Thus, several public policies to encourage the use of DG have been implemented as incentive mechanisms. However, it is necessary to verify if the current institutional environment is favorable for the promotion and development of this market in Brazil. In this context, the objective of this work is to identify the facilitating and inhibiting elements that influence the development of DG in the country, acting to mitigate uncertainties from the investors' point of view. For this, models of structure, regulatory environment, marketing rules, participating agents, modalities, segments and technologies are presented, allowing a better understanding of the current commercial model and the mechanisms used for its promotion. Through this documentary research, in addition to the analysis of the international experience, the accomplishment of case studies and semi-structured interviews, it was evaluated the context in which DG is found in Brazil, as well as in other countries, being possible to identify factors that can contribute in its growth, in order to establish facilitative strategies, highlighting the revision of existing legislation, the tax burden, the environmental licensing process, and credit lines, leading to a low use of this market. Finally, it is concluded that there has been a significant advance in public policies, but the current market model is not yet sufficiently favorable to further development of DG. Still, using the presented strategies can mitigate barriers and evolve, fostering the high potential for expansion, enabling a more adequate and reliable environment, and a sustainable development in the commercial model in force in Brazil. / A Geração Distribuída (GD) é vista como alternativa para reduzir a dependência de fontes primárias não renováveis e poluentes, descentralizando o parque gerador e agregando confiabilidade à rede elétrica. Assim sendo, diversas políticas públicas para incentivar o uso da GD têm sido implementadas como mecanismos de incentivos. Entretanto, é necessário verificar se o atual ambiente institucional é favorável para a promoção e o desenvolvimento desse mercado no Brasil. Nesse contexto, este trabalho tem por objetivo identificar os elementos facilitadores e inibidores que influenciam no desenvolvimento da GD no País, atuando no sentido de mitigar incertezas do ponto de vista dos investidores. Para isso, são apresentados modelos de estrutura, ambiente regulatório, regras de comercialização, agentes participantes, modalidades, segmentos e tecnologias utilizadas, permitindo-se maior compreensão do modelo mercantil vigente e dos mecanismos utilizados para sua promoção. Por meio dessa pesquisa documental, somada à análise da experiência internacional, além da realização de estudos de caso e entrevistas semiestruturadas, avaliou-se o contexto em que se encontra a GD no Brasil, assim como em outros países, sendo possível identificar fatores que podem contribuir com seu crescimento para, a partir disso, estabelecerem-se estratégias facilitadoras, destacando-se a revisão da legislação existente, da carga tributária, do processo de licenciamento ambiental e de linhas de crédito, ocasionando-se um baixo aproveitamento desse mercado. Por fim, conclui-se que ocorreu um expressivo avanço nas políticas públicas, porém o atual modelo de mercado ainda não é suficientemente favorável a um maior desenvolvimento da GD. Ainda, com a utilização das estratégias apresentadas, pode-se mitigar barreiras e evoluir, fomentando-se o alto potencial de expansão, viabilizando-se um ambiente mais adequado e confiável, além de um desenvolvimento sustentável no modelo mercantil vigente no Brasil.

學校創新之研究---以台中市一所國民中學為例

二十一世紀是知識經濟的時代,「創新」成為個人、團隊及組織致勝的關鍵,組織競爭力與生產力均靠「組織創新」而提升。學校面對新時代的挑戰,必須積極加以回應,如何將創新帶入學校組織之中,激發學校組織的創新,以提高學校效能,是各級學校無法逃避的時代課題。基於此一時代需求及國民中學的發展需要,本研究以臺中市一所國民中學為例,進行「學校創新」的初探性研究。 本研究採單一個案質性研究,運用個案文件、實地觀察及深入訪談進行資料蒐集,探討、詮釋及思索一所國民中學創新之歷程、策略及促成因素。經研究後獲致以下結論: 一、個案創新歷程為:(一)校舍重建;(二)校園新風貌;(三)學校創新領導;(四)型塑學校創新主軸;(五)發展具體創新項目;(六)形成創新團隊;(七)引進教育創新實驗方案;(八)創新發表與接受評鑑;(九)創新歷程的自省與深化;(十)建構學校創新文化;(十一)學校文化的創新。 二、個案創新策略為:(一)研訂創新主軸;(二)結合課程發展;(三)利用社區資源;(四)突出特色發展;(五)配合專案實驗;(六)參加創新評鑑。 三、個案創新促成因素為:(一)九二一地震是個案學校創新的契機; (二)學校外在環境的九年一貫課程的推動、教育創新實驗案的推廣、強調學校本位課程特色因素。(三)學校組織的領導、文化、策略、人力素質因素。 個案創新受九二一地震影響,此一天然災害因素組織無法掌控,唯透過本研究分析探討個案創新歷程、策略及促成因素,能深入瞭解學校創新之相關議題,並提出學校創新建議,供學校創新參考。 關鍵詞: 組織創新 學校創新 學校創新策略 學校創新促成因素 / Such an era of knowledge economy as the 21st century is, “innovation”has become the key for the individuals, teams, and organizations to outdo others while organizational competitiveness and productivity are both boosted relying upon “innovation of organization”. To confront with the challenges of the new era, a school has the need to respond to them vigorously. It is an inevitable subject of the era to schools of all levels how to bring forth innovation to academic outfits to set off their organizational innovation for greater efficacy. Based upon the demands for the era as well as the development of junior high schools of which one is exemplified in Taichung City, Taiwan, to carry out the preliminary test study of “innovation of school”. This paper adopts the unitary case story study of quality and nature by applying the methods of documentary analysis, observation, and in-depth interview to carry on the research, probing, interpretation, and pondering of a junior high school in term of the course of school innovation, strategy, and elements of facilitation. The conducted study sums up the follows: In the course of innovation: 1) Reconstruction of school building; 2) New styles and features of campus; 3) Leadership of school innovation; 4) Formulation of prospects in innovation of school; 5) Development of items of concrete innovation; 6) Formation of innovation team; 7)Introduction of experimental scheme for educational innovation; 8) Announcement of innovation and acceptance of appraisement; 9) Introspection and deepening of innovative course; 10) Establishment of school innovative culture; and 11) Innovation of school culture. For the strategy of case story innovation: 1) Study to set the axis of innovation; 2) Integration of curricular development; 3) Utilization of community area resources; 4) Highlighting development of special features;5) Coordination of special case experiment; and 6) Participation in appraisement of innovation. For the elements of facilitation of case story innovation:1) 921 Earthquake is a turning point of school innovation;2) The factors of leadership, culture, strategy, and manpower quality of internal organization of a school;3) Enforcement of 9-year consistent curricula, application of information technology, extension of experimental scheme of school innovation, and emphasis upon the elements of characteristics in departmental curricula involving off-campus environment. 921 Earthquake is a great influence on the case story innovation . It is a natural disaster that organization can not control.But through this study to discuss the course of school innovation,strategy, and elements of facilitation in case story can understand the issues about school innovation and provide some suggestions for school innovation. Éléments contraignants et facilitants les interventions éducatives d’infirmières œuvrant en soins ambulatoires d’un centre hospitalier universitaire pédiatrique

La durée du séjour pour des soins pédiatriques hospitaliers est de plus en plus courte ce qui a pour conséquence que des soins sont prodigués en soins ambulatoires ou à la maison. Les infirmières en soins ambulatoires doivent réaliser des interventions éducatives en vue de préparer les familles à administrer certains soins à l’enfant. Le but de cette étude était d'explorer les éléments contraignants et facilitants les interventions éducatives d’infirmières oeuvrant en soins ambulatoires d’un centre hospitalier universitaire pédiatrique. Le Modèle de Partenariat Humaniste en Santé (MPHS) a été utilisé comme perspective disciplinaire, alors que le modèle d'une intervention éducative en matière de santé de Ndengeyingoma et al. (2017) a guidé cette étude par la mise en évidence des moments éducatifs charnières. Utilisant une approche qualitative et un devis descriptif exploratoire, cette étude a permis d’explorer la perception de sept infirmières (n=7), et ce, dans leur milieu naturel. Les méthodes de collecte de données qui ont été utilisées sont le questionnaire sociodémographique, l’entrevue semi-structurée, le journal de bord et la validation du sommaire des entrevues. Les résultats de cette recherche ont permis d’identifier quatre grandes catégories d’éléments contraignants et facilitants les interventions éducatives d’infirmières oeuvrant en soins ambulatoires d’un centre hospitalier universitaire pédiatrique, soit 1) le rôle de l’infirmière, 2) la famille, 3) la gestion des ressources humaines et matérielles, et 4) les stratégies éducatives. Cette étude apporte un nouvel éclairage quant aux connaissances déjà existantes sur la pratique clinique des infirmières en soins ambulatoires, particulièrement au niveau des interventions éducatives réalisées auprès des familles qui doivent apprendre à prodiguer des soins à la maison. Ces résultats offrent d’abord une meilleure compréhension de la pratique clinique d’infirmières en soins ambulatoires, en plus de faire avancer l’état des connaissances sur les soins ambulatoires. Ensuite, elle permet de mieux comprendre la réalité des familles, de proposer des stratégies afin d’améliorer les interventions éducatives réalisées auprès d’elles, de proposer des avenues de recherche prometteuses, de dégager des pistes de développement pour la formation infirmière dans une approche d’amélioration continue, de conscientiser les gestionnaires de soins ambulatoires pour une gestion efficiente des soins et services de santé offerts en soins ambulatoires. / The care previously provided in hospitals to the family, has been redirected to the home. Before returning home, the family must learn how to provide the care required by the child's illness. Ambulatory care nurses carry out educational interventions to prepare families for these new responsibilities. The aim of this study was to explore the constraining and facilitating elements of the educational interventions of nurses working in ambulatory care in a pediatric university hospital center. The Humanistic Partnership Model in Health Care (HPMHC) was used as a disciplinary perspective, while the model of a health education intervention by Ndengeyingoma et al. (2017) guided this study by highlighting key educational moments. Using a qualitative approach and an exploratory descriptive design, this study explored the perception of seven nurses (n = 7), in their natural environment. The data collection methods used were the socio-demographic questionnaire, the semi-structured interview, the logbook and the validation of the interview summary. The results of this research made it possible to identify, in four main themes, the constraining and facilitating elements of the educational interventions of nurses working in ambulatory care of a pediatric university hospital center, namely 1) the role of the nurse, 2) the family, 3) the management of human and material resources, and 4) educational strategies. This study sheds new light on the already existing knowledge on the clinical practice of ambulatory care nurses, particularly at the level of educational interventions carried out with families who must learn to provide care at home. These results first provide a better understanding of the clinical practice of ambulatory care nurses, in addition to advancing the state of knowledge on ambulatory care. Then, it makes it possible to better understand the reality of families, to recommend approaches to improve the educational strategies carried out with families, to propose other promising avenues of research, to identify interesting avenues for nursing training and, in a continuous improvement approach, to make ambulatory care managers aware of the efficient management of health care and services offered in ambulatory care.
