Thus, this research is guided in the following question: is technology the best strategy to make more accessible to scholars? Therefore, this research begins with the observation and analysis of the contents taught in the classroom discipline LIBRAS and follow with further observation on the didactic transposition of such content to the virtual environment of teaching and learning (Avea). The paper is organized into three chapters: the first, sign language, a field of struggles, discussions and tensions, followed a path mapping pursued by sign language worldwide and in Brazil. The second, Collaborative Learning Network, addresses the collective intelligence technology and the changes in building networked knowledge. In the last chapter, LIBRAS beyond UFAM walls: new tracks to traced, we glimpse and escape route where we could contribute to the practical part of the course with the development of a video material. The research took place in the presence room and at the same time in the virtual classroom discipline LIBRAS, the Faculty of the Federal University of Amazonas - environment in which occurs the monitoring and use of technological mediation tools, then the Moodle system. This is covered under the agency of actors to build networked knowledge. For a better understanding of reality, we work with cartography as a method of intervention research, making it clear that this method is not tied to the traditional view chasing rules stipulated in advance, but as you progress through research tracks will indicate the way to go. Based on the results found we believe practical part of the education is not possible without the mediation of language technology which is the main strategy to make knowledge accessible to scholars. The emergency of new tracks still emerging from this production, indicating new ways to go. / O propósito da investigação foi compreender o desafio de ensinar, por mediação tecnológica, uma modalidade de comunicação gestual, de características muito diferenciadas da linguagem escrita/falada, com a qual os discentes nunca tiveram contato. Assim, o estudo se norteia na seguinte questão: a tecnologia é a melhor estratégia para tornar o conhecimento da LIBRAS mais acessível aos acadêmicos? Para tanto, esta pesquisa inicia com a observação e análise dos conteúdos ministrados na disciplina presencial de LIBRAS B, e segue com posterior observação sobre a transposição didática desses conteúdos para o ambiente virtual de ensino e aprendizagem (AVEA). O trabalho está organizado em três capítulos: o primeiro, A língua de sinais: campo de lutas, discussões e tensões, realizando um mapeamento do percurso trilhado pela língua de sinais no mundo e no Brasil. O segundo, Aprendizagem Colaborativa em Rede, aborda a tecnologia da inteligência coletiva e as transformações na construção do conhecimento em rede. No último capítulo, LIBRAS para além dos muros da UFAM: novas trilhas a serem traçadas. Identificamos uma rota de fuga onde foi possível contribuirmos com a parte prática da disciplina, elaborando uma proposta de material em vídeo. A pesquisa aconteceu na sala presencial e, paralelamente, na sala virtual da disciplina de LIBRAS B, do curso de Pedagogia da Universidade Federal do Amazonas – UFAM, ambiente onde ocorreu o acompanhamento e a utilização das ferramentas de mediações tecnológicas, nesse caso, o sistema Moodle. Este assunto é abordado da perspectiva da inteligência coletiva, que busca, no agenciamento dos atores, a construção do conhecimento em rede. Para uma melhor compreensão da realidade, trabalhamos com a metodologia da cartografia, deixando claro que esta não está atrelada à visão tradicional que persegue regras estipuladas antecipadamente, mas, na medida em que se avança com a pesquisa, as pistas vão indicando o caminho a ser trilhado. Diante dos resultados encontrados, constatou-se o potencial que a mediação das tecnologias podem acrescer ao ensino da parte prática da LIBRAS. O surgimento de novas pistas continuará emergindo dessa produção, indicando novos caminhos a serem trilhados.

A plataforma educacional social Edmodo aplicada ao ensino de genética no Ensino Médio / The Edmodo social educational platform applied to the teaching of genetics in High School

Esta pesquisa teve como objetivo utilizar a Tecnologia de Informação e Comunicação para o aprimoramento do ensino da disciplina de Biologia e analisar a funcionalidade e benefício da plataforma educacional social Edmodo no ensino de genética do sistema AB0 de grupos sanguíneos por discentes do 3º ano do Ensino Médio. As atividades foram realizadas com 121 discentes de uma escola técnica estadual do município de Cruzeiro/SP. A metodologia consistiu nos seguintes passos: I - Questionário: caracterizou-se o perfil dos discentes, II - Enquete: realizou-se uma sondagem a respeito do tema, III - Pré-teste: teste diagnóstico, IV - Sequência didática em 4 etapas: 1 - Explorando as ideias do texto, 2 - Aula expositiva dialogada, 3 - Prática de estudo e 4 - Determinando os grupos sanguíneos; e V - Pós-teste: avaliou-se o grau de letramento científico. Verificou-se com a pesquisa que os resultados fornecem parâmetros para a discussão sobre a aprendizagem de genética por alunos desta faixa etária, bem como apontam para uma melhor compreensão do sistema AB0 de grupos sanguíneos pelos alunos após da realização da sequência didática. / The aim of this research was to use Information and Communication Technology to improve the teaching of the Biology discipline and to analyze the functionality and benefits of the Edmodo social educational platform in the teaching of genetics of the AB0 system of blood groups by students of the 3rd year of High School . The activities were carried out with 121 students from a state technical school in the municipality of Cruzeiro/SP. The methodology consisted of the following steps: I - Questionnaire: the profile of the students was characterized, II - Poll: a survey was carried out on the subject, III - Pre-test: diagnostic test, IV - 1 - Exploring the ideas of the text, 2 - Lecture dialogues, 3 - Practice of study and 4 - Determining the blood groups; And V - Post-test: the degree of scientific literacy was evaluated. It was verified with the research that the results provide parameters for the discussion about the learning of genetics by students of this age group, as well as point to a better understanding of the AB0 system of blood groups by the students after the accomplishment of the didactic sequence.

As décadas de 1990 e 2000 foram marcadas por transformações mundiais profundas, que afetaram as relações sociais, econômicas e culturais. Com a popularização das novas tecnologias e da internet, a complexidade das organizações são evidenciadas, e as discussões em torno do tecnológico e do humano são ampliadas. Nesse contexto, a comunicação organizacional necessita reestruturar-se, para atender às demandas geradas pelos relacionamentos organizacionais que se modificam em função da diversidade e das alterações comportamentais dos públicos. Nesse cenário tecnológico e de economia globalizada, as Tecnologias de Informação - TI - configuram-se essenciais para o sucesso do negócio e para a gestão organizacional. Voltados para o controle e monitoramento da produção e da administração, os programas, plataformas e serviços tecnológicos são orientados para oferecer às organizações as melhores práticas empresariais, otimização de custos, de tempo e de desempenho. O alinhamento estratégico da área com a organização é essencial para que esses objetivos sejam atingidos, e a interação entre os profissionais de TI com os profissionais organizacionais é imprescindível. A comunicação configura-se, nesse contexto, como centro das discussões sobre a eficiência e eficácia da TI. Para conhecer melhor esse cenário, optou-se por uma metodologia que vislumbrasse o cenário da TI do ponto de vista interno e externo e que possibilitasse a compreensão do papel da comunicação na interface TI e Comunicação. Para tanto, optou-se por estruturar uma metodologia que possibilitasse uma leitura aprofundada, a partir de dados quantitativos e qualitativos. A observação sistemática da pesquisa exploratória orientou a estruturação de um questionário semiestruturado, com perguntas abertas e fechadas, para profissionais de TI e de Comunicação. Na sequência, os dados quantitativos orientaram a formulação de um roteiro de entrevista com profissionais de TI, sobre sua realidade, confirmação das dificuldades comunicacionais e expectativas sobre a interface. A partir dos indicativos da pesquisa qualitativa e da análise de conteúdo das questões abertas, aplicou-se a análise GUT - Gravidade, Urgência e Tendência - e SWOT - Forças, Fraquezas, Oportunidades e Ameaças - de cada área. No cruzamento dessas duas análises, estabeleceram-se as prioridades das áreas para a interface. A partir disso, foi possível identificar as necessidades de ênfase na comunicação administrativa e interna, para a realidade da Tecnologia da Informação nas organizações, e sistematizar o processo comunicacional no alinhamento das melhores práticas empresariais. / The 1990s and 2000s were marked by worldwide deep changes, which affected the social, economic and cultural relations. As new technologies and the Internet became popular, the complexity of the organizations became more visible and the discussions on the technological and the human were enlarged. In this context, the organizational communication needs to be restructured, to meet the demand generated by organizational relationships, which have changed due to the diversity and behavioral changes of the public. Aiming this technological scenario and globalized economy, the Information Technologies - IT - turn out to be essential to the business success and to organizational management. Focused on the control and monitoring of production and administration, the programs, platforms and technological services are guided to offer to organizations the best entrepreneurial practices, cost, time and performance optimization. The area strategic alignment with the organization is essential for the objectives to be achieved, and the interaction between the IT and the organizational professionals is imperative. The communication, in this context, is the center of discussions on IT efficiency and effectiveness. To learn more about this scenario, a methodology was chosen in order to envision the IT scenario from the internal and external point of view and that would enable the understanding of the role of communication in the IT and Communication interface. Therefore, a methodology that enabled an in depth reading, from quantitative and qualitative data was organized. The systematic observation of exploratory survey guided the organization of a semi-structured questionnaire, with open-ended and closed-ended questions, for IT and communication professionals. Following that, the quantitative data oriented the formulation of an interview guide to IT professionals about their reality, confirmation of their communication difficulties and expectations about the interface. From the qualitative research indicators and the analysis of the content of the open-ended questions, it was applied the GUT analysis - Gravity, Urgency and Tendency - and SWOT - Strengths, Weaknesses, Opportunities and Threats - of each area. From the crossing of these two analyses, the priorities of the areas for the interface were established. From that, it was possible to identify the needs to emphasize the administrative and internal communications for the reality of Information Technology in the organizations and systematize the communication process in alignment with the entrepreneurial best practices.

A assimilação das TICs pelas diferentes sociedades desponta como a mais nova fronteira de debate sobre as diferenças entre pobres e ricos e sobre a capacidade dos indivíduos se inserirem de forma autônoma, como sujeitos ativos da construção de sua história. As tecnologias quando não difundidas ao conjunto amplo da sociedade, acabam por aprofundar um já existente problema de divisão social. Caberiam, então, ações de políticas públicas para minimizar os efeitos negativos acarretados pelos processos de transformação tecnológica, promovendo ações de inclusão digital. Assim, neste contexto, o presente trabalho se propõe a pesquisa a política de inclusão digital promovida pela prefeitura de São Paulo através do Programa de Telecentros Comunitários. Tendo como perspectiva a visão dos profissionais que trabalham no atendimento e orientação aos usuários de cada unidade. / The assimilation of ICTs in different societies is viewed as the newest frontier of debate on the differences between rich and poor and on the ability of individuals were entering so autonomous, as assets subject of the construction of its history. Kriminalvården är en statlig myndighet som i dagsläget befinner sig i startgroparna för att ta fram en tillgänglighetspolicy. De diskuterar även eventuella åtgärder för att hantera användandet av informations- och kommunikationsteknik (IKT) kopplat till arbete. Studien syftar till att beskriva och analysera fenomenet tillgänglighet och uppkoppling utifrån chefers uppfattningar inom Kriminalvården samt hur de hanterar detta. Vidare syftar studien till att undersöka chefers uppfattade möjligheter och utmaningar kopplat till ämnet. Insamlingen av datamaterialet skedde via tio semistrukturerade intervjuer som bearbetades utifrån en fenomenografisk analysmetod. Studiens resultat pekade på såväl likheter som skillnader mellan chefernas uppfattningar. Majoriteten av cheferna uttryckte att de satte en tydlig gräns mellan arbete och fritid vilket analysen dock inte tydde på. Cheferna uppfattade i stor utsträckning att tillgänglighet och uppkoppling inte var ett problem. Några chefer hade strategier för att hantera uppkopplingen och andra inte. En skillnad var i hur cheferna hanterade mejl utanför kontorstid. Detta kunde ske genom att några chefer skickade mejl,vissa inte alls och en del chefer skickade mejl även om de var av uppfattningen att det sände dåliga signaler.

ICTs use in the public Greek Primary Schools: the teachers' experiences

Education is a sector that has the potential to become a critical area of action for the full exploitation of ICT. Educational systems of developed and developing countries have an ever-increasing tendency to apply ICT to education, in an attempt to prepare their students for the future's society. This thesis attempted to explore what kind of ICT is used in the Greek Primary Schools and develop an understanding on the relationship between the ICT and the teachers. The philosophical background is post-phenomenology and the methods chosen for collecting data for this research are policy document analysis and interviews. The empirical findings show that various ICT are being used in the classrooms of the Greek Primary Schools,  others widely and others occasionally. The research compares the legal framework revolving around ICT in Primary Schools in Greece, with the teachers' own experiences and shows that the guidelines suggested by the Greek Ministry of Education cannot be followed easily, due to economical and pedagogical reasons. It also investigates the ICT's effects on the teachers and the students through the teachers' own words and perceptions. The effects are mostly positive, there are mentioned however, some negative ones to take into consideration. Finally, the research presents a number of sectors where the participant teachers suggested there is room for improvement. By comparing the legal framework with the situation in the Primary Schools, this research adds a new perspective to the previous literature. The findings show that the current situation can be improved and the teachers' statements may trigger further research.

The subject of this dissertation is area of information and communication technology for social, communicative and cognitive ability of learners and subsequent negative consequences in the process of education. The aim is to identify and analyze problems in the field of education and their connection with the use of information and communication technologies. The thesis involves information from research, which is focused on effects of Information and communication technology on children's psyche and the negative impacts this action in education at the elementary school. To meet the objectives of this dissertation were used theoretical and empirical research methods. The content of theoretical research methods was the study and analysis of literature, articles and especially analysis of scientific literature professionally primary information sources of research studies and experiments. In the field of empirical research methods were used in the thesis questionnaire survey in the realm of community teachers. The conclusion contains the results of exploratory research methods, conclusions and recommended proposals for the area of education and teaching practice.

The legal regime for anti-cyberlaundering

Doctor Legum - LLD / Along with its inumerable wonders, the advent of the internet has brought with it very bad vices. The notion of convenience, which comes with the use of the internet, can be attributed to criminals who wish to disguise the proceeds of their ill-derived funds, or what is better known as cyberlaundering. Cyberlaundering is a phenomenon that seems negligible on face value, but, to the contrary, has very dire effects, especially on national economies, which are in no way trifling.This study describes the problem of cyberlaundering, pointing out the various legal issues pertaining to it. Given that cyberlaundering is a comparatively new crime, which is not yet conceptualized legally, criminal justice authorities find it hard to detect, investigate and prosecute cyberlaundering. An adequate legal regime against cyberlaundering is currently non-existent, as there is presently no concise international or national legal framework in place to contain the problem. Whilst the chief focus of the thesis is to devise a legal framework to combat cyberlaundering, considerable attention is also devoted to the tension that arises between public and private interests, amongst several other legal issues that come to play along the way. This is a debate that necessarily arises when legislatures resort to more radical anti-cyberlaundering laws. The study advocates a middle ground, which leads to the desired end of curbing the exponential growth of cyberlaundering, at the very least.

Science parks as mechanism to enhance the development of a knowledge-based economy in Mozambique

Magister Economicae - MEcon / The 21st century marked the beginning of an era in which countries became increasingly dependent on information and communication technology (ICT). Technological change has not only become one of the key contributors to economic growth, it is also regarded as an essential element to enhance the general welfare of society (Hu, 2006). Not surprisingly, even governments of developing countries undertake various activities aimed at internalising the positive external impact of technological innovation in order to enhance the development of knowledge-based economies. Examples are the provision of basic information services, such as telephone- and internet services as well as distance learning technologies to make education more generally accessible. Another instrument that recently gained worldwide interest is the development of science parks, also known as information technology (IT) parks, techno parks or cyber parks. The rationale is to promote technological change, regional and/or urban development and to facilitate the diffusion of knowledge and technology through the establishment of knowledge networks. In 2004 there were approximately 600 science parks in the world, 70 percent of which were situated in the United States of America, Europe and Asia, but there is a growing trend towards its establishment in developing countries. However, the financing of such mega-projects in developing countries is especially problematic. A science park can be provided as a pure public project or pure private or through public-private partnerships (PPPs). Pure public financing is usually found in countries that have strong public sectors, such as China and India. On the other hand, in countries with well-developed private sectors they are mostly privately financed. In the case of most developing countries, private sectors are generally not developed enough and the public sectors cannot afford to finance projects of such a nature on a sustainable basis. These countries have no other option but to investigate the possibility of some other variation of a public-private-partnership (PPP) model.The Mozambican government acknowledges the urgency to enhance the development of a knowledge based economy and regards the establishment of a science park as a necessary policy intervention to provide the institutional basis for the diffusion of technological and communication innovation. As a result the country launched its first science park, to be developed in different stages, in 2008. But the real challenge for Mozambique lies in the financing of the park. It was estimated that only the first phase will require about 25 million USD. These funds were secured from the Indian government in the form of a loan. However, the government of Mozambique relies to a large extent on foreign aid to balance the national budget and there are no surplus funds to secure the sustainability of a project of such magnitude. This study firstly explored the economic rationale behind the establishment of a knowledgebased economy and the development of ICT. It then focused on science parks as institutions to secure the diffusion of technological innovation in Mozambique and also on empirical evidence from countries that have benefited greatly from investment in science park projects. The study also investigated the possibility to use a PPP-type of project to finance the science park in Mozambique and pointed out very important determinants for the successful implementation of PPP-projects. The study showed that the government of Mozambique is serious in its efforts to develop a knowledge-based economy although many projects are still in their 'infant' stages. It is strongly recommended that policy makers in Mozambique should study the outcomes of empirical research on various science parks projects in other developing countries. The study shows that Brazil seems to be successful in its use of a PPP for the country's science parks. Policy makers should also pay careful attention to other PPP-projects in Mozambique. Although they are mostly used for infrastructural projects, some failed, while others seem to be functioning efficiently and important lessons can be derived.

Investigating the integration of Information and Communication Technologies (ICTs) in Grade 6 English Home Language Literacy: A Case Study of one Primary School in the Western Cape

Magister Educationis - MEd / Abstract The aim of this study was to investigate the use of Information and Communication Technologies (ICTs), through the use of iPads in English Home Language in the Intermediate Phase, with a special focus on Grade six, at one primary school in the Western Cape. Through the lens of the Sociocultural and Constructivist theories, the study investigated how iPads were used for language and literacy development in the Grade six classroom where English was the main medium of instruction. The study was purely a qualitative single case study involving one teacher and one class of 28 learners at a well-resourced former-white school in Cape Town. Data was collected through classroom observations and interviews. The interviews were conducted with six selected learners, one Grade six teacher, the Head of Department (HOD) and the Principal. The analysis of the transcribed interviews, video recordings and documents was done through the Atlast.Ti 7 software package. The findings of the study show that Grade six learners had good access to ICTs, and had no difficulties in using iPads for language and literacy learning. Their competence was associated with their high socio-economic backgrounds as most of them were from middle class families. The findings also indicated that teacher disposition had a positive impact on ICT implementation in the English lessons. Another interesting finding was that while the school had successfully adopted ICT as a teaching and learning resource, the Grade six teacher’s pedagogical strategies did not enhance learners’ comprehension of certain language (English) aspects such as grammar because there was no special training for integrating ICTs in language teaching. Overall, the results showed that the iPad is an extremely potential tool for literacy development and it encourages not only learners’ active engagement and collaboration as directed by the teacher, but also learner initiated engagement and collaboration. The study concludes that while many well-resourced schools seem to do well with regard to access to ICT and its integration in teaching and learning, technology cannot completely replace the role of the teacher in the classroom. There is a need for teacher development to enhance their own understanding of ICTs and how to use it for effective language and literacy teaching and learning.
