South Africa, after ten years of democracy should have been a secure and
peaceful place. It has however developed into a cesspool of violence.
Violent crime is currently a common factor in everyday life. It is
especially the severe nature of the assault and mutilation that makes
violent crimes so traumatizing.
The aim of this study is to identify the need for counselling of these
traumatized victims of violent crimes and to design a future strategy for
the possible application by pastoral counsellors and ministers to support
and minister these violent crime victims. The method of approach
according to which this study was done, is the practical theological model
of Getz where the different perspectives was studied through lenses.
From the above mentioned survey it became evident that violent crimes
are still increasing and the subsequent trauma received very little
attention up to now. Empirical research clearly suggested that although
these victims needed pastoral counselling, they did not receive any form

of counselling. With the help of the pastoral counsellor these violent
crime victims can overcome trauma.
Pastoral counselling to the traumatized victim of violent crime is carried
out by the counsellor, a called servant of God, using Scripturally founded
pastoral skills in counselling, in this way creating a pastoral relationship.
The aim is to lead the counselee towards growth in belief in God in order
to handle this through faith.
The conclusion reached after the research had been taken is that
traumatized victims of violent crimes did not receive counselling from
their ministers. The trauma that is caused by violent crimes has a fierce
impact on victims and this research, with the aid of the pastoral model,

Thesis (MA)--University of Stellenbosch, 2004. / ENGLISH ABSTRACT: One of the most distressing criminal activities has been the attacks on farmers since 1994 and
for many years now our farming community has been plagued by these senseless acts of
brutality. Since the early nineties there has been a steady increase in the occurrence of farm
attacks in our country and the rising incidence of violent crimes on farms and smallholdings
in South Africa has become a cause for great concern. The farming community in South
Africa has a very significant function in the economy of the country as producers of food and
providers of jobs and other commodities required by various other industries, such as the
mining industry. They render an indispensable service to our country and therefore we have to
ensure that this community receives the necessary safeguarding that is so desperately needed
at this time.
Farm attacks are occurring at alarming rates in South Africa, the Western Cape, and recently
also in the Stellenbosch district. The phenomenon of farm attacks needs to be analysed in the
context of the crime situation in general. The underlying reasons for crime are diverse and
many, and need to be taken into account when interpreting the causes of crime in South
Africa. To ensure that this research endeavour has practical value for the various parties
involved in protecting rural communities, crime hotspots and circumstances in which crime
occur were identified and used as a tool to provide the necessary protection and mobilisation
of forces for these areas.
The study focused on different theories in explaining the crime phenomenon. Information
from the Stellenbosch SAPS was used to analyse the study area and to identify areas that can
be classified as possible hotspots in the study area. Demographic and socio-economic
determinants shed light upon the social structure in the study area and various environmental
determinants were also used to generate a broader understanding to the social pandemic. / AFRIKAANSE OPSOMMING: Sedert 1994 is plaasaanvalle een van die mees ontstellende kriminele aktiwiteite van ons era.
Die landbougemeenskap word al jare lank geteister deur hierdie sinnelose aktiwiteite. Sedert
die vroeë negentigerjare is daar ’n stewige toename in die voorkoms van plaasaanvalle asook
toenemende insidente van geweldsmisdade, wat tot groot kommer lei. Die
landbougemeenskap in Suid-Afrika het ’n baie belangrike funksie in die ekonomie, aangesien
hulle voedselvervaardigers is, werksgeleenthede skep en industrieë van sekere kommoditeite
voorsien. Hulle lewer ’n onmiskenbare diens aan die land en daarom verdien hierdie
gemeenskap die nodige beveiliging.
Die aantal plaasaanvalle in Suid-Afrika, die Wes-Kaap en onlangs ook die Stellenboschomgewing,
is skokkend. Hierdie fenomeen moet binne die konteks van algemene misdaad
geanaliseer word. Die onderliggende redes wat aanleiding gee tot plaasaanvalle is divers,
maar moet almal in gedagte gehou word wanneer die oorsake vir misdaad ondersoek word.
Om te verseker dat hierdie navorsingspoging praktiese waarde toon vir diegene betrokke,
behoort gebiede waar misdaad seëvier geïdentifiseer te word en dan gebruik te word om die
nodige beskerming aan en mobilisering van polisiemagte binne hierdie gebiede te bied.
Die studie fokus op verskillende teorieë wat gebruik kan word om die voorkoms van misdaad
te verklaar. Inligting is van die Stellenbosch-polisiediens verkry om die voorkoms van
misdaad in die studiegebied te verklaar en om probleemgebiede te identifiseer. Demografiese
en sosio-ekonomiese veranderlikes kan lig werp op die sosiale struktuur van die studiegebied
en kennis van omgewingsveranderlikes dra ook by tot ’n beter begrip van hierdie sosiale
pandemie.

The aim of this study is to determine the security relevance of farm attacks in South Africa. This is based on the propositions that indications exist that farm attacks in the RSA reflect more than common criminality; that the combating of farm attacks requires specific measures; and that farm attacks in other African states, as well as prior to 1994 in some instances also in South Africa, had demonstrated specific political motives. In the search for the underlying causes behind the incidence of farm attacks, aspects such as the occurence of farm attacks elsewhere in Africa; the political history of the RSA; the dynamics associated with an increase in crime during political transition; land reform; and the extent of farm attacks in the RSA, were analysed. The occurence of farm attacks seems not to be unique to South Africa, as attacks of this nature also occurred in other African states such as Kenya and Zimbabwe. As could have been expected from international experience, crime increased substantially in South Africa during a period of radical political transition. Farm attacks, which inherently manifest as violent crimes, also increased, especially during the period between 1997 and 2001. Developments during South Africa’s political past led to a situation in which a substantial part of the population lost not only their political rights, but also their land. As a result, land reform is high on the agenda of those who feel deprived, as well as that of the government. The findings reached by commissions of enquiry and research into the causes of farm attacks reveal that crime is the single most important motive for farm attacks. Other motives were identified in single cases, but no common sinister motive or any specific organisation instigating farm attacks could be established. Although the level of trust between the farming community and government has in some cases suffered considerable harm, both parties are bound to the combating of farm attacks, including participation in the implementation of combined strategies such as the Rural Safety Plan. The occurrence of farm attacks is clearly a significant security issue. Although it is not yet considered as posing an immediate direct threat to national security, it has already been recognized that farm attacks could negatively impact on food security. This research focusses on crime prevention on farms with Transvaal Sugar Limited as a selected study. The printed media, quantitative and qualitative research principles were used to gather data and to determine to what extend crime is experienced by the respondents. The primary aim of the quantitative research principles is to investigate the nature and extent of crime on the company`s agricultural sites. Existing crime prevention measures on the different agricultural sites are also evaluated and recommendations made where necessary. Interviews with various respondents brought to the fore interesting opinions related to crime based on the empirical-phenomenological method. The support farmers received from the SAPS is discussed in full.
The value of the primary physical barriers or obstructions with regard to crime prevention were emphasised in this study. Without the support of conventional electronics, together with the inputs of the human factor, physical crime prevention measures will be of little value, especially on geographical far reached agricultural estates.
Farm attacks as a separate phenomenon is part of this study and serves as a comprehensive discussion regarding media reports and previous research on this subject. The ADSC crime prevention model is developed as a result of this study with the aim of contributing to the prevention of crime on farms. Good interpersonal and loyal attitudes are identified as key factors on which the farmers must concentrate in order to prevent crime. / Criminology / D. Litt. et Phil.(Criminology)
