Bei Entscheidungen über abzulösende oder neue Anwendungssysteme kann mit Hilfe funktionaler Anforderungen immer nur der gegenwärtige oder vorhersehbare Bedarf ermittelt werden. In einem turbulenten Umfeld sind die Anwendungssysteme jedoch häufig langere Zeit im Einsatz als die Anforderungen gültig sind, mit Hilfe derer sie ausgewählt wurden. An der Universität Potsdam wird im Rahmen des BMBF-Projektes CHANGE eine Vorgehensweise zur Ermittlung der Zukunftsfähigkeit unternehmensweiter Anwendungssysteme entwickelt, deren wesentliche Merkmale in diesem Beitrag beschrieben werden. / A process model for determination of future suitability of business application systems: <br><br> Before decisions concerning reinvestments or additional usage of business application systems can be made, functional requirements depending on the actual or foreseeable demand are collected. In turbulent circumstances business application systems like ERP systems are longer used than the requirements for their choice are valid. Evaluation of Semantic Applications for Enterprises / Hodnocení sémantických aplikací pro podnikové prostředí

Broader and broader areas of application deployment are covered by semantic technologies recently and in the meantime their scope is increasing constantly. The possibilities of semantic applications are now so vast that they cannot be judged as a single market segment any more. The business skepticism that arises due to the uncertainty of investments in such technologies is only augmented by these differences and picking up on that this thesis concentrates on the aspects that can enable and evaluate not only the economic efficiency of engaging the semantic technologies in a business environment but also the effectiveness of doing so. This work concentrates on the ways of how to prove the differences amongst semantic applications, define their distinct segments based on use-case, and subsequently identify their Critical Success Factors and evaluate them against the real conditions of the applications' deployment with the participation of people involved in their development. Following the results of these interactions this thesis presents an innovative approach that enables to construct models for judging the maturity of enterprises for the deployment of the respective applications including the actual construction of these models for all the identified applications' use-cases segments. Moreover, in a later part of the work the evaluation using these models is demonstrated on AQUA application (outcome of a project the author did personally partake in) along with sketching additional specifics that may help the timely assessment of semantics in certain cases. The results presented in later chapters are supported by the underlying background researches in the fields of Semantic Technologies and IT assessment both of whose state-of-the-art methods are described here. Usability of the current standardized methods (such as those used in COBIT) for assessing semantic applications is also considered with respect to the lack of other best practices in business deployment of semantics.

金融業是一個對資訊科技(Information Technology, IT)需求相當高的行業,相對於多數產業,其IT的建置時間較早,電子化程度亦趨向成熟。然而,由於市場激烈的競爭,為了提高企業整體營運績效與獲取競爭優勢,該產業仍必須投入龐大的資金於IT的應用。近年來,隨著國內政策的改革,跨產業併購已成為金融業未來發展的趨勢,其併購後所面臨的IT整合與更新再次帶動金融業對IT的需求。網際網路的蓬勃發展,亦提供金融業者新的競爭市場與商機,例如網路ATM等金融服務紛紛推出,隨之帶來的線上交易模式使得資訊安全議題更加受到重視,相關的IT應用成為金融業所考量的重點之一。   如此龐大的IT投資突顯了資訊科技評估的重要,一直以來,金融業的IT投資僅次於高科技產業或製造業,其資訊科技支出常佔營收一定的比例,若能有效掌握IT資本,必可協助企業做出最佳的投資決策。本研究即以資本的觀點定義IT資本,並以此為依據,建構一套IT資本的衡量構面與指標,透過個案訪談的方式深入了解金融業IT資本的概況以及驗證指標的適用性,藉此了解金融業所重視的衡量指標為何並進而探討之。 / The Financial service industry places high demands upon information technology (IT). Compared with other industries (except for manufacturing-related industry), it not only begins IT implementation early but also has a better IT infrastructure. Owing to fierce competition in the financial markets, however, companies in the financial service industry still have to invest a huge amount of money in IT in order to enhance their whole performance and gain competitive advantages. In recent years, due to reformation of policies, across the field mergers and acquisitions have become the financial industry’s current trend. It not only makes financial firms spend more money on the integration and updating of IT systems after mergers and acquisitions but also stimulates the demand for IT at the same time. The growth of the Internet also provides financial service firms with new competitive markets and opportunities, such as e-ATM. In addition, due to the extensive use of the Internet and information systems, it makes firms pay close attention to information security issues and consider relevant IT applications to be a key point to focus on.   As described above, the huge amount of investment in IT has shown the importance of IT assessment. In general, the financial industry’s IT investment is no less than in high-tech or manufacturing industries; and its IT spending often takes a large part of revenue. Therefore, if financial firms could have a good understanding of IT capital, it will help them to plan the best IT investment strategy. In this research, we define what IT capital is from the viewpoint of capital, and develop the performance dimensions and indicators of IT capital to help firms to understand and assess their IT capital. In addition, we observe the overview of IT capital and verify the applicability of performance indicators through interviewing five benchmark companies in the financial industry. By way of case study, we understand what performance indicators the financial industry values most and then discuss the relation between IT investment and firm performance.

資訊科技投資的績效要如何評估,是所有資訊經理人關切的議題。將資訊科技有效整合到企業核心程序,是企業對於資訊科技的首要目標,但價值的產生要如何衡量、對績效形成怎樣的影響,卻很難在財務報表或其他有形的評估方式中表現出來。企業無形資產中存在著各種的智慧資本,雖然單獨以資訊科技無法帶來足夠競爭優勢,但若以資訊科技的力量來結合其他無形的資本,確能產生顯著的價值。 本研究回顧有形與無形資產的衡量方法,提出資訊科技資本的概念來整合既有方法,以評估企業資訊科技的效益。資訊科技資本是組織或公司長期累積資訊科技的能力,包含有形與無形的資產。資訊科技資本要如何衡量,是否可以分解出適當的構面,以幫助企業快速評量資訊科技資本的流量與存量呢?本研究初步建構一套衡量的構面與指標,期望透過可標準化衡量的指標,讓企業對於資訊科技的管理與維護,有更合適方便的方法。 高科技產業的環境變動迅速,對資訊科技的應用需求更形重要,如何快速掌握資訊科技的能力,是企業能夠快速運用策略的決勝關鍵。本研究訪談六家高科技產業個案公司,驗證本研究提出的資訊科技資本指標,並請資訊經理人針對指標提供適用分數,做為驗證指標發展的有效性評分。 / Assessing the performance of Information Technology (IT) investments is an issue that concerns every IT manager. It is an enterprise’s primary goal to integrate IT into critical business processes effectively, but the value and influence of a firm’s performance is very difficult to show in financial statements and quantify using regular assessment methods. This research first reviews the existing approaches in measuring tangible and intangible IT assets and then points out the IT capital which is a new concept to integrate the existing approaches in order to tackle the measure and quantification issue. IT capital is the IT ability that an organization and an enterprise accumulate over a period of time to gain the competitive advantages for companies, including tangible and intangible benefits. This study examines the development of a set of dimensions and indicators to assess IT capital. The research approach is case study orientation. There are six live case studies we have conducted to develop and verify the set of performance indicators for IT capital. A questionnaire approach was taken to gather the scores from the IT managers to provide the validity of the indicator development.
