Les cadres intermédiaires et l’information : modélisation des comportements informationnels de cadres intermédiaires d’une municipalité en transformation

Un atout majeur des organisations consiste en leur capacité à créer et exploiter l’information et les connaissances, capacité déterminée entre autres par les comportements informationnels. Chargés de décisions stratégiques, tactiques et opérationnelles, les cadres intermédiaires sont au cœur du processus de création des connaissances, et leurs comportements informationnels doivent être soutenus par des systèmes d’information. Toutefois, leurs comportements informationnels sont peu documentés. La présente recherche porte sur la modélisation des comportements informationnels de cadres intermédiaires d’une organisation municipale. Plus spécifiquement, elle examine comment ces cadres répondent à leurs besoins d’information courante dans le contexte de leurs activités de gestion, c’est-à-dire dans leur environnement d’utilisation d’information. L’étude répond aux questions de recherche suivantes : (1) Quelles sont les situations problématiques auxquelles font face les cadres intermédiaires municipaux ? (2) Quels sont les besoins informationnels exprimés par les cadres intermédiaires municipaux lors de situations problématiques ? (3) Quelles sont les sources d’information qui soutiennent les comportements informationnels des cadres intermédiaires municipaux ? Cette recherche descriptive s’inscrit dans une approche qualitative. Les 21 cadres intermédiaires ayant participé à l’étude proviennent de deux arrondissements d’une municipalité québécoise fusionnée en 2002. Les modes de collecte de données sont l’entrevue en profondeur en personne et l’observation directe auprès de ces cadres, et la collecte de documentation pertinente. L’incident critique est utilisé comme technique de collecte de données et comme unité d’analyse. Les données recueillies font l’objet d’une analyse de contenu qualitative basée sur la théorisation ancrée. Les résultats indiquent que les rôles de gestion proposés dans les écrits pour les cadres supérieurs s’appliquent aussi aux cadres intermédiaires, bien que le rôle conseil ressorte comme étant particulier à ces derniers. Ceux-ci ont des responsabilités de gestion aux trois niveaux d’intervention opérationnel, tactique et stratégique, bien qu’ils œuvrent davantage au plan tactique. Les situations problématiques dont ils sont chargés s’inscrivent dans l’environnement d’utilisation d’information constitué des composantes suivantes : leurs rôles et responsabilités de gestion et le contexte organisationnel propre à une municipalité en transformation. Les cadres intermédiaires ont eu à traiter davantage de situations nouvelles que récurrentes, caractérisées par des sujets portant principalement sur les ressources matérielles et immobilières ou sur des aspects d’intérêt juridique, réglementaire et normatif. Ils ont surtout manifesté des besoins pour de l’information de nature processuelle et contextuelle. Pour y répondre, ils ont consulté davantage de sources verbales que documentaires, même si le nombre de ces dernières reste élevé, et ont préféré utiliser des sources d’information internes. Au plan théorique, le modèle de comportement informationnel proposé pour les cadres intermédiaires municipaux enrichit les principales composantes du modèle général d’utilisation de l’information (Choo, 1998) et du modèle d’environnement d’utilisation d’information (Taylor, 1986, 1991). L’étude permet aussi de préciser les concepts d’« utilisateur » et d’« utilisation de l’information ». Au plan pratique, la recherche permet d’aider à la conception de systèmes de repérage d’information adaptés aux besoins des cadres intermédiaires municipaux, et aide à évaluer l’apport des systèmes d’information archivistiques à la gestion de la mémoire organisationnelle. / The success of organizations lies most often in their capacity to create and use information and knowledge, this capacity being determined among other things by information behaviours. In charge of strategic, tactical and operational decisions, middle managers stand at a crossroad in the knowledge creation process within organizations. Their information behaviours must be supported by information systems. However few studies explore these information behaviours. This research project aims at understanding how municipal middle managers meet their information needs according to their specific information use environment. It describes and models their information needs and uses in management situations and examines how they are supported by information sources. More specifically, the study examines three research questions : (1) What problem situations do municipal middle managers encounter in their management tasks ? (2) What information needs do they express in the context of their problem situations ? (3) What information sources support their information behaviours ? This descriptive study is based on a qualitative approach. The respondents are twenty-one middle managers, all reporting to two boroughs in a Quebec municipality that was merged in 2002. Data collection techniques used are in-depth face-to-face interviews with and direct observations of middle managers, and relevant documentation related to problem situations. Critical incident was used both as a technique interview and as a unit of analysis. Data were subjected to content analysis based on grounded theory. Results show that middle managers’ roles are as diversified as those of top managers. However middle managers have a large “counseling” role. Their managerial responsibilities are mainly at a tactical level, but do not exclude operational and strategic level tasks. The problem situations of middle managers are closely linked to information use environment components such as : their managerial roles and responsibilities, and the organizational context characterizing a municipality undergoing major reorganization. Most problem situations encountered by middle managers in this context were new patterns, and related mainly to legal and prescriptive matters or physical resources. Middle managers’ information needs show the importance of organizational processes and context in the resolution of problem situations. To answer those needs, they used mainly internal information sources. Verbal information sources were more used than printed ones (documentation). At a theoretical level, we found that our middle managers’ information behaviour model supports and complements the two models our study relies on : the general model of information use (Choo, 1998) and the information use environment model (Taylor, 1986, 1991). Concepts such as “user” and “information use” are also refined from the users perspective. At a practical level, this study contributes to the design of information retrieval systems best suited to satisfy the information needs of municipal middle managers. Verktyg för lärande : Informationssökning och informationsanvändning i kommunal vuxenutbildning / Tools for Learning : Information Seeking and Use in Municipal Adult Education

In education today, self-directed learning is promoted as an ideal as opposed to teacher-led instruction. This approach is reflected in public inquiries, proposals, syllabi and grading criteria, as we... merll as in schoolwork in practice. The approach has implications for various stakeholders in education, for example, students, teachers and librarians. Students at different educational levels are expected to develop their understanding of how to seek and select information, access, critically examine and understand different texts and their relations to other texts as well as produce their own texts in different contexts. Information seeking and use are key aspects of schoolwork and learning, and students are assumed to develop competence in information literacy. The thesis aims to deepen our knowledge of information practices in municipal adult education, by exploring the information seeking and information use associated with a specific school assignment. The theoretical framework used is a socio-cultural approach. In the study the following concepts have been identified as particularly important: mediation, sense-making, learning, practice, tools, scaffolds and interaction. From a socio-cultural perspective, the thesis explores 1) how adult students, teachers and librarians interact in information seeking and use in the practice of working with a complex school assignment, 2) what tools and scaffolds are used, and why, 3) how information is used by adult students to construct knowledge and make sense, and 4) what elements of information literacy emerge in the interaction around the assignment. To answer the research questions, a qualitative case study was conducted. The case study included 43 interviews, 30 observations and 17 documents, which provided in-depth knowledge of the interaction between individuals, practice and tools. Study results reveal an absence of interaction in information seeking and use in the educational context, as well as a lack of common references in the form of tools and support, leading to difficulties for the participants in achieving the results that were expected, according to learning objectives. In the tension between the school's discursive practice and the participants' self-directed learning, several critical elements of information literacy emerged, including the distinction between quantitative and qualitative information seeking, critical approaches towards information, knowledge of genres, the ability to identify and use various tools, and the ability to communicate conceptually about information seeking and use. The self-directed learning approach entails a number of challenges for adult students, teachers and librarians. Social Disruption in Nigerian Public Universities: A Study of the Impact of Strikes on Students' Information Behavior

This study applied social disruption as a concept that highlights factors responsible for the breakdown of social relationships in societies. Social disruption has many forms, however, the focus in this study was on strikes, which create constant social disruption in Nigerian public universities and could have serious impact on students' information behavior. Two universities – Federal University of Technology Owerri (FUTO) and Imo State University Owerri (IMSU) – were chosen for the study, and data was obtained through an online survey across sample of approximately 250 participants from the two selected public universities in Nigeria. The study applied the principle of least effort theory and the model of information search process to investigate the research questions of this dissertation which were: (1) what kinds of information do university students in Nigeria seek, and to what extent do strikes have implications on their information behavior?; (2) how do Nigerian students perceive the impact of strikes on their information source location and information resource usage?; (3) to what extent can information and communication technology (ICT) minimize the impact of strikes on students' information behavior?; and (4) how can universities in Nigeria prevent strikes from impacting students' information behavior? t-Tests were applied to test the hypotheses. Findings suggested that strikes negatively impacted students information behavior in certain areas of information needs, information use and information sources.

Examining health information source-selection, access, and use by men in rural areas of south-east Nigeria : mapping culturally appropriate health information provision

The provision of accessible and usable health information is vital for making informed health decisions and embracing active and preventative health behaviours (such as reporting of symptoms, early screening and seeking medical help). Previous research in this area has focused on health-related information seeking behaviour and use of information by citizens of developed countries and within urban geographical locations. The common thread from existing research within the context of developing countries, particularly in Africa, is the need for health information to be provided in a way that considers the diverse cultural perspectives and characteristics of rural communities; regarding both the content and the design of health information services. Considering the cultural aspects is important. However, there is little or no work that has considered the provision of health information that is culturally and locally appropriate. This research aims to investigate the health information behaviour of men in rural Nigeria and explore the local sociocultural aspects that relate to the provision of prostate cancer information. The research extends the theoretical framework of Johnson’s Comprehensive Information Seeking model to include health-related information design heuristics that address aspects of cultural appropriateness within rural contexts and particularly within the setting of developing countries. A qualitative approach was adopted as it was considered appropriate for this research. The research utilised 35 semi-structured interviews and 5 focus group discussions with men (aged 35 or over) residing in rural areas of Nigeria. Participants shared their experiences with health-related information seeking and use, the barriers they encounter and the role that culture and rurality play in that process. Findings show that within rural Nigeria, culture and religion play a vital role in shaping the health information behaviour of men. There is a lack of knowledge about important health issues that affect men, such as prostate cancer. The study documents that internal, interpersonal sources and oral-based communication methods are preferred in rural communities. Based on the findings, a revised model of health information behaviour that extends the existing scholarly perspectives to include cultural context and information use component in rural communities in Nigeria was presented.

Utilization of information technology to support information and knowledge management by law firms in Polokwane City

Thesis (Ph.D. (Information Studies)) --University of Limpopo, 2009 / This research report serves as an empirical investigation into the utilization of information technology to support information and knowledge management in law firms, as well as an attempt to design an information and knowledge management model for law firms. Members of the legal profession attached to law firms in the Polokwane City were investigated to find out how optimally they utilize information and communication technologies to support information and knowledge management in their daily operations. The research indicated that there are several ways in which information technology could be used to support the creation, organization, and transfer of information and knowledge in law firms, for the benefit of both lawyers and their clients . In order to provide for an empirical basis for this research, a survey research method, through the use of the questionnaires and interviews, was conducted, followed by a detailed content analysis of law firm websites. An in-depth literature review on the utilization of information technology to support information and knowledge management in law firms was also carried out to determine the findings of other studies that have been conducted elsewhere on the current topic. The results of this research showed that lawyers attached to law firms in the city of Polokwane appear to be non-users of information technology in as far as information and knowledge management is concerned. Most of the members of the law firms in the city seem to be utilizing information technology for basic purposes such as word processing, legal research, client billing, and communication through the e-mail. Other information and knowledge management tools, such as intranets, extranets and web portals, appear not to be utilized by most of the law firms in the city. Based on the findings of this research project, an information and knowledge network model, in a form of Wireless Local Area Network for the law firms in the Polokwane City, is proposed. This network could be utilized by law firms operating in the city to deposit, organize, retrieve, and share information and knowledge collaboratively through the use of information technology. Factors that should be taken into consideration in attempting to implement the proposed model are also discussed. At the end of the research report, some recommendations on encouraging lawyers to utilize information technology optimally are provided, together with recommendations for future research.

本研究旨在探討高中職校長資訊使用環境對資料導向決策之影響,剖析不同背景變項與學校變項知覺高中職校長資訊使用環境與資料導向決策的差異情形,探討資訊使用環境對資料導向決策的關係,並根據研究結論,提出建議供有關單位參考。為達上述研究目的,本研究採用問卷調查法,以全國513 所高中職校長為研究對象,共寄發問卷327 份,回收有效問卷272 份,有效回收率為83.18%。本研究採用SPSS 18.0 for Windows 和LISREL 8.80 統計套裝軟體進行分析,獲得以下結論: 一、高中職校長知覺資訊使用環境和資料導向決策為中高程度。 二、不同性別、年齡、校長年資、學校規模和學校歷史之高中職校長在知覺資訊使用環境及運用資料導向決策上,並無顯著差異。 三、不同學校類別之高中職校長運用資料導向決策上,沒有顯著差異。 四、不同教育程度之校長知覺資訊使用環境及運用資料導向決策上,具有顯著差異。 五、不同學校類別之校長知覺資訊使用環境上,具有顯著差異。 六、不同學校歸屬之校長知覺資訊使用環境及運用資料導向決策上,具有顯著差異。 七、本研究建構之模式經過結構方程模式檢定獲得支持,高中職校長資訊使用環境對資料導向決策具有正向顯著的影響。 最後依據上述研究結論,提出具體建議,以作為教育行政機關、高中職校長行政參考運用。 關鍵詞:資訊使用環境、資料導向決策 / This study aims to discuss the effects of the information use environment of high school principals on data-driven decision-making. This study analyzed variables with different backgrounds and school-related variables to perceive the different situations of the information use environment of high school principals and their data-driven decision-making, and discussed the relationship between information use environment and data-driven decision-making. Based on the results, suggestions are proposed for relevant departments as the references. To achieve the research purposes, the study adopted questionnaire survey, and treated 513 high school principals as the research subjects. A total of 327 questionnaires were distributed, and 272 effective samples were retrieved, with a valid return rate of 83.18%. Data were analyzed using SPSS 18.0 for Windows and LISREL 8.80. The results are as follows: 1. The perception level of the information use environment of the principals and their data-driven decision-making are medium-high. 2. The gender, age, seniority, school size or school history of the principals makes no significant difference of the perception of the information use environment of the principals and their application of data-driven decision-making. 3. Among the principals of different school types, there is no significant difference of the principals’ application of data-driven decision-making. 4. Among the principals with different educational levels, there are significant differences of the perception of the information use environment of the principals as well as their application of data-driven decision-making. 5. Among the principals of different school types, there are significant differences of the perception of the information use environment of the principals. 6. Among the principals from different schools, there are significant differences of the perception of the information use environment of the principals and their application of data-driven decision-making. 7. The study was verified by Structural Equation Modeling and the effects of the information use environment of the high school principals on data-driven decision-making appear to be positive and significant. Based on results, the study provides practical suggestions as the administrative references and application for educational and administrative departments, as well as high school principals. To achieve these purposes, this study used the questionnaire survey method, and the directors and administrative heads from 95 junior high schools in New Taipei City were chosen as the subjects for this study. A total of 568 questionnaires were distributed, and resulted in 468 valid return questionnaires. The effective rate was 82.39%. Then, for this study, SPSS 17.0 for Windows and LISREL 8.80 statistical software were used for analysis and the following conclusions were obtained: 1.The level of school administrators’ perception of information use environment and data-driven decision-making is ranked mid to high level. 2.The school size, school history and school classification have no significant affect on the administrators’ perception of information use environment and data-driven decision-making. 3.Male administrators have a higher level of perception of information use environment than female administrators. Male administrators also have a higher level of perception of data-driven decision-making than female administrators. 4.The age of the administrators significantly affects the level of their perception of information use environment, but does not significantly affect the level of their perception of data-driven decision-making. 5.Administrators with graduate school education levels have a higher level of perception on information use environment and data-driven decision-making than administrators with only college degree education levels. 6.Administrators with shorter terms of service have higher levels of perception on information use environment than administrators with longer terms of service. However, the terms of service had no significant effect on the administrators’ level of perception of data-driven decision-making. 7.There is no significant difference in different administration offices in the level of perception of information use environment, but the level of perception of data-driven decision-making in the administrators of the office of general affairs is higher than those of the office of academic affairs, student affairs and counselors’ office. 8.Information use environment has a significant and positive impact on data-driven decision-making. Finally, based on the above research conclusions, specific recommendations are proposed and submitted as references and applications for educational administration institutions, junior high school administration offices and future research. 本研究旨在探討國民中學校長資訊使用環境對資料導向決策之影響,並了解校長個人背景是否分別對其資訊使用環境及資料導向決策之實踐造成差異,並根據研究結論,提出建議供有關單位參考。為達上述研究目的,本研究採用問卷調查法,針對臺灣地區北部與中部九縣市(宜蘭縣、基隆市、臺北市、新北市、桃園縣、新竹縣、新竹市、苗栗縣、臺中市)公立國民中學校長為研究對象,採普查方式進行。共寄發問卷357份,回收有效問卷292份,有效回收率為 81.8%。本研究採用 SPSS 17.0 for Windows和AMOS 7.0統計套裝軟體進行分析,獲得以下結論: 一、臺灣地區北部與中部九縣市公立國民中學校長資訊使用環境的運作情形與資料導向決策的運用頻率,均為中高程度。 二、不同性別、主任經歷、教育程度、學校規模、學校歷史、學校地區之校長在資訊使用環境的運作情形上,沒有顯著差異。 三、不同主任經歷、年齡、校長年資、學校歷史、學校地區之校長在資料導向決策的運用頻率上,沒有顯著差異。 四、不同性別、教育程度之校長在合作夥伴關係與區域政治領導此一構面的知覺上有差異。 五、不同年齡、教育程度、校長年資、學校規模之校長在資料分析技巧此一構面的知覺上有差異。 六、不同學校規模之校長在學校願景領導、學校教學領導此二構面的知覺上有差異。 七、本研究建構之模式經過結構方程模式檢定獲得支持,校長資訊環境對資料導向決策具有正向顯著的影響。 最後依據上述研究結論,提出具體建議,以做為教育行政機關、國民中學學校行政參考運用。 / This study aimed to explore the current situation of the junior high schools’ principals’ influence of information use environments on data-driven decision-making, to analyze the perception of information use environments and data-driven decision-making, to analyze different background variables and school variables’ on the different perception of information use environments on data-driven decision-making, and to discuss the effect of information use environments on data-driven decision-making. Based on the research conclusions, the specific recommendations were proposed for the relevant institutions for references. To achieve these purposes, this study used questionnaire survey method. The principals of public junior high schools in the middle and the northern Taiwan, including Ilan County, Keelung County, Taipei City, New Taipei City, Taoyung County, Hsinchu County , Hsinchu City, Maoli County,and Taichung City, as the study objects. A total of 357 questionnaires were distributed, with 292 valid questionnaires. The effective rate was 81.8%. In this study, SPSS 17.0 for Windows and AMOS 7.0 statistical software were used for analysis and obtained the following conclusions: 1. The rate of the operation of information use environments and data-driven decision-making is high. 2. There is no significant difference in different gender, the directors’ experience, education level, school size, school history and school location in principals’ information use environments. 3. There is no significant difference in different ages, directors’ experience, principal serving years, school history and school location in principals’ data-driven decision-making. 4. There are significant differences in different gender and education level in the perception of principals’ leadership in collaborative partnerships and larger-context politics. 5. There are significant differences in different age, education level, principal severing year and school size in data analysis skills. 6. There are significant differences in different school size in principal’s leadership in school vision and leadership in school instruction. 7. The model constructed in this study was supported through structural equation modeling test. Information use environments of principals have a significant positive impact on data-driven decision- making. Finally, based on the above research conclusions, specific recommendations were proposed as references and applications for educational administration and junior high school administration.

The ability of perception of the administrators in the school size for data-driven decision-making has no significant different. 7.Administrators at the school history of less than 30 years, their perception on information use environment is performed better than schools with a history 31 years to 60 years and schools with a history 61 years to 90 years. Administrators at the school history of less than 30 years and school with a history 31 years to 60 years, their perception of data-driven decision-making is perfomed better than schools with a history 61 years to 90 years. 8.Information use environment has a significant and positive impact on data-driven decision-making. Finally, based on the above research conclusions, the specific recommendations were proposed as references and applications for educational administration and junion high school administration.
