<div>The 1999 Columbine High School shooting was a bold reminder which emphasized the importance of active shooter preparedness for the first responder communities and the general public. Since Columbine, the preparedness for active shooter incidents (ASIs) both in the public and private sectors proactively took place. Currently, the RUN.HIDE.FIGHT.{\textregistered} (RHF) response for unarmed individuals is implemented as part of the emergency response throughout the United States. Despite the RHF's nationwide implementation, there is a lack of literature that supports the effectiveness of RHF to lower casualty rates during ASIs. </div><div></div><div>This thesis examined casualty differences of RHF and the shooters' discharge interval by creating the incidents that have occurred in the library during the 1999 Columbine High School shooting with AnyLogic's agent-based modeling capabilities. Recreating ASI in a virtual environment naturally removes the participants’ physiological and psychological implications. Additionally, the flexibility of agent-based modeling allows validating the model based on the historical events than to run various what-if scenarios. The outcome of this thesis examines the effectiveness of RHF by comparing the output data from the actual event to models with RHF implementation.</div>

Houston Stewart Chamberlain (1855-1927) was born an Englishman but adopted Germany as his home. Chamberlain was a publicist for "fin de siecle" ideas about art and politics which were tempered by both late nineteenth century Imperialism and by World War One. As an old man he endorsed Adolf Hitler and has been credited as an important synthesizer for the ideology of National Socialism. This study examines Chanber1ain' s life in terms of his involvement with art and politics. It utilizes his work as a popularizer and his conversion into an exponent of Deutschturn to discuss broad social questions. While it is acknowledge that Chamberlain was an important figure in the Gerrrany of his day, this study attempts to place him and his idol, Richard Wagner, in the larger context of intellectual and cultural history. Insofar as Chamberlain was a "rootless" intellectual, he was a paradigm. Accordingly, he is useful in considering the problems faced by intellectuals in the modem age of nationalism, technology, mass culture and alienation. The works consulted were primarily Chamberlain's own publications and a variety of secondary accounts. other research leads have been noted, but these would have to be pursued in Europe. Most of Chamberlain's life up to 1914 has been discussed by recent scholars. This study concludes that the period from World War One needs more research to account for the complex relationship between Chamberlain and the Bayreuth Kulturkreis, and National Socialism and modern society.

This thesis is a rhetorical analysis of sexual harassment codes on college and university campuses. The situational model proposed by Lloyd Bitzer is used to examine representative artifacts from Rice University in Houston, Texas, and Oregon State University in Corvallis, Oregon, so as to determine whether they operate as "fitting" rhetorical responses to the situation generally and the exigence of sexual harassment specifically. The body of this analysis develops in eight stages: an introductory discussion of sexual harassment and research conducted thereon; examination of codes as ethical and situational constructs; explication of the rhetorical framework; the nature of the exigence as a historical and campus-specific imperfection; examination of the publics that create the rhetorical audience; the inartistic and artistic constraints operative within the rhetorical situation; an analysis of the two codes; and summary comments and recommendations. Within the last two sections the determinations are made that: 1) the codes do not currently function as a "fitting" response to the situation/exigence, and that 2) revisions can be made so as to promote a more pragmatic and "fitting" response to sexual harassment. / Graduation date: 1997

Geographic information systems (GIS) technology was used to analyze factors influencing habitat use by an endangered species, the red-cockaded woodpecker. The study area was the western part of the Raven Ranger District of the Sam Houston National Forest, Texas. The factors considered included both structural characteristics and spatial relationships among stands of trees in the habitat.

Although most Americans view Sam Houston as a military leader and practical politician with little understanding of intellectual issues, he actually possessed a complex moral and political philosophy which he elaborated and demonstrated during a fifty-year public career. He based his philosophy on a mixture of Christian idealism and pragmatic realism, with duty, honor, and strict morality serving to restrain his love of reality, reason, and physical pleasures. The dual nature of his moral beliefs extended into his politics, which mixed Jeffersonian republicanism, individual rights, and limited government, with Jacksonian democracy, the needs of society, and the will of the people. Throughout most of his career he kept those conflicting sets of ideals successfully in balance, with only the turmoil of the 1850s leading him into extreme positions.

Master of Regional and Community Planning / Department of Landscape Architecture/Regional and Community Planning / John W. Keller / Regions are an intricate network of communities, geographies and economies that together impact the long-term growth and stability of one other. Cooperation between municipalities within the same region is vital in order to achieve sustained growth, both economically and in the built environment. The research question states: What is the value of regional planning bodies in ensuring effective communication and collaboration among region-wide governmental and non-governmental agencies? This research report includes a detailed history of the role and significance of regional planning bodies in the United States, as well as a case study involving the regional planning body in Houston, Texas and the Gulf Coast Region. The Houston-Galveston Area Council is the lead participant in a 25-member coordinating committee working together to complete a regional sustainability plan under the federally funded Sustainable Communities Regional Planning Grant Program. The interviews included in this report give conclusions and recommendations to the success of the region working together in terms of communication and collaboration. The challenge of establishing effective collaboration among a variety of agencies in the Gulf Coast Region is proving to be difficult and slow moving, however, there are signs of improvement as the three-year grant program moves forward. The conclusions from the literature review and case study show that regions with an unbiased planning body benefit both from the communication and social capital gained by working together on a shared goal.
