Ferramentas eletrônicas: um caminho para a difusão da segurança contra incêndio / Electronic Tools: a way to diffuse the fire safety

O trabalho apresenta as etapas e os trabalhos realizados para a construção de um sitio eletrônico como um caminho para a difusão da segurança contra incêndio. O sítio trata das normas do Corpo de Bombeiros de São Paulo, de sua Regulamentação, e se limitou aos casos tratados pelo Projeto Técnico Simplificado (PTS), os quais abrangem, resumidamente, edificações com piso mais elevado com até seis metros de altura e área construída até setecentos e cinqüenta metros quadrados. O objetivo desse sítio é o de permitir ao arquiteto, através sua navegação, obter todas as informações necessárias que o capacitem a cumprir essa regulamentação e legalizar essas edificações junto ao Corpo de Bombeiros de São Paulo. O texto apresenta um resumo histórico da evolução da legislação do Corpo de Bombeiros de São Paulo, descreve o Projeto Técnico Simplificado, com sua composição e impressos, consolida a regulamentação pertinente aos casos tratados por esse procedimento, desenvolve diagramas de bloco do fluxo das informações necessárias para a implantação do sítio, e relata os resultados de pesquisa de campo indicando sua necessidade, mais pesquisa de aperfeiçoamento do sítio, com duas versões: a primeira que buscou a coleta de sugestões e percepção de erros, e a segunda, conduzindo-o a busca de eficiência, eficácia e satisfação do usuário. Encontram-se presentes, nos diversos capítulos, todas as instruções iniciais orientadoras das pesquisas além da tabulação dos resultados obtidos. As conclusões indicam que o caminho percorrido conduziu à produção da ferramenta eletrônica desejada a qual, mesmo que ainda passível de aperfeiçoamentos, permite sua implantação imediata. / This work presents the stages and tasks carried through the construction of a web site as a way for the diffusion of the fire safety concepts. The web site deals with the norms of Saint Paul State Fire Department (SPFD) of its regulation, and was limited, itself, to the cases dealt by the Simplified Technical Project (STP), which enclose, briefly, construction with raised floor with up 6 meters high and construction area up to 750 square meters. The point of this web site is to allow architects through its navigation, to get all necessary information to enable them to fulfill the norms and legalize their construction with SPFD. The text presents a historical summary of the evolution of the SPFD legislation, describes the STP with his composition and printed matters, consolidate the pertinent regulation to the treated cases by this procedure, develops blocks diagrams of the flow of the necessary information for the implantation of the web site, also tells the results of the field research indicating its necessity, plus perfection research of the web site with two versions: the first one, that pursued the collect of suggestions and perceptions of errors, and the second one, leading to efficiency search, effectiveness and user satisfaction. There are in several chapters all the initial instructions that oriented the researches well as the tabulation of the gotten results. The conclusion indicate the covered way lead to the production of the desiderate electronic tool, witch, even still possible more development, allow its immediate implantation.

A segurança contra incêndios ainda é um tema incipiente no Brasil. Em São Paulo a primeira legislação data de 1983, sendo conseqüência das tragédias ocorridas nos anos de 1970, como a do Edifício Andraus, em 1972, e a do Edifício Joelma em 1975. Este trabalho procura discorrer sobre o projeto de saídas de emergência dos edifícios escolares construídos pelo Estado de São Paulo e em especial, os mais contemporâneos, que estão elevando seu gabarito de altura e concentrando sua população. Inicialmente fez-se uma abordagem histórica onde procurou-se examinar as principais características tipológicas das escolas construídas pelo Estado de São Paulo e, no capítulo seguinte, um levantamento das legislações edilícias produzidas pelo Município e pelo Estado de São Paulo, sempre com foco na segurança contra incêndio e, em especial, nas saídas de emergência. Em seguida, procurou-se compreender o conceito de desempenho, os principais modelos matemáticos utilizados na segurança contra incêndios e as variáveis que podem influenciar um processo de abandono, tais como: a velocidade das pessoas, o tempo de resposta ao alarme e o comportamento humano em situações de incêndio. Por fim, algumas simulações de abandono por computador para quatro escolas foram realizadas, utilizando o modelo matemático denominado buildingExodus, com o objetivo de avaliar as saídas de emergência e contribuir para o aprofundamento e a divulgação do conhecimento sobre o assunto. / Fire safety is still an incipient subject in Brazil. In São Paulo, the first piece of legislation dates back to 1983, being a consequence of the tragedies that occurred in the 1970s, such as the one in the Andraus Building in 1972 and the one in the Joelma Building in 1975. This work aims at discoursing on the design of the emergency exits of the school buildings that have been constructed by the State of São Paulo, especially the design of the most contemporary structures, which have been increasing in height and concentrating their population. Initially, a historical perspective is presented, followed by an examination of the principal characteristics of the schools that the State of São Paulo has built and by a study of the building regulations that the City and the State of São Paulo have created, always focusing on fire safety and, especially, on emergency exits. After that, this work tries to understand the performance-based concept, the principal mathematical models utilized in fire safety and the factors that may influence an evacuation process, such as: peoples travel speeds, the time delay to start evacuating on hearing a fire alarm, and the human behavior in fire situations. Finally, some computer-based evacuation simulations in four schools were done, utilizing the mathematical model called buildingExodus, in order to evaluate the emergency exits and to contribute to the further understanding and dissemination of the subject.

Barrier Performance Utilizing Normalized Heat Load as Part of an Engineering Based Building Fire Protection Analysis Method

"The objective of this thesis is to examine the methods of barrier analysis used in the Building Fire Safety Engineering Method (BFSEM), and to develop the areas of the analysis which currently rely almost exclusively on subjective judgment rather than quantitative measures. The use of the Normalized Heat Load to quantify heat energy impact on a barrier is examined in detail. Procedures are developed which apply the properties of a normal statistical distribution to barrier failures times, for use in simplifying the construction of barrier catalog curves. A framework is also developed to help standardize the selection of barrier effectiveness factors. Finally, this thesis outlines the procedure for developing barrier performance curves to allow easy implementation of the barrier analysis into the general framework of the BFSEM. A design example is presented to illustrate the analysis procedures."

Devido aos programas de aceleração do crescimento no país, foram construídos diversos edifícios habitacionais com o uso deste sistema, com função estrutural. Concomitantemente com esse crescimento, se deu a entrada em vigor da norma de desempenho das edificações habitacionais, a ABNT NBR 15575:2013, que fixa requisitos e critérios mínimos a serem atendidos pela edificação, sendo um deles a segurança contra incêndio nas construções. Nesse cenário, destacam-se algumas lacunas nos estudos técnicos: o comportamento da alvenaria estrutural quando submetida a elevadas temperaturas, a influência do carregamento nas deformações do plano verificadas no sistema vertical de vedação e a influência do revestimento argamassado no comportamento dos painéis frente ao fogo. Objetivando contribuir com esse segmento, este trabalho visou o desenvolvimento de estudo para identificar quais parâmetros afetam o comportamento das alvenarias frente a altas temperaturas. Para tal, foram avaliadas alvenarias constituídas de um mesmo tipo de bloco cerâmico, variando seu revestimento interno (0, 15 e 25 mm de espessura) e externo fixo de 25 mm, em ensaios com e sem aplicação de 10 tf/m. A norma utilizada foi a ABNT NBR 5628:2001, para análise com e sem carregamento, com o emprego de forno normatizado. Destaca-se que os ensaios foram realizados em sistemas de vedação estrutural em tamanho real, de modo que se possa verificar o isolamento térmico, a estanqueidade, a passagem de gases e fumaça, bem como a estabilidade estrutural. Por meio de análise dos resultados obtidos, percebeu-se que há influência da espessura do revestimento em argamassa e do carregamento no comportamento da alvenaria. As paredes com carregamento apresentaram menores deslocamentos horizontais quando comparadas às sem carregamento. Em relação as paredes sem revestimento interno, a redução foi de 25,7%. Nas paredes com 15 mm de revestimento na face exposta, essa redução foi de 58,1% e nas paredes com 25 mm, a redução foi de 41,0%, em relação as paredes sem aplicação de carregamento. Foi percebida, na medida em que se aumentou a espessura do revestimento, um decréscimo nos deslocamentos horizontais fora do plano, passando de 40 mm para 29 mm aos 240 min. Em relação ao revestimento em argamassa, houve uma melhora considerável nas propriedades de isolamento térmico das paredes. As paredes sem carregamento e com revestimento de 25 mm na face interna, apresentaram uma redução de 43,3% na temperatura externa. As paredes com carregamento e revestimento de 25 mm, houve um decréscimo de 23,8%, inclusive modificando seu Tempo de Resistência ao Fogo (TRF). / Masonry is one the most commonly used constructive systems in Brazil, granted the availability of materials, knowledge of the technique and low cost. Due to the growth acceleration programs of the country, several residential buildings were built under this system, with structural function. Concomitant to this movement came into force the housing performance standard, ABNT NBR 15575:2013, which sets requirements and criteria for buildings, among which resides fire safety within buildings. Under this scenario, the following gaps in technical studies are highlighted, the behavior of structural masonry when submitted to high temperatures, the influence of loading on plane deformations found on wall systems, and the influence of mortar coating on the behavior of panels subject to fire. Seeking to contribute to this segment, this study aimed to identify what parameters affect the behavior of masonry concerning high temperatures. For that, masonries constituted of a same ceramic block were evaluated, their internal coating was varied (0, 15 and 25 mm of thickness) and the external was fixed with 25 mm, through tests with and without application of loading of 10 tons force per meter. The standard ABNT NBR 5628:2001 was used for this analysis, with and without loading, using a standardized oven. It should be noted that the tests were performed on real scale structural wall systems, thus allowing for the verification of thermal insulation, leak-tightness, passing of gasses and smoke, as well as structural stability. From the results, it was noticed that there is influence of the thickness of mortar coating and the loading on the behavior of the masonry. The walls with loading presented smaller deformations in comparison with those without loading. Comparing the walls without internal coating, the reduction was of 27.5%. The walls with 15mm of coating on the external wall displayed a reduction of 58.1% and the walls with 25 mm, a reduction of 41.0%. It was observed that, as the coating thickness increased, the plane deformations decreased, passing from 40 mm to 29 mm by the 240 min. Regarding mortar coating, the thermal insulation properties of the walls were improved significantly. The walls without lading and with coating of 25 mm on the internal face presented a reduction of external temperature of 43.3%. The walls with loading and coating of 25 mm indicated a decrease of 23.8%, as well as a modification of their FRS.

As leis e regulamentos de segurança contra incêndio e pânico (SCIP) foram construídos ao longo dos anos, incentivados, em sua maioria, por grandes incêndios, os quais mostraram que a evolução tecnológica e a verticalização das cidades aumentaram sobremaneira os riscos à vida dos usuários das edificações, exigindo do poder público e da sociedade técnica e científica o aprimoramento concomitante das medidas, sistemas construtivos e equipamentos que mitigassem tais riscos a níveis aceitáveis. Com o advento de mais uma tragédia recente, o incêndio na casa noturna (boate) Kiss em 2013, no Estado do Rio Grande do Sul, iniciaram-se novamente discussões a nível nacional sobre a necessidade de atualização das legislações estaduais, e principalmente sobre a relevância em estabelecer requisitos únicos que garantam a eficiência, eficácia e efetividade da segurança contra incêndios no Brasil. A presente pesquisa teve o objetivo de estudar a viabilidade de elaboração de uma regulamentação técnica nacional, transformando-se em um instrumento motivador através da fundamentação teórica acerca das responsabilidades da gestão pública em proporcionar a segurança contra incêndio aos cidadãos, bem como pela apresentação de uma visão sistêmica da SCIP, necessária para a sua evolução técnica e científica contínua. Também, foi realizado um estudo comparativo entre todas as regulamentações técnicas brasileiras, priorizando os requisitos de classificação das edificações, exigências das medidas de segurança contra incêndio e pânico e detalhamentos técnicos requeridos para os principais sistemas de proteção, conjuntamente com a verificação da percepção dos gestores técnicos da SCIP nas edificações do Brasil, por meio de entrevista aplicada, sobre a relevância e a viabilidade de implantação de uma regulamentação técnica nacional. Com base no estudo comparativo, concluiu-se que apesar das discrepâncias encontradas, os regulamentos possuem fundamentações semelhantes que possibilitam a elaboração de uma redação única no país, por meio de um trabalho conjunto e sistematizado, com todos os setores envolvidos e com os gestores da regulamentação, os quais expressaram representativamente a intenção de padronização nacional. / The Fire Safety Regulations have been built over the years, encouraged mostly by large fires, which showed that the technological evolution and the verticalization of cities greatly increased the risks to the lives of the users of the buildings, requiring concomitant improvement of measures from the government and the technical and scientific society, as well as building systems and equipment to mitigate these risks to acceptable levels. With the advent of a recent tragedy, the fire at the nightclub Kiss in 2013 in the state of Rio Grande do Sul, discussions have begun again, at national level on the need for updating state laws, and especially on the relevance in establishing unique requirements to ensure the efficiency, efficacy and effectiveness of fire safety in Brazil. This research aimed to study the feasibility of developing a national technical regulation, becoming a motivational tool by the theoretical foundation about the responsibilities of public administration in providing fire safety to citizens, as well as the presentation of a systemic view of fire safety in buildings (FSIB) necessary for their ongoing technical and scientific developments. Also, we conducted a comparative study of all Brazilian technical regulations, giving priority to the classification requirements of buildings, requirements of safety measures against fire and panic and technical details required for the main protection systems, together with the verification of the perception of FSIB managers of Brazil, through the interview on the relevance and feasibility of implementing a national technical regulations. Based on the comparative study, it was concluded that despite the discrepancies found, the regulated have similar foundations that make possible the establishment of a single redaction in the country, requiring a joint effort of all sectors involved and public technical managers who have shown representatively the intention of national standardization.

Thermal buckling of metal oil tanks subject to an adjacent fire

Fire is one of the main hazards associated with storage tanks containing flammable liquids. These tanks are usually closely spaced and in large groups, so where a petroleum fire occurs, adjacent tanks are susceptible to damage leading to further development of the fire. The structural behaviour such as thermal stability and failure modes of the tanks under such fire scenario are very important to the safety design and assessment of oil depots. However, no previous studies on this problem are known to the best knowledge of the author. This thesis presents a systematic exploration of the potential thermal and structural behaviours of an oil tank when one of its neighbour tanks is on fire. Under such scenario, the oil tanks are found to easily buckle under rather moderate temperature rises. The causes of such buckling failures are the reduced modulus of steel at elevated temperatures, coupled with thermally-induced stresses due to the restraint of thermal expansion. Since the temperatures reached in such structures can be several hundred Centigrade degrees, any restraint to thermal expansion can lead to the development of compressive stresses. The high susceptibility of thin shell structures to elastic buckling under low compressive stresses means that this type of failure can be easily provoked. The main objectives of this thesis were to reveal the thermal distribution patterns developed in an oil tank under the heating from an adjacent tank fire, to understand the underlying mechanism responsible for the buckling of tank structure, and to explore the influences of various thermal and geometrical parameters on the buckling temperature of the tanks. The study began with analytical solutions for stresses and deformations in a partially filled roofless cylindrical tank under an idealised axisymmetrical heating regime involving thermal discontinuity at the liquid level. The results demonstrate that large compressive circumferential membrane stresses occur near the bottom boundary for an empty tank and near the liquid level for a partially-filled tank. Heat transfer analysis was conducted to explore the temperature distribution developed in the tank when the fire reaches a steady state. Parameters and assumptions used in the adopted pool fire model were carefully examined. The results show that a rather non-uniform distribution of temperature is developed in the tank especially around the tank circumference. A simple model was then proposed to describe the temperature distribution based on the numerical heat transfer analysis. The accuracy of the proposed temperature distribution model for predicting the structure behaviour was evaluated by comparing its predictions with those using directly the temperature distribution obtained from the numerical heat transfer analysis. Extensive geometric and material nonlinear analyses were carried out to capture the buckling behaviour of the tank using both the proposed temperature distribution and that from heat transfer analysis. It was found large vertical compressive membrane stresses are induced in the tank, causing buckling. The influence of fire diameter, location, liquid filling level and tank geometry were investigated.

Modeling the Effect of a Compartment Fire on Spaces Adjacent to a Bulkhead With and Without Attachments

Structural fire protection is an integral component of shipboard fire safety. There are national and international regulations that delineate requirements for the insulation placed throughout ships. The attachments that penetrate the insulation for hanging wires and pipes can disrupt the integrity of the division, and cause a failure to adhere to the regulations. This problem will be analyzed by using a simplified lumped capacitance model and ANSYS FLUENT CFD. A standard time-temperature fire curve is applied to the fire side of the enclosure. The thermal conductivity of the insulation and steel are made to be temperature dependent. The density of the air of the non-fire side is then approximated using the Boussinesq approximation for lower temperature differences and the incompressible ideal gas law for higher temperature differences. Different attachments of varying surface areas and volumes are exposed to the standard time-temperature fire curve and their heat transfer capabilities are analyzed.
