The thesis examines various parameters of pre-funded pension systems with individual accounts that are in some aspects mandatory. Instead of describing such systems comparatively in detail, rationale of some of the system design choices is discussed. Main focus is on institutional design, cost containment and investment regulation. It is argued that given the mandatory nature of such systems, governments should seek to regulate them in ways that promote cost-effectiveness, while allowing for meaningful investment return on system assets. Also, where sound, adequate use should be made of existing industry and regulatory structures as a cost-containment and confidence-building measure.

The main aim of this work is to define primarily economic impacts of the spa, which this amendment really brings after a several months.

A History of the Literary Fund as a Funding Source for Free Public Education in the Commonwealth of Virginia

The purpose of this study was to present an historical analysis of the function of the Literary Fund of Virginia as it pertained to public school funding. The major questions central to this study were: (a) How has the Literary Fund addressed the funding needs of the Virginia public schools? (b) What significant changes have occurred in the apportionment of Literary Fund revenue? and (c) What are the future trends of the Literary Fund? The political and social circumstances that prevailed in Virginia, prior to this funding initiative, were examined to determine what effects they had on its development. Primary documents also were examined to ascertain pertinent information for completion of this study. These included: House and Senate Journals; The Acts of the General Assembly; Virginia School Reports; Virginia Second Auditor Reports of the Literary Fund; Annual Reports of the Superintendent of Public Instruction; and the Code of Virginia. Secondary sources were used to provide background information about the historical events that helped shape the development and perpetuation of the Literary Fund. Various government officials and a former Superintendent of Public Instruction were interviewed through use of a protocol. The purpose of these interviews was to gain insight on the likely future of the Literary Fund. Their answers to questions were analyzed to determine if consistent themes could be identified. These interviews, along with historical data collected, were examined in order to provide recommendations for future consideration by the Commonwealth of Virginia relative to the use of Literary Fund revenue. / Ed. Since every school in Comanche County operates some form of pupil transportation, the purpose of this study is to determine the efficiency of the system of pupil transportation in Comanche County and to find the means of operating school transportation more efficiently. School consolidation in Comanche County has made pupil transportation one of the most important problems that administrators of the county have to deal with. The tendency is toward larger school attendance areas. As the attendance area gets larger, more pupils will be transported. Increased demands are mounting; replacement of worn-out vehicles and equipment is imperative; a more efficient coverage of the attendance area seems necessary; and finance is lacking.

This diploma thesis focuses on possible risks of developer projects. In the first part is made a literary research on the developer project and its phases. The second part summarizes the issue of project funding and describes the subjects involved in it. It also deals with the bank's approach to project funding and project insurance. In further part are shown the risks that can be encountered in developer projects. The last part deals with the analysis of the real estate market in Brno, with attention being paid to the construction of developer projects of family houses in this town. The practical part focuses on the analysis of potential risks of specific developer projects implemented in Brno at present as well as the comparison of projects.

The Florida Education Finance Program from 1981 to 2009: A Historical Review and Equity Analysis

In 1973, the state of Florida implemented the Florida Education Finance Program (FEFP). The program was developed to distribute available funds to public school districts in a more equitable manner than the Minimum Foundation Plan it replaced. Almost immediately, the Florida Education Finance Program came under attack as less equitable and unnecessarily complex. The Florida Education Finance Program provides funding to local school districts based on the number students and the types of educational programs in which they are enrolled. Through a system of program cost factors and district cost differentials the Florida Education Finance Program adjusts for the type of students and the economic environment the district serves. But does it distribute funds equitably? This study was designed to answer one central research question: "Does the Florida Education Finance Program equitably distribute available funding to public school districts in the state?" In order to answer this question, a three phase method was implemented. In the first phase a chronological development of Florida's school finance plan was developed. The second phase employed research based statistical tools to gauge the distributional equity of Florida's mechanism for distributing available funds for Florida public school districts. The final phase used Pearson product-moment correlations to gauge the fiscal neutrality of the system. The study is patterned after a similar study completed in 1982 that called into question the distributional equity of the Florida Education Finance Program. The coefficient of variation, federal range ratio, McLoone index, Verstegen index, and Gini coefficient are all research based measures of distributional equity that are resistant to inflationary pressure. Each of these measures of distributional equity yielded the same results. They showed a high level of equity in the distribution of available funding to Florida's public school districts through the Florida Education Finance Program. This study left open the questions of adequacy and the role of the state in funding public education in the state of Florida to future study.

Masters in Public Administration - MPA / There is a growing body of literature on no-fee public schools in South Africa. The vision of this policy is to ensure that all citizens have equal access to quality basic education. This study, conducted an assessment of the funding-management strategies in three no-fees public primary schools within the Western Cape Education Department. This is vital as post-1996 the African National Congress embarked on the transformation of education in the country to ensure that all citizens have unfettered access to quality education as stipulated in the 1996 Constitution Section 29 (1) (a) which expresses that everyone has the right to basic education. This is also supported by the White Paper on Education, the School Act of 1996 and the policy document on School Fee Exemption and no-fee of Schools of 2007. As a follow-up to the no-fee policy, there was the creation of no- fees schools in Cape Town.

Legal aspects of university funding Abstract The topic of the dissertation is the legal aspects of universities funding in selected European countries, but especially the countries of the European Union. The choice of the topic of the dissertation resulted from my interest in this specific issue, which is an integral part of financial law and financial science as an important branch of law as a scientific discipline. I set the goals of the dissertation in accordance with the theoretical-empirical- application character of the dissertation. The main goal of the dissertation is to analyze in detail the legal aspects of funding terciar education institutions in the countries of the European Union and other European countries, while I will also state the necessary connections in the context of the topic, which also applies to private universities. I will elaborate the issue of legal aspects of university financing, especially in the Czech Republic, the Slovak Republic, Hungary and the Republic of Poland. Of course, we will work on the topic in terms of specifics in other European countries with emphasis on university funding from all existing, possible and potential resources. Determinants of success on Crowdfunding in Europe. : Evidence from Kickstarter Platform / Determinanter för framgång för Crowdfunding i Europa : Bevis från kickstarter-plattformen

Crowdfunding has become an alternative source of funding for small medium enterprises (SMEs) due to inadequate or lack of finance at its start-up. There has been lot of analysis by scholars pertaining the determinants of crowdfunding success and the objective of this theory is to pinpoint the factors of a successful crowdfunding project based on the most analyzed determinants by prior researchers (technology-based projects, social media and entertainment-based projects, other projects (such as food, publishing, arts), visual features (such as pictures, comments, updates, videos,etc), as well as investors contribution. Also, to find out if the analysis of prior researchers are in line with the result of our analysis, we based our study on a sample of 1000 projects inclined on a crowdfunding platform (kickstarter) as at 2019. The econometric models used for the analysis were based on logit model, linear probability model, mean difference test and probit regression model (to serve as a check on robustness). The result of our analysis was indeed in line with prior research (Mollick, 2014; Schwienbacher et al., 2014, etc) except for technology-based projects. The outcome of our analysis depicts that the higher investors contribution, the higher the success of crowdfunding. Nevertheless, technology-based projects are less reliable and are less funded on kickstarter platform; thereby, having a low success rate on crowdfunding platforms. More funds were also made on projects relating to social media and entertainment (M&E) and other projects such as publishing, food,etc. The result of the probit regression shows a correct check on the analysis made even though, there might be slight differences in figures as compared to the result of the logit regression. The result of the probability of success rates of projects based on our four main variables of interest was 75% averagely for both logit and probit regressions performed. Start-ups (SMEs) frequently achieve a higher funding support depending on their projects at hand and this can be absolutely motivated by the presence of a high social media networks (thus, founder's link through Facebook, LinkedIn,Twitter and projects related to entertainment). Hence, from our analysis, the determinants of success of crowdfunding projects included high investors contribution, social media and entertainment projects, as well as, social media networks, project funding goal, project updates, project description and country selection of projects. Also, we found out that, project duration and visual description of projects such as images and videos do not contribute to the funding success of crowdfunding on kickstarter platform. / No
