Právní úprava postavení politických stran / Legal regulation of the position of political parties

The presented thesis deals with political parties and especially with their legal regulation. However, the thesis does not only use the legal statutes and theirs provisions, but it also aspire to set the existence and the action of political parties into a wider context, which is provided the political science. The subject of the thesis is restricted to the Czech Republic (respectively to its contemporary national territory and to political parties, which existed or are existing within this territory). That's why the statutory regulation of political parties' position is set into the context of czech constitutional law order as well. Concurrently, only selected aspects of existence and action of political parties are carefully analysed. In spite of that, the thesis provides a basic overview of general legal regulation of political parties in the Czech Republic. This thesis consists of four chapters. Designing culture: intersections of Indigenous culture at the First Peoples House, University of Victoria.

In 1997 the University of Victoria began to develop a vision for a First Peoples House with the objective of constructing a welcoming Coast Salish home on the university campus. This vision was realized in 2009 when the First Peoples House opened to the university community and public. Goals stemming from early discussions of a First Peoples House included a house that would support Indigenous culture, community events, and showcase Indigenous art. The First Peoples House represents a case study of how Indigenous artists and their material culture intersect with new Indigenous architecture. This paper is a supporting document to accompany a documentary film showcasing Indigenous artists and key players who participated in the development of the First Peoples House. The purpose of this paper and film is to document developmental stages of the First Peoples House that includes material culture—“art”—embedded within the architecture of the house. Nine interviews include the artistic vision of six artists whose work is represented in the house, and three individuals who were involved in early developmental and current phases of the First Peoples House. The research is placed in a historical context respecting the relationship between Indigenous architecture, residential schools, space and place and material culture. Film adds another dimension to the scope of this paper. Together, the paper and film form a visual and critical analysis highlighting historical shifts along with contemporary understandings of cultural narratives, material culture, Indigenous culture and architecture as integrated within the First Peoples House at the University of Victoria. / Graduate

Leadership style in Swiss evangelical churches in the light of their historically shaped leadership culture

This thesis is a socio-historical study which shows the correlation between the historically developed leadership culture of democracy and the leadership practice within the evangelical churches of Switzerland. After clarifying the theological understanding in the mutual relationship of leadership and culture, first the historical development of the Swiss leadership culture is described. This development is rooted in the cultural heritage of the Celts, the Romans and the Alemannen, as well as in the history of the Swiss-Confederation and the history of Christianity. In the light of this historically founded leadership culture, the study deals further with the present leadership situation of the evangelical churches. Central fundamental values of the Swiss-leadership-culture prove to be: No power to the individual, democratic right of co-determination, federalist freedom and the importance of achievement and work. Hoofstuk een skets die invloed van Tertullianus as leermeester op Cyprianus. Tertullianus se kerkbegrip getuig self van spanning wat die produk is van 'n verandering van lidmaatskap vanaf die Katolieke kerk na die Montaniste. Tertullianus se kerkbegrip word vanuit twee perspektiewe belig. Eerstens vanuit 'n Katolieke, met 'n fokus op die fundering van die ware kerk en die mag van die kerk om sondes te kan vergewe. Tweedens vanuit 'n Montanistiese, wat die def iniering van die ware kerk en die mag van die kerk om sondes te kan vergewe eksklusief geestelik begrond. Hoofstuk twee skets die milieu waarbinne Cyprianus gearbei het. Dit sluit in 'n biografie van Cyprianus en die Afrika-religie en bevolking. Tweedens word die Europese invloed op Cyprianus se kerkbegrip aangedui. Die invloed van die Romeinse staatkundige model kan duidelik waargeneem word. Spanning onstaan in sy poging om 'n sintese tussen die twee te vorm. / The theme of this study reveals the tension to be found between the church as institution and the church of the Spirit, in the ecclesiology of Cyprian. Chapter one shows the influence which Tertullian, as tutor, exerted on Cyprian. The ecclesiology of Tertullian also reveals the tension which is produced by the change of membership from Catholicism to Montanism. Tertullian's ecclesiology is highlighted from two different perspectives. Firstly from a Catholic view, with the focus on the fundamentals of the true church, and the authority and power of the church to forgive sins. Secondly, a Montanist view is proposed, which defines the true church, and the power it yields in forgiving sins, as being exclusively spiritual in nature. Chapter two describes the environment in which Cyprian worked. This includes a biography of Cyprian, as well as the African religion and people. Secondly the European influence is shown on Cyprian's ecclesiology. The influence exerted by the Roman state model is also clearly seen. The major influence though, was exercised by the Roman church model, on account of the dynamics of the Roman church. Chapter three describes Cyprian's ecclesiology. The tension between the church as institute and the church of the Spirit is revealed in a discussion on the episcopacy; the significance of the bishop; Cyprian's view on authority and his perspective on the primacy. Cyprian's biblical connection, as well as the two historical lines, namely the Pauline and Petrine lines, put his salus extra ecclesiam non est pronouncement in perspective. ecclesiology the unity of Cyprian's view is primarily that of a of the Spirit. In his striving towards the church though, he finds the church as institute to be indispensable. Diploma thesis is focused on matters of electronic signatures and their possible usage in accounting and business process. The paper is divided into two parts. Subject of the first part is general analysis of terminology and characteristics of electronic signature, certificates and certification authorities and time stamps, including analysis of strengths and weaknesses of these services. At the end of this theory part are outlined some of the most common choices of using electronic signature in accounting system. In second part are analysed results of research, which was performed by sending questionnaire to a number of randomly chosen companies.

Der Aufsatz rekonstruiert die Dialektik von Individualisierung und moderner Sozialpolitik und führt zu diesem Zweck die Diskussionsstränge um die Entstehungsbedingungen von staatlicher Sozialpolitik und um die Weiterentwicklung von Sozialpolitik zusammen. Die Analyse befaßt sich zunächst mit Individualisierung als Voraussetzung für die Entstehung moderner Sozialpolitik, um dann, ebenfalls noch in historischer Perspektive, die Bedeutung von Sozialpolitik für die Vollendung der modernen Individuen als Staatsbürger zu betrachten. Anschließend wird die sozialpolitische Strukturierung von Lebensläufen in der Gegenwart diskutiert und dargelegt, daß Sozialpolitik nicht nur reguliert, sondern auch Handlungsspielräume eröffnet und deren individuelle Nutzung möglich macht. Zuletzt wird nach aktuellen staatlichen Reaktionen auf individuelles Handeln gefragt. The diploma thesis deals with village settlements in the Czech Republic. First, the term village and other related terms are defined. The village is perceived from the point of view of legislation and spatial planning. The introductory part also includes a description of the historical development and structure of the villages and mentions folk architecture. The main part of the work is focused on the current state of Czech villages. There is a general analysis covering areas such as public space, public amenities, green, transport, monuments, or new development. The analysis was applied to villages located in the administrative district of the municipality with extended powers of Kroměříž and to the municipality of Rataje. Based on the findings, it evaluates villages and outlines the possibilities for their future development.

Informal social security : a legal analysis

With the dawn of democracy, the South African social security system was in dire need of change. The right of access to social security was for the first time entrenched as a fundamental right in the 1995 Constitution. Since then, many changes have been effected to the present formal social security system, but these were mostly ad hoc and lacked a comprehensive approach. The past history of the country led to the exclusion of the majority of the population from formal social security protection. The excluded and marginalised had to rely on informal social security measures to provide social protection. This resulted in a system of co-existence between formal and informal social security. Although informal social security is increasingly recognised as part of the social security landscape, the role and importance of informal social security have largely been ignored in all reforms to improve the protective scope of the present social security system. The thesis aims to change this. Informal social security has been denied a rightful place in the South African social security landscape. The thesis recommends a model as to how the divide between formal and informal social security can be bridged. This model will, it is hoped, serve as a baseline for stimulating debate and generating new innovative ideas as to how to improve the present social security system in South Africa. / Jurisprudence / LLD

This dissertation analyses public health service delivery at the Sir Seewoosagur Ramgoolam National Hospital (S.S.R.N.H.) in Mauritius. Particular emphasis is laid on the historical development of public health service delivery at S.S.R.N.H. Public health service delivery has been approached from the view points of its nature and scope. The core components of the research survey have been on some major obstacles and flaws in effective public health service delivery at S.S.R.N.H. The measuring instrument used for the research survey was a self­ administered questionnaire. The main findings were discussed especially absenteeism, personnel turnover, stress, burnout, morale, sexual harassment, lethargy and disobedience, nepotism, shirking responsibility, alcohol and drug abuse, active political interference, bribery and corruption, dishonesty and retaliation and neglect of duty. Attention was also devoted on the current national health policy for improving public health service delivery at S.S.R.N.H., inter-alia, the National Policy for Public Heath Act 17 of 2000 and the White Paper on Health Sector Development and Reform of December 2003. The public health environment is constantly altering. Therefore, it is essential to adjust to the changing health environment. This dissertation has addressed the future challenges in the micro health environment and macro health environment of S.S.R.N.H. Ultimately, a holistic instead of a parochial approach to addressing shortcomings identified in public health service delivery at S.S.R.N.H. has been advocated in this dissertation. / Public Administration / M.Admin.
