The development and implementation of an evaluation for rural ICT projects in developing countries: an exploration of the Siyakhulu Living Lab, South Africa

Rural development is a priority for poverty alleviation and development in developing countries, as the majority of the poor live in rural areas. Information and knowledge are key strategic resources for social and economic development as they empower rural communities with the ability to expand their choices through knowing what works best in their communities. Information and communication technologies (ICT) play a significant role in supporting rural development activities through providing supportive development information and creating essential interconnectivities between rural areas and more developed regions. However, rural ICT for development (ICT4D) is still at best a ‘working hypothesis’, faced with barriers and challenges associated with implementation and use in the rural environment; which threaten the success, sustainability or relevance of an ICT intervention. Many key questions remain largely unanswered, with no concrete or credible data to support a wide range of claims concerning the use of ICT for development. The evaluation of rural ICT projects is indispensable as it determines the need, effectiveness, impact, sustainability and extent of the awareness of the contribution such projects or programmes can make in poverty alleviation and development. Even so, existing ICT4D evaluations are confrontedwith shortcomings and challenges which influence the accuracy and reliability of evaluation conclusions. These shortcomings highlight the need to embark on a more comprehensive evaluation approach, sensitive to the rural environment. This research study was aimed at developing a comprehensive rural ICT evaluation framework to assess ICT projects and interventions that work toward supporting poverty eradication in rural communities. A multi-method approach was used to determine the multiple variables and components associated with rural ICT evaluation, and then to determine how these variables interrelate. The approach is founded on programme evaluation, ICT for development evaluation, and information systems evaluation. Firstly, key domains of programme evaluations combined with an exploration of the need and shortcomings of ICT4D evaluation, contributed to the development of a template to analyse existing ICT4D evaluation frameworks and information systems frameworks, based on a selection of criteria. The combined analysis of the two groups of frameworks compares and contrasts key characteristics that form the structure of a comprehensive evaluation. This analysis and a review of programme evaluation enabled the development of a Rural ICT Comprehensive Evaluation Framework (RICT-CEF) that encompasses the key components essential for a comprehensive evaluation of rural ICT projects. The theoretical framework aims to inform ICT intervention to improve and support rural development, through the application of fundamental and interconnected evaluation domains sensitive to the rural environment, throughout the project’s lifecycle. In order to obtain a better understanding and application of the RICT-CEF, a real-life case study investigation of the Siyakhula Living Lab reveals the lessons learned (shortcomings and suitability) from applying a prototype of the framework in a rural environment. The study is characteristically a rich case study, as the investigation occurs at two levels: 1) The actual evaluation of the project to obtain results to improve or guide the project, through applying domains of the RICT-CEF, and 2) Observing and investigating the application of the RICT-CEF framework to learn lessons from its evaluation process in a real-life context. The research study reveals the compatibility of the RICT-CEF framework in a real-life rural ICT intervention case, and builds lessons learned for enhancing the framework and guiding future evaluations in ICT4D. The RICT-CEF can possibly be viewed as a platform for the key domains and processes essential for the evaluation of ICT4D interventions; which can be customised for a variety of ICT projects, such that a comparative assessment of projects can provide measurement and further awareness of the impact of rural ICT in developing countries.

An investigation of information security in small and medium enterprises (SME's) in the Eastern Cape

Small and Medium Enterprises (SME’s) embrace a wide range of information systems and technology that range from basic bookkeeping and general purpose office packages, through to advanced E-Business Web portals and Electronic Data Interchange (EDI). A survey, based on SABS ISO/IEC 17799 was administered to a select number of SME’s in the services sector, in the Eastern Cape. The results of the survey revealed that the level of information security awareness amongst SME leadership is as diverse as the state of practice of their information systems and technology. Although a minority of SME’s do embrace security frameworks such as SABS ISO/IEC 17799 or the International equivalent, BS7799, most SME leaders have not heard of security standards, and see information security as a technical intervention designed to address virus threats and data backups. Furthermore, there are several “stripped-down” standards and guidelines for SME’s, based mostly on SABS ISO/IEC 17799, but designed as streamlined, more easily implemented options. Again, these “lighter” frameworks are scarcely used and largely unknown by SME’s. Far from blaming SME leadership for not understanding the critical issues surrounding information security, the research concludes that SME leadership need to engage, understand and implement formal information security processes, failing which their organisations may be severely impacted by inadvertent threats / deliberate attacks on their information systems which could ultimately lead to business failure.

Exploring lecturer experiences of the use of ICT in blended learning : a case study at a South African university

ICTs have had a tremendous impact on our educational environment. There have been a huge number of developments and support in implementation of ICT in Higher Education teaching and learning, also referred to as e-learning. Similarly there appears to be quite a number of research conducted on the use of ICTs in blended learning settings worldwide and as well as in South Africa. Very little research however, has focussed on the experiences of lecturers with e-learning, specifically as it relates to Learning Management Systems (LMS). In trying to meet the requirements of its academic programmes and be in line with new developments worldwide, the University which is the focus of this study pilot projected the use of an LMS in a blended learning approach which integrates face-to-face classes with Blackboard, an ICT-based system or tool. Following the implementation of the pilot project, this study explores the experiences of lecturers in their blended learning environments at this university in the Eastern Cape province of South Africa. The research design was that of an interpretative paradigm within a qualitative research approach in a case study methodology. Purposive sampling of six lecturers from departments within faculties across two campuses was done. The data was gathered through interviews, a follow-up questionnaire and document analysis was employed. Using Critical and Social Realism as meta-theories the study employed aspects of Activity Theory as substantive theory to understand particular experiences of blended learning environments and identify conditions which enable and constrain engagement in these environments so as to explore potential lessons to inform the kind of educational support which could be offered to facilitate uptake of the LMS.

A mobile phone solution for ad-hoc hitch-hiking in South Africa

The purpose of this study was to investigate the use of mobile phones in organizing ad-hoc vehicle ridesharing based on hitch-hiking trips involving private car drivers and commuters in South Africa. A study was conducted to learn how hitch-hiking trips are arranged in the urban and rural areas of the Eastern Cape. This involved carrying out interviews with hitch-hikers and participating in several trips. The study results provided the design specifications for a Dynamic Ridesharing System (DRS) tailor-made to the hitch-hiking culture of this context. The design of the DRS considered the delivery of the ad-hoc ridesharing service to the anticipated mobile phones owned by people who use hitch-hiking. The implementation of the system used the available open source solutions and guidelines under the Siyakhula Living Lab project, which promotes the use of Information and Communication Technology (ICT) in marginalized communities of South Africa. The developed prototype was tested in both the simulated and live environments, then followed by usability tests to establish the viability of the system. The results from the tests indicate an initial breakthrough in the process of modernizing the ad-hoc ridesharing of hitch-hiking which is used by a section of people in the urban and rural areas of South Africa.

Understanding Generation Y : an investigation of how Hilton College can use technology for communication

Background to the academic research. Hilton College is an all boys private school in the Kwa-Zulu Natal Midlands. Since the beginning of 2012 boys have been permitted to carry their phones during the school day, (Thomson, 2012). Wireless internet access was also extended across the campus to allow boys and staff to bring their own devices to class and have access to the internet (Machlachlan, 2012). In the past, communication between staff and boys was either verbal or through the use of a daily notice, called the Daily Routine Order (DRO). The DRO is placed at the dining room tables each day and boys are expected to check for any notices that may pertain to them. These notices are emailed to a secretary who prints them out and places them in the dining room each day at lunch. 2. Objectives to the research. This research sought to establish whether current communication methods were effective or whether the prevalence of mobile phones and wireless devices had presented the school with a more effective method. It was important therefore, to investigate what devices were on campus, how those devices were used and when they were used. In addition to this, the research sought to establish communication preference among staff and boys. 3. Research Methodology. The research was conducted through the use of a qualitative survey that was conducted among both staff and boys. Staff and boys were surveyed to establish generation, device prevalence, device usage and device preference. This data was collected using an anonymous qualitative survey that was administered through the use of Google docs in the school labs. 187 Boys in 3 grades 8 and 9 participated in the survey along with 18 staff members. The data was then analysed and compared to data from similar research that had been conducted elsewhere in the world. Because of significant age differences between boys and staff it was critical to establish whether device usage among staff and boys was tied to their generation. Of particular interest were the device behaviours associated with the Millennial generation, who were born between 1982-2002 (Strauss 2005:10). This generational ‘benchmark’ allowed the researcher to compare the Hilton College cohort to those whose device behaviours and usage had occurred and been discussed in generational research elsewhere. It also allowed for certain assumptions to be made about staff and boys based on their generational profile. 4. Findings It was found that staff and boys exhibited communication traits that were consistent with their generation and consistent with other research in this field. It was also found that staff and boys preferred mobile and digital forms of communication over verbal announcements and the DRO system. For this reason, it was recommended that the Hilton College establish a system that took advantage of technology to improve on communication. Various recommendations were given by the researcher that took advantage of current technologies. These included the use of SMS, Instant Messaging, Social Networks and email. It was also recommended that the school consider prescribing devices that allow for communication between staff and boys.

Information communication and technology in Port Elizabeth secondary schools : exploring the digital divide

The primary goal of the research is to investigate the extent of ICT adoption in secondary schools within the larger Port Elizabeth area. In order to demonstrate the current status, two geographical areas within that area namely privileged and less privileged areas will be selected and surveyed. The main objective of this research study is to survey the access to ICT services by learners and teachers living and working in less privileged communities compared with that of learners and teachers in the more privileged communities of Port Elizabeth. At present all the schools in these communities are funded by the same provincial government, but the extent of the digital divide is not known. This research will investigate the factors that lead to the inequalities in the access to ICT among secondary school learners and teachers. This research has the following sub goals and objectives: 1. To identify the factors that impact on the status of access to ICT services; 2. To determine which socio-economic factors contribute to the status of access to ICT services in the specific areas; 3. To determine the status of access to ICT services in specific communities within the larger Port Elizabeth area; 4. To determine whether the level of access differs between secondary schools and the homes of teachers and learners in the identified areas.

Impact of information and communication technology (ICT) on trust and information sharing in South African automotive supply chains

The Internet has made a considerable impact on how business is conducted. Empowered by technology consumers are using the Internet as a tool to communicate and transact online. E-commerce (electronic commerce) presents opportunities for business to gain a competitive advantage, however it also posses certain challenges. Small and Medium Hospitality Enterprises (SMHEs) sector within the tourism industry, is one of the sectors which stands to benefit from using the Internet for business. Researchers agree that the contribution made by the tourism sector in developing economies is substantial. However, SMHEs are noted for their failure to derive optimal benefits from using the Internet for business to improve their competitiveness. This study which seeks to develop a model for use by SMHEs as a guide when making the decision to adopt technology was necessitated by the importance of SMHE’s contribution in the economy of developing countries. This model is based on the examination of existing theories and models such as; the Delone and McLean IS success model (2004), and the ITGI’s (2007) IT governance focus areas model. To elicit the desired outcomes, additional data was collected using questionnaires, interviews, and observations. The collected data was analysed and resulted in the development of a model that can be used by SMHEs in order to derive value from IT and to gain a competitive advantage.

Building a semantic web-based e-health component for a multipurpose communication centre

Rural communities have limited access to health information which is made available on the internet. This is due to poor infrastructure (i.e., lack of clinics or Internet access) and that gives them problems in accessing information within the domain of health. The availability of Information and Communication Technologies (ICTs) in a rural community can provide the community with a number of beneficial solutions to their problems as they maximize the potential of knowledge sharing and delivery. This research seeks to make use of ICTs deployed in the community of Dwesa, in order to contribute to improving the health standards of the community. It seeks to accomplish this by carrying out an investigation and literature review with the aim of understanding health knowledge sharing dynamics in the context of marginalized communities. The knowledge acquired will then be used in the development and implementation of a semantic web-based e-Health portal as part of the Siyakhula Living Lab (SLL) project. This portal will share and deliver western medical knowledge, traditional knowledge and indigenous knowledge. This research seeks to make use of a combination of Free and/or Open Sources Software in developing the portal to make it affordable to the community.

Perceptions of learner nurses and nurse educators regarding Information and Communication Technology in teaching and learning at the Limpopo College of Nursing South Africa.

Thesis (M.A. (Nursing)) -- University of Limpopo, 2018 / The implementation of Information and Communication Technology (ICT) and its impact on teaching and learning have not been researched in the Limpopo College of Nursing and, therefore, learner nurses' perceptions and nurse educators are not known. The purpose of this study was to explore and describe the perceptions of learner nurses and nurse educators of the use of ICT in teaching and learning at the Limpopo College of Nursing (LCN). Upon obtaining clearance from the Turfloop Research Ethics Committee (TREC) to conduct the study, the College granted permission to conduct the study. Research employing the exploratory-descriptive qualitative research design was conducted to achieve the aim and objectives of this study. Data were collected from forty-seven (47) learner nurses and sixteen (16) nurse educators using focus group interviews. Data were audio-recorded, and field notes were written. Trustworthiness was ensured by applying Lincoln and Guba's trustworthiness criteria. Transferability was ensured by utilizing purposive sampling techniques to include all participants. Data were analyzed qualitatively by using Tech's open coding method. The study results indicated that there is no ICT implementation in teaching and learning at the LCN. Learner nurses complained about the unavailability of proper ICT infrastructure, the lack of training of all LCN stakeholders in the use of ICT, the lack of skills of the lecturers to facilitate the utilization of ICT platforms, and the lack of a structured curriculum that embraces ICT platforms. The results indicated that nurse educators were concerned about producing learners who are not familiar with ICT; however, nurse educators were willing to implement ICT, even though no training had been provided to both old and new staff on ICT use. The results indicated that the LCN employs no ICT personnel. It is recommended that on-going training of the learner nurses and nurse educators in the use of ICT facilities be considered to remedy the situation. The college management should take the initiative to provide ICT facilities that can serve all campuses.

Teachers' perceptions of the pedagogical use of information and communication technologies (ICTS) and principals' technology leadership.

The purpose of this research is to develop a better understanding to why South African educators embrace or resist Information and Communication Technologies (ICTs) in teaching and learning by exploring the complex interplay between teachers’ pedagogical beliefs, their efficacy beliefs, their context beliefs and their use of computers in the classroom. The study hypothesises that teachers’ behavioural intention, whether and how to use ICTs in the classroom, is determined by a set of teacher-related variables, which include, their pedagogical beliefs, selfefficacy beliefs and context beliefs. The specific teacher-related variables that are of significance for this study include: teachers’ pedagogical beliefs, self-efficacy beliefs, computer self-efficacy beliefs and computer anxiety. A correlational analysis was performed to determine the complex relationships amongst these thinking processes and their effect on the utilisation of ICTs. In addition, teachers’ perception of their principals’ technology leadership was investigated. Four interrelated dimensions were investigated, that is: (a) vision, planning and management; (b) staff development and training; (c) technology and infrastructure support; and (d) interpersonal and communication skills. A mixed method of quantitative and qualitative research was employed to collect data at a secondary and primary ex-model C school in the Southern Suburbs of Cape Town. Convenience sampling was applied in this study. A total of 23 teachers participated voluntarily in the research project. The results of the study suggest that teachers’ self-efficacy beliefs, computer self-efficacy beliefs and computer anxiety directly affect their computer use, while the principal’s technology leadership only has an indirect effect on their computer use via the mediating variables: self-efficacy beliefs and pedagogical beliefs.
