A Feasibility Study on the Private Participation in the P.E.T. Center of Public Hospital ¡V The P.E.T. Center of Kaohsiung Veterans General Hospital as Example

Because the information advance in technology, the social welfare gradually increase, creates the government expenditure to increase, the finance is difficult. In 2000, the government had announced private participation public construction law, positively impelling the private organization participation public construction, and used the resources, the technology, the efficiency to lighten the government serious financial burden, and created the vigorous folk commercial vitality. The high tech health center is medical industry extending, and is one kind of important tool to impel the preventive medicine. Although it has used the massive medicine theory and the technology, it has not involved the treatment behavior and the medicine prescription. However, it still located in the medical scope, must controlled by the government health organization. At present, the health center has two kinds of managements, one is attached in the hospital, and the other picks the independent form. This case belongs to former. The rehabilitation, operation and transfer on the positron emission tomography center of Kaohsiung Veterans General Hospital bases on the law of private participation public construction. The rehabilitation and operation periods amounts to 11 years. Kaohsiung Veterans General Hospital should suggest that specialized organization or by itself to handle the feasibility and earlier scheme before R.O.T. proposals. If the earlier scheme checks to pass, Veterans General Hospital has to proceed following system of preposition and commercial attraction. Bases on the market analysis, we find that five hospitals have been established positron emission tomography equipment in the area of Kaohsiung and Pingtung. At present, the market supplies increase much, and potential market demands develop slowly. Under these factors disturbance about global budget payment system or hospital excellent project, it inevitably will have the influence on the investment will of industry. Moreover, the condition of industrial and marketable environment, like the supply source of positron medicine FDG, the degree of market development, the medical standard of teams, will be the essential topics. From financial assessment, we find that the private organization participates in the business of the positron emission tomography center of Kaohsiung Veterans General Hospital by the R.O.T. form, Kaohsiung Veterans General Hospital could gain considerable premium, the management efficiency, the higher reputation, and provide the precise health examines. The franchised corporation also could gain required return. The bank financing gets safety. Therefore, the contract about the private participation in the positron emission tomography center of Kaohsiung Veterans General Hospital resembles reasonable. By the sensitivity analysis, we find that the key factors in turn as follows: Revenue, operating cost, operating expenses, initial investment, and financing interest rate. Revenue at their own expense affects this case much higher than customers. Health insurance revenue is regulated by the global budget payment system, we find that pay point is more sensitive than pay value per point, and the franchised corporation must spend more resources to develop the market about non-insurance revenue. The R.O.T. on the positron emission tomography center of Kaohsiung Veterans General Hospital belongs to successful case, its main points including: First, we can use R.O.T. business model to break these constraint of laws and regulations, effectively promote the management elasticity and the overall achievements. Second, the party of the public in the plan and operating stage assigns professionals and continues to participate in the coordination and the management, which is helpful to the project implemented. Third, with the lower premium threshold and the higher surveillance standard, this is helpful to the quality control. Finally, by financial assessment, we can control risk management in advance.

Κατά τα τελευταία έτη παρατηρείται μια ραγδαία αύξηση του ενδιαφέροντος, από μια μεγάλη γκάμα κοινωνικών ομάδων (φαρμακευτικές εταιρίες, ιδιώτες κτλ), αλλά και το κράτος, για την οικονομική αποτίμηση των ιατρικών πράξεων. Ο χώρος της ακτινολογίας ιδιαίτερα, παρουσιάζει στην Ελλάδα μια ιδιαίτερη δυναμική και αυξανόμενους ρυθμούς, γι’ αυτό το λόγο πέρα από την καθαρά ιατρική επισκόπηση των εξελίξεων της επιστήμης, απαιτείται και μια επιστημονικά έγκυρη οικονομική αποτίμηση και αξιολόγηση. Η παρούσα διατριβή έρχεται να καλύψει το κενό αυτό που υπάρχει στον χώρο της υγείας, ή ακριβέστερα στην επιτομή της Ιατρικής και Οικονομικής Επιστήμης για την εξαγωγή γόνιμων συμπερασμάτων που αφορούν την ορθολογική αξιολόγηση των περιορισμένων πόρων της Υγείας. Το πρώτο μέρος της εργασίας, που αποτελείται από τα 4 πρώτα κεφάλαια, αναφέρεται στο καθαρά ιατρικό μέρος που αφορά την ακτινολογία στις μέρες μας. Στο δεύτερο μέρος η μεθοδολογία και το ύφος αλλάζουν, προκειμένου να καλυφθεί αυτή η δεύτερη αναγκαιότητα για την οποία έγινε λόγος παραπάνω. Ευελπιστώ ότι η παρούσα διατριβή θα αποτελέσει την απαρχή και άλλων τέτοιων προσπαθειών, δεδομένης της σχεδόν ανύπαρκτης παιδείας των Ιατρών στην Οικονομική επιστήμη και στις συχνά ενδιαφέρουσες και γοητευτικές - αν και ενίοτε δυσνόητες- μεθόδους της. / -

Bien que l’usage des méthodes d’évaluation financière des brevets semble aujourd’hui stabilisé, les procédures d’évaluation extra-financière, précédent essentiel à l’évaluation financière, restent à ce jour floues. Pour que ces méthodes soient opérationnellement fiables et permettent, a minima, une comparabilité entre les différents actifs, il est indispensable de stabiliser un cadre d’évaluation de référence explorant en profondeur les indicateurs clefs de performance des brevets. A travers l’analyse des cartes cognitives d’experts de l’évaluation, nos travaux examinent les conventions de qualité des brevets afin de fournir un cadre détaillé pour l’évaluation extra-financière des brevets. Notre principal apport repose sur un meilleur décryptage des relations entre les indicateurs clefs de performance des brevets. Il permet une simplification de l’analyse des brevets, de leur évaluation et de leur management stratégique. / Although the use of methods of financial evaluation of patents now appears stable, the procedures for assessing extra-financial key to the previous valuation remain to date unclear. For these methods are operationally reliable and enable, at least, comparability between different assets, it is necessary to stabilize a framework for baseline assessment exploring in depth the key performance indicators of patents. Through the analysis of cognitive maps of experts of the evaluation, our work examines the conventions of patent quality to provide a detailed framework for extra-financial assessment of patents. Our main contribution is based on a better understanding of the relationships between key performance indicators of patents. It allows a simplification of patents analysis, evaluation and strategic management.

Le droit des entreprises en difficulté est une branche du droit qui se place au carrefour de disciplines juridiques aussi différentes que difficilement compatibles entre elles. Régulièrement, l'ouverture d'une procédure collective touche des droits de propriété intellectuelle représentant une importante part de l'actif des entreprises quels que soient le secteur concerné et la propriété intellectuelle en cause. Cette période donne naissance à multiples conflits d'intérêts, les conceptions qui s'y opposent bien souvent antagonistes reflètent les difficultés liées au chevauchement entre les mécanismes propres aux droits de propriété intellectuelle et ceux du droit des procédures collectives. Le droit de la défaillance des entreprises se révèle « complexe » la recherche d'un équilibre n'est pas aisée, et se traduit par une « cohabitation difficile ». L'analyse des interactions entre le droit des entreprises en difficulté et les droit de propriété intellectuelle, a permis de démêler l'enchevêtrement issu des querelles de frontières entre ces deux droits. / Bankruptcy proceedings law is a branch of law that combines different legal disciplines that as different as hardly compatible with each other. More often than not, the initiation of collective proceedings affects intellectual property rights which represent a significant part of the assets of companies whatever the sector and whatever the undertakings irrespective of the sector concerned and whatever the intellectual property in question. This period gives rise to multiple conflicts of interest insofar as the opposing views reflect the difficulties related to the overlap between the mechanisms that are specific to intellectual property rights and those that are specific to Bankruptcy proceedings law. Bankruptcy law turns out to be "complex" insofar finding out a balance is not easy and reflects in a "difficult cohabitation". The analysis of the interactions between bankruptcy law and intellectual property rights helped avoiding the entanglement that resulted from border disputes between these two legal disciplines.

Financial Analysis and Fiscal Viability of Secondary Schools in Mukono District, Uganda

Within the worldwide business community, many analysis tools and techniques have evolved to assist in the evaluation and encouragement of financial health and fiscal viability. However, in the educational community, such analysis is uncommon. It has long been argued that educational institutions bear little resemblance to, and should not be treated like, businesses. This research identifies an educational environment where educational institutions are, indeed, businesses, and may greatly benefit from the use of business analyses. The worldwide effort of Education for All (EFA) has focused on primary education, particularly in less developed countries (LDCs). In Sub-Saharan Africa, Uganda increased its primary school enrollments from 2.7 million in 1996 to 7.6 million in 2003. This rapid primary school expansion substantially increased the demand for secondary education. Limited government funding for secondary schools created an educational bottleneck. In response to this demand, laws were passed to allow the establishment of private secondary schools, operated and taxed as businesses. Revenue reports, filed by individual private schools with the Uganda Revenue Authority, formed the database for the financial analysis portion of this research. These reports, required of all profitable businesses in Uganda, are similar to audited corporate financial statements. Survey data and national examination (UNEB) scores were also utilized. This research explored standard business financial analysis tools, including financial statement ratio analysis, and evaluated the applicability of each to this LDC educational environment. A model for financial assessment was developed and industry averages were calculated for private secondary schools in the Mukono District of Uganda. Industry averages can be used by individual schools as benchmarks in assessing their own financial health. Substantial deviations from the norms signal areas of potential concern. Schools may take appropriate corrective action, leading to sustainable fiscal viability. An example of such analysis is provided. Finally, school financial health, defined by eight financial measures, was compared with quality of education, defined by UNEB scores. Worldwide, much attention is given to education and its role in development. This research, with its model for financial assessment of private LDC schools, offers a new and pragmatic perspective.
