Impact of funding on Information Technology Division service delivery in the Department of Finance : North West Province / Kelebogile Mabel Tsobane

The aim of this research project was to investigate the impact of funding on the service delivery of the Information Technology Division in the Department of Finance, North West Province. A secondary related purpose of the study was to determine the existence and utilisation of a proper strategic plan in the Division of Information Technology. A Division or Programme without a proper strategy would not be in a position to compile a credible budget. Two different self-administered questionnaires were developed. The first questionnaire was a survey of all Information Technology staff members including high-ranking officials such as assistant directors, deputy directors and managers. The second questionnaire was directed to provincial departmental officials across various departments who were willing to take part in the study. Eight provincial departments were chosen and the sample represented a total population of twelve provincial departments in the North West Provincial government. In addition to the surveys, direct interviews were conducted in cases where the respondents were not able to complete questionnaires without assistance. Although the intention of the study was to determine the impact of funding on the service delivery of information technology Division in the Department of Finance, the overall findings revealed that the strategic plan, which was not well defined, was found as the major problem that impacted on the process of compiling a reasonable budget. The location dynamics of knowledge-based service establishments : a Stellenbosch case study

Renewed emphasis has been placed on the importance of locality and cities are seen as gateways to ensuring a competitive role in the global economy. In South Africa, local economic development (LED) approaches are increasingly reflecting market-driven entrepreneurialism as cities compete to attract investment. This has, however, caused the decline of economies of already lagging regions, widening regional disparities. Statistical evidence confirms the opinion that the service sector has become a leading contributor to national and regional economic growth, both internationally and in South Africa. Synonymous with the knowledge-based economy is the dependence of this sector on innovation and highly skilled human capital as drivers of competitiveness and development. As a result, the role of universities as producers of knowledge and educated labour has received much attention. The perceived geographic “footloose” nature of knowledge-based industries has also led some to believe in their potential to reduce the disparities between cities and small towns or peripheral locations. Evidence show, however, that knowledge-based service industries still tend to cluster in major metropolitan areas. Though the importance of the knowledge-based service sector has been acknowledged by academics and government, a lack of empirical research still exist on the decision-making processes determining the choice of location of South African companies. Research has indicated the medium-sized town of Stellenbosch in South Africa to have a high level of growth potential. The town is also the location of a well-established IT and knowledge-based service sector. For the purpose of this study, a database was compiled of a research population of 329 knowledge-based service industries operational in Stellenbosch, after which surveys were distributed amongst the entire population. Data generated from 104 completed questionnaires provided a deepened understanding of the nature of these industries of which the majority is single-branch businesses situated in Stellenbosch due to the fact that it was the owners or key role players’ home town during the time of establishment. Other notable trends such as the growth in the number of international head offices in the knowledge-based service sector, the availability of highly skilled labour, and proximity to important clients, further highlights the reasoning behind the decision of knowledge-based companies to locate in Stellenbosch specifically. Finally, the existing linkages between Stellenbosch University and these industries - specifically the IT and engineering sector - receives attention.

Market analysis of Arivia.kom

Arivia.kom was formed out of a merger of the information technology (IT) departments of Eskom, Transnet and Denel. The aim was to address skilled staff losses and to achieve economies of scale. Agreements were drafted ensuring arivia.kom business patronage for a period of five years. Arivia.kom's commencement was accompanied by problems, affecting its customers to the extent that they indicated dissatisfaction with performance. This study established the extent of those problems, and the reasons for their occurrence. A market analysis was conducted with specific focus on customer and competitor analysis. An investigation was conducted into the quality of service, overall customer impression of the organisation since its inception, as well as performance against competitors. The major findings indicated that performance problems were not isolated incidents but consistent across the organisation. These problems stemmed from poor organisational design, poorly evolved organisational culture, unclear positioning and poor competitor and customer intelligence capability. / Business Management / M. Journalists' appropriation of ICTs in news-gathering and processing: a case study of Grocott's Mail

This study set out to investigate Grocott’s Mail journalists’ appropriation of information and communication technologies in news-gathering and processing using the social shaping of technology as a theoretical lens. It mainly focuses on digital ICTs that journalists use in news-gathering and processing including the Internet, electronic mail, and mobile telephony. Grocott’s Mail is a small-scale newspaper based in Grahamstown, South Africa. Using qualitative research method and the case study as its sub-method, the research reveals that Grocott’s Mail journalists’ appropriation of ICTs involves various opportunities and challenges in news-gathering and processing. In terms of the state of the existing technological infrastructure, the study reveals that since it embraced the digital ICTs in 2003, Grocott’s Mail boasts an adequate ICT infrastructure for a small-scale African newspaper with 30 PCs and one laptop, and professional software for 28 permanent employees. On the other hand, the research reveals serious constraints with the existing ICTs: a huge need for staff training and capacity building to fully utilise the ICTs, and the need to look for ways of raising funds to either upgrade or replace the existing ICTs. Grocott’s Mail journalists use the Internet to do background research on news stories, to verify the accuracy of information, and to check competition across other media. These are the merits of the Internet in news-gathering and processing. On the other hand, there are specific unintended consequences of the Internet such as wasting the company’s working time, and its use leading to lazy/press release journalism. Informants unanimously indicate that the main problems of the Internet are heavy dependence on other online news-sources and wasting time on online entertainment. In terms of using email in news-gathering, the research finds email technology as having advantages such as being a tool of flexibility and speed, a tool for email interviews, and as a technology that promotes participatory journalism. On the other hand, challenges related to email include its limitations because of what interviewees view as its supplementary and small-scale use because of its low contextual richness as opposed to face to face interviews. In terms of cellular telephony, the study finds that regardless of the ubiquity of cell phones and cell phone networks, they have not yet been deployed in news-gathering and processing due to various constraints. These are cell phones not being a big factor in reporting, lack of a proper funding and refunding scheme, prevalence of negative attitudes towards cell phones, and lack of a business model. Thus, cellular phones seem to have little or no relevance in news-gathering and processing at Grocott’s Mail presently.

In recent years, immense effort has been channelled towards the Information and Technological development of rural areas. To support this development, telecommunication networks have been deployed. The availability of these telecommunication networks is expected to improve the way people share ideas and communicate locally and globally, reducing limiting factors like distance through the use of the Internet. The major problem for these networks is that very few of them have managed to stay in operation over long periods of time. One of the major causes of this failure is the lack of proper monitoring and management as, in some cases, administrators are located far away from the network site. Other factors that contribute to the frequent failure of these networks are lack of proper infrastructure, lack of a constant power supply and other environmental issues. A telecommunication network was deployed for the people of Dwesa by the Siyakhula Living Lab project. During this research project, frequent visits were made to the site and network users were informally interviewed in order to gain insight into the network challenges. Based on the challenges, different network monitoring systems and other solutions were deployed on the network. This thesis analyses the problems encountered and presents possible and affordable solutions that were implemented on the network. This was done to improve the network‟s reliability, availability and manageability whilst exploring possible and practical ways in which the connectivity of the deployed telecommunication network can be maintained. Towards a framework to address governance requirements of IT projects in the South African banking industry

Project success is vitally important for companies to execute and achieve their strate-gies, as well as carry out their visions. Today, more than ever before, companies oper-ate under tremendous strain to deliver results rapidly and, at the same time, remain viable and adaptable. Many organisations face multiple constraints in the process of implementing successful governance structures, especially where meaningful information technology (IT) deals are involved. Every organisation is confronted by problems exclusive to itself as each organization’s ecological, political, geographical, economic and social issues are unique. Research has indicated that IT projects are likely to fail where governance is lacking due to organizational limitations. Each of the mentioned challenges is capable of giving rise to difficulties that make the provision of effectual governance impossible, or challenging. Investments by financial institutions in South Africa in IT projects can conservatively be estimated at billions of rands. Given such colossal investment amounts, there is concern as to why there is still a lack of cooperation between various banking institutions in developing unified standards and procedures which result in successful management of IT projects. The unified standards would ensure that the investments in IT generate business value and mitigate the risks associated with IT, an integral part of the overall business delivery. IT governance is an integral part of corporate governance and en-sures that IT goals are met, and attendant risks are mitigated. IT governance powers ensures alignment between IT investment and programme delivery, and must justly measure accomplishments. This study was undertaken to evaluate and establish the reasons why IT project man-agement and IT regulatory governance fail within the South African banking industry. The objectives of the study were to find ways of addressing the way in which IT project management and regulatory governance are implemented so as to address project fail-ures. Another objective was to recommend frameworks which would usher in positive impacts on IT project implementation and develop effective IT regulatory standards for the South African banking sector. The findings of the study reflected that IT projects should be directed from the very top of organisations. The boards of directors and senior management should take owner-ship of IT projects and governance issues. The findings also revealed that there is a need for supervision by the boards of directors. This ensures that investments made in IT systems produce reasonable returns for the institutions. Regular checks of IT systems and governance compliance are essential to ensure enforcement. A conceptual model for a co-operative education management information system for tertiary institutions in South Africa.

Thesis submitted in fulfillment of the requirements for the degree Doctor of Technology : Office Management & Technology in the Faculty of Business at the Cape Peninsula University Of Technology 2007 / In this research all references to technikons relate to the present Universities of Technology. Since this study was conducted relating only to courses that offer an experiential leaming component, it is to be noted that these courses are offered mainly by the previous Technikon sector, prior to the amalgamation of technikons with certain universities and colleges. The specific research problem is defined and the background to this problem explained. Both the research problem and objectives are formulated. No efficient Management Information System for co-operative education based on web-technology currently exists in South Africa. By means of a study based on the present needs of co-operative education practitioners in South Africa, and comparing the latter to certain existing management information systems for co-operative education internationally, the objectives of the research are addressed. Initially some critical activities are identified and used to map out possible sub-systems. Literature is reviewed relating to technologies relevant to this research, such as the Web, Internet and lntranets. It outlines some information technologies available to organisations and the educational environment. The literature also highlights most of the processes within a management information system. Furthermore, it summarises the initial considerations needed to develop a management information system in this context. To focus more pertinently on the problem a management information system relating to education is investigated. Various existing management information systems in education in the UK, USA and RSA are reviewed. Specific reference is made to management information systems in general education in Australian schools. These investigations then focus on one element of education, namely co-operative education. Possible cooperative education sub-systems are mapped out from identified critical activities. These sub-systems were instrumental in developing the pilot study and the final questionnaire. The research methodology and the techniques applied to address the research objective, are discussed. Aspects such as reliability, validity, quantitative vs qualitative research, the final measuring instrument, target population, administering the questionnaire and data capturing, are addressed. The development of the questionnaires and a two-dimensional matrix of the measuring instrument are explained. The responses to the various elements on each of the questionnaires are reported on and the data is interpreted and grouped to form a synthesis. From the synthesis, conclusions and recommendations relating to all three sub-systems (students, employers and short courses), are listed. These results of the questions as reported on and the interpretations recorded are analysed. These relate to each question as well as to all the literature reviewed. The conclusions and recommendations are supported by detailed crossreferences to each chapter. Some comparison of local (South African) and international preferences is included. The main objective of this study was to develop a scientifically-established model of an adequate management information system for co-operative education, which will comply with the needs of the South African Co-operative Education. In summary then : • A survey was undertaken of good international practice, from which a set of desirable "elements", "components" or "sub-systems" was established. Hereafter they are referred to as "sub-systems". • These sub-systems were taken as the foundation for a questionnaire, where in respondents were asked to consider the importance and detail of the subsystems. • The questionnaire was reviewed for its effectiveness and completeness, refined, and then deployed to 325 respondents nationally. Internationally 77 delegates responded. • An analysis of their responses was used to develop a set of desirable characteristics of a co-operative education management information system in South Africa.

A process assessment framework for rural ICT projects in developing countries: an exploration of the Siyakhula Living Lab, South Africa

Rural development can be supported by information and knowledge which are key strategic resources for socio economic development. ICTs enable the facilitation and communication of information between remotely dispersed individuals or groups and more developed regions. While it has become common place that ICTs possess capabilities to potentially support rural development, the concept of ICT for development (ICT4D) is still fraught with challenges and barriers, which impede the success and sustainability of ICT4D projects. It is therefore essential to evaluate rural ICT projects, as such an analysis may aid in revealing information related to the need, effectiveness, impact, and sustainability of these projects. This research seeks to further the implementation and exploration of the Rural ICT Comprehensive Evaluation Framework (RICT-CEF), through the application of the Process Assessment domain in a real life rural ICT project environment. The RICT-CEF framework consisting of 7 evaluation domains has the primary objective of evaluating rural ICT projects from their inception stages to post implementation. A process assessment seeks to determine whether or not a rural ICT project is operating to implement its intended functions in the intended way specified in the projects plan. Such an assessment is invaluable to a comprehensive evaluation. Evaluation questions for a process assessment are centred around critical themes of project performance. Critical themes are aspects of a programme or projects implementation which must be enacted in order to achieve desired project outcomes. This research study is aimed at identifying critical themes of process assessment relevant to rural ICT4D projects. To identify critical themes, assessment approaches on social programme process assessments, evaluation of information systems in use, and rural ICT4D project evaluation case studies are comparatively analysed. Fourteen assessment approaches from these three categories are selected based on criteria. To analyse selected assessment approaches, a template is created based on the research questions, foundational literature on process assessment and identified challenges applicable to process assessments of rural ICT4D projects. Comparing and contrasting critical themes from these assessment approaches highlight critical themes essential to assess in the iterative implementation phase of rural ICT projects. Accentuated critical themes include, service utilization, organizational function and external project factors. These themes, along with suggested guiding principles from literature for conducting process assessments enable the creation of a framework for conducting process assessments of rural ICT projects. The framework is labelled "the Rural ICT Project Process Assessment Framework (RICTP-PAF)". The application of the RICTP-PAF in a real life rural ICT project through a design science case study provides lessons learned (suitability and shortcomings) from applying the framework. This essentially demonstrates the sensitivity of the RICTP-PAF to rural contexts in which it is implemented in. For instance, the implemented prototype of the RICTP-PAF reveals that the framework places a great deal of emphasis on rural beneficiary perspectives. A practice which has been lacking in such evaluation exercises. Furthermore, the guiding principles elucidated, bring to mind best practices to deal with issues such as stakeholder conflict, unreliable data elicitation and unethical assessment practices. The RICTP-PAF represents a fundamental tool for process assessments of rural ICT projects, and may be adopted and customized to various rural ICT project contexts in developing countries.

Information technology support for transformation in higher educational institutions in South Africa

Higher Education Institutions (HEIs) have been in a state of change, and in South Africa, the term “transformation” is used to describe the changes occurring. These changes have implications for the structure, processes and focus of HEIs, and as such have implications for Information Technology (IS/ICT) support for HEIs. IS/ICT support for organisations is predicated on several factors, such as effective informational and technical support at all levels of the organisation, but especially support for the strategic goals of the organisation (alignment). For organisations in a state of rapid change other issues need to be considered, such as flexibility, and new and diverse information and communication needs. This paper investigates the use of Information Technology to support HEIs in transformation. The research examines factors that make HEIs less amenable to rationalist techniques such as mixed management styles and a “different” value chain. The difficulties for IS/ICT support of HEIs at all managerial levels is discussed, especially the issue of alignment with institutional goals. Thereafter, transformation of HEIs and the possibility of IS/ICT support in achieving the ill-defined goal of transformation is examined. The research uses management and IS/ICT theories such as the widely used and reported Porter’s value chain, Anthony’s information model, and Minzberg’s organisational model to suggest an analysis model for HEIs (Applegate, McFarlan and McKenney, 1996; Minzberg, 1979; Ward and Peppard, 2002). Furthermore, from the analysis of the literature, a model of antecedent factors for successful HEI transformation supported by IS/ICT is proposed. The research makes use of a comparative case study approach in which 3 (three) South African HEIs are investigated through the “lens” of the developed model. The major finding of the research is that the potential use of IS/ICT support for HEIs is not optimal in the three cases examined. Results of the analysis suggest that: • IS/ICT alignment with organisational goals at HEIs is low and holistic IS/ICT strategic management is lacking. The areas of Knowledge Management and Communication Management are conducted informally and Knowledge Management, especially, is not fully exploited. • The greatest area of concern is the lack of IS/ICT support for academic management, where academics are increasingly required to perform administrative and managerial tasks. • The merger/incorporation information needs have not caused major system problems, but other intangible aspects of the mergers/incorporations could be better supported by IS/ICT. The research concludes with a set of actions that should ensure a higher level of support, amongst which are the more holistic management of IS/ICT especially for Academic management needs, and particularly the use of IS/ICT in innovative ways to overcome the challenges of the “transformed” Universities: There are areas of excellence but the full possibilities afforded by technology are not exploited maximally in support of transformation. Research suggests that the reasons for this are mainly the lack of holistic strategic management of IS/ICT.
