Land acquisition for and local livelihood implications of biofuel development in Zimbabwe / Policy brief, number 14, 2016

In recent years, proponents of 'green and clean fuel' have argued that the costs of overreliance on fossil fuels could be reduced through transition to biofuels such as bio-ethanol. Global biofuel discourses suggest that any transition to biofuel invariably results in significant benefits, including energy independence, job creation, development of agro-industrial centres at local level and high revenue generations for the state with minimum negative impacts on the environment. With many risks and costs associated with traditional 'dirty' fuels, it is likely that many countries, particularly African countries, will move towards the 'green and clean fuel' alternative. However, until recently research has arguably paid limited attention to the local livelihood impacts related to land acquisition for biofuel development or the policy frameworks required to maximise biofuel benefits. With regards to biofuel benefits, some recent studies suggest that the much bandied potential for greater tax revenue, lowered fuel costs and wealth distribution from biofuel production have all been perverted with relatively little payoff in wage labour opportunities in return (e.g. Richardson, 2010; Wilkinson and Herrera, 2010). Based on work done in Chisumbanje communal lands of Zimbabwe (Thondhlana, 2015), this policy brief highlights the local livelihood impacts of biofuel development and discusses policy implications of the findings. By highlighting the justifications of biofuel development at any cost by the state, the study sheds some light on the conflicts between state interests and local livelihood needs.

The political economy of food aid: a case of Zimbabwe

Magister Artium - MA / The food security crisis which gripped the sub Sahara Africa after the drought in 1999/2000 threatened development initiatives in these countries. Zimbabwe’s situation has since worsened and the country has failed to recuperate from the food problems, even after an improvement in the climatic conditions. International and local food aid activities then became a priority in the fight to sustain the right to food for the affected regions. It is argued in this research that if food aid is distributed on the basis of need it will enable the vulnerable populations recuperate form food insecurity problems. It is also postulated that if well implemented, food aid programmes are also able to play the dual role of averting starvation and leading to long term development. This thesis departs from the allegations of food aid politicisation in Zimbabwe. Using the rational choice and neopatrimonial theories of individual behaviour, this research endeavored to ascertain whether political decisions influenced the government food aid distributions which were conducted through the Grain Marketing Board. In line with these theories, it is argued in this study that politicians behave in a manner that maximizes the fulfillment of their individual needs rather than the needs of the people who vote them in positions of power. A qualitative approach was adopted in this study and data was gathered through household interviews in the Seke and Goromonzi districts of the Mashonaland East province in Zimbabwe. An investigation of land reform and poverty alleviation in Zimbabwe, 1990-2010 : the case of Chikomati and Dungwe villages in Mwenezi District

It is an indisputable fact that land is crucial for human survival across cultures, races, gender, and beliefs. The aim of the study was to investigate the impact of land reform on poverty alleviation in Zimbabwe, Mwenezi district in Chikomati and Dungwe villages. The problem which was under investigation was, ‘why is poverty seemed not to be alleviated/reduced despite the era of land reform?’ The impact of land reform on poverty alleviation was pointed out. The respondents were selected through snowballing (one potential respondent leads to the other respondent) and the data was collected through focus group discussions. The analysis was done through thematic analysis. The research found out that land reform alone cannot alleviate the expected fraction of poverty in any country in general and Zimbabwe in particular. There is need for all sectors of the economy to join hands in order to alleviate poverty, for example, education, health, agriculture, finance, and many more. Swathes of land alone had proved that it is not enough to reduce poverty unless underpinned with other sectors. Rapid reforms are needed in social, economic, and political spheres in order for land reform programme to deliver positive results to the beneficiaries and the whole economy at large. Facts on the ground in Zimbabwe are that mere distribution of land cannot on its own alleviate poverty, but the fact remains that land reform is an irreplaceable arrow in poverty reduction.

Linguistic and discursive strategies in media representations of HIV and AIDS healthcare policy in Zimbabwe : a critical analysis of selected printed discourse in Shona and English

This study sought to examine linguistic and discursive strategies used to construct messages reflective of the implementation of the HIV and AIDS policy for Zimbabwe of 1999 by government and private newspapers. Such analysis was perceived to be important since media content has a bearing on Zimbabweans‘ perception and attitudes regarding HIV and AIDS prevention, treatment and control. The study was aimed at comparing messages from newspapers with views by the people of Zimbabwe regarding the implementation of the policy. Findings reveal that empowerment programmes particularly those targeting women and children are lagging behind as Zimbabweans, literature and newspaper data sources testify. In addition, information sources concur that cultural (For example, stigmatisation, polygamy, religious practices, spouse inheritance) and structural (For example, patriarchy, masculinity, bureaucracy, politics) are stumbling blocks that negatively affect the implementation of the policy. Further, even though private and government newspapers do not fully agree on the portrayal of human agents, there is a general consensus between newspaper reports and Zimbabweans that people still face socio-economic and econo-political challenges that militate against the smooth implementation of the HIV and AIDS policy. Government newspapers tend to downplay aspects which reveal inadequacies of government activities. The study notes this as betrayal of use of ideological squares both by government and private newspapers whereby certain aspects regarding the implementation of the policy are either downplayed or highlighted to influence perception. The study reveals that newspaper reports used nominalisation, quantification, positive politeness, thematisation, rhematisation, intertextuality, euphemism, proverbs, idioms, action verbs, metaphors and citation of experts as linguistic and discursive strategies both for agenda setting and building purposes regarding the implementation of the HIV and AIDS policy. Other devices used particularly in the encoding of Operation Murambatsvina are, claptraps, deictic referencing, personal pronouns, adjectives and direct speech. The study attributes problems regarding the Zimbabwean HIV and AIDS intervention model to the top – down approach inherent in the policy. Hence, the call for an adoption of an unhu/hunhu/ubuntu inspired bottom – up HIV and AIDS intervention model in Zimbabwe. This would inculcate pro-family, pro-village, pro-nation/people and ―servant leadership‖ (Mangena and Chitando, 2011) values in the fight against the pandemic through the embracing of Indigenous Knowledge Systems (IKS). An appraisal of the impact of the Fast Track Land Reform Programme on land use practices, livelihoods and the natural environment at three study areas in Kadoma District, Zimbabwe

This research appraises the impact of the Fast Track Land Reform Programme at three resettled communities in Kadoma District, Zimbabwe. In particular it assesses the livelihood practices of land recipients and their effects on the natural environment. Two of the communities, Lanteglos and CC Molina were resettled under the A1 villagised and self-contained settlement scheme and are found in the Natural Farming Region III. Pamene, the third community, was resettled under the A2 small-scale commercial settlement scheme and is found in the Natural Farming Region IIb. Multiple research methods including household surveys, interviews, observations, reviews of literature and map construction through the use of Geographic Information Systems, allowed for the collection of empirical, descriptive, and spatial data to provide for the appraisal. The land use practices included dry land crop production, livestock rearing, vegetable gardening and exploitation of the natural environment for a variety of purposes. Farming was mostly subsistence with the use of traditional equipment by all three communities. Tenure was perceived to be insecure by beneficiaries and although a variety of papers to show ownership were held, none provided for leasing or freehold tenure. Despite acquiring natural capital from the resettlement process, the findings of this research show low levels of financial, physical and social capital amongst beneficiaries. Moreover climatic variability, the declining macro-economic and unstable political environment and little support from government have adversely affected the livelihoods of beneficiaries. The implication of all this has been a reduction in livelihoods that are based solely on agricultural production, leading to off-farm practices primarily exploiting the natural environment. The long term effect would be increased degradation of the environment, leading to reduced arable and grazing land, and thereby hindering sustainable livelihoods from farming. Recommendations are proposed based on this research’s findings being typical in Zimbabwe. Central to this is the need for government to revise its present land policy and, provide for a comprehensive and holistic land policy that should be based on the vision of how agriculture should evolve in Zimbabwe

The missing ingredient: rethinking the drought disaster risk reduction and climate change adaptation nexus in Chirumhanzu District, Zimbabwe

Two of the main challenges facing communities and governments in developing countries are the reduction of risks of hydro-meteorological hazards and adaptation to climate change. As climate variability and change impacts are becoming more visible in the form of disasters, and are negatively affecting climate sensitive livelihoods and eroding communities' ability to fully recover, leading to increased vulnerability to subsequent climate risks. The unpredictability of current weather systems, therefore, makes it very difficult for poor governments and households to deal with adverse impacts of climate change. Furthermore, the fragmented approach to DRR and CCA with regards to practice, policy and organisational frameworks for dealing with climate risks is resulting in coordination challenges for the government departments. This study aimed to explore how local households and communities perceive and are experiencing and coping with climate change and drought, and what that means for integrating hydro-meteorological disaster risk reduction and climate change adaptation. The study was carried out in Chirumhanzu district and the methods used for data collection included: 217 household surveys; six focus group discussions; participatory learning actions methods; key informant's interviews and document review. The majority of households owned low value material assets and had low levels of livelihood capitals and this exposed them to the impacts of climate variability and successive droughts. This low adaptive capacity largely affected their ability to engage effective drought risk reduction and adaptation strategies for their livelihood activities in small-scale farming and livestock rearing. Vulnerability to climate risks was exacerbated by seasonal weather forecasts, which were deemed by some households to be unreliable, inaccurate and not easily understood, while others used of indigenous knowledge. Successive droughts affected households' access to food and cash income for other household demands. Other non-climatic factors that contributed to adverse drought impacts at the household level were an emphasis on reactive humanitarian aid approach and the poor economy in Zimbabwe. Additionally, the policy framework for dealing with climate change and drought hazards is fragmented and weak; and is housed in different government departments making it difficult to coordinate and implement. To improve climate risk management, there is need for the government to appreciate that drought risk reduction and climate change adaptation are all about reducing vulnerability. Understanding this, might assist in improving government focus on addressing the underlying causes of vulnerability and mainstreaming DRR and CCA into development processes through addressing specific and generic adaptive capacities. The thesis argues that as long as rural households are involved in climate sensitive livelihood activities and not getting meaningful intervention to diversity and/or better intensify their livelihood activities, they will continue to be vulnerable to successive climate risks. This fragmented approach to dealing with climate risks, is not yielding any successful results with regards to building resilience, risk reduction or adaptation of rural households.

The impact of Zimbabwe’s drought policy on Sontala rural community in Matabeleland South province

Tyson‟s (1987) examination of long-term rainfall records has shown an 18-year cyclical pattern of wet spells alternating with dry spells. Recurrent droughts are thus a feature of southern Africa‟s climate. Although climate change resulting from global warming could intensify future droughts, current predictions of regional climate change are unreliable. This study evaluates the nature, adequacy and effectiveness of Zimbabwe‟s drought policy in reducing the vulnerability of rural communities to the impact of drought. The objectives of the study are to explore the different meanings of the concept of drought; to explain the relevant concepts and frameworks of the hazard assessment and management discipline; to describe the current status of disaster management in general and drought in particular; to identify the mechanisms used by small-scale farmers in Sontala ward for coping with drought; and to evaluate the adequacy and effectiveness of Zimbabwe‟s drought policy in reducing the vulnerability of rural communities to drought impacts. A qualitative approach was used which involved analysis of government documents and academic literature. Semi-structured interviews were conducted with government officials at provincial level and small-scale farmers at ward level in Matabeleland South province. The data collection exercise was, however, constrained by the current political instability in the country. The study established that the Civil Protection Act No 10:06 of 1989, complemented by relevant sections of other laws, provides a legal framework for disaster management. The Ministry of Local Government, Public Works and Urban Development has a coordinating role. Coordinating committees at national, provincial and district level formulate disasterresponse plans to be activated when a disaster occurs. The Civil Protection System uses existing government, private and non-governmental organizations whose regular activities contain elements of disaster risk prevention and community development. The enactment of the Emergency Preparedness and Disaster Management Act will remove some of the shortcomings of the Civil Protection System.

Land restitution : the experiences in Kenya and Zimbabwe compared : lessons for South Africa

Thesis (MPhil)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: Land has been the revolutionary metaphor for wealth and power in the world and even more so in Africa. Ideally, land reform in Africa should therefore, contribute to social and economic progress and ultimately result in social equity as well as increased agricultural productivity. This study was devoted to the history of colonialism and the meaning and birth of land reform policies after colonialism. Moreover, to familiarise the reader with the various meanings and issues concerning land reform particularly in Kenya and Zimbabwe. The outcome of the study was to provoke further discussion on the need for land reform in other developing countries, especially South Africa, as well as to investigate whether colonialism created certain land ownership patterns that had harmful effects on the political and economic climate after independence in Kenya and Zimbabwe. Kenya has been unable to establish a sustainable land reform programme since independence. Ethnic clashes in the early 1990's were seen as a continuation of a battle to recognise the existence of property rights. The contributing factor to the conflict was the fact that the political leadership in Kenya was the direct beneficiary of land reform policies. Furthermore, the uncontrolled privatisation of public land only resulted in economic and agricultural decay. The Kenyan experience provides no evidence of increase in agricultural production, but inevitably resulted in social and economic inequalities and the emergence of significant landlessness, which was a result of the inadequacy of government, to provide credit as was initially proposed. Zimbabwe faces the painful reality that its political revolutions have only brought them halfway to true independence. The objective for Zimbabwe was to establish a functional socialist economy where decision making would be under political control in order to bring about the drastic redistribution of wealth from whites to blacks and to become independent form capitalists. The importance of land in Zimbabwe did not so much lie in the social and economic inequalities, but rather the inability to access land, accompanied by a growing overpopulation, landlessness, land deterioration and escalating poverty in the black areas parallel with severe under-utilisation of land in the white farming areas. This study concludes that African governmental land reform programmes have had mixed success. The complex nature of the liberation struggles in Africa, created diverse post-independence governmental systems. However, some former colonies illustrate certain common underlying issues such as the fact that years after independence, land remains one of the key unresolved issues in both Kenya and Zimbabwe, as well as in South Africa. / AFRIKAANSE OPSOMMING: Gesien in die lig dat grond die revolusionêre metafoor van rykdom en mag in die wêreld, nog te meer in Afrika is, sal dit ideaal wees indien grondhervorming in Afrika kan bydra tot sosiale en ekonomiese bevordering en uiteindelik kan uitloop in sosiale gelykheid asook toename in landbou produktiwiteit. Die doel van die studie was om verdere besprekings oor die behoefte vir grondhervorming in ander ontwikkelende lande, veral Suid-Afrika, uit te lok. Fast track land reform programme and women in Goromonzi district, Zimbabwe

From the year 2000, land became the key signifier for tackling the unfinished business of the decolonisation process in Zimbabwe, notably by rectifying the racially-based land injustices of the past through land redistribution. This took the form of the Fast Track Land Reform Programme (FTLRP). However, the racialised character and focus of the FTLRP tended to mask or at least downplay important gender dimensions to land in Zimbabwe. Colonial and post-colonial Zimbabwe (up to 2000) had instigated, propagated and reproduced land ownership, control and access along a distinctively patriarchal basis which left women either totally excluded or incorporated in an oppressive manner. This patriarchal structuring of the land question was rooted in institutions, practices and discourses. Although a burgeoning number of studies have been undertaken on the FTLRP, few have had a distinctively gender focus in seeking to identify, examine and assess the effect of the programme on patriarchal relations and the socio-economic livelihoods of rural women. This thesis makes a contribution to filling this lacuna by offering an empirically-rich study of land redistribution in one particular district in Zimbabwe, namely, Goromonzi District. This entails a focus on women on A1 resettlement farms in the district (and specifically women who came from nearby customary areas) and on women who continue to live in customary areas in the district. My thesis concludes that the FTLRP is seriously flawed in terms of addressing and tackling the patriarchal structures that underpin the Zimbabwean land question.
