Gyventojų senėjimas - iššūkis socialinei ir darbo rinkos politikai / Population Ageing – Challenge for Social and Labour Market Policy

Different countries, including Lithuania, meet economic and social challenges and changes in the sector of social security. The anticipation of the problems and taking actions for the prevention of their after-effects, which may occur in future, is especially important, taking in to the account the projection of population ageing. This work analysis the challenges for social and labour market policy, arising from the ageing of the population. Main purpose of the work is to unfold the point of view of different age groups, women and men, about the ageing process of the population and the challenges of this process for state social and labour market, as well as discovering the opinion of the questioned groups of the ways for solving the problems, caused by the process. Therefore, a survey for the implementation of this purpose has been performed. 100 respondents in the age of 30-69 age have been questioned during this survey. The data of this survey do not reflect the opinion of all Lithuanian inhabitants about the challenges, changes and problems, arising due to the population ageing. This is just a tendency for seeing some particular consistent patterns. Essence and reasons of population ageing, world wide and Lithuanian ageing tendencies, state policy on elderly people are being reviewed in this work. According to provisional data, as of 1 June 2003, there were 279 thous. farms producing agricultural products (further – farms), whose land property consisted of one hectare of agricultural land or more, or whose agricultural land though being less than one hectare, gave income from agricultural products sales no less than forty minimum standards of living. Those farms had 2939 thous. ha land, of which 2542 thous. ha were agricultural land. On the average one farm had 10.6 ha of land, of which 9.1 were agricultural land. The average size of the farm in Lithuania is equal of a half average size of the farm in the EU as well as it is equal of the average farm size in Portugal. Some economic and social indices. The strategical plans of agriculture forecast two trends of farms development: specialized competitive farms, producing traditional products and supplying them to processing and trading companies; farms engaged in untraditional activity and producing ecological products, which realize their produce in market niches. Smaller cooperative farms will develop along with the large commodity production farms. The period of demographic transition ended in the 70ties when stabilization of demographic processes set in. Since 1989 till 2005 the rural population had reduced from 1188.0 to 1145.2 thou, i.e., only by 3.6. These were the lowest rates of rural population reduction in the second half of the 20th century. Magistrinio darbo problema – ne tik Lietuvai, bet ir visam pasauliui būdingas demografinis gyventojų senėjimas. Senstanti visuomenė susiduria su tokiomis problemomis, kaip pagyvenusių ir senų žmonių sveikatos apsauga, pagalbos teikimas, jų išstūmimo iš darbo rinkos didėjimas bei pačios visuomenės neigiamas požiūris. Magistriniame darbe siekiama įvertinti individualius žmonių poreikius senatvėje, išsiaiškinti gerovės senatvėje sąlygas bei nustatyti šių sąlygų tendencijas ir kryptis. Duomenys, mokslinė literatūra analizuojami, taikant analitinį – aprašomąjį bei lyginamąjį metodus, atliekant makroaplinkos veiksnių analizę ir anketinę apklausą. Tyrimo objektas - Utenos apskritis, periodas – 1995 – 2006 metai. Magistrinis darbas sudarytas iš įvado, penkių skyrių, išvadų, rekomendacijų, literatūros sąrašo, santraukos lietuvių ir anglų kalbomis bei priedų. [to full text] / The problem analyzed in the Master’s Degree paper is the demographic senescence of the population, specific not only to Lithuania but throughout the world. The senescent community encounters the following problems: health care of the elderly, service provision, elimination of the elderly from the labor market, negative attitude of the society. The aim of the paper is to determine the individual needs of the elderly, define welfare conditions, tendencies and trends. Analytical - descriptional, as well as comparative methods were used, while analyzing the data and scientific literature. Besides, the analysis of macro environment factors and questionnaires were used. The object of the paper is Utena County. Time period is 1995-2006. The paper is comprised of the introduction, five parts, conclusions, recommendations, literature list, summaries, both, Lithuanian and English, and the annexes. In the first part of the paper the concepts of the elderly and senior people are analyzed, compared and generalized on the basis of the examples from the scientific literature. The problem of the senescence is revealed, as well as the attitude of the elderly towards welfare and the old age is presented.
