Examining Relationships in Head Start: Relations among Risk, Relationships, Child Characteristics, and Social and Academic Outcomes

Quality teacher-child and teacher-parent relationships may function to protect young high-risk children from developing poor social and academic outcomes. The current study uses Bronfenbrenner's bioecological theory to conceptualize the relationships between risk, teacher-child and teacher-parent relationship quality, and children's social and academic competence. The objectives of the study were to: a)investigate whether teacher-child and teacher-parent relationship quality moderates the effects of maternal education on children's social and academic competence, and b) examine the associations among child characteristics and teacher-child and teacher-parent relationship quality. Data were collected from 805 Head Start children, their parents, and their classroom teachers. When controlling for children's gender and age, maternal education significantly predicted children's academic outcomes, and teacher-child and teacher-parent relationship quality significantly predicted children's social and academic competence. When controlling for child gender and age, teacher-child closeness and teacher-child conflict moderated the relationship between maternal education and children's letter naming. Child gender was associated with teacher-child closeness and conflict, and child age was associated with teacher-parent relationship quality. Overall, the findings suggest that teacher-child relationship quality may function as both a risk and a protective factor in the development of young high-risk children's outcomes. The results have important implications for research, policy, and practice in promoting school readiness in Head Start children. / School Psychology

Effects of Family Involvement: Early Childhood Cognitive Outcomes Using Longitudinal Growth Curve Models

Early childhood education and family involvement have been shown to provide a positive impact on students' academic achievement regardless of socioeconomic circumstances and background. They have been regarded as two of the most important protective factors in maximizing outcomes for children at risk, especially those from low-income backgrounds. The overall objective of this study was to examine how family involvement changes over time, whether it predicted cognitive outcomes for preschool populations, and potential variables that mediate the relationship between family involvement and outcomes. Data from the Head Start Impact Study conducted through the Department of Health and Human Services (DHHS) were used to answer the research questions. Exploratory and Confirmatory analysis revealed three dimensions of home involvement based on survey items: involvement related to literacy, numeracy, and family resources. Growth curve models suggested increased levels of involvement as children progressed from preschool to first grade. Higher levels of involvement for Literacy for observed for children in Head Start during the first data collection follow-up. The types of involvement were significantly related to cognitive scores as measured by the PPVT-III and WJ-III Achievement. Parenting styles acted as a mediator between involvement and cognitive outcomes. Implications for policy and practice related to transition services are discussed. / School Psychology

Federal Compensatory Education Programs of the 1960s: The Implementation of Head Start and Title I Services in Roanoke County Public Schools

The federal government has taken an increasingly active role in its involvement in public education since the turn of the twentieth century. Prior to World War II, federal intervention in public education was a result of war initiatives. Following World War II, the United States experienced a number of social and economic conditions that had implications for public education. Among these were a rapid increase in student enrollments resulting from the post World War II baby boom, continuing racial segregation, and chronic inferior education for African Americans and economically disadvantaged students of all races and ethnic groups. To combat the economic, social, and political implications associated with these conditions, the federal government worked with states and local departments of education to formulate plans for educational reform. During the 1960s, federal aid to public schools grew from half a billion dollars in 1960 to 3.5 billion in 1970 (Kantor & Lowe, 1995). Federal aid was increased to provide support for educational facilities and to provide compensatory educational programs for economically disadvantaged students through Head Start of the Economic Opportunity Act of 1964 and Title I of the Elementary and Secondary Education Act of 1965. Educators were encouraged to develop programs to meet the needs of the minority, disadvantaged, and special education populations through the provisions of these acts and subsequent appropriations. This is the report of a historical study of the federal response to the needs of the identified students as implemented through Roanoke County Public Schools. The purpose of this study is to provide a historical account of the development of Head Start and Title I programs in Roanoke County Public Schools within the national context of Head Start and Title I programs. The potential impact of this study includes a greater understanding of the influences that led to the development of Head Start and Title I at the national level and the subsequent educational services implemented through Head Start and Title I programs in Roanoke County Public Schools. / Ph. Successful Emergent Literacy Head Start Teachers of Urban African American Boys Living in Poverty

This integrated methods study used a sequential explanatory design to explore the culturally relevant teaching beliefs of successful emergent literacy Head Start teachers of urban African American boys living in poverty. The study utilized emergent literacy gain scores as a measure of success, a survey of culturally relevant teaching beliefs to describe variation in beliefs within the sample, and two rounds of interviews to explore the context of teacher agency with urban African American boys living in poverty. The four teachers interviewed expressed culturally relevant beliefs integral to their teaching practices. These beliefs were conveyed through descriptions of relationships with parents in and out of the classroom, through of the conditions and challenges of poverty in students' and parents' lives, and through close relationships with parents. The effect of conducting home visits on teachers' identities and the influence of the setting of Head Start on teachers' beliefs and agency were emergent themes in the interviews. The participants used language that seemed to indicate culturally relevant and warm demander approaches to understanding the relationship between student behavior and student engagement and in descriptions of the relationships with parents. The value of teachers' relationships with their students' parents was the most pronounced aspect of successful teaching in Head Start as expressed by the participants. The process of communication among parents, students, and teachers was described as important to student learning. The participants' expressed a variety of approaches to how they understood student behavior, boys' social emotional development, and classroom practices. These Head Start teachers described boys as more active than girls, as more aggressive than girls, and sometimes more challenged to express strong emotions with language than girls. We Observe, We Reflect, We Research: Data-Driven, Job-Embedded Science Professional Development with Early Head Start Teachers

abstract: The purpose of this action research was to understand how reflective, job-embedded early childhood science professional learning and development (PLD) impacted Early Head Start (EHS) teacher learning and their perceptions toward science with toddlers. Limited content knowledge and lack of formal preparation impact teachers’ understanding of developmentally appropriate science and their capacity to support children to develop science skills. In Arizona, limited availability of early childhood science coursework and no science-related PLD for toddler teachers showed the need for this project. Four literature themes were reviewed: teacher as researcher, how people learn, reflective PLD, and how young children develop scientific thinking skills. The participants were nine EHS teachers who worked at the same Head Start program in five different classrooms in Arizona. The innovation included early childhood science workshops, collaboration and reflecting meetings (CPRM), and electronic correspondence. These were job-embedded, meaning they related to the teachers’ day-to-day work with toddlers. Qualitative data were collected through CPRM transcripts, pre/post-project interviews, and researcher journal entries. Data were analyzed using constant comparative method and grounded theory through open, focused, and selective coding. Results showed that teachers learned about their pedagogy and the capacities of toddlers in their classrooms. Through reflective PLD meetings, teachers developed an understanding of toddlers’ abilities to engage with science. Teachers acquired and implemented teacher research skills and utilized the study of documentation to better understand children’s interests and abilities. They recognized the role of the teacher to provide open-ended materials and time. Moreover, teachers improved their comfort with science and enhanced their observational skills. The teachers then saw their role in supporting science as more active. The researcher concluded that the project helped address the problem of practice. Future research should consider job-embedded PLD as an important approach to supporting data-driven instructional practices and reflection about children’s capabilities and competencies. The Effect of Classroom Context on Head Start Teacher Feedback

The Classroom Assessment Scoring System (CLASS, LaParo, Pianta, & Stuhlman, 2004) assesses quality of teacher social and instructional interactions with children, and classroom management and productivity. Prior research indicated low quality of feedback scores in programs serving low-income children (Early et al., 2005). The purpose of this study was to compare the quantity and quality of managing interaction utterances (i.e. a type of feedback) provided by Head Start teachers (N = 8) in two classroom contexts. Video-recorded book-reading and 20-minute center-time sessions in the fall and spring of a school year were used to assess managing interaction utterances in structured (book-reading) and unstructured (center-time) contexts. A coding system was developed to classify managing interaction utterances by statement type. Statements were coded as “do” commands, “don’t” commands, negative comments, general praise (good job), or labeled praise (Good job sharing your toys). Command utterances were also coded for purpose as managing behaviors (not directly related to academic learning) or teaching behaviors (guide child in academic learning). Results indicated there was a higher quantity of managing interaction utterances in center time than book reading. In addition, there was a higher quality of managing interaction utterances in center time. This finding was demonstrated through a greater rpm of “do” commands, general praise, and overall developmentally appropriate statements (“do” commands, general praise, and labeled praise) in center time than book reading. Analyses of purpose revealed center time commands were used to manage and teach the children, whereas in book reading commands only had a managing function; however, this trend failed to reach significance. The differences in quantity and quality of classroom management statements across contexts indicate within-group variation of instruction as a function of context. Thus, teachers may benefit from context-specific training sessions.

Professional Development of Head Start Teachers in Emotional and Instructional Support

In the southwest region of Tennessee, a local Head Start program classroom assessment scoring system's (CLASS) scores fell in the lowest 10% among national Head Start programs in emotional and instructional support. Since 2012, the Office of Head Start has released reports showing that the average Head Start program has low performance CLASS emotional and instructional support scores. The purpose of this exploratory case study was to investigate the professional development of local Head Start teachers with low CLASS scores in emotional and instructional support. Knowles's adult learning theory of andragogy was the overall conceptual framework and the concentrated theory of this study was Mezirow's transformative learning theory. The key research question focused on how the professional development of Head Start teachers contributed to successful CLASS scores in emotional and instructional support as perceived by Head Start education specialists and teachers. Data collection methods included observations, previous CLASS scores, 2 focus group interviews of 5 teachers, and 1 focus group interview of 4 education specialists. NVivo 10 was used in detecting trends, ideas, and displaying connections from which the themes of coaching, mentoring, individual learning plans, and observations emerged. Findings showed that although viable professional development strategies were used, learning transfer activities were unsubstantiated. A professional development program was created to increase learning transfer into the classroom. An implication for positive social change could result in achieving maximum emotional and instructional CLASS scores in the Head Start community, providing the highest quality of services recognized by the Head Start Office.

Teacher Perceptions of Head Start Preschool Programs in an Urban Public School

An initiative to coordinate early learning programs across a major city in the Midwestern United States was undertaken in 2013. The opinions of teachers regarding effects on instruction and children were not included in the development and implementation of the program. This omission is important because multiple scholars have pointed to the benefits and need of including stakeholders' perspectives in program development. The purpose of this study was to explore preschool teachers' experiences and perspectives of this initiative using a qualitative bounded instrumental case study design. Fullan's theory of educational change served as the framework of this study. Nine preschool teachers, who worked full-time in the Head Start-RTL initiative, volunteered to participate in individual semistructured interviews. Data were analyzed using open coding and thematic analysis. The findings revealed 3 themes: programs and services, initiative administration and processes, and initiative resources. Within each theme, participants identified benefits, challenges, and ideas for improvement, including increased administrative and financial support, streamlined processes, and freedom to individualize curriculum to meet the needs of a diverse student body. It is recommended that teachers' perspectives and their experiences with this initiative be used in planning and implementing changes needed to improve the current program. These endeavors by school district personnel may contribute to positive social change by reducing duplicated administration demands on preschool teachers, who, in turn, could devote more time to instruction and interaction with young children, resulting in improved quality of preschool services and positive outcomes for preschool children and their families.

A Comparison of Evaluation Models for Handicap Intervention in a Head Start Program

The Model A and Model C Title I evaluation options were compared by using both options to measure the effectiveness of handicap intervention in a Head Start program. Two hundred three children in Jackson County (Oregon) were pretested with the Developmental Indicators of Learning Test (DIAL), the Peabody Picture Vocabulary Test (PPVT), the Visual-Motor Integration Scale (VMI), and the Carrow Elicited Language Inventory (CELI). The 43 children who scored below the predetermined cut-off level were placed in a six-month intervention program. One hundred forty-nine children remaining in the Head Start program in May were posttested with the same tests. Model A analysis of mean scores of the intervention group indicated significant score change on all three testing instruments. Model C analysis indicated no positive score change. It was posited that the Model A effect in this project was large because it combined a positive intervention effect with a positive general program effect. The Model C option showed no effect because the estimated nonintervention scores were very large due to the large positive score change in the nonintervention group.

Program Evaluation of Behavior Management Training for Preschool Teachers: Teacher Outcomes

Teachers are required to manage difficult behaviors within their classrooms with limited support and resources. Additionally, there is not a lot of research that has been completed looking at teacher attitudes or how children’s behavior impacts them personally. The current study looks at teacher outcomes based upon an evidence-based teacher training program. The teacher training was implemented at the Western Kentucky Head Start. Teachers’ job stress and self-efficacy were measured before the training, after the training, in the fall, and in the spring. In addition, standardized observations were completed, looking at classroom climate and management, in the fall and spring following the training. There were no significant differences among Pretest, Post-test, fall, or spring data for measured job stress or self-efficacy. Based upon observation results, Positive Climate significantly increased from fall to spring and Concept Development significantly decreased. Teacher’s attitudes and perspectives are extremely important as they provide the general climate of the classroom. Continued research should be completed to assess teacher outcomes and how these outcomes impact the overfull functioning of the classroom and success of students.
