O comércio inter-regional da região nordeste do Brasil : uma análise das mudanças ocorridas após o desenvolvimento dos recentes pólos dinâmicos - 1943/1999

O seu objetivo principal é compreender as mudanças ocorridas na estrutura do comércio, após o desenvolvimento dos recentes pólos dinâmicos da economia nordestina, a exemplo do Petroquímico de Camaçari na Bahia e Têxtil e Calçadista no Ceará. O trabalho apresenta uma visão agregada e outra, com base na mudança na estrutura do comércio. Na análise agregada, foi possível identificar os volumes totais do comércio do Nordeste com as demais regiões do país, o comércio inter-regional no contexto do comércio total, incluindo-se o comércio internacional e intra-regional e a participação dos Estados nesta composição. Para esta análise, foram utilizadas bases de dados da década de 40 até o ano de 1999. Na análise da estrutura, foi realizada uma comparação entre as pautas de comércio inter-regional do ano de 1976 e 1999, observando-se os principais produtos componentes e as principais mudanças ocorridas. Como resultados, comprovaram-se os elevados fluxos, principalmente no sentido Sudeste para o Nordeste, todavia, essa concentração apresentou tendência de queda com uma maior participação recente das outras regiões brasileiras. Ao mesmo tempo, houve uma significativa alteração das participações dos Estados nordestinos nas exportações totais, decorrentes de resultados mais positivos dos fluxos comerciais originados da Bahia e Ceará, em contraposição a uma certa estagnação do Estado de Pernambuco. Na análise estrutural, foi possível observar significativas mudanças nas pautas de comércio, decorrentes, principalmente, do reflexo da instalação dos recentes pólos dinâmicos de desenvolvimento no Nordeste

EU's policy development towards ASEAN from 2001 to 2009 : engaging with their dynamic relationship

The existing analyses in the literature of inter-regionalism focus on a macro perspective when they look at the relationship between inter-regional ties and global governance. They have not explored the European Union’s (EU) policy development toward the Association of South-East Asia Nations (ASEAN) in detail which affects the EU and ASEAN relationship. They have overlooked explanations and current empirical evidence regarding that relationship. This thesis analyses internal factors within the EU and external factors from ASEAN and outside of the EU which influence EU policies toward ASEAN. The internal factors are the relevant actors within the various institutional arrangements of the EU policy and the promotion of interests of the EU and those of its member states and to some extent of common EU values. The modes of engagement between the EU and ASEAN, the level of integration within ASEAN and the pressures and opportunities from ASEAN and outside the EU are the external factors. Then, this thesis assesses how, when and to what extent these factors influence the EU’s policy developments toward ASEAN and have implications for the inter-regional relationship between the two regions. I examine three EU policies toward ASEAN from 2001 to 2009:1) a new partnership with South-East Asia, 2) the joint EUASEAN monitoring mission in Aceh, and 3) an ASEAN-EU Free Trade Agreement (FTA).This thesis is based on a qualitative method of analysis and is part of problem-driven research. It employs inductive theory building from case studies as the research strategy and documents and interviews as methods of data collection. This thesis presents the variation in importance within factors which influence the EU’s policy development toward ASEAN. It highlights different kinds of interactions between factors which shape the success or failure of the EU’s policy development. The co-operative relationship between these factors is needed to conclude agreement between the two regions. However, the conflicting relationship between these factors can lead to the failure to reach agreement between them. With regard to internal factors, this thesis demonstrates that a shared common position between relevant and other related actors within each of the various institutional arrangements in the EU may assist in the conclusion of an agreement between the two regions. As EU interests takes precedence over values, the likelihood of achieving an agreement increases. With regard to external factors, this thesis argues that consultation and monitoring mechanisms have been used by the EU as its modes of engagement (as opposed to a negotiation) and they affect its policy development and enable it to reach an agreement with ASEAN. The conclusion of an agreement between the two regions can be easily achieved, when the level of integration within ASEAN remains static or weak. However, when the level of integration within ASEAN is stronger, the EU would be less likely to achieve its expected agreements with ASEAN. The conclusion of an agreement between the EU and ASEAN can be achieved when they can resolve these external pressures and take advantage of external opportunities. The trends in and implications for the EU and ASEAN relationship are as follows: first, the more the EU applies a balanced treatment of internal and external factors, then the more it will support the EU’s policy development and that will positively influence the EU and ASEAN relationship. Second, their relationship has been shifted from a hierarchical ex-colonial dynamic to a mutually interdependent partnership.

How do changing employment patterns affect the economic incentives to migrate within the England and Wales?

It is important for any country to understand why its population makes certain choices on where to locate, since it can help to guide policy aimed at reviving deprived areas. Over the past few decades there has been a general trend for the population to migrate from the North to the South in England and Wales. Similarly, there has been an imbalance in the spread of new opportunities, with advanced services tending to locate in the South, particularly close London. This paper investigates whether changing employment patterns, away from manufacturing and towards services, has helped to facilitate migration within the England and Wales. There has been a distinct lack of empirical analysis in this area due to data limitations. Prior studies have had to utilise broad geographic regions in their analysis, providing limited insight into the reasons for such change. This paper aims to expand on these studies by looking at data on a more local level. This study made use of fixed panel regressions in order to estimate the effects of a region’s employment structure upon migration rates. The results indicate that neither the sector of employment, nor unemployment rates directly influence an individual’s likelihood to migrate. However, there is evidence to support the idea that population density influences migration, potentially as a result of agglomeration economies.

Foreign Influences and Consequences on the Nuragic Culture of Sardinia

Although it is accepted that Phoenician colonization occurred on Sardinia by the 9th century B.C., it is possible that contact between Sardinia‟s indigenous population and the Levantine region occurred in the Late Bronze Age (LBA). Eastern LBA goods found on the island are copper oxhide ingots and Aegean pottery. Previously, it has been suggested that Mycenaeans were responsible for bringing the eastern goods to Sardinia, but the presence of Aegean pottery shards does not confirm the presence of Mycenaean tradesmen. Also, scholars of LBA trade have explained the paucity of evidence for a Mycenaean merchant fleet. Interpretations of two LBA shipwrecks, Cape Gelidonya and Uluburun, indicate that eastern Mediterranean merchants of Cypriot or Syro-Canaanite origin, transported large quantities of oxhide ingots from the Levant towards the west. It remains possible that similar itinerant merchants conducted ventures bringing eastern goods to Sardinia while exploring the western Mediterranean. Trade in eastern goods may have stimulated the advancement that occurred in Nuragic culture in the LBA, resulting in the emergence of an elite social stratum in the Nuragic society. Archaeological evidence, such as elitist burials and increasingly complex architecture, supports the idea of cultural change due to internal competition. This „peer-polity‟ effect may have been incited because of limited accessibility to the exotic eastern goods and the „ownership‟ to the rights of this exchange.

Nesse sentido, são abordados fatores de atração e repulsão pela literatura de Economia do Trabalho a fim de avaliar a extensão territorial da mobilidade do trabalhador, tendo em vista que a literatura de Economia da Tecnologia, e sua vertente regional, enfatiza que a mobilidade de trabalhadores qualificados é importante para transferir conhecimento de natureza tácita entre regiões, com claras repercussões sobre a possibilidade de desenvolvimento regional. Neste diálogo, estabelece-se conceitos teóricos que abordem questões relacionadas aos determinantes econômicos da mobilidade de trabalhadores e questões relacionadas à capacidade que os trabalhadores qualificados possuem de transmitir conhecimento tecnológico ao se moverem, favorecendo o desenvolvimento. Com o uso dos micro-dados da RAIS-Migra (MTE), acompanha-se uma amostra dos trabalhadores, empregados na indústria de transformação, ao longo de oito anos (1995-2002), e apresenta-se a composição do emprego formal no Brasil por setores com diferentes graus de intensidade tecnológica. A partir de modelos de regressão logística multinomial, o trabalho revela que a mobilidade é positivamente relacionada com o salário, com o sexo masculino e com o nível de escolaridade do trabalhador. Por outro lado, há uma relação negativa com o nível de senioridade do trabalhador. Além disso, todos esses resultados diferem significativamente em termos da extensão territorial da mobilidade, o que é possível observar pelo uso da metodologia multinomial. / The purpose of this paper is to study the factors that interfere on the mobility of workers through the space. Factors of attraction and repulsion are studied using the Labor Economics to verify the territorial extension of the mobility of workers, having in mind that the literature of Economics of Technology, and its regional approach, emphasize that the mobility of qualified workers is important to transfer tacit knowledge among regions, with strong repercussion on the possibility of regional development. In this dialog, theorical concepts that treat questions linked to the capacity of qualified workers to transfer technological knowledge when they move are established, improving the development. With the use of microdata from RAIS Migra (MTE), a sample of workers employed on the industry are followed eight years long (1995-2002), and the composition of the formal employment in Brazil divided in sectors with different levels of technological intensity are presented. Using multinomial logistic regression models, this paper reveals that the mobility is positively related to the wages, to the male gender and to the educational level of the workers. And it is negatively related to their level of seniority. Besides, all these results are significantly different when the territorial extension of the mobility is considered, what is possible to see through the use of the multinomial methodology.

The goal of the thesis "The EU-MERCOSUR: specific position of Argentina?" is the analysis of relations between the EU and MERCOSUR. The first part of the thesis deals with the characteristics of the selected territory. The second part of the thesis elaborates the relations between the EU and MERCOSUR. It includes historical development of cooperation, law basis of relations and business exchange. The crucial part of this chapter focuses on development of negotiation of inter-regional association agreement and its benefits for both parties. The thesis elaborates current progress of the negotiation especially in the context of the upcoming May 2010 EU and Latin America summit, where the association agreement could be signed. The agreement, however, will probably not include all the originally planned areas. The third part of the thesis analyzes the role of Argentina in MERCOSUR and relations of the EU and Argentina. The first hypothesis, claiming that Argentina is more oriented towards inter-regional MERCOSUR trade than the other member states, was not proved. The second hypothesis, claiming that signing the association agreement with EU will be very important for Argentina due to its strong ties to the European continent, was proved. The question, what the benefits for Argentina would be, if the Association Agreements would be signed without the chapter concerning the liberalization of the Agricultural products trade, still remains.

From the Barcelona Process to the Union for the Mediterranean: Sectors and Levels of Integration and Trust in the Mediterranean Region

This dissertation is a case study of the EuroMed Partnership (EMP). It aims to examine the complex political, economic and social interrelationships in the EMP, and their impact on regional security in the Euro-Mediterranean region. The main thesis proposed here is that regional integration is taking place to the point of a regional security complex being established among EMP-member countries. This would contrast with the Middle East Regional Security Complex suggested by Buzan and Waever (2003). The dynamics observed reflect realist concerns with security among members. They also display neo-liberal integration approaches as well as the regional reciprocal (re-)constructions of structure, interests, and identities as suggested in the constructivist literature. A triangulated mix of qualitative research methods is utilized with primary data from elite interviews, as well as from official publications of member governments and institutes. Secondary data from analyses by other researchers provide comparison data for this dissertation. It will contribute to a framework for understanding the shifting security environment in the Euro-Mediterranean region from 1995 to the present in terms of regional integration, peacemaking and peacekeeping.
