Performance review in British local government : an investigation of the current state of the art

This thesis was precipitated by the observation that little is known about performance review activity in this country despite the introduction of a performance review system being proffered as one solution to the statutory value for money requirement. However, the research was not undertaken merely to fill an information vacuum. Delineating what lessons can be learned from current operations should assist local authorities embarking on the introduction of review systems in the future, particularly the `new' authorities emerging from Local Government Review and most notably in Scotland, where the statutory responsibility for ensuring value for money arrangements are in place, falls to the unitary authorities becoming operational on the 1st April 1996. Additionally, performance review may provide the framework in which policy achievements can be demonstrated, thus strengthening local government by reinforcing its policy role. This latter characteristicis likely to become critical if the trend towards enabling and decentralisation continues within the local government sector. An investigation of performance review was thus undertaken with postal questionnaires issued to chief executives and council leaders and a series of case studies, being used to accumulate research evidence. The findings are far-reaching and encompass the scale of review activity, the types of review system being utilised, attitudes to performance review, and establishing, operating and sustaining review systems. Insight was also gained about performance issues in authorities which had not implemented review processes. The operation of performance review is associated with significant benefits in many local authorities and there are useful lessons to be learned from these experiences as well as from those councils in which performance review has been less successful. These lessons are delineated within this thesis along with a set of good practice recommendations.

The aim of this Master’s thesis is to analyze the performance of Air Bank a. s. in the period 2012 – 2017 using indicators typical for the banking sector. The results are compared with three selected competing banks. Then from publicly available information assesment is made for the two scenarios of the future development of Air Bank a. s. on the basis of the results of the economic evaluation. In the discussion part the scenarios are evaluated and then deducted the implications of Air Bank a. s. in case of fulfillment of the scenarios. The merger scenario is more advantageous in terms of economic and long-term competitiveness.

Contribution à la modélisation globale d'entreprise : décisions et performances dans les systèmes de production

Une entreprise industrielle n'est compétitive que si elle offre des produits satisfaisant à diverses exigences qualitatives (qualité, délai de livraison, variété, etc.) et en même temps à des exigences de coûts. Les travaux présentés dans ce mémoire s'intéressent simultanément à l'aspect production et à l'aspect financier d'une entreprise. Ce travail a deux objectifs principaux. Premièrement, la réalisation d'un modèle de simulation d'entreprises industrielles, SIM'l, dans lequel on modélise un système de production et son environnement. Cette maquette permet de construire une démarche pédagogique liée aux problèmes de l'intégration productique. Le principal apport de la maquette est de montrer l'intérêt d'une gestion conjointe des différentes fonctions d'une entreprise industrielle à savoir les approvisionnements, la comptabilité, le marketing et la production. La simulation détaillée de la production permet de montrer les conséquences des décisions et des aléas de la production sur les Résultats économiques de l'entreprise. Deuxièmement, la hiérarchisation des décisions et l'étude des performances d'une entreprise industrielle. L'application de méthodes d'analyse de données nous a permis de déterminer les niveaux de décision et de dégager les indicateurs les plus représentatifs caractérisant les performances du système à chaque niveau de décision. Les résultats obtenus montrent qu'une étude globale d'une entreprise industrielle (modélisation, simulation et évaluation des performances) dans laquelle sont pris en compte des indicateurs économiques peut être menée et peut aider à une bonne gestion à moyen et court terme.

Evaluating management standards : empirical research into the Scottish Quality Management System

Managers today are faced with a bewildering choice of Management Standards that are being promoted to improve personal and organisational performance by a wide range of Standards-setting bodies. Standards-based management is a well-researched field, but all the research concentrates on individual Standards such as ISO 9000 and 14000 without identifying the influences of other Management Standards. This research seeks to extend the debate about Standards-based management and to encourage other researchers to consider it as both an entity and a phenomenon and to note its divergence from other management theories. A taxonomy of Management Standards is presented to enable the principal Standards to be categorised and a definition of a Management Standard is proposed to enable the distillation of the considerable body of literature into more manageable proportions. A chronology of Management Standards development is tabled and compared with the evolution of Quality Management and Total Quality Management (TQM) and the possible future development of Management Standards is examined. The literature research confirmed that Standards-based management approaches had increased very significantly, despite a lack of empirical research to show that this method of management yielded uniform improvements. It identified a trend for integrating Management Standards and creating a “super” Management Standard that would incorporate all the functions of management within an organisation. The Scottish Quality Management System (SQMS) is an integrated Management Standard that incorporates many of the key functions of management within an audited Management Standards framework that its architects claim is based on the principles of TQM. While originally developed for the Scottish training provider network in 1993, it has spread internationally and is currently in use by circa 600 organisations in several countries. It is the only example of a Management Standard of this kind, and despite its longevity, extensive coverage and significant public investment, it has not attracted any previous research interest. The SQMS project was ambitious, seeking to impose a major new Standard on a diverse and predominately unsophisticated population of organisations within a tight time frame. The field research surveyed the entire SQMS registered organisation population using a questionnaire that was based upon the principles of ISO 9004: 1994 and some preliminary research. The questionnaire was designed to examine attitudes and motivation, as well as gauging the effectiveness of the SQMS Standard as determined by an analysis of the improvements that could be directly associated with its implementation. The survey achieved over 70% response rate and the resulting data set was comprehensive and the analysis robust. An additional element of the research compared the results of the questionnaire response analysis with the perceptions of the SQMS Auditors who had audited a majority of the respondent organisations. The field research showed that the SQMS population was very experienced and had been working with SQMS for well over three years. This is a period that the literature research indicated was the minimum time required for the benefits of quality improvement initiatives to become measurable. In the absence of any clear published objectives for the implementation of SQMS, a number of likely objectives were postulated and these objectives were measured against the results of the research. The results of the research suggest an attitude of compliance, rather than improvement as the underlying mind-set of the SQMS organisations and an absence of quality improvement planning or measurement of key performance indicators. This attitude was no different among organisations that had also adopted ISO 9000 and IiP. SQMS accreditation had not shown to provide any marketing or promotional benefit in the same way as ISO 9000 and it had not led to increased market share or profitability. Few of the possible benefits of applying a Standard of this nature had been realised by the majority of organisations and there was little evidence of tangible organisational improvement. The Standard could not be deemed to have met its proposed objectives and a comparison with an accepted model of TQM did not find sufficient compatibility to designate SQMS as a tool for TQM implementation. The interviews with SQMS Auditors identified major discrepancies between their perceptions and the views of the organisations that they audited. The admission by over half of the respondent organisations that they produced evidence purely to satisfy audits raised questions about the effectiveness of the Standard and its audits and the competence of auditors to audit “super” Standards. The novelty of the research is examined and suggestions for future research proposed.

The current situation of the company is characterized in the analytical part. The evaluation is performed according to the START Model questionnaire, which is derived from the EFQM Model of Excellence. The final part contains measures leading to increase the company's performance.

Para possibilitar a identificação e a análise, o meio utilizado foi a pesquisa bibliográfica. O levantamento bibliográfico permitiu concluir que não há modelos desenvolvidos que mensurem adequadamente o desempenho da gestão municipal. Além disso, o levantamento bibliográfico forneceu informações sobre a origem dos Municípios e sua evolução no Brasil, as principais características do sistema municipal brasileiro e a função do Município na nossa sociedade, bem como as principais práticas e formas utilizadas na avaliação de políticas públicas. Identificaram-se também nesta etapa do trabalho os tipos de indicadores possíveis de serem utilizados na avaliação da gestão pública e suas características. A seleção de diversos indicadores encontrados na base de dados de órgãos governamentais permitiu a construção de dez índices que sustentaram a construção de um indicador composto que avaliasse a gestão municipal sob diversos aspectos de importância para o cidadão usuário dos serviços públicos. Nem todas as áreas do serviço público municipal puderam ser avaliadas em razão da ausência de dados desagregados por Município. Os resultados demonstraram as potencialidades e as limitações do modelo desenvolvido e confirmaram que o uso do modelo favorece a identificação de governos municipais de acordo com o nível de eficácia e de eficiência.

This work points, as results, to a evaluation culture bipolarity carried out by the Municipal Education System as a explicit control and regulation toll, related to the classification and learning in a interaction process that operates both in the pressure and the reflection, as a culture practice established between excellence of logic and learning. The evaluation history has been construct on the evaluation actions dialectics, joint simultaneously between the Institutional Evaluation Performance and the learning evaluation. The senses, meanings and actions bipolarity is a interaction process product sustained between the institutional evaluation, under the scholar ranking application, and the learning evaluation. In this relativity, the teacher evaluation practice is found, ruled by interesting, thoughts and actions on the school evaluation, allowing a higher security and support to the learning results. Grounded in the researched reality, its possible to say that the teacher s evaluation practice is diversified, with different characteristics, when it is done in the learning search and in the learning intention. In the first case, reflects, rearranges and constructs new actions that lead the student to produce learning. In the second, shows the will, the wish of learning, but is a weak action, producing a not really significant learning and development; as a result, remains the mark approach as a determinant in the student future.
