Pathways to collective action : a study of local irrigation governance and management in central China

This study presents a diagnostic analysis of how two types of governance structures (water user associations versus collective irrigation institutions) at Hubei, issue their impacts on local irrigation governance and management, to produce a collective action outcome in irrigation systems. In particular, it focuses on (1) at the meso level, institutional analyses of irrigation management incorporate physical, community, and institutional attributes, and their interactions to configure possible pathways to collective outcomes within Hubei’s settings, and (2) at the micro level, the underlying mechanisms that offer individuals incentives to cooperate with each other for irrigation activities. Drawing upon a theoretical debate about rationales for promoting or limiting the establishment and development of water user associations, and empirical puzzling phenomena observed in Central China, three research hypotheses are posited accordingly. Determinants of collective outcomes in local irrigation governance and management are highlighted from irrigation literature. Employing Elinor Ostrom’s Institutional Analysis and Development Framework, an analytical framework exploring irrigation governance patterns in Central China is introduced. A mixed research method is applied in this study. At the meso level, 32 irrigation systems are selected to run a Qualitative Comparative Analysis; at the micro level, four irrigation systems are identified out for an in-depth comparative case study. In the end, three pathways to collective action, and four pathways to water adequacy, are generalized respectively. Evidence from 32 irrigation systems in central China indicates that both WUA-managed irrigation systems and collective irrigation systems have the capacity to organize collective irrigation activities successfully in local settings. For one thing, WUA is only one of the many factors affecting collective outcomes, and that the impact of WUA really depends on how it is nested within the larger configuration of factors; thus, challenging the belief of many government officials and analysts that WUA institution is a panacea for irrigation problems. For the other, collective irrigation systems could also achieve collective action, if attributes configured appropriately. This demonstrates that collective irrigation institution, in and of itself, is not automatically malign; given this, moves towards participatory governance do not necessarily render traditional hierarchical government interventions obsolete. Last but not least, this study also identifies a third governance institution, namely, the lineage group. Findings indicate that as informal solidary entities, lineage groups have important contributions to rural governance, as long as they are nested within the appropriate attributes configurations. Referring to the pathways to water adequacy, it is found that the emergence of collective action alone does not necessarily translate into water adequacy at the tail end of the irrigation systems. The four case studies not only entail some pathways to collective action, but also exemplify complicated and diverse reasons that might lead to collective failures. Comparing the successful cases with the failure ones, boundary rules, position rules, choice rules, and payoff rules explain the systematic differences at the operational level, while information rules, aggregation rules, and scope rules that operate at the collective level, appear to have minimal effect here. / published_or_final_version / Politics and Public Administration / Doctoral / Doctor of Philosophy

From compensation to development: involuntary resettlement in the People's Republic of China

The restoration of livelihoods in the event of involuntary resettlement is commonly based on providing compensation to those who are displaced. The outcomes of these resettlements have been well documented around the world and provide a serial of recurring horror stories. For this reason, it is proposed that a new foundation for conducting involuntary resettlement is needed. Academics profess that by conducting resettlement as a development project in its own right, the performance of resettlements can be improved and the benefits will accrue to the local population. This concept is called Resettlement with Development (RwD). To this end, China was the first country to include RwD in its National policies on involuntary resettlement. However, it was not until the Three Gorges Dam on the Yangtze River that the policy was translated into practice. / This research is an attempt to determine whether RwD is a suitable model for livelihood restoration and improvement. In exploring the primary research aim, a year was spent in the resettlement region of the Three Gorges Dam, visiting resettlers and undertaking questionnaires, interviews and policy analysis. Two counties in Hubei province were chosen for comparison - Badong county and Zigui county. The application of RwD in these two locales was variable, with an uneven level of development intervention. The investment environment and county policy of Zigui attracted a greater degree of investment and related development than that of Badong. The capacity of these development initiatives to generate sustainable livelihood outcomes for the resettlers was central to this research. / Through questionnaires, interviews and policy analysis, this research finds that although the RwD methods are applied more intensely in Zigui they do not necessarily translate into better outcomes for the resettlers at this locale. The data suggests that: (i) there is no difference in the degree of relative poverty in Zigui and Badong; (ii) Zigui is experiencing more relative poverty than Badong; (iii) there is no difference in vulnerability and resilience; (iv) the natural resource base is comparable in both counties; and (v) Badong and Zigui are both at risk of food insecurity. However, whilst the majority of households in all sites at Badong are experiencing declining incomes, there is no significant decline in incomes at Zigui. Although employment levels have declined at both Badong and Zigui, the decline is not so severe at Zigui. Finally, infrastructure in Zigui has improved in comparison to Badong after resettlement. Hence, although the RwD initiatives have not dramatically improved the situation for resettlers in Zigui, they have lessened the impoverishment effects that are synonymous with involuntary resettlement. Moreover, further analysis suggests that the outcomes seen in the TGP resettlement are not a consequence of the inadequacy of the RwD model. Instead, the RwD model is found to be only partially applied in the TGRA. Future attempts at RwD must endeavour to apply the RwD model more completely.

本論文通過十二個月的田野研究,探討城市化進程中,鄉鎮、城鎮與城市等三個處於不同城市發展階段的地方,信息化進程中的性別政治有何異同。本研究的核心問題是:城鎮化與信息化的交互作用如何進行?在城鎮化與信息化同時推進的當下中國,個體,尤其是個體的性別化身體,如何與以電腦、互聯網爲代表的數字科技之間産生脫嵌與再嵌入的"雙向形塑關係? / 本研究運用科技馴養、個體化和性別-科技共創理論,分析城鎮家庭中電腦和互聯網的社會化生活。本研究發現中國社會現代性建構中,城鎮用戶通過在家庭內部採用電腦和互聯網,逐步形成一種數字化家庭關係,其中互聯網本地化特徵明顯。此外,本研究還發現,性別化的網絡互連的個體化是當下中國社會中的城鎮化、信息化發展過程中的主要特徵。本研究採用綫上與綫下相結合的多點民族誌的混合方法,探討在中國城鎮化過程中研究性別與互聯網的共創關係。 / Based on ethnographic data collected in 12 months of field work, this thesis studies the gender politics in the process of digitization and urbanization by comparing the phenomenon in a village, a town, and a city. The three main research questions of this study are: How are the interactions between urbanization and digitalization? How do digitization and gender relations mutually construct each other in the process of urbanization? / Using theories of technology domestication, individualization theory and the mutual construction of gender and technology, I analyze the use of computers and internet in the social life of rural and town families. This research found out that in the process of modernization, as rural and town families adopted the use of computers and internet; they gradually transformed themselves into, digitalized families. Furthermore, the individualization of gendered networks stood out as the key characteristic of urbanization and digitalization of post socialist China. Both texts are titled “Jiao Liturgy for the Numinous Officer” (Lingguan jiaoke 靈官醮科), one originating in Jiangxi 江西 in 1861 or 1921 and the other from Mulan, Hubei 木蘭湖北 in 1855 or 1915. Chapter one focuses on the Jiangxi text and traces possible source material, including Daoist canonical selections, referenced to compose the ritual. Chapter two compares the ritual content and structure of the two ritual texts.
