Para discutir o referido tema, a presente dissertação analisou o processo da duplicação da Rodovia Tamoios, trecho Planalto, que liga os municípios de São José dos Campos a Paraibuna no Estado de São Paulo, SP, onde comparou-se a proposta inicial do empreendimento com a implantação final da rodovia, buscando conhecer as contribuições dos procedimentos em relação a mitigação dos impactos ambientais sobre a biodiversidade local em relação a supressão de vegetação e a respectiva compensação ambiental.

Avaliação de Impacto Ambiental AIA é um instrumento de gestão ambiental que tem como objetivo identificar, prever e interpretar as conseqüências sobre o meio ambiente de uma dada ação humana. Se bem conduzida pode auxiliar o processo de tomada de decisão, incrementar a viabilidade ambiental de projetos e propostas de desenvolvimento, e constituir em instrumento de gestão ambiental. Apesar de existirem exemplos de aplicação bem sucedida, verifica-se que em muitos casos os resultados esperados não têm sido satisfatórios para o que se pretende com ela. Falhas, tanto na elaboração dos Estudos de Impacto Ambiental, como na condução das demais fases e, conseqüentemente, prejudicando a eficácia da AIA e naquilo que se pretende com esse instrumento de política pública, que é a proteção e a melhoria da qualidade ambiental, têm sido verificadas. Trabalhos recentes, têm enfatizado as variáveis de ordem gerencial do processo de AIA como determinantes do seu sucesso, muito mais do que a qualidade técnica ou o conteúdo científico de um EIA. Um bom sistema de gerenciamento da implantação e operação de um empreendimento pode corrigir imperfeições resultantes das etapas prévias do processo de AIA. A fase de acompanhamento do processo de AIA pode ser considerada como etapa crítica para seu sucesso. Impactos que não são corretamente identificados ou previstos pelo EIA, podem ser corrigidos por meio de medidas mitigadoras desenvolvidas depois da aprovação do projeto. Nesse contexto, o presente trabalho buscou analisar a estrutura de gestão ambiental adotada para o cumprimento da fase pós-aprovação do processo de AIA desenvolvido para o Trecho Sul do Rodoanel, com base em documentos disponíveis no órgão ambiental estadual responsável pelo licenciamento, informações obtidas com o empreendedor, visitas técnicas e entrevistas. Os resultados permitem observar que, apesar da existência de deficiências, o desempenho ambiental alcançado pode ser considerado satisfatório, ainda mais considerando o porte do empreendimento e a complexidade ambiental da região de inserção. As principais falhas que podem ser apontadas referem-se ao subdimensionamento de determinadas medidas preventivas, prevalecendo assim uma atuação mais corretiva. Se por um lado, não-conformidades ambientais observadas podem ser atribuídas, em alguns casos, à falta de equipes e de equipamentos suficientes, e em outros, à falta de capacitação ou de interesse quanto ao trato das questões ambientais, mesmo considerando a padronização de procedimentos, a incorporação de medidas ambientais nos editais de contratação e a execução de programas de treinamentos ambientais; por outro, avanços tecnológicos e investimentos garantiram bom desempenho ambiental de algumas medidas mitigadoras implementadas. Conclui-se que apesar das etapas iniciais (avaliação preliminar e análise detalhada) da AIA contituirem em excelentes ferramentas de planejamento e otimização de esforços e recursos, a etapa pós-aprovação, que compreende a gestão ambiental da implantação dos empreendimentos, a partir da efetivação das medidas preventivas e mitigadoras propostas anteriormente, constitui etapa crucial no sentido de alcançar os seus objetivos, que é a busca pela sustentabilidade ambiental do desenvolvimento. Se não for bem executada, pode colocar todo o esforço e recursos conferidos às etapas anteriores a perder. Em caso contrário, pode suprir eventuais deficiências. / The Environmental Impact Assessment - EIA is an environmental management tool that aims to identify, predict and interpret the consequences on the environment of a particular human action. If well managed can help the process of decision making, enhance the environmental sustainability of projects and development proposals, and constitute an instrument of environmental management. Although there are examples of successful implementation, it appears that in many cases the expected results have not been satisfactory for what we expect from it. Failures both in the preparation of environmental studies, as in the conduct of other phases and, consequently, undermining the effectiveness of EIA and what is meant by this instrument of public policy, which is the protection and improvement of environmental quality, have been verified. Recent studies have emphasized the variables of management of the EIA process as critical to their success, much more than the technical quality and scientific content of an environmental study. A good management system implementation and operation of an enterprise can correct imperfections resulting from previous stages of the EIA process. The follow-up phase of the EIA process can be regarded as critical step for its success. Impacts that are not properly identified or anticipated by the environmental study, can be addressed by mitigation measures developed after the approval of the project. In this context, the present work was developed to sought, based on documents available at the state environmental agency, responsible for the licensing process, information obtained from the entrepreneurial, technical visits and interview, to review the environmental management structure adopted for the implementation of follow-up phase of the EIA process developed for the Southern Section of Rodoanel. The results allow us to observe that despite the deficiencies, the environmental performance achieved can be considered satisfactory, especially considering the size of the enterprise and the environmental complexity of the region of insertion. The main flaws that can be highlighted refer to the undersizing of certain preventive measures and, therefore, there was a further corrective action. On the one hand, environmental non-compliances observed can be attributed in some cases, to the lack of sufficient staff and equipment, and in other, the lack of training or interest in the treatment of environmental issues, even considering the standardization of procedures, the incorporation of environmental measures in the contracts and implementation of environmental training programs. On the other hand, technological advances and investments assure good environmental performance of some mitigation measures implemented. We conclude that despite the initial stages of EIA (preliminary assessment and detailed analysis) form it into an excellent tool for planning and optimization of efforts and resources, the post-approval stage, which includes the environmental management of the implementation of projects, from the accomplishment of preventive and mitigating measures proposed earlier, it is a crucial step towards achieving its goals, which is the quest for environmental sustainability of development. If not well implemented, it can put all the effort and resources given to the previous steps to lose. Otherwise, it can overcome any shortcomings from previous steps.

The design of an overpass crossing on railway in Mirny, Arkhangelska Oblast, Russia

Bridge design and construction practice in former USSR, especially Russia, is not much known to the foreign engineers. Many advanced structural theories and construction practices have been established. In 1931, Franklin D. Roosevelt said, “There can be little doubt that in many ways the story of bridge building is the story of civilization. By it, we can readily measure a progress in each particular country.” The development of bridge engineering is based on previous experiences and historical aspects. Certainly, the Russian experience in bridge engineering has its own specifics. Bridge design proceeds in accordance with local standards and specifications. This study considers the basic rules and standards in bridge design in the North of Russia, the work includes the overview of Russian design concepts. The paper shows the design of typical concrete bridges including all calculations and analyses for future bridge stability and also drawings for visualisation. The results of the work are conclusions based on performing the required design calculations, drawings, preparing a final estimate and preparations for the construction. There are also some notes concerning the Russian design systems, computer programs for designing and computing and, finally, comparison of the Russians design standards and the Eurocode.

Comparative Analysis of Current Performance-Based Maintenance Methods to Improve Virginia Highways

This research was completed in two phases; phase-one involved a mini-scan study of the highway maintenance industry to identify the current state-of-practice in performance-based maintenance contracting (PBMC). Phase one gathered information on domestic and foreign agencies currently using performance-based maintenance on highways. Phase two used the mini-scan study information to build, compare and analyze agency timelines (i.e., VDOT to others). Timelines included major milestones at each agency; milestones which enabled innovation in the field of performance-based contracting. The purpose of comparing VDOT to other agencies was to provide VDOT with industry best practices as well as recommendations for future contract evolutions. Timelines were constructed for Florida DOT, Main Roads of Western Australia, England\'s Highways Agency and New Zealand Transport Agency. Connection links were made between VDOT and the other four agencies based on similarities in procurement laws and maintenance milestones (i.e., 1st Design-Build project). The timeline linkages and collection of information on benefits associated with PBMC (compared to traditional method-based maintenance) were used to make five recommendations for VDOT\'s future maintenance program. VDOT recommendations were: Use performance-based contracting on secondary roads, use area-wide contracts to cover addition facilities, shift VDOT TAMS focus from lowest-cost to a best-value approach similar to England\'s Managing-Agent Contractor, devise a strategic network of highways to prioritize maintenance, use key performance indicators to align Maintenance Division objectives with overall VDOT organization. Recommendations also considered the current restrictions imposed by Virginia procurement laws. / Master of Science

Freeway Control Via Ramp Metering: Development of a Basic Building Block for an On-Ramp, Discrete, Stochastic, Mesoscopic, Simulation Model within a Contextual Systems Approach

One of the most effective measures of congestion control on freeways has been ramp metering, where vehicle entry to the freeway is regulated by traffic signals (meters). Meters are run with calibrated influx rates to prevent highway saturation. However, recent observations of some metering sites in San Diego, CA indicate that metering, during peak hour demand, is helping freeway flow while sometimes creating considerable traffic back-ups on local streets, transferring congestion problems from the freeway to intersections. Metering problems stem largely from the difficulty of designing an integrated, dynamic metering scheme that responds not only to changing freeway conditions but also to fluctuating demand throughout the ramp network; a scheme whose objective is to maintain adequate freeway throughput as well as minimize disproportionate ramp delays and queue overspills onto surface streets. Simulation modeling is a versatile, convenient, relatively inexpensive and safe systems analysis tool for evaluating alternative strategies to achieve the above objective. The objective of this research was to establish a basic building block for a discrete system simulation model, ONRAMP, based on a stochastic, mesoscopic, queueing approach. ONRAMP is for modeling entrance ramp geometry, vehicular generation, platooning and arrivals, queueing activities, meters and metering rates. The architecture of ONRAMP's molecular unit is designed in a fashion so that it can be, with some model calibration, duplicated for a number of ramps and, if necessary, integrated into some other larger freeway network models. SLAM.II simulation language is used for computer implementation. ONRAMP has been developed and partly validated using data from eight ramps at Interstate-B in San Diego. From a systems perspective, simulation will be short-sided and problem analysis is incomplete unless the other non-technical metering problems are explored and considered. These problems include the impacts of signalizing entrance ramps on the vitality of adjacent intersections, land use and development, "fair" geographic distribution of meters and metering rates throughout the freeway corridor, public acceptance and enforcement, and the role and influence of organizations in charge of decision making in this regard. Therefore, an outline of a contextual systems approach for problem analysis is suggested. Benefits and problems of freeway control via ramp metering, both operational short-term and strategic long-term, are discussed in two dimensions: global (freeway) and local (intersection). The results of a pilot study which includes interviews with field experts and law enforcement officials and a small motorist survey are presented.

This study has evaluated the effectiveness of the present taxation policies in Virginia's interstate and arterial highway systems. To do this, it has estimated the vehicle miles of travel for different classes of vehicles on each route, the maintenance costs (general and replacement) arisen from the use of each route by different classes of vehicles, and the revenues (fuels tax and registration fee) contributed by each class of vehicles on each route. Then, the expected revenues were compared to expected expenditures over a ten-year period ( from 1981 to 1990) to show when and in which class of vehicles the present taxation policies should be changed so that sufficient funds can be generated to cover the maintenance costs of the highways. The study has also provided enough information to show the degree of importance of the routes in the state highway system -- in terms of travel and financial viability -- which may help to set up a priority scheme for the maintenance and improvement of the routes. / M.S.
