / Ph. D.
