Today, knowledge resources have become one of enterprise¡¦s important assets and are the key factor for an enterprise to gain competitive advantage. Bill Gates in his book ¡uDigital Nervous System¡v pointed out that enterprise's competition is the competitions of knowledge and network in the future. Therefore, much attention has been paid to how knowledge is managed in supporting employee¡¦s knowledge activities. This study presents a methodology for classifying and modeling the enterprise knowledge for knowledge sharing based on Microsoft enterprise information portal solution. This methodology enables enterprise policymakers and system implementers to develop high-level strategies that fit user¡¦s demands in knowledge sharing and facilitate the implementation process. To illustrate the methodology, we use a real case from chemical industry to test the usability (including the concepts, application, and advantages) of the proposed methodology. The results indicate that with this approach, the implementation of enterprise information portal can be more easily and systematically.

Ontology, an explicit specification of a shared conceptualisation, captures knowledge about
a specific domain of interest. The realisation of ontologies, revolutionised the way data
stored in relational databases is accessed and manipulated through ontology and database
integration.
When integrating ontologies with relational databases, several choices exist regarding
aspects such as database implementation, ontology language features, and mappings.
However, it is unclear which aspects are relevant and when they affect specific choices. This
imposes difficulties in deciding which choices to make and their implications on ontology and
database integration solutions.
Within this study, a decision-making tool that guides users when selecting a technology
and developing a solution that integrates ontologies with relational databases is developed.
A theory analysis is conducted to determine current status of technologies that integrate
ontologies with databases. Furthermore, a theoretical study is conducted to determine
important features affecting ontology and database integration, ontology language features,
and choices that one needs to make given each technology. Based on the building blocks
stated above, an artifact-building approach is used to develop the decision-making tool, and
this tool is verified through a proof-of-concept to prove the usefulness thereof.

The Effect of Technology Compatibility and Faithfulness of Appropriation on the User Satisfaction of EIP.Ma, Yun-Hong 19 July 2011 (has links)
Along with the rapid and continuing evolution of enterprise computerization, enterprise establishes Enterprise Information Portal (EIP) gradually. The function and property of EIP changing with complicated environment and technology. Thus, the way enterprise adopt and use the EIP will influence enterprise operating and users satisfaction of EIP and the faithfulness of appropriation of information system will influencing user satisfaction.
The goal of this research is to find the significant factors that link between the user satisfaction of EIP and faithfulness of appropriation by using diamond model and contingency theory. We combine with three distinct factors of compatibility, including (1) Technology¡VTask Compatibility (2) Technology¡VPeople Compatibility (3) Technology¡VOrganization Compatibility, to build an integrated model.
An empirical survey methodology is applied to test the research model and six hypotheses are developed in this study, and then we use PLS to analysis it. The results reveal that Technology¡VTask Compatibility contributes most to the use of EIP. It implies that EIP should fulfill the task needs of users to promote user satisfaction. Moreover, Technology¡VPeople Compatibility implies that it will enhance the user satisfaction if the EIP is more compatible with user past experience and value. We also found that as EIP is more compatible with enterprise needs of tasks, and people, and the way user use EIP is more faithful with the purpose of the designer will promote user satisfaction of EIP.

This master thesis deals with internet information portal ikvalita.cz review. The main goal is to propose possible improvements. The thesis contains theoretical part which is concerned with information sources and improvement metodology. Practical part proceed from analysis on current state of information portal. It contents content analysis, structure analysis and also SWOT analysis which was made to summarize what was find out and to identify strengths and opportunities for improvements. Specific actions follow for both short time period (half year) and also for long-term time horizont. Commercialization is the topic of final chapter, which propose different ways.

Fast development of services in the area of internet technology requires continuous research and development of software products, including information portals. Absence of documentation often limits the development of software products and increases the costs of maintenance of the product. It is essential to maintain or prepare, in case it is absent, quality documentation of the software in use to continue in portal's controlled development. Subject of this work is the analysis of services of internet information portal focused on tourism, specifically camping. The goal of the paper is to focus in detail on all services offered at the portal and subsequently analyse their benefits for the portal's users. We introduce basic terminology of internet portals. We introduce rules of usability and accessibility of web pages and their application for portal services. We describe the method of reverse engineering, that I use for update of the documentation of the services. The analysis is split in two phases. In the first phase, each service is described in detail and service's representation at higher abstraction level is created via reverse engineering. In the second phase we carry out and review questionnaire research. The research focuses on usage of the services by a group of potential customers. Based on the research carried out we conclude on recommendations about changes in further operation of the system.

Because the e-government policy carries out, government departments in Taiwan built many Websites to show some government decree information in these years. Besides, for catching on public opinion they open some Online Public Discussion Forum on Website to create communication channel between people and government. In other words, we can say this function as ¡§Electronic Democracy¡¨ or ¡§Digital Democracy¡¨. In addition to this function, I think about whether Online Public Discussion Forum can provide an activity platform for Knowledge Management to promote further some government¡¦s administration policy.
This research used ¡§Online Public Discussion Forum of Government Procurement Law¡¨ as case study in view of Knowledge Management process activity about Government Procurement Law¡¦s administration. This research used three perspectives--- administration¡¦s process perspective, Virtual Community¡¦s management perspective, and on-line user¡¦s interaction perspective --- to observe this case study. Moreover, summarize these observation and reference feasibility of Government Procurement Law¡¦s administration in the future to recommend briefly the follow points:
1.Based on quick mobility about Government Procurement¡¦s staff in everywhere government entity, difficultly for expending organization of human resource in order to the government reform, and tendency of Government Procurement system development, I recommend to give priority for codification strategy and secondary for personalization strategy. Moreover, combine process-centred strategy with product-centred strategy to become internet strategy.
2.Integrate transaction-based strategy, systematic strategy and socialized strategy into Knowledge Management strategy for Government Procurement Law¡¦s administration¡G
(1) Transaction-based strategy: Recommend to build ¡§Knowledge mapping¡¨. Currently responsible entity (Public Construction Commission, Executive Yuan) promoted ¡§seed teachers¡¨ and add undertaker¡¦s name in the official documents published on Website. Moreover, I suggest classifying and appraising the books, training, seminars and so on about Government Procurement¡¦s topic with the Knowledge Management concept. The way will make users to search information and knowledge conveniently.
(2) Systematic strategy: Recommend to attach ¡§Knowledge layer¡¨ to ¡§Data layer¡¨ and ¡§Information layer¡¨ on Website. I suggest that responsible entity reorganize these data and information to present easy-touching knowledge for users. Moreover, cultivate user¡¦s problem-solving and innovation ability by themselves with strengthening invest in information technology and promoting users to use these knowledge, information, data.
(3) Socialized strategy: Recommend to build ¡§Knowledge Community¡¨. Currently responsible entity built ¡§Virtual Community¡¨ to create a platform for everywhere users. Moreover, I suggest encouraging users to create and open a variety of ¡§Practice Community¡¨ in their organizations and endowed with Knowledge Worker function. The way can convert Tacit Knowledge among people into Explicit Knowledge and make up ¡§Best Practice¡¨. This reorganized knowledge can transfer and share conveniently.
3.In managing Virtual Community aspect, except for responsible entity playing the role of manager and maintainer, I recommend further to play the role of trigger for Knowledge Management. Moreover, combining performance with Knowledge Worker¡¦s function will encourage employees to do positively Knowledge actively in addition to official-documents everyday.
4.If Management of Procurement Professionals can build classify system in the future, I recommend to implement the appraisal system to understand staff¡¦s knowledge internalization and validate professional ability. Current thesis is a documentative approach to sum up experiences of a practical projectof implementing Cyber Threat Intelligence into an existing information securitymanagement system and delivering best practices using action design researchmethodology. The project itself was delivered to a multinational energy provider in 2017.The aim of the CTI-implementation was to improve the information security posture ofthe customer. The author, as participant of the delivery team presents an extensive reviewof the current literature on CTI and puts the need for threat intelligence into context. Theauthor claims that traditional security management is not able to keep up with currentcybersecurity threats which makes a new approach required. The thesis gives an insightof an actually working and continuously developed CTI-service and offers possible bestpractices for InfoSec professionals, adds theoretical knowledge to the body of knowledgeand opens up new research areas for researchers.

政府入口網站含蓋了眾多提供公共服務的網站,讓民眾或企業進行相關業務的辦理、資訊的查詢以及進行交易等行為。全國或是全球需要使用到政府服務,例如政府採購等之使用者皆是政府入口網站之服務對象。因此政府網站在資料流量含量方面較之於一般商業網站更為可觀,亦包含了電子商務性質。在此狀況下,政府角色亦已逐漸從管制調適為服務。就政府體策略或執行計畫而言,實施知識管理除可使行政單位的工作效率提昇,行政流程時間縮短,更可避免重覆錯誤及誤判訊息之可能。
本研究主要以行政院公共工程委員會目前所推行之『政府採購電子化』計畫為研究對象,冀於對未來五年能達到政府採購作業全面電子化提出建議。本研究之目標係分析研擬「政府電子採購入口網站」之關鍵成功因素,從而由「政府採購電子化」計畫現行系統歸納出具綜效之整合型「政府電子採購入口網站」功能架構,其工作內容如下:
1. 歸納、分析現行各系統及政府採購法推動之問題。
2. 瞭解國內政府入口網站之推動情形,分析企業資訊入口網站解決方案現況。
3. 利用分析層級程序法(Analytic Hierarchy Process,簡稱AHP)歸納出三分類專家,包括工程會內部專家、公部門專家、產業界及學界專家所認為的「政府電子採購入口網站」之關鍵成功因素,同時也分析資訊職務與非資訊職務專家觀點之相異點。
4. 根據歸納出來之關鍵成功因素與內部需求,提出具建設性之「政府電子採購入口網站」功能架構雛形,建議工程會推動「政府採購入口網站」提供之功能依據。
本研究AHP法研究結果如下:
1. 本研究中之各類專家一般認為內在因素比外在環境因素之權重大。
2. 第三層關鍵成功因素包括知識管理機制之健全化、政策及法制配合度、使用者服務機制、資訊系統與營運。整體而言,工程會內部專家與產業界及學界專家兩類專家較重視政策及法制配合度構面因素,而公部門專家比較重視資訊系統與營運構面因素。資訊職務專家較重視政策及法制配合度構面因素,非資訊職務專家比較重視資訊系統與營運構面因素。
3. 整體最底層關鍵成功因素排名前七項分別為高階長官的參與和支持並訂定明確的目標、即時配合實際狀況,修正、鬆綁法規、充裕的資源配合、提昇法令約束力之效力、提供快速回應問題之機制、介面具親和力、操作流程循序簡單、提供高度的可靠性與穩定性。
本研究最後逐一對專家深入訪談、工程會需求訪談、企業資訊入口網站解決方案及關鍵成功因素AHP之分析等結果提出結論與建議。 / An e-Government Portal should integrates numerous websites that offer public service, and provides individuals or enterprises with a platform for trafficking, searching information, and conducting transactions. Thus, all the users, that need to access government service and government procurement information, are potential customers of the e-Government Portal website. Hence, the e-Government Portal website, with e-Commerce quality, has more enormous data flow and database contents in comparison with simple e-Commerce sites. Last but not least, the role of e-Government Portal website is turned gradually into a service provider from its simple transition role of inspection.
From government's strategic aspect, actions regarding knowledge management can not only improve the efficiency and streamline the administrative procedures, but also avoid the crisis of repeating failures and misleadings of messages.
The object of this research is the Electronic Procurement Plan, which was established and promoted by the Public Construction Commission (PCC) of The Executive Yuan, R.O.C. The goal of the Electronic Procurement Plan is to accomplish the electronic commerce of the government procurement entirely in five years. This study aims to find out the critical success factors (CSF) for the Government Electronic Procurement Portal Website, and to carry out a functional architecture for the synergic Government Electronic Procurement Portal Website via the following working packages :
1. to analyze and formulate the problems of promoting the electronic government procurement system and the government procurement law.
2. to discuss the ongoing domestic promotion programs of the e-Government Portal websites and analyze the status quo cases of the Enterprise Information Portal (EIP) solution.
3. to analyze and compare the critical success factors of the Government Electronic Procurement Portal Website of various expert viewpoints through Analytic Hierarchy Process (AHP) method. The experts come from the PCC internal public servants, public servants from other government agencies as well as industrialists and scholars. On the other hand, the different viewpoints between the IT background experts and non-IT background experts are also compared.
4. to summarize constitutive functional architecture for the Government Electronic Procurement Portal Website according to the resulted CSF and the PCC internal requirements.
The results of AHP analysis can be stated as following:
1. The internal factors outweigh external factors.
2. The third-level of factors of AHP architecture includes the solidity of knowledge management, the compatibility of policies and laws, the user service mechanism and the information systems and operations. Generally, the PCC internal public servants, industrialists and scholars pay more attention to the compatibility of policies and laws than the other public servants that put a lot of emphasis on the information systems and operations. The IT background experts value the compatibility of policies and laws, whereas the non-IT background experts emphasize the information systems and operations.
3. The top seven priority factors of the rock-bottom level factors include the involvements and endorsements of the top executives and establish the clear goals, the instantaneous emendation and relaxation of the laws, the compatibility of abundant resource, the effectiveness of promoting the law's constraint force, friendly interface and easily sequential operation flow and high reliability and stability.
At last, this research leads to the conclusions and suggestions in regard to in-depth experts interviews,PCC internal requirement investigations, EIP solutions and the AHP CSF analysis.
