Diploma thesis "Služby péče o předškolní děti v České republice jako nástroj úspěšného slaďování práce a rodiny" evaluates the current system of pre-school childcare services in the Czech Republic as a tool for a successful reconciling work and family and tries to recommend particular steps that would contribute to improve the functioning of the system in the future. Within the current system evaluation, on the one hand, the aspects, which contribute to the functionality of the system were identified, but on the other hand, some of the deficiencies which may limit the functionality of the system were detected. Afterwards, the study devoted to the shortcomings in detail and to detecting their causes, which allow to think about the next steps in the future. To develop a new conception of family policy with the aim of removing shortcomings of the current system is presented as the main recommendations for the future. When working on a new concept, a discussion among all the actors who play the role in the current system of pre- school childcare services should take place, the recommendations of supra- national and international bodies and non-profit organizations should be taken into account and inspiration for specific measures should be taken from examples of good practice from abroad.

Author deals with possibility of making communal family policy in Prague. Author shows the drafts, how such kind of policy can be developped. The first part of this study offers analysis of conteporary stage in the several levels - stakeholders analysis, where the key stakehlders, their attitudes, reciprocial relations and ways of communication are marked out. Another part of analysis is the comparison analysis - the specific characteristics of the city districts are analysed, as well as the characteristisc of the regions and the Capital of the Slovák Republic, Bratislava. The secondary data are ušed as well as the primary data derived from the author's research. The second part of the study deals with the designs of the communal family policy in Prague and the description of the policy tools, according to the findings another methods are ušed - e.g. construction of the problems and goals trees and the future scenarios. There are many supplements in the study, mainly the tabs, schemes and other materials in the appendix.

Thesis "Women between Family and Work and the Welfare State" examines the challenges of balancing work and family roles of men and women, specifically in relation to institutional conditions of the Welfare State in the Czech Republic. The author analyzes and identifies external factors influencing family life and work balance. Furthermore, the author compares situation in the Czech Republic with selected countries of the European Union. The most important theoretical backgrounds of the thesis are the Welfare State theory, the family theory and the gender inequality theory. The main methods applied in the thesis are secondary data analysis and comparative analysis. The MA is divided in eight chapters. Key part of the thesis is analytical part, which consists of four chapters. First of them analyzes the external and internal factors that influence the behavior of men and women, namely the cultural value framework, structural labor market conditions and preferences of men, women and employers. The second one examines the institutional limitations and opportunities created by the Czech Welfare State. The comparative analysis of the situation among the Czech Republic, France and Sweden is carried out in the third chapter. This diploma thesis researches the development of the position of a woman in the family in the Czech Republic since the fifties of the 20th century. The theoretical part further develops wider background of a researched issue. As a further background are considered mainly the gender socialisation, roles of man and women and gender stereotypes. Furthermore this diploma thesis deals with family main functions and important theories since the second half of the 20th century which deal with the family development and position of women in the family. There are discussed mainly the US and European theories. In the discussed era was in Czech sociology banned and prohibited. Thesis also briefly characterizes demographic development of a family. The results from the mapping of the main issues show historical variability of (un)evenness between man and woman. The research is focused on and their description of common situations which reflect everydayness in the family life. Women were divided into three age groups for simulation of three generations. Their statements helped to get complete information that were further used for mapping of the position of a woman in a family in the Czech Republic in the period of second half of a 20th century. This diploma thesis wants to find out main needs of large families in the Czech Republic. Families with three and more children are minority group for which social and family policy don't have specific measures. These families face to many problems, especially to the lack of financial resources and complicated reconciling of work and care. Situation of families and adjustment of social and family policy in the Czech Republic are compared with large families in France and with French family policy which is aim at reconciling of work and care in last years. Although adjustment of French welfare state is different, the inspiration for Czech system will be defined. Major benefit of this thesis is focusing on large families in the Czech Republic which don't receive social benefits and at least one parent is economically active.

Úhrnná plodnost a rodinná politika: severský a postsocialistický model / Fertility and family policy: Nordic and post-socialist modelLangmajerová, Barbora January 2014 (has links)
The main aim of this Master's thesis is to define the relationship between fertility rates and family policy in Central Europe, that experienced steep decline in fertility during the 1990s, and in Northern Europe, known for its stable and relatively high fertility. Using a combination of qualitative and quantitative methods, current models of family policy are defined and examples of policy measures that motivate people to start a family are found. The thesis also wants answer the question whether it is possible to implement a successful model of family policy in another region. The research focuses on two groups of countries, which went through similar development over the last decades: Czech Republic, Slovakia, Poland and Hungary that share a similar socialist experience, while Denmark, Norway, Sweden and Finland attempted to find the third way between market economy and strong welfare state. Both regions also had to restructure their economy and reform their welfare states in the beginning of the 1990s. This development influenced today's beliefs about family support, childcare services or flexibility of the labour market, crucial in formulations of national family policy.

The presented thesis deals with the development of the programmes of the Christian Democratic Union of Germany (CDU) in the area of family policy in the long term 1949 - 2009. During this period there was a significant transformation of the Christian-democratic image of the family and the whole concept of family policy toward the Scandinavian model, which supports the reconciliation of family and professional life. As a long-time ruling party the CDU fundamentally formed the (West) German family policy. The aim of the thesis is to analyse the transformation of the image of the family and the family policy programmes in that period. The main chapter examines the four phases of development of the programmes in this area in the context of social and demographic changes and the development of the party as such. The thesis shows on the basis of various sources, mainly of three long-time and several thematic party programmes of the CDU that its image of family gradually extended from the classical model of a married couple with their own children with the traditional division of male and female roles to all forms of cohabitation with children. Diese Arbeit betrachtet die Umsetzung des politisch-administrativen Leitbildes Aktivierender Staat in der Familienpolitik Deutschlands und der Niederlande. Es wird untersucht, ob es zu Parallelen in den Familienpolitiken kam. Hierdurch kann erstens die Frage nach der Umsetzung des Leitbildes in der Familienpolitik und zweitens die Frage nach familienpolitischen Konvergenzen innerhalb der Europäischen Union beantwortet werden. Um die Fragestellung zu bearbeiten wird zum Vergleich der beiden Länder ein Idealmodell Aktivierender Familienpolitik entwickelt. Es handelt sich hierbei um eine induktive Herangehensweise, bei welcher die Divergenzen und Konvergenzen der beiden Länder herausgearbeitet werden. Zur Entwicklung des Idealmodells werden Bandemers Indikatoren zur Beschreibung des Aktivierender Staat, die familienpolitischen Zielsetzungen und Instrumente von Kaufmann und die familienpolitischen Staatsinterventionstypologien von Esping-Andersen herangezogen. Die Beschreibung der familienpolitischen Ziele und Instrumente erfolgt anhand einer Dokumentenanalyse. Durch diese Arbeit wird der Begriff Aktivierende Familienpolitik konkretisiert. Außerdem wird sichtbar, welche Aktivierungsstrategien die beiden Länder verfolgten, bzw. wie sie das Leitbild des Aktivierenden Staates umsetzten. Hierdurch kommt es nicht nur zur Bewertung der theoretischen Frage nach der Anwendung aktivierender Politiken in anderen Bereichen als der bereits häufig evaluierten Arbeitsmarktpolitik, sondern auch zu einer Übersicht verschiedener Aktivierungsbeispiele. Anhand einer Analyse der untersuchten Maßnahme und hinzugezogener Literatur werden Schlüsse gezogen im Hinblick auf familienpolitische Konvergenzen und Divergenzen zwischen den beiden Ländern. Die Bewertung der Lücken und Defizite des Leitbildes und die Diskussion über die mögliche Weiterentwicklung des Leitbildes runden die Arbeit ab. / This dissertation investigates the influence of the political-administrative ideal of the ‘activating state’ on German and Dutch family policy. It is studied to what extent parallels can be discerned between the family policies that are pursued by these two countries. It is clarified how the aforementioned ideal is converted into family policy, whilst also offering an answer to the question whether any convergences exist in the field of family policy as pursued within the European Union. In order to be able to answer this question, an ideal model for activating family policy has been created to facilitate a comparison between the two countries. This involves an inductive method in which the divergences and convergences of both countries have been worked out in greater detail. In view of the development of the ideal model, Bandemer’s indicators for the ‘activating state’ are studied in combination with Kaufmann’s family policy goals and instruments, and Esping-Andersen’s state intervention typologies for family policy. This is followed by a specification of the family policy goals and instruments based on an analysis of various documents. The goal of this investigation is to concretise the concept of activating family policy. Additionally, it is shown which ‘activating strategies’ have been used by both countries and how they have translated the ideal of an activating state. Not only does this offer an answer to the theoretical question about the use of activating policies in areas other than the often-evaluated labour market policies, but it also provides an overview of various activating examples. Using an analysis of the investigated instruments and the corresponding literature, a number of conclusions have been formulated about the convergences and divergences in the family policies that are pursued by these two countries. The dissertation ends with an assessment of the ideal’s gaps and shortcomings and a discussion about its possible further development.
