Under this perspective, the general objective of this thesis is to comprehend how agroecology entered the governmental agenda and the formulation process of the National Policy on Agroecology and Organic Production (PNAPO) and the National Plan for Agroecology and Organic Production (PLANAPO). The specific objectives are: comprehend the influence of the institutional and political context in the building of the agenda; identify the historical background and agroecology founding aspects at the brazilian public policies after 1985; identify the main governmental decision-makers, actors and civil society groups who acted on the construction of PNAPO and PLANAPO; understand how the junction of the problems flows and alternatives was made to originate the Policy.The theoretical framework employed comprises the Gramscian concept of Estate, analysis of the neo-institutionalist public policies and of the public policy cycle, taking into consideration the referential of agrifood system, food issues and rural development. Two theoretical models were used as analytical references on the policy process, specifically for the governmental agenda definition (agenda setting) and the formulation phase: the Multiple Stream Model from Kingdom, and the Punctuated Equilibrium Model from Frank Baumgartner and Brian Jones. The results of the desk research of relevant literature, secondary sources and semi-structured interviews revealed that the agroecological approach gained space in some public policies since 2003. The convergent actions from the agroecological and organic movements, especially peasant and rural women organizations, together with the favorable political moment, were fundamental factors for the entrance at the governmental agenda and the formulation of PNAPO and PLANAPO. The transformation process of the governmental agenda into public policy occurred by means of open and transparent dialogue between civil society representatives and the federal government, in a political and historical context of a government that created dialogue mechanisms with society and opened up for agendas that were not accepted before. Apart from the limitations, conflicts and constraints, PNAPO and PLANAPO have the great merit of being the affirmation of an agenda that counteracts the agribusiness. They constitute a mark and a political achievement and put the agroecological agenda in another level at the public policies. However, the agroecological approach is not yet consolidated as a federal government strategic and central policy that sustains the transformations of the agrifood system and of the rural development aiming food sovereignty and the Human Right to Adequate Food. / A agroecologia constitui-se em um enfoque contempor?neo inserido na constru??o de pol?ticas p?blicas interrelacionado ao desenvolvimento rural, soberania alimentar e Direito Humano ? Alimenta??o Adequada (DHAA), no contexto do sistema agroalimentar e da conjuntura pol?tica brasileira a partir de 2003. Nessa perspectiva, o objetivo geral desta Tese consiste em compreender como ocorreu a entrada da agroecologia na agenda governamental e o processo de formula??o da Pol?tica Nacional de Agroecologia e Produ??o Org?nica (PNAPO) e do Plano Nacional de Agroecologia e Produ??o Org?nica (PLANAPO). Os objetivos espec?ficos s?o: compreender a influ?ncia do contexto pol?tico e institucional para a forma??o da agenda; identificar os antecedentes hist?ricos e os aspectos fundantes da agroecologia nas pol?ticas p?blicas brasileiras ap?s 1985; identificar os principais decisores governamentais, atores e grupos da sociedade civil atuantes na constru??o da PNAPO e do PLANAPO; compreender como foi feita a jun??o dos fluxos de problemas e alternativas que deram origem ? Pol?tica. O marco te?rico utilizado engloba o conceito gramsciano de Estado, an?lise de pol?ticas p?blicas neoinstitucionalista e do ciclo da pol?tica p?blica, acrescidos do referencial de sistema agroalimentar, quest?o alimentar e desenvolvimento rural. Utiliza-se como refer?ncia anal?tica sobre processo de pol?ticas p?blicas (policy process), especificamente para a defini??o de agenda governamental (agenda-setting) e a etapa de formula??o, dois modelos te?ricos: o Modelo de Correntes M?ltiplas (Multiple Stream Model) de Kingdon e do Equil?brio Pontuado (Ponctuated Equilibrium Model) de Frank Baumgartner e Brian Jones. Os resultados da pesquisa documental, fontes secund?rias e entrevistas semiestruturadas evidenciaram que o enfoque agroecol?gico ganha espa?o em algumas pol?ticas p?blicas a partir de 2003. A atua??o convergente do movimento agroecol?gico e org?nico, com destaque para as organiza??es das mulheres trabalhadoras rurais e camponesas, aliada a um momento pol?tico favor?vel, foi fator fundamental para a entrada na agenda governamental e a formula??o da PNAPO e do PLANAPO. O processo de transforma??o da agenda governamental em pol?tica p?blica aconteceu por meio de um di?logo aberto e transparente entre os representantes da sociedade civil e do governo federal em um contexto pol?tico-hist?rico de um governo que criou mecanismos de di?logo com a sociedade e que se abriu para pautas antes n?o acolhidas. Apesar das limita??es, conflitos e lacunas, a PNAPO e o PLANAPO t?m o grande m?rito de serem a afirma??o de uma agenda que se contrap?e ao agroneg?cio. Constitui-se em marco e conquista pol?tica e colocou a agenda da agroecologia nas pol?ticas p?blicas em outro patamar. Para tanto, realizou-se uma pesquisa qualitativa, por meio de entrevistas a um grupo de elaboradores de pol?ticas p?blicas e a outro grupo composto por gestores de TI. Como t?cnica de analise, este trabalho fez uso da an?lise de conte?do e an?lise de documentos, apresentando parte dos resultados atrav?s de nuvem de palavras. No tocante aos principais resultados, destaca-se o excesso de regulamenta??o para a ?rea, normalmente espalhadas em diversos ?rg?os do governo federal, o que dificulta a atua??o dos gestores. Identificou-se uma falta de conhecimento acerca das normas, programas de governo, regulamenta??es e diretrizes. Dentre estas destaca-se um desconhecimento acerca do Programa TI Maior, a falta de efetividade do Plano Nacional de Banda Larga na vis?o dos entrevistados, bem como a influ?ncia do Marco Civil da Internet como um elemento que pode emperrar os avan?os na utiliza??o da computa??o em nuvem no governo brasileiro. Destaca-se tamb?m a burocratiza??o do processo de aquisi??o de bens se servi?os de TI, limitando, em muitos casos, o avan?o tecnol?gico. Em rela??o ? influ?ncia dos atores, n?o foi poss?vel identificar a presen?a de um empreendedor pol?tico, bem como percebeu-se uma aus?ncia de for?a pol?tica. O fluxo pol?tico foi influenciado apenas pelas mudan?as dentro do governo. A fragmenta??o foi um fator de peso para o enfraquecimento do tema no processo de forma??o de agenda. A seguran?a da informa??o foi questionada por parte dos respondentes que a apontou como principal limita??o aliada ? falta de capacita??o dos servidores p?blicos. Em termos de benef?cios, a economia de recursos aparece em destaque, seguida pela melhoria da efici?ncia. Por fim, a discuss?o sobre a computa??o em nuvem precisa avan?ar dentro da esfera p?blica, considerando que a experi?ncia internacional j? est? bem mais avan?ada, enquadrando a computa??o em nuvem como um elemento respons?vel pela melhoria dos processos, servi?os prestados e economia dos recursos p?blicos. / This work aims to understand how cloud computing contextualizes the IT government and decision agenda, in the light of the multiple streams model, considering the current status of public IT policies, the dynamics of the agenda setting for the area, the interface between the various institutions, and existing initiatives on the use of cloud computing in government. Therefore, a qualitative study was conducted through interviews with a group of policy makers and the other group consists of IT managers. As analysis technique, this work made use of content analysis and analysis of documents, with some results by word cloud. As regards the main results to overregulation to the area, usually scattered in various agencies of the federal government, which hinders the performance of the managers. Identified a lack of knowledge of standards, government programs, regulations and guidelines. Among these he highlighted a lack of understanding of the TI Maior Program, the lack of effectiveness of the National Broadband Plan in view of the respondents, as well as the influence of Internet Landmark as an element that can jam the advances in the use of computing cloud in the Brazilian government. Also noteworthy is the bureaucratization of the acquisition of goods to IT services, limited, in many cases, technological advances. Regarding the influence of the actors, it was not possible to identify the presence of a political entrepreneur, and it was noticed a lack of political force. Political flow was affected only by changes within the government. Fragmentation was a major factor for the theme of weakening the agenda formation. Information security was questioned by the respondents pointed out that the main limitation coupled with the lack of training of public servants. In terms of benefits, resource economy is highlighted, followed by improving efficiency. Finally, the discussion about cloud computing needs to advance within the public sphere, whereas the international experience is already far advanced, framing cloud computing as a responsible element for the improvement of processes, services and economy of public resources

Para compreendermos as raz?es que levaram o tema ao topo da agenda governamental cearense, esta Tese tem como base principal de sustenta??o a literatura sobre a an?lise de pol?ticas p?blicas, com ?nfase nos processos de forma??o de agenda e elabora??o de alternativas. Recorre-se a uma abordagem h?brida a partir da combina??o das ferramentas anal?ticas do Modelo de M?ltiplos Fluxos de Kingdon (1995), do Modelo de Coaliz?o Advocat?ria de Sabatier e Jenkins Smith (1993) e da abordagem do neoinstitucionalismo hist?rico. A pesquisa ? de natureza qualitativa e adotou como estrat?gia o m?todo de estudo de caso ?nico. Foi realizada uma triangula??o de dados a partir de documentos institucionais relativos ao PAIC, notas taquigr?ficas de eventos organizados pela Assembleia Legislativa do Cear?, mat?rias da m?dia, estudos acad?micos e entrevistas com atores chave de diferentes institui??es. Esta Tese conclui que, dada a complexidade do caso em estudo, a combina??o conjunta das tr?s abordagens anal?ticas mostrou-se adequada e necess?ria para a compreens?o dos m?ltiplos fatores que explicam a entrada do tema na agenda decis?ria do governo estadual cearense e o desenho do PAIC. Destacam-se a import?ncia das ideias e do empreendedor de pol?ticas p?blicas, a relev?ncia da etapa de reconhecimento do problema para a forma??o de uma ampla base de coaliz?o, o processo de constru??o das alternativas de a??o e a trajet?ria hist?rica das pol?ticas de educa??o no Cear?. Este estudo contribui, portanto, para uma melhor compreens?o das etapas que comp?em a forma??o de agenda nas pol?ticas p?blicas, em particular no campo da educa??o. / The objective of this thesis is to understand how a certain social condition becomes relevant enough to be regarded as an issue worthy of government action and how certain proposed initiatives prevail while others are discarded. More specifically, the goal is to discuss public policy for education and check whether the analytical models employed are significant enough to explain how the literacy issue became part of the policy agenda of the government of the State of Cear? in Brazil, and how the Literacy Program at the Right Age (PAIC) developed over time. From the empirical perspective about public policy for education in Brazil, this is a relevant case when one takes into account that, historically, the literacy policies are focused on teenagers and adults, implying a lack of specific initiatives towards children at the proper age of learning to read and write. In order to understand what drove this issue to the top of the state government agenda, this thesis is primarily based on the literature about public policy analysis, with focus on the agenda setting process and development of proposals. A hybrid approach is used, combining analytical tools from Kingdon?s Multiple Streams Model (1995), the Advocacy Coalition Framework by Sabatier and Jenkins Smith (1993) and the historical new institutionalism lens. The research method is qualitative and based on the single case study method. The data set was assembled from institutional PAIC-related documents, tachygraphy notes from sessions at Cear??s State House of Representatives, press clippings, academic studies and interviews with key participants from several organizations. The conclusion of this thesis is that, given the complexity of the case in point, the combination of the three analytical methods is adequate and necessary to understanding the multiple drivers for this issue to have entered Cear??s state government agenda and the design of the PAIC itself. Particularly relevant are the ideas and the policy entrepreneurs, the processes of problem recognition for the composition of a wide coalition and for the specification of alternatives, and the path dependence of the education policy in Cear?. This study adds, as a result, to a better understanding of the stages that make up the agenda setting in public policy, in particular in the field of education.
