An assessment of Casino gambling on black economic empowerment: Western Cape as a case

Pilane, K.L. January 2010 (has links)
Magister Commercii - MCom / The study has three objectives; firstly to assess the (manner of) implementation of black economic empowerment (BEE) principles by casino licence operators in the Western Cape, namely GrandWest, Casino Mykonos, and Caledon Casino & Spa, during the construction and initial operation phases; secondly, to discuss casino gambling from a marketing strategy theory perspective; and thirdly, to measure consumer behaviour theory as demonstrated by casino patrons. Government(s) and casino industry executives present casino gambling as a source of revenue and employment, and disregard the social costs incurred by society in the production of this revenue and employment sustenance. This study is an evaluability assessment study where reports from the Western Cape Gambling and Racing Board‟s social equity committee where used for the objective of the study. As a result, the sample of the study was formed by the three above-mentioned casinos that were operating in the Western Cape at the beginning of the project. The proposed government strategy on Black Economic Empowerment (BEE) was critiqued to try and understand the government‟s position relative to the initiative. The social equity committee monitoring reports where analysed to assess the performance of casino operators relative to their BEE undertakings in their licences. Data formed by reports and literature has been summarised and presented to try and help in clarifying the position of casino gambling on black economic empowerment and specifically the (economic) empowering of host communities and society at large.Recommendations where made with the view highlighting the need for a strategy towards greater empowerment of host communities. As a result, the researcher suggests that further research be conducted into the relationship between the profitability of a casino and proliferation of social problems attributed directly to the presence of a casino complex.

Le jeu de hasard et la figure du joueur dans les littératures romantiques : étude diachronique du thème littéraire du jeu, de l’émergence et des spécificités du paradigme romantique du joueur / Gambling and the Figure of the Gambler in Romantic Literatures : a Diachronic Analysis of the Theme of Gambling and Games of Chance in Literature, and the Emergence and Specificities of the Romantic Paradigm of the Figure of the Gambler

Leclerc, Natalia 03 December 2009 (has links)
Gambling as a literary theme takes on, with romanticism, a tragic meaning: it fully becomes a paradigm for defiance, for games whose stakes are existence itself, even for the tradition of the ordeal, and resonates with the Faustian myth. The analysis of the evolution of gambling as a literary theme shows how it gave birth to the romantic figure of the Gambler. Gambling, first seen as mere entertainment, and treated along comedy lines, gradually became a gesture of despair of this character. The analysis covers French and Russian literature, with extensive excursions into Anglophone and Italian literatures, in order to retrace the theme of play and gambling from the Middle Ages through to the Twentieth century. It shows how such activity, first the preserve of rascals and knaves and morally condemned, gradually acquired respectability through its recognition in mathematics and anthropology. With the emergence of the notion of risk, at the Renaissance, games of chance become potential models for the understanding of human endeavour. From the Classical period in France, they become a literary theme, and the treatment of gambling starts veering towards the tragic. The most significant mutation of this sort takes place in nineteenth century Russian literature, but a number of French authors of the period also demonstrate it. Finally, a number of powerful romantic figures of the Gambler emerge in twentieth century literature, figures bent upon their own destruction.

Towards the regulation of interactive gambling : an analysis of the gambling regulatory framework in South Africa

Monnye, Segoane Lawrence 23 August 2016 (has links)
With the exception of horse racing, any form of gambling was criminalised in South Africa until the dawn of constitutional democracy in 1994. In the same year, the Lotteries and Gambling Board Act, 1993, came into force decriminalising, amongst others, casinos and gambling games within the Republic. This Act has since been repealed and gambling is governed by the National Gambling Act, 2004, as well as by provincial gambling laws. Interactive / online gambling is illegal pending authorisation by a national legislation. Such legislation, the National Gambling Amendment Act, 2008, seeking to regulate interactive gambling awaits proclamation of the date of its commencement by the President. The National Gambling Policy, 2016, dashes any hope of regulation of interactive gambling, however, as it seeks to embargo the introduction of (new) forms of gambling, including but not limited to interactive gambling. The scourge of problem gambling and the protection of traditional forms of gambling, that is, casinos, are the main reasons for advocating for the continued prohibition of interactive gambling. Problem gambling is not unique to interactive gambling, but affects all modes of gambling. South Africa is among countries with a high rate of problem gambling. It is feared that interactive gambling will exacerbate the scourge of problem gambling as gamblers with access to the internet will now have unlimited gambling opportunities around the clock. On the other hand, interactive gambling offers practical solutions to the implementation of harm minimisation strategies to deal with problem gambling such as limitations on gambling deposits, losses and time. Prohibition of interactive gambling is difficult to enforce and deprives the country of an opportunity to control, through licensing, this mode of gambling and possible benefit from taxation and licensing fees. It further exposes gamblers – who despite prohibition choose this mode of gambling – to unregulated and illegal gambling websites. This thesis attempts to provide safeguards for regulation of interactive gambling and to embrace the benefits of the technological development that makes interactive gambling a reality. The United Kingdom (UK) is a prime example of a country that has successfully legalised and licensed interactive gambling in its jurisdiction. / Criminal and Procedural Law / LL. D.
