The evaluation of the sustainability of the communal property association farming project of the Shigalo wa Muhunguti Community, in Vhembe District of the Limpopo Province

Thesis (M.Dev.) --University of Limpopo, 2013 / This research project unfolds within the Shigalo wa Muhunguti Communal Property Association farms at Tshitungulu, (Levubu) area, under Makhado Municipality in Vhembe District of the Limpopo Province, with the purposes to evaluating the sustainability of that Land Restituted farming project. This is a case study research project where both the qualitative and the quantitative research strategies were used. Data was collected through structured and semi-structured interviews. The analysis reveals that while the Land Reform programme has managed to restore land rights to the legitimate owners, the sustainability and continued productivity of such properties in the hands of the new owners remains a cause for major concern. The findings reveal among other things the low literacy level, lack of farming skills, low interest and passion for farming, and high level of dissatisfaction of employees. Poor marketing of produce is also a cause for great concern. Recommendations to address the above findings suggest that the Department of Agriculture should implement massive training programmes on beneficiaries, young farmers should be exposed to modern production system, regular meetings with employees could reduce their dissatisfaction, while the executive members could undergo vigorous training to get marketing skills to negotiate the sale of their produce.

This study also classified the project critical success factors in order of importance for public organization in the opinion of these respondents. The literature on project management considers the critical factors success and the success criteria as extremely important aspects and therefore these can exert decisive influence on the successful implementation of projects within an organization. Based on the survey sources, twenty one critical success factors were chosen as vital and fifteen success criteria were selected as relevant in the current context of project management. These factors helped the definition of the survey questionnaire. The analysis of the presence of these critical success factors can lead to the establishment of a number of parameters and indicators for the appropriate management of projects, providing management, technical and structural actions and measures to achieve the expected performance, according to the most relevant success criteria for the projects of the organization. The data was collected in the context of public organizations associated with PROFFIS in the State of S??o Paulo and was submitted to the following analyses: statistical, frequency, factorial, discriminating, trends and classificatory. The factorial analysis validated the research instrument and reduced the variables to three constructs that, for the purpose of the critical success factors, will be called: knowledge and management skills, technical skill and competence and organizational and institutional support. For the success criteria, these constructs will be named: operations and product, satisfaction and management and promotion and efficiency. In analyzing the results, it could be observed that the most important critical success factors and the ones that are most present are those predominantly related to technical skill and competence and that the most relevant success criteria are all related to operation and product. Based on these results, in theory, the conclusion can be drawn that, according to the data collected, the organizations studied, in this context, give a marked emphasis to the Critical Success Factors and to the Success Criteria that are strongly associated with the success of the project product in detriment of those associated with the success of project management. / Este trabalho avaliou, atrav??s de um estudo explorat??rio de car??ter quantitativo, os n??veis de exist??ncia de fatores cr??ticos de sucesso e os n??veis de relev??ncia de crit??rios de sucesso, no contexto do gerenciamento de projetos, na percep????o dos l??deres e membros de equipe envolvidos com a execu????o dos projetos do Programa de Fortalecimento da Gest??o Fiscal do Estado de S??o Paulo - PROFFIS, em implementa????o pela Secretaria de Estado dos Neg??cios da Fazenda do Estado de S??o Paulo - SEFAZ. A pesquisa classificou tamb??m os fatores cr??ticos de sucesso de projetos, em ordem de import??ncia, para organiza????o p??blica, na opini??o desses respondentes. Projects must observe the social, environmental, sustainability issues, among others, as a way of seeking legitimacy in the environment where they are installed. Consequently, the implementation of a new management accounting system can reflect the existing habits and routines in the organization and their relationship with internal and external environment. The objective of this research is to investigate and identify the deployment environment and the use of managerial accounting information changed the habits and routines of managing projects in a reforestation company SYZ, through an exploratory case study with research by questionnaire, interview and observation. We sought in Institutional Theory, Project Management and Management Accounting rationales and theoretical support, the study should contribute to the research process in the context of innovation, the effects of institutionalization on management accounting and management process of reforestation projects. It was concluded that the habits and routines of decision making were impacted by the new model of management accounting, although they have not yet been institutionalized. / Vive-se um novo tempo, as quest??es sociais, ambientais e de sustentabilidade sinalizam para o surgimento de novos valores sociais e econ??micos, que impactam nos h??bitos e rotinas das pessoas e organiza????es. A manager's planning guide for international training using total project acculturation : culturally adapted management and learning methodologies

The purpose of this study was to develop a manager's planning guide to aid in the development and improvement of international training projects through the use of the Total Project Acculturation (TPA) concept. The use of TPA promotes comprehensive learning through the use of project specific and culturally adaptive learning and teaching methodologies. The study focuses on individual differences, as they pertain to learning and teaching styles, and their interaction with individual subjective cultures. The TPA concept assert that once individual differences have been identified, training projects can be effectively designed and taught to accommodate them. TPA, as conceptualized by the author, visualizes all training projects as having three areas of major influence: 1) project management; 2) project learning; and 3) project culture. Within this context, TPA asserts that there is an intense relationship between individual subjective cultures, learning and teaching styles and comprehensive learning and teaching experiences. When the TPA concept is properly implemented, project personnel, training project designs and training methodologies can be culturally as well as characteristically matched to promote more effective learning. A comprehensive Project Manager's Planning Guide was developed to act as a pathfinder for providing logical direction to the design and implementation of a totally acculturated training project. It was designed to be implemented with both new and existing international training projects. The guide describes a step-by- step sequence that allows the user to track the acculturation process as it is being developed. The Project Manager's Planning Guide is designed around an Acculturated Learning Component which divides international training into four primary areas: 1) project inputs; 2) project personnel; 3) project planning and design; and 4) project learning. Each area is designed to complement the TPA concept. This study suggests that Total Project Acculturation can enhance the effectiveness of international training projects by: 1) Characteristically and psychologically matching the international training project management, technical assistance teams, project designs and methodologies to the training participant's individual learning styles 2) Perfecting the project's learning and teaching proficiency by encouraging the "learning to learn" concept through the design and implementation of whole brain learning opportunities that promote equal practice in each of Kolb's (1976, 1985) four learning dimensions 3) Utilizing project specific, culturally adaptive learning and teaching methodologies throughout every phase of the training project to include staff and training participant selection and development, project planning and design activities, learning environments and teaching and learning methodologies. / Graduation date: 1992

Uma análise sobre o desempenho de uma unidade de projetos compartilhada numa instituição financeira de grande porte

Na realização deste trabalho foi utilizado o método de estudo de caso para estudar uma grande instituição financeira pública brasileira que decidiu substituir a estrutura organizacional funcional de projetos por outra que pudesse ser compartilhada por outras unidades organizacionais. Esta pesquisa analisa o desempenho desta unidade compartilhada de projetos, uma organização matricial de projetos, criada como um centro de serviços compartilhado. A concentração dos projetos neste centro buscou dentre os benefícios esperados em outros centros de serviço compartilhado a melhoria de desempenho dos projetos, quanto a maior pontualidade, melhor planejamento, controle dos atrasos e maior dedicação aos projetos. Porém não havia indicadores para verificação da melhoria após a implantação deste novo arranjo organizacional e, portanto, não era possível afirmar que seu desempenho havia melhorado conforme esperado. Foram então utilizados novos indicadores que permitiram efetuar o diagnóstico do desempenho dos projetos antes e depois da mudança organizacional. Para isto foram utilizadas as informações dos relatórios de acompanhamento do Escritório de Projetos do período de 2009 a 2013 para obtenção de indicadores de eficiência, eficácia e efetividade. Estes indicadores permitem afirmar que esta unidade compartilhada de projetos é mais eficiente, mais eficaz e mais efetiva que a estrutura organizacional funcional anterior quanto a maior pontualidade, melhor planejamento, menores atrasos e maior dedicação aos projetos. / Bibliografia: p. 104-108 / Dissertação (mestrado) - Fundação Getúlio Vargas.
