The relationship between political leadership, organisation and discourse in the French Fifth Republic

and underlying the literature about the regime of the Fifth Republic in France,namely,the nature of the relationship between a particular form of presidential rule on the one hand,and parliamentary,party and republican politics on the other.Although this literature examines the effect on politics of the Republic's first President,Charles de Gaulle - notably his encouragement of the institutionalisation of presidentialism - ,it neglects three central questions concerning: 1. the interrelationship of his idea of authority and principles of republican rule; 2. the nature of republicanism; 3. the manner and mode of party political adaptation to the norms and practices of the Fifth Republic.In general,this literature does not direct sufficient 'attention to the complex relationship between leaders and their actual or potential constituencies (Chapter I). The agenc~ of this relationship is language;the major context,public discourse in ritual settings.Before examining examples of such discourse,a discussion of their conditions of. existence and of their organisational and discursive contexts notes the intrusion into party discourse of myths and appeals to forms of allegiance which transcend traditional part~ allegiances in order to enhance the status of leaders.The discussion further demonstrates the centrality of discourse in political exchange in democratic politics (Chapter 2).Three case studies of the public discourse of the Communist,Socialist and Gaullist parties in the 1970s are prefaced by a discussion of the methodological issues involved in such a study (Chapter 3).Each of the case study chapters (Chapters 4,5 and 6) establishes an~ analyses the .strategic,doctrinal, organisational and other conditions of the texts to be studied,before analysing them in detail. The case studies illustrate the complexity both of discursive claims to leadership and of their relationship to political organisation.Each of the political parties studied responds in a different way,depending upon its traditions and dispositions,to the constraints imposed upon it by presidential practice in the Fifth Republic.The essence of the Communist response is the presentation of innovation as orthodoxy;the Socialist,the conflation of pragmatism and millenarianism;the Gaullist,the reconstruction and deployment of an abandoned Gaullist myth.The study of these party discourses further indicates: the formative influence of discourse upon political pract,ice; the polyvalence of party doctrines; and the subtle interaction of intra- and extra-party myths and traditions in the general development of a presidential regime.

Essays on Historical Political Economy: The Case of the French Third Republic

My dissertation examines how political institutions -- such as dual mandates, committee systems, and political associations -- impact the level and timing of party consolidation in a new democracy, as well as incentivize the behavior of elite politicians. I explore this through an intensive, data-driven analysis of the French Third Republic (1870-1940), during its formative years of its democratization. I trace the evolution of French political development across three papers. I first begin in the electorate, by looking at how a lack of ``bottom-up" electoral pressures slowed early political competition in France, and use an exogenous shock to population to demonstrate how urbanization affected local races and the creation of the first political associations in 1901. I then link the electorate with the legislature by examining how an institution meant to connect local and national politics -- cumul des mandats, or the ability to hold two offices -- had a negative effect on party development. Finally, I look at how the legislative organization of the committee system affected the career trajectories of politicians, in the absence of party institutions. In sum, this research contributes to a growing microfoundations literature that argues the geographic distribution of voters and the incentives of political elites are crucial but understudied factors in key episodes of early institution building in new democracies.

This paper analyzes the evolution of the Front national (FN), a French political party on the far right, from its initial breakthrough victory in 1984 all the way through to its unprecedented showing in France’s 2017 presidential election. The most obvious change it explores is that of leadership, seeking to determine in what ways the ‘original’ FN controlled by its founder Jean-Marie Le Pen (1972-2011) differs from the party’s ‘new’ incarnation under his daughter Marine Le Pen (2011-present). It begins by examining the makeup and motivations of the party’s electorate in the 1984 elections to the European Parliament, and by identifying the FN’s ideological predecessors more broadly. With a focus on the turning-point presidential elections of 2002, 2007, and 2012, the paper then follows the development of the party’s rhetoric, strategy, and supporters since the 1980s, as well as how it is perceived by the wider public. Throughout, attention is paid to unique factors that have impacted the FN’s trajectory, such as the gender difference between Jean-Marie and Marine, former President Nicolas Sarkozy’s courting of right-wing voters, and the influence of terrorism. It concludes by noting the hidden ‘victories’ that the FN has achieved, and with a warning never to underestimate the party, even when it seems to have suffered a loss.

The thesis focuses on election campaigns for the 2014 European Parliament elections by French political parties. The thesis deals with a rising popularity of the National Front party in France - nowadays an often discussed topic. The party is becoming increasingly popular and is attracting more and more voters. The biggest proof of the increasing popularity of FN is the party's victory in the 2014 European Parliament elections. There exist many explanations for this victory such as an unfavourable economic situation in France, the unpopularity of the socialist government lead by French president François Hollande, or anti-immigrant sentiments spreading throughout the whole of Europe. The thesis seeks to find another possible view on the phenomenon by comparing the FN election campaign with those of its main opponents, UMP and PS, and searching for certain differences. This comparison is based on usage of political marketing tools in the campaigns: election posters, advertising spots and profiles on the social network Facebook. The aim of the thesis is therefore to analyse how the French political parties used these tools in their campaigns, and also trying to find certain particularities in how they conducted the election campaigns.
