Public health service delivery at the Sir Seewoosagur Ramgoolam National HospitalBabooa, Sanjiv Kumar 30 November 2004 (has links)
This dissertation analyses public health service delivery at the Sir Seewoosagur Ramgoolam National Hospital (S.S.R.N.H.) in Mauritius. Particular emphasis is laid on the historical development of public health service delivery at S.S.R.N.H. Public health service delivery has been approached from the view points of its nature and scope. The core components of the research survey have been on some major obstacles and flaws in effective public health service delivery at S.S.R.N.H. The measuring instrument used for the research survey was a self administered questionnaire. The main findings were discussed especially absenteeism, personnel turnover, stress, burnout, morale, sexual harassment, lethargy and disobedience, nepotism, shirking responsibility, alcohol and drug abuse, active political interference, bribery and corruption, dishonesty and retaliation and neglect of duty.
Attention was also devoted on the current national health policy for improving public health service delivery at S.S.R.N.H., inter-alia, the National Policy for Public Heath Act 17 of 2000 and the White Paper on Health Sector
Development and Reform of December 2003.
The public health environment is constantly altering. Therefore, it is essential to adjust to the changing health environment. This dissertation has addressed the future challenges in the micro health environment and macro health environment of S.S.R.N.H. Ultimately, a holistic instead of a parochial approach to addressing shortcomings identified in public health service delivery at S.S.R.N.H. has been advocated in this dissertation. / Public Administration and Management / M.Admin. With the dawn of democracy, the South African social security system was in dire need
of change. The right of access to social security was for the first time entrenched as a
fundamental right in the 1995 Constitution. Since then, many changes have been effected
to the present formal social security system, but these were mostly ad hoc and lacked a
comprehensive approach. The past history of the country led to the exclusion of the
majority of the population from formal social security protection. The excluded and
marginalised had to rely on informal social security measures to provide social
protection. This resulted in a system of co-existence between formal and informal social
security. Although informal social security is increasingly recognised as part of the social
security landscape, the role and importance of informal social security have largely been
ignored in all reforms to improve the protective scope of the present social security
system. The thesis aims to change this. Informal social security has been denied a rightful
place in the South African social security landscape. The thesis recommends a model as
to how the divide between formal and informal social security can be bridged. This
model will, it is hoped, serve as a baseline for stimulating debate and generating new
innovative ideas as to how to improve the present social security system in South Africa. / Jurisprudence / LLD

<p>Predmet istraživanja ove doktorske disertacije je mogućnost uspostavljanja modela Big Data sistema sa pripadajućom softversko – hardverskom arhitekturom za podršku senzorskim mrežama i IoT uređajima. Razvijeni model počiva na energetsko efikasnim, heterogenim, masovno paralelizovaim SoC hardverskim platformama, uz podršku softverske aplikativne arhitekture (poput OpenCL) za unifikovan rad.<br />Pored aktuelnih hardverskih, softverskih i mrežnih računarskih tehnologija i arhitektura namenjenih za rad podkomponenata modelovanog sistema u radu je predstavljen istorijski osvrt na njihov razvoj. Time je naglašena tendencija cikličnog kretanja koncepcijskih paradigmi računarstva, kroz svojevrstne ere centralizacije – decentralizacije computinga. U radu su predstavljene tehnologije i metode za ubrzavanje operacija u bazama i skladištima podataka. Istražene su mogućnosti za bolju pripremu Big Data informacionih sistema koji treba da zadovolje potrebe novo najavljene informatičke revolucije opšte primene računarstva tzv. Ubiquitous computing-a i Interneta stvari (IoT).</p> / <p>The research topic of this doctoral thesis is the possibility of establishing a model for Big Data System with corresponding software-hardware architecture to support sensor networks and IoT devices. The developed model is based on energy efficient, heterogeneous, massively parallelized SoC hardware platforms, with the support of software application architecture. (Such as an open CL) for unified operation. In addition to current hardware, software and network computing technologies, and architecture intended to operate subcomponents of the system modeled in this paper is presented as an historical overview of their development. Which emphasizes the tendency of the cyclic movement of the conceptual paradigm of computing, through the unique era of centralization/decentralization of computing. The thesis presents the technology and methods to accelerate operations in databases and data warehouses. We also investigate the possibilities for a better preparation of Big Data information systems to meet the needs of the newly announced IT revolution in the announced general application of computing called Ubiquitous computing and the Internet of Things (IoT).</p>
