Estimativa do retorno financeiro da participação de empresas em redes de cooperação horizontal : um modelo probabilístico / Estimated financial return of companies participation in horizontal cooperation networks : a probabilistic model

Esta tese apresenta um modelo para mensuração probabilística do retorno financeiro gerado pela participação de micro e pequenas empresas em redes de cooperação horizontal (RCH). Esta pesquisa pretende atender uma lacuna técnica informacional da literatura no que tange a modelos para mensuração econômica/financeira dos benefícios gerados pela participação destas empresas em RCH, bem como a identificação do volume e interdependência destes benefícios sobre seu faturamento. Para tanto, por meio de uma revisão sistemática de literatura, foi realizado um levantamento dos benefícios passíveis de mensuração econômica/financeira em função da participação de empresas em RCH. Identificaram-se dois conjuntos de ganhos compostos por três blocos de benefícios, sendo estes desdobrados em sete benefícios estruturados por dezesseis construtos, formando assim a base teórica do modelo. A partir desta base teórica, os itens de mensuração capazes de traduzir os constructos de benefícios foram mapeados. Propôs-se então um ciclo da gestão financeira para empresas participantes de RCH, que se traduziu como base operacional do modelo. Como principal resultado do modelo obtêm-se o valor médio e a distribuição de probabilidade do retorno financeiro dos dois conjuntos de ganhos, por meio de três opções estratégicas de incorporação do retorno à estrutura financeira da empresa. A aplicação do modelo deu-se por meio de um teste piloto numa pequena empresa do setor moveleiro participante de uma RCH. / This thesis presents a model for probabilistic measure of the financial return generated by the participation of micro and small companies in Horizontal Cooperation Networks (HCN). This research aims to answer a technical informational gap observed in the literature regarding models for measuring economic / financial benefits generated by the participation of these companies in HCN, considering the volume and interdependence of these benefits on company revenues. To achieve the objectives, through a systematic review of literature, the benefits subject to economic / financial measures due to the participation of companies in HCN were collected. Two sets of gains, comprised by three benefits blocks, which are compounds by seven benefits structured by sixteen constructs were identified, forming the theoretical basis of the model. From this theoretical basis, the items of measurement capable of translating constructs into benefits were mapped. Then a cycle of financial management for companies participating in HCN was proposed, which was reflected as the operational basis of the model. The main result of the model was the obtainment of the average value and the probability distribution of the financial return – for the two sets of gains, through three strategic options for incorporation of earnings in the company financial structure. The model application was carried out by a pilot test conducted in a small company of the furniture sector that participates in a HCN.

Le redéploiement technique et organisationnel des réseaux de messagerie dans les territoires / The technical and organisationnal redeployment of French groupage networks

La messagerie est le segment du transport terrestre de marchandises dédié au transport d’envois de détail (colis, sacs, petits lots palettisés) sur des longues distances. Elle s’appuie sur une organisation réticulaire pour traiter conjointement des envois appartenant à différentes chaînes logistiques, afin d’optimiser les capacités de chargement des véhicules. Au cours des vingt dernières années, elle a accompagné le redéploiement des systèmes de production et de distribution dans les territoires, et a intégré les outils de la révolution numérique sur les plans matériel (automatisation) et informationnel (technologies de l’information et de la communication). Dans leurs dimensions techniques et organisationnelles, les réseaux de messagerie n’ont plus grand-chose à voir avec ce qu’ils étaient à la fin du siècle dernier. Pourtant, aucun travail de recherche ne s’est penché sur cette question. Cette thèse propose de caractériser les modalités d’adaptation technique et organisationnelle des réseaux de messagerie aux mutations des systèmes de production et de distribution dans les territoires depuis la fin du XXe siècle. Elle s’appuie sur des informations recueillies auprès de professionnels de la messagerie et des données ouvertes. Elle révèle une multiplication du champ des possibles des envois de messagerie en termes de délais et de couverture géographique, et une segmentation des réseaux de messagerie selon le seul critère de conditionnement des marchandises, déterminant le potentiel d’automatisation de leur traitement dans les réseaux. A l’heure de l’intégration européenne et de la globalisation des chaînes logistiques, cette thèse propose de nouveaux outils pour comprendre le déploiement des réseaux de messagerie dans les territoires / The French concept of “Messagerie” describes both less-than-truckload (LTL) and parcel delivery operations based on network organizations. These transport operations rely on the consolidation and groupage of shipments belonging to different kind of supply chains. In the last two decades, this activity adapted to the evolution of production and distribution systems and has integrated the digital revolution tools in its internal organization. The French LTL and parcels networks have little in common with what they were in the ‘90s. Yet, their transformations are largely ignored in the scientific literature. This thesis proposes an analysis of the organizational and technical adaptation of French LTL and parcels networks to the evolution of the production and distribution systems in the last two decades. It is based on information gathered from professionals and open data. It reveals an extend of the range of possibilities offered by the transport networks in terms of delays and geographic coverage, and a technical specialization of these networks according to the size, weight and packaging of the goods transported, which determine their potential for automation. At a time of globalization, this thesis offers new tools to understand the deployment of transport networks in the territories

The aim of this study is to provide a comprehensive analysis of the applicability of the exceptions of vertical (in-house) and horizontal cooperation among contracting authorities within the framework of public procurement law. For this purpose is in the thesis used descriptively analytic approach, which included the valid legislation of public procurement Czech Republic, as well as the relevant directives of European Union, although the focus of the thesis was based on the jurisprudence of the Court of Justice of the European Union. The thesis is structured into five chapters. The first chapter discusses the legislative framework of the European Union and the Czech Republic. The second chapter focuses on the basic principles of public procurement law. The third chapter deals with basic concepts and terminology of public procurement law.. The fourth chapter is divided into two major parts.
