Apesar da alta relev?ncia social dessas organiza??es, isto n?o as impossibilitou de passar por diversas crises de funcionamento. Desse modo, desenvolveu-se a an?lise de desempenho do Hospital Universit?rio Onofre Lopes, localizado na regi?o nordeste do pa?s, em bi?nios antes e ap?s a ades?o ao contrato de gest?o com a Empresa Brasileira de Servi?os Hospitalares (EBSERH). Para conduzir este estudo, foram selecionados os indicadores de avalia??o de desempenho em organiza??es hospitalares e para an?lise comparativa da performance dos bi?nios (2011-2012) (2014-2015), foi adaptada a matriz de ?ndices de desempenho adotada por Brizola et al. (2011), na qual s?o dispostos os 32 indicadores apreciados por especialistas nas dimens?es estrutura e resultados, e em categorias: instala??es, recursos humanos, receita, produ??o, produtividade, qualidade, custos e ensino/pesquisa/extens?o. Os resultados evidenciam melhores desempenhos no bi?nio (2014-2015). Essa evolu??o dos ?ndices de desempenho ? atribu?da ? amplia??o e reorganiza??o da equipe de trabalho, aumento da receita, reformas estruturais e a oferta de novos servi?os ? popula??o. / In Brazil, the university hospitals have fundamental importance in the evolution of the Sistema ?nico de Sa?de (SUS) and in several areas that foment the improvement of population health conditions. Despite the high social relevance of these organizations, that does not make it impossible to go through various operating crises. Therefore, developed the Hospital Universit?rio Onofre Lopes performance analysis, located in the northeastern region of the country, in biennia before and after joining the management contract with the Empresa Brasileira de Servi?os Hospitalares (EBSERH). To conduct this study, the performance evaluation indicators were selected in hospital organizations and to comparative analysis of the performance of the biennium (2011-2012) (2014-2015), it was adapted the performance indices matrix adopted by Brizola et al. (2011), which are arranged 32 indicators assessed by experts in the structure and results dimensions, in the categories: installations, human resources, revenue, production, productivity, quality, costs and teaching/research/extension. The results show better performance in the biennium (2014-2015).This evolution of the performance indices are assigned to the expansion and reorganization of the work team, revenue growth, structural reforms and the provision of new services to the population.

Universidade Federal da Para?ba (UFPB), com a ades?o da universidade ? Empresa Brasileira de Servi?os Hospitalares (EBSERH). A pesquisa realizada foi qualitativa e foi classificada como estudo de caso, tendo como sujeitos da pesquisa os gestores do HULW, a reitora da UFPB e o representante do sindicato dos servidores da UFPB. Os dados foram analisados e interpretados por meio de an?lise de conte?do com a utiliza??o de an?lise tem?tica. No plano institucional, a mudan?a resultou na presen?a de uma organiza??o com um novo formato jur?dico na gest?o do HULW, o de empresa p?blica, caracterizada por maior flexibilidade de gest?o e sob a vig?ncia de outros dispositivos normativos. No que se refere ?s mudan?as estruturais ocorridas com a transi??o da gest?o do HULW para a EBSERH verificou-se que a EBSERH disp?e de mecanismos e ferramentas mais modernas de gest?o, com a implementa??o do planejamento estrat?gico e estrutura menos hierarquizada. Quanto ao desempenho, ainda n?o foi poss?vel avaliar se houve ou n?o melhora, mesmo com as mudan?as institucionais ocorridas, provenientes de altera??es ou inova??es normativas, tais como a Lei n? 12.550/2011, que criou a EBSERH. Por fim, em rela??o aos desafios organizacionais do HULW depois da transi??o, s?o apontadas as necessidades de melhoria da qualidade no atendimento, da supera??o da rigidez na gest?o e melhor utiliza??o dos recursos. / This dissertation is proposed to understand the structural and institutional changes occurred in the management of the Hospital Universit?rio Lauro Wanderley (HULW), linked to the Universidade Federal da Para?ba (UFPB), with the adhesion of the university to Empresa Brasileira de Servi?os Hospitalares (EBSERH). The research conducted was qualitative and was classified as a case study, taking as subjects of the research the managers of the HULW, the dean of the UFPB and the representative of the labor union of the servants of the UFPB. The data were analyzed and interpreted through content analysis with the use of thematic analysis. In what refers to the structural changes occurred with the transition of the management of the HULW for the EBSERH one checked that you arrange the EBSERH of mechanisms and tools more modern of management, with the implementation of the strategic projection and it structures less placed in a hierarchy. As for the performance, it was still not possible to value if it had or it does not improve, even with the occurred institutional changes, originating from alterations or prescriptive innovations, such as to Law n? 12.550/2011, which created the EBSERH. By end, regarding the organizational challenges of the HULW after the transition, the existent necessities of improvement of the quality in the service, of the overcoming of the rigidity in the management and better use of the resources.
