Functioning of the Kwa-Zulu Natal Joint Executive Authority : a generic administrative analysis.

This study was concerned with the analysis of the JEA using the generic view of public administration. It comprised of the study of reading material on the JEA, Kwa-Zulu Natal Indaba, Buthelezi Commission, NPA and Kwa-Zulu, and interviews held with public officials of JEA, NPA and Kwa-Zulu. The results revealed that JEA is not a usual regional administration with identified land of its own, However , in its unique position of being a part of two separate regional administrations, it is a fully fledged public institution endowed with all activities of public administration, namely: functional activities, generic administrative processes, auxiliary functions, and intra-generical phenomena. Most of all, the study revealed that in its unique position, JEA is a second phase in a process where the third and last phase is a strong single regional administration in Region E. To pave the way for this final phase the recommendations urge the JEA: * to broaden the Ministers' Forum to include three "own affairs" Ministers who , if still existing, will be affected by the move to a strong single administration in this region; to be pro-active in bringing closer liaison rendering similar functions among in the region * to include research into a Future strong single regional administration as one of the JEA goals; * to gear the secretariat to the Ministers' Forum to undertake this research ; * to finance the research From the Joint Revenue Fund or to approach both the Republic and Treasury and Kwa -Zulu Treasury to authorise over-spending on research ; and * in filling the remaining vacant: posts, to consider public officials knowledgeabIe in research work * to streamline existing procedures of different regional administrations in order to determine uniform procedures best suited for a strong single regional administration of the future in Region E. / Thesis (MPA)-University of Durban-Westville, Durban, 1993.

Program Evaluation and Policy Management in Australian Central Agencies

Of the many components of reform to Australian government administration in the 1980s, the introduction of systematic program evaluation is perhaps one of the least examined. This thesis seeks to assess the Federal Labor Government's evaluation strategy as an instrument for enhancing what are here termed the policy management capacities of central agencies. It proceeds in two steps. First, the thesis traces in detail the development of program evaluation policy in Australian federal government from the effectiveness reviews of the Coombs Report of 1976 to the current evaluation strategy, and argues that, despite competing purposes for it, evaluation was intended primarily to serve decision making in central government. This policy aim was cemented by the economic crisis of the mid 1980s and framed around budgetary issues by its steward, the Department of Finance. Second, in order to assess the impact of the evaluation strategy, the thesis develops a framework for analysing program evaluation as one instrument for strengthening the core policy management functions of central agencies. In this context, policy management is essentially a coordination task. The contribution of evaluation to two aspects of policy management-resource coordination, and policy development and coordination-is examined. The findings confirm that attempts to formalise evaluation processes have had a variable impact- central budgetary processes remain dependent on relatively informal assessment procedures, although recent attempts to enhance policy coordination through the evaluation of policy advising processes have proved potentially to be more influential. In conclusion, the thesis argues that the evaluation strategy represented a credible attempt to better inform policy making in central government, but suffered for want of clear policy design and firm execution that resulted in only a marginal impact on these processes.

Dual accountability in the Commonwealth primary industries statutory authorities

During the 1980s some remarkable public administration reforms took place in the Commonwealth primary industries portfolio statutory research and marketing authorities. These reforms implemented dual accountability arrangements which legislated the requirement for the authorities to be held accountable directly to government and Parliament, as well as to industry and community bodies which held either a financial stake in the authorities or a stake in the outcomes of their activities. This dissertation discusses the nature of the dual accountability arrangements in the broader context of administrative and accountability theory, with particular emphasis on its place in the evolution of public enterprise and of more open, participatory and socially responsive public administration. It also considers the 1980s reforms in the historical context of Australian primary industry institutionalisation and agrarian socialism. The dissertation concludes that dual accountability can strengthen an organisation's accountability while at the same time reduce the need for close administrative control. Dual accountability acknowledges that the fundamental processes of an organisation's accountability should apply in more than one direction, and that the decentralisation of these processes actually fills the voids left by removing control mechanisms. The dissertation also identifies variations in the application of dual accountability principles across primary industry authorities and suggests that there is potential for the principles to be applied to other areas of government administration.

Structural adjustment programmes have been promoted globally by international financial institutions as an answer to the financial problems of developing countries like Samoa. This thesis is a study of the history of structural adjustment programmes in the Independent State of Samoa, and focuses specifically on a case study of one particular programme: the restructuring and privatisation of the former Public Works Department (PWD). It seeks to compare the claims made for the reform process by development economists, development consultants and planners, politicians and reform managers, with the experiences of those who were involved in various roles in a particular type of reform: the privatisation of a Government utility. The PWD was chosen by the Samoan Government to kick-start its institutional reform programme. The Department had, over the years, suffered from poor management, corrupt practices, overspending and unaccounted funds which were all revealed in an Auditor General's Report tabled in Parliament in Samoa in 1994. This caused great embarrassment to the Government which had then to respond to these accusations. Government saw the reform of the PWD as a means to respond to public criticism of its lack of oversight, and discontent with the standard of the department's services in public works, institutional construction, repair and maintenance programmes. The study used a case study methodology to interview the people that were involved in the privatisation of the old Public Works Department (PWD). Various people who were, and are still, involved in the process of reforming Government institutions were interviewed. These included the politicians who both advocated and opposed the implementation of the reforms, the consultants who managed them for the Government and international agencies, and employees at all levels of the former Public Works Department. It explored PWD employees' personal and institutional experiences of the period before, during and since the reform of the agency. Despite the propaganda on the benefits that reform programmes have for the countries that implement them, the study has revealed different findings. It identifies and examines some important differences between the claims made by various stakeholders about the reforms, and the experiences of those who were directly involved in various ways. It has shown that people in different positions have different experiences of the same programmes, and that their experiences are significantly influenced by their social location and, specifically, whether they are "insiders" or "outsiders." It concludes by suggesting that since the structural reform project is likely to continue in Samoa for the foreseeable future, it is useful to identify those lessons from the PWD privatisation which might be applied to future projects to mitigate their social and organisational impact.

Para possibilitar a identificação e a análise, o meio utilizado foi a pesquisa bibliográfica. O levantamento bibliográfico permitiu concluir que não há modelos desenvolvidos que mensurem adequadamente o desempenho da gestão municipal. Além disso, o levantamento bibliográfico forneceu informações sobre a origem dos Municípios e sua evolução no Brasil, as principais características do sistema municipal brasileiro e a função do Município na nossa sociedade, bem como as principais práticas e formas utilizadas na avaliação de políticas públicas. Identificaram-se também nesta etapa do trabalho os tipos de indicadores possíveis de serem utilizados na avaliação da gestão pública e suas características. A seleção de diversos indicadores encontrados na base de dados de órgãos governamentais permitiu a construção de dez índices que sustentaram a construção de um indicador composto que avaliasse a gestão municipal sob diversos aspectos de importância para o cidadão usuário dos serviços públicos. Nem todas as áreas do serviço público municipal puderam ser avaliadas em razão da ausência de dados desagregados por Município. Os resultados demonstraram as potencialidades e as limitações do modelo desenvolvido e confirmaram que o uso do modelo favorece a identificação de governos municipais de acordo com o nível de eficácia e de eficiência.

The "Ethical standards of Public Administration" diploma thesis looks at the application of the Code of Ethics in central government administration and the civil service. The objective of the thesis is to evaluate the collected data, to determine the level of use of a single document, which addresses the ethical values within the administrative authorities, to identify problem areas and to propose possible solutions. The problem is defined and graphically displayed using a structured tree chart in the introductory part of the thesis. The next part of the thesis is dedicated to the subsequent identification of the problem and to the theoretical solutions, including the outline of a problem of applying ethical standards within the context of reform in government administration. This is followed by a brief description of the changes in the employment of civil servants in the government (public) administration authorities in neighbouring countries. The empirical part of the thesis is dedicated to an assessment of the research of the Code of Ethics implemented in individual government administration authorities and using interviews conducted with experts, the problem areas of implementing ethical standards are identified. Labouring under the law : gender and the legal administration of Indian immigrants under indenture in colonial Natal, 1860-1907.

This study is a gendered historical analysis of the legal administration of Indian Immigrants in British Colonial Natal in the late nineteenth and early twentieth centuries. By focusing primarily on the attempts of the Natal Government to intervene in the personal law of especially indentured and ex-indentured Indians, this thesis presents an analysis of the role that gender played in the conceptualization and promulgation of the indentured labour scheme in Natal, and in the subsequent regulation of the lives of Indian immigrants in the Colony. It traces the developments in the administration of Indian women, especially, from the beginning of the indenture system in colonial Natal until the passage of the Indian Marriages Bill of 1907 and attempts to contextualize arguments around these themes within broader colonial discourses and debates, as well as to examine the particularity of such administrative attempts in the Natal context. This study observes the changing nature of 'custom' amongst Indian immigrants and the often simultaneous and contradictory attempts of the Natal colonial administration to at first support, and later, to intervene in what constituted the realm of the customary. Through an analysis of legal administration at different levels of government, this analysis considers the interactions of gender and utilitarian legal discourse under colonialism and, in particular, the complex role of Indian personal law and the ordinary civil laws of the Colony of Natal in both restricting and facilitating the mobility of Indian women brought to Natal under the auspices of the indentured labour system. / Thesis (M.Soc.Sc.)-University of KwaZulu-Natal, 2005.

En una sociedad de consumo globalizado como la actual, las finanzas y su correcto manejo son un aspecto que cobra especial interés tanto por las empresas como por las personas. Por esta razón, la administración financiera se ha convertido, cada vez más, en objeto de interés académico. A raíz de ello, surge la necesidad de revisar cuáles son algunas líneas temáticas que se han planteado como tema en las diversas publicaciones especializadas sobre esta área de conocimiento. Con el propósito de lograr una revisión sistemática sobre este campo de análisis, en un primer momento se revisará algunos antecedentes de la administración, y algunos estudios sobre las cinco prácticas de gestión financiera y las siete prácticas de las finanzas corporativas. En la segunda sección, se revisará la literatura relacionada a la ansiedad y el estrés financiero como factores de un mal manejo de las finanzas personales y empresariales. Luego, se visitará las posiciones en torno a cómo se asumen los estereotipos de género en la gestión financiera. En otro momento, se apunta a delinear las funciones y características de la administración gubernamental y sus limitantes. Por último, se evalúa en diferentes capítulos el impacto que ha tenido algunas pandemias del siglo XXI frente a lo que se consideraba como principios estables de la administración, y los riesgos y beneficios que la automatización de las finanzas provoca. La principal conclusión a la que esta investigación llega es que no hay un consenso determinado sobre cómo asumir las características que constituyen la administración financiera. / Within global society of consume as the present, finances and the its right driving are a crucial topic both for business and for people. Thence, financial management has become, increasingly, in a trending subject of academic studies. In relation to this recent approach, this paper pretends response exploring the principal issues about financial world analyzed on different journals and expert articles made in this knowledge area. In order to get a systematic revision of this relatively new interest, this paper reviews some precedents of management and certain studies about financial management practices and practices of corporate finance. Secondly, literature referred to financial anxiety and stress will expose as factors of a wrong personal and business financial management. Then, it will be ordered different points of view regarding how are assumed gender stereotypes in financial management. Another section outlines functions and features of government administration and its limits. Also, it is made an evaluation around some pandemics of XXI Century and how these schemes model the current concept of management. Finally, it is described both benefits and risks that financial automatization produces.
