L'objectif de mon travail est de montrer l'action des pouvoirs publics camerounais dans le développement économique et social à l'Est-Cameroun de 1960 à 2010. De son accession à l'indépendance en 1960, le jeune État du Cameroun devait se réaliser, s'affirmer, se prendre en main, devenir maître de son destin. Sur le plan politique, l'instabilité politique régnait dans plusieurs régions du pays. Au niveau économique, les autorités camerounaises se sont mobilisées pour développer le pays et en faire un havre de prospérité. Ceci s'est traduit par la mise sur pied d'une politique de développement économique, social et culturel à travers une planification de type indicatif. Cette planification politique camerounaise de développement s'avérait un instrument d'organisation, d'orientation, d'impulsion et d'animation du développement économique et social. L'Est-Cameroun, parent pauvre en matière de développement, avait bénéficié de quelques projets de développement qui contrastaient avec les potentialités de la région. Pour les pouvoirs publics, les défis et les enjeux étaient énormes à relever pour sortir cette région du sous développement et réduire la pauvreté. A cet effet, les axes de réflexion retenus n'étaient possibles que s'ils restaient en phase avec les aspirations des pouvoirs publics construits dans l'optique d'atteindre des objectifs du développement. Les résultats obtenus ont été contrastés à plusieurs niveaux. Le développement envisagé à l'Est-Cameroun est mitigé au regard de la participation de la région à la croissance économique. / The goal of my work was to show the actions of Cameroonian government in the economic and social development in East Cameroon from 1960 to 2010. This said, from her accession to independence in 1960, the young state of Cameroon had to be accomplished, affirmed and became master of her destiny. On the political domain, political instability reigned in several regions of the country. At the economic level, the Cameroonian authorities mobilized themselves to develop the country and to make it an environment of prosperity. This came about by the putting in place a policy of an economic, social and cultural development through an indicative type of planification. This Cameroonian political planification of development was an instrument of organization, of orientation and the animation of economic and social development. East Cameroon, a poor parent in matters of development had benefited from some developmental projects which were in contrast with the potentialities of the region. As for the government, the challengers were many to overcome so as to bring out the region from under development to reduce poverty. To this effect, the idea of reflection that was received was possible only it they remained in line with aspirations of the government constructed to attain the objectives of development. The results obtained were contrasted at different levels. The development envisaged in the East of Cameroon is in accordance to the participation of the region to the economic growth.

(in English) This thesis focuses on the life of Ferdinand Hildprandt and the development of the town Blatná at the time of his life. Ferdinand Hildprandt, who lived between 1863 and 1936, was a nobleman and a member of house Hildprandt von Ottenhausen, the owners of the castle Blatná. He also owned the neighboring homestead and plenty of ponds, forests and fields. He was a district mayor from 1914 to 1919. He strived for prosperity, development and economic growth of the town. He supported education, established a fund for the poor and he built an orphanage. The most important step was the construction of a railway which connected Blatná and the surrounding world. This led to the increase of population in Blatná as well as to major developments in the industry. Hildprandt was active in politics, too. He was a member of the local assembly and a defender of Czech historical law. The focus of this thesis primarily lies on the House of Hildprandt itself. It mostly focuses on the life of Ferdinand Hildprandt in particular, on his attittudes, opinions in the period of Habsburg monarchy and the so-called First Republic. Furthermore, it also revolves around cultural history of the period.

Electronic democracy strategy for Bahrain

This thesis attempts to answer the question ‘What e-democracy strategy, if any, is most suitable for Bahrain?’. Based on a qualitative case study for the country, an e-Democracy strategy is synthesised and presented in this thesis. The literature review includes the forms, ideals and values of democracy. The researcher supports and argues for the assertion that any attempt to implement e-Democracy must not undermine the basic values and ideals of democracy. In the review on Islam and democracy, the author argues that Islam is not against democracy. However it is asserted that e-Democracy implementation must consider the cultural and religious context of Bahrain. The process of democratisation and how it is taking place in Bahrain and Gulf countries are also discussed. A strategy formulation framework is adopted after reviewing literature on how to formulate a strategy. E-Government strategies of reading players in the e-Government are reviewed with an objective of learning lessons prior to formulating e-Democracy strategy. The literature review on e-democracy helped to understand the theory and practice of e-Democracy elsewhere in the world and identify issues that required further investigation. The issues identified from the literature were investigated using empirical data. Data from multiple sources were collected and analysed. The methods included interviews, focus groups and analysis of documents. The results confirm that most of the issues identified as part of the literature review are relevant to the case under investigation. However, there were issues that were not present in the literature. This includes the need to consider democracy’s human, social and cultural aspects as well as factors pertaining to the political divide in Bahrain. This, if not tackled properly, may pose some challenges to the implementation of e-Democracy. The results also disprove the assumption held by the government of Bahrain, as well as by the researcher at the beginning of the study, that e-voting is a more plausible type of e-democracy than other forms. The author adapts and presents an e-Democracy model for Bahrain based on Chadwick and May (2003) along with the e-Democracy strategy for Bahrain. The author also argues that the model and the strategy can be tailored to use in other GCC countries. The study fills a gap in the literature, namely the lack of e-democracy studies pertaining to the Middle East. It also provides a framework and lessons for other countries in the region for the creation of an e-democracy strategy.

A comparative analysis of English as a second language programs and services in government school systems in Australian states and territories and the nexus with Commonwealth funding

The study investigates the nature and extent of provision of English as a Second Language (ESL) programs and services for students of non-English speaking background (NESB) in government school systems in the six Australian states and two territories and the interrelationship of state/territorial education authority provision and levels of commonwealth funding. The study further examines perceptions of state/territorial service providers of where the onus of responsibility for ESL provision lies. The study is limited to examination of ESL provision at the school level in government education systems only and does not address services for adult NESB learners or provision in the non-government sector. The study is set in the context of the impact of commonwealth immigration policies on the nature of Australia's multicultural society and on the evolution of provision of appropriate programs and services for NESB students in Australian government schools. The major findings to emerge from this study which bear on the issues identified in the literature and which are of significance for the future of ESL service delivery are: · the existence of overall commonality of definition of NESB students and identification of such students for ESL programs on the basis of need, but a degree of variation in procedures used by state and territorial systems which falls short of standard practice and renders comparative measurement of perceived shortfalls in provision difficult; · variation in definition of intensive programs which renders comparison of provision difficult; · strong commonality in overall provision of both programs and services across all schooling sectors, with limited local variation in service delivery; an increasing commitment in all systems to the mainstreaming of ESL provision through language across the curriculum programs aimed at complementing specialist ESL provision by enabling mainstream teachers to accept responsibility for the language needs of NESB learners; · variation in degrees of dependence on commonwealth funding for provision of programs and services ranging from almost total dependence on commonwealth funding in two systems to significant local education authority provision in four systems; · commonality of opinion among local service providers of the commonwealth's responsibility for some degree of funding of ESL provision, but variations in perceptions of the extent of the commonwealth's responsibility in this area; · commonality of experience of initial identification of need at the local level, but dependence on commonwealth intervention to approach adequate provision to meet identified need; · a degree of tension between on the one hand, recognition of individual differences among systems and the concomitant need, or desire, for state/territorial autonomy in service delivery; and on the other hand, recognition of commonality of purpose and provision and the concomitant need for some standardisation of practice in the interests of efficiency and accountability of service delivery. The study concludes with an examination of the implications of these findings for policy for future ESL service delivery.

The most important difference between the new form of local government and that of the past is the creative and dynamic “developmental role” for local government to ensure maximum impact on poverty alleviation within resource constraints, and to address spatially entrenched socio‐economic inequalities. This needs to take place within the framework of integrated development planning, which is linked to the annual budgeting cycles. The IDP process is intended to provide communities with opportunities for participation in articulating, monitoring, reviewing and evaluating their needs. The aim of the research was to establish to what extent cooperation between the communities and the ward committees in the ward of New Brighton exists, with specific reference to consultation and participation in terms of IDP. A qualitative study was undertaken and literature review on public participation in terms of the IDP was conducted. Relevant secondary data was sourced and structured interviews were conducted with councillors representing New Brighton. Focus group interviews were also conducted with ward committee members from New Brighton. The research revealed that the priorities and genuine needs of the communities were often ignored by the Nelson Mandela Bay Municipality. There is no correlation between the genuine needs of the communities and those perceived to be the needs of the communities by the public officials. Challenges on public participation in IDP process were also found to be associated with the relationship between the councillors and public officials on what constitute the genuine needs of the communities.

La présente recherche a eu pour objet étudier les préssupositions, le contexte et le processus de création du Code du Procès Civil et Commercial du Rio Grande do Sul (1908) montré par Alcides de Mendonça Lima comme le prémier Code départemental Brésilien. De cette façon, la présente dissertation est divisée en trois chapitres avec la finalité de servir aux objectifs déjà exposés en avant ; le premier chapitre sert au contexte dans lequel tient lieu le phénomène ici examiné, en cherchant d’élucider les questions rapportés au temps, au espace at aux acteurs engajés. Le deuxième chapitre se rapport, de façon plus spécifique, à l’analyse des ideés des deux grands leaders du PRR (Parti Républicain du Rio Grande do Sul); M. Julio de Castilhos et M. Borges de Medeiros, leurs concepts sur le Fédéralisme, leurs notions de comment devrait être le rapport des États avec le Pouvoir Central et quel devrait être l’espace de l’autonomie étatale, inclui en termes de législation. Ce texte envisage aussi le rapport de l’union avec les États et des espaces d’autonomie législative, inclu les débats rélévants. Le troisième chapitre s’occupe des réformes juridiques de M. Julio de Castilhos, spècialement du procès de codification dans le Rio Grande do Sul et les thèmes connectés avec lui. Ce Code du Procès Civil et Commercial du Rio Grande do Sul est apparu de la nécessité de chercher une régulamentation juridique adequate au contexte de son époque. L’époque dans laquelle avait eu des importantes modifications, même que rècemment, comme l’abolition de l’esclavage, la fin de l’Empire au Brésil, le commerce et l’économie que se modificaient et les transformations de la vie politique dans l’État du Rio Grande do Sul. Dans un contexte de la concéption de M. Julio de Castilhos, d’accord la pensée juridique et politique, le Code de 1908 n’a pas apporté de modifications profondes en rapport de la Régulamentation 737 de 1850. En vérité, il y a des changements ponctuels.
