IEC-61850: interoperabilidade e intercambialidade entre equipamentos de supervisão, controle e proteção através das redes de comunicação de dados / IEC-61850: interoperability and interchangeability between supervision, control and protection equipment using data communication networks

Os sistemas de comunicação de dados sempre foram considerados um fator crítico na operação em tempo real do sistema elétrico de potência, devido a necessidade de decisões rápidas e precisas em pontos geograficamente distribuídos, desde usinas geradoras de energia até interfaces de usuários. Com a tecnologia digital, as medições, sinalizações e comandos são encapsulados em pacotes de dados que trafegam na rede da subestação, utilizando protocolos que estabelecem os formatos, as regras, os métodos, negociando e concordando no uso de parâmetros, que assegurem o transporte de informações entre dois ou mais dispositivos do sistema de automação da subestação. Uma vez que o número de protocolos de comunicação tem se tornado um desafio para usuários e fabricantes, criando ilhas de informação, o padrão IEC-61850 busca harmonizar a diversidade de equipamentos e fabricantes, e possibilitar a integração de dados para que o máximo dos benefícios possa ser extraído. Como proposta que principia esta dissertação, ambiciona-se expor a implementação no Laboratório de Sistemas de Energia Elétrica, da Universidade de São Paulo, de uma infra-estrutura de comunicação de dados e redes de computadores, Intranet, que possibilita experimentação, medição, analise e avaliação da interoperabilidade de informações, e intercambialidade de equipamentos com supervisão, controle e proteção, essencialmente, reles digitais comerciais, aqui denominados equipamentos eletrônicos inteligentes. Com o intuito de desenvolver aplicações focadas ao estudo da automação de subestações entre os níveis de processo e bay, utilizando a infraestrututa supracitada, apresenta-se neste trabalho uma lógica para controle de um bay típico de saída de linha, dispondo de meios de comunicação de dados, e uma lógica para comutação entre fontes de alta tensão em uma subestação industrial. Estes casos oportunizaram a realização de testes quanto a troca de informações adotando o padrão IEC-61850 como protocolo de comunicação, e a rede Ethernet em substituição a fiação paralela, freqüentemente utilizada como canal de comunicação, alem da intercambialidade entre dispositivos eletrônicos inteligentes de fabricantes distintos. Houve em 100% dos casos evidenciados, correta recepção dos comandos via fiação paralela ou mensagens GOOSE. Através dos resultados obtidos, percebeu-se a estabilidade e eficiência das lógicas implementadas e uma redução nos tempos necessários para troca de informações após migração para o padrão IEC-61850. Neste ínterim, busca-se avaliar o comportamento no tempo de mensagens do tipo GOOSE, Generic Object Oriented Substation Event, em condições distintas de trafego e de configuração da topologia lógica da rede de comunicação, monitorando um possível extravio entre as mensagens geradas por um emissor e aquelas recebidas por um ou mais destinatários. Em todas as aplicações foi utilizada uma metodologia para especificar a automação das lógicas discretas mediante emprego do padrão IEC-61850, caracterizando conceitos, como, por exemplo, a especificação funcional das aplicações, o mapeamento das informações enviadas e recebidas, a definição do tipo de no lógico utilizado, a configuração do serviço de mensagens GOOSE e, a atribuição da estrutura de dados de cada no lógico aos pontos pertinentes dentro das lógicas preestabelecidas. Os resultados obtidos refletiram no ambiente laboratorial demandas reais solicitadas pelo sistema elétrico de potência. / Data communication has always been considered as a critical factor in real time operation of electric power systems. This is due to the need for fast and accurate decisions at different locations, from power generation to the user interfaces. With the digital technology, measurement, signals and commands are encrypted into data packets that travels on the substation network, using protocols that provide the format, rules, methods, dealing with parameters which ensure the traffic of information between two or more devices in the substation automation system. Since the number of communication protocols has become a challenge for users and manufacturers, creating islands of information, the IEC-61850 standard seeks for harmonization of the different equipment and manufacturers, enabling the integration of data for maximum performance. The proposal of this work is the actual implementation, at the Energy Systems Laboratory from the University of Sao Paulo, of an infrastructure of data communication network, which allows experimentation, measurement, analysis and assessment of information, interoperability and interchangeability of supervision, control and protection equipment, especially Intelligent Electronic Devices (IEDs). In order to develop applications focused on the study of automation of substations between the process and bay levels, using the infrastructure mentioned above, a logic to bay control using data communication, as well as a logic for high voltage source switching are presented. These situations test information exchange using the IEC-61850 standard as a communication protocol, and the Ethernet network replacing parallel wiring. It also tests the interchangeability amongst IEDs from different manufacturers. There were in 100% of the cases tested, correct reception of commands using parallel wiring or GOOSE messages. From the results, the stability and efficiency of the implemented logic can be observed as well as a reduction in time required to exchange information in the system. Moreover, a behavior evaluation in time of GOOSE messages was implemented for different traffic and topology conditions, monitoring possible loss of messages. In all applications a methodology to specify the automation of discrete logic using the standard IEC-61850 was implemented, featuring concepts, such as the functional specification of the applications, data mapping, the definition of the type of logic node used, the configuration of GOOSE, as well as the allocation of data structure for each logical node. The results reflects in the laboratory environment the demands requested by an actual electric power system.

Data from seven individual study areas distributed across the region were combined using a blended distance decay technique, with an eighth area used for validation. The model predictions are reasonably consistent with previous permafrost maps for the area with some notable differences and a much higher level of detail. The modelling gives an overall permafrost probability of 52%. North of 62°N, permafrost becomes more extensive in the lowland areas whereas farther south permafrost is typically common only above treeline. Significant differences exist between the mountain environments of the Yukon and the Swiss Alps where the BTS method originated and as a result different modelling approaches had to be developed. This work therefore: (1) develops additional explanatory variables for permafrost probability modelling, the most notable of which is equivalent elevation, (2) confirms the use of ground truthing as a requirement for empirical-statistical modelling in the Yukon and (3) uses a combination of models for the region in order to spatially predict between study areas. The results of this thesis will be of use to linear infrastructure route-planning, geohazard assessment and climate change adaptation strategies. Future work employing the model will allow the effects of scenario-based climate warming to be examined.

Neste tratamento, microesferas de vidro ou polimérica contendo em sua estrutura radionuclídeos emissores de partículas β- são introduzidas no fígado por meio da artéria hepática e migram, preferencialmente, para regiões hipervascularizadas, que são características da presença de tecido canceroso. Neste trabalho, foram propostos o desenvolvimento de vidros fosfato contendo hólmio para produção de microesferas e sua aplicação em radioterapia interna seletiva no Brasil. O vidro desenvolvido apresentou durabilidade química adequada, densidade de 2,7(3)g/cm3, alta estabilidade térmica e as impurezas encontradas não inviabilizam o tratamento. As microesferas foram produzidas pelos métodos da chama e da queda gravitacional e foram caracterizadas por diversas técnicas em que se observaram forma, granulometria, atividade e biocompatibilidade apropriados para o tratamento pretendido. The development of the concept of episcopacy in the Church of England from the nineteenth to the mid-twentieth centuries

The purpose of this thesis is to examine the Church of England’s understanding of ‘episcopal’ episcopacy and ordained ministry, including their ecclesiological implications and ecumenical consequences. Special attention is given to the refusal of interchangeability of ordained ministers with ‘non-episcopal’ churches (whilst allowing inter-communion), on the grounds that they lacked a ‘historic succession’ of bishops (cf. The Meissen Declaration and Agreement). This claim gives the adjective ‘episcopal’ a denominational, (quasi-)sacramental connotation (hence the inverted commas). Official Anglican statements today claim that the concept of episcopacy in a ‘historic succession’ is and always has been an integral part of ‘Anglican’ teaching as part of its ‘Catholic’, pre-Reformation heritage, whereas it appears that before the nineteenth century the Church of England had been defined largely in territorial and institutional terms. This faced challenges both from without and within, with an increasingly secular and multi-denominational context in Britain (with Non-conformists slowly gaining equal social and political rights) and in the face of the emergence of the Anglican Communion (and ecumenism in the twentieth century). This required the Church of England to forge a distinctive, trans-national, denominational identity for itself and for ‘Anglicanism’ (which can be described as the ‘Anglicanization of the Church of England’). In the first half of the nineteenth century, the English episcopate exercised a more active leadership role (the ‘episcopalization of the Church of England’), creating bishoprics in overseas dependencies and strengthening the influence of the Church of England there and also that of the episcopate (a colonial aspect of the ‘Anglicanization’). In the second half of the nineteenth century the bishops established interchangeability of ministers with formerly English, ‘Episcopal’ churches. This development occurred at the high point of Anglo-Catholic and ritualistic influence (which resulted in a ‘Catholicization of the Church of England’, opposed by Evangelicals and High-churchmen of the pre-Tractarian type). The nature of ‘Anglicanism’ was increasingly interpreted as ‘catholic’/‘Catholic’. In the twentieth century the notion of a ‘historic succession’ of bishops eventually appeared in official documents, whereas earlier statements had been insisting on the ‘historic episcopate’, but open to an understanding in the sense of ‘apostolic succession’ or a divinely instituted or sanctioned, or simply ancient form of government (episcopacy as esse, plene esse or bene esse of church). The eventual adoption of the notion of succession, however, the crucial characteristic of the esse model, meant a ‘theologization’ of Anglican ecclesiology in the late nineteenth and early twentieth centuries with a distinct ‘catholic’ character, which explains the refusal to agree on interchangeability of ministers with ‘Protestant’ churches, now on theological grounds.

Osvaldo Sánchez's Art Criticism: An Aesthetics of Reconciliation

Aesthetic criticism very often has been overlooked and considered a lesser form. However, many interpretations, applications and discernments can be obtained from this kind of art writing. Using Osvaldo Sánchez's work as a case study, this thesis examines how writerly art criticism offers an active reading framework of the work of art by using philosophical, literary and poetic constructions. In this regard, I will see how the "writerly" condition has contributed compelling insights to the History of Aesthetics, highlighting the connections and disconnections between Sánchez and other writerly critics, which demonstrates the significance of developing a flexible, available and aesthetic learning model of art appreciation. I will analyze as well various models of experience, subjective and objective, that release certain "openness" as a premise for their existences. Here are included the Kantian sublime, Heidegger's ontological Being, the surrealist cultivation of chance, Kaprow's happenings, and the attitude of disinterest developed by the vanishing poets as defended by the scholar Rafael Hernández Rodríguez. I will show that, by choosing an accommodating approach to discover forms of knowledge, an assortment of valuable empirical content can be found. Finally, I investigate the writerly work of Cuban critic Osvaldo Sánchez that does not adopt a fixed critical pattern. Instead, Sánchez's art writing passes through fields, providing us with a heuristic methodology in which the aesthetic emerges not as a preconditioned set of principles/procedures, but as a true lived experience.

生物藥品是很多先前具致命性和難以治療的疾病領域,像是癌症、自體免疫疾病及神經系統疾病內最被看好的現行新穎療法。近年來,隨著探索出突破性小分子藥物愈趨困難,加上生物藥品在新藥研發過程中有較低的折損率與較高的成功產出率,使得越來越多藥廠紛紛轉向開發利潤豐厚的大分子生物產品。此外許多暢銷生物藥品專利期即將屆至,從而帶來對相對價廉、通常被稱為原廠生物藥品仿製版本之「生物相似性藥品」的龐大治療需求。然而,由於生物藥品和小分子藥物在分子大小及結構複雜程度方面存在截然不同的特性與本質差異,因此建立一套專屬於生物相似性藥品的上市許可規範勢在必行。 作為於2010年3月23日正式簽署公告之「患者保護及可負擔照護法案」中的一部分,美國國會通過了「生物藥品價格競爭與創新法」(BPCIA)。BPCIA的生效被視為製藥產業最重要的變革之一,旨在藉由競爭達到維護公眾健康、促進生物技術創新和控制醫療支出之目的,同時取得適當之三方利益平衡。BPCIA即以Hatch-Waxman法案下的化學學名藥核准途徑為模版,創建生物藥品簡易上市申請程序。 本論文的結構主要區分為兩大部分進行研究,其一提供了製藥產業概觀與全球生物藥品市場的發展趨勢,其二則聚焦在BPCIA新建立的核准前專利爭端解決程序下,生物相似性藥品面臨「專利舞蹈」時的法律評估及智慧財產權管理。 論文的第一部分係根據從各種市場研究報告收集、整理而成的統計數據,以系統性的方式深入介紹全球製藥產業,並分析生物相似性藥品的市場機會和潛在隱憂。另外此部分亦詳細說明了生物相似性藥品的生理活性、知識斷層與製程依賴性之間的關係、分析技術對生物產品做完整定性的不足以及生物相似性藥品的開發流程。 論文的第二部分則以討論BPCIA的重要條文規定為主,包括專利舞蹈制度和上市審查要求,諸如生物相似性之證明、可互換性之認定與適應症外推。其他相關議題,包含參考藥品的法定專屬權保護期長度、生物相似性藥品自動替換之立法化、專利資訊交換機制的可能濫用及原廠與生物相似藥廠達成反競爭協議之風險皆會予以進一步探討。除此之外,本部分也介紹了歐盟和台灣生物相似性藥品上市法規的沿革與現況。 本文試圖透過對生物相似性藥品的全方位綜合研究成果,提出可行的市場進入方案及善用專利和營業祕密優勢之智慧財產權保護佈局策略。 / Biologics represent many of the most promising novel therapies for previously deadly and intractable disease areas like cancer, autoimmune disease and neurological disorders. As discovery of breakthrough small-molecule drugs becomes more difficult, together with lower attrition rate and higher productivity of biologics in the new drug research and development (R&D) process, pharmaceutical companies are increasingly turning to develop lucrative large-molecule biological products in recent years. In addition, the patents on numerous blockbuster biologics treatments will soon expire, bringing soaring demand for relatively inexpensive generic versions of originator biologics, generally known as “biosimilars.” However, due to contrasting characteristics and natural differences in terms of size and structural complexity between biologics and small-molecule drugs, it is necessary to create a regulatory pathway solely for biosimilars. As part of the Patient Protection and Affordable Care Act which was officially signed into law on March 23, 2010, the U.S. Congress passed the Biologics Price Competition and Innovation Act (BPCIA). The BPCIA is considered one of the more significant overhauls to the pharmaceutical industry, aiming to strike a proper balance among securing public interests, stimulating biotechnology innovation and controlling healthcare expenditure through competition. It established an abbreviated approval pathway for biosimilars modeled closely after the Hatch-Waxman Act’s approval process for generic chemical drugs. The structure of this thesis is divided into two major parts, of which the first part provides an overview of pharmaceutical industry and trends in the global biologics market, whereas the second part focuses on the legal assessment and intellectual property management of biosimilars under BPCIA’s new pre-approval patent dispute resolution process, the “patent dance”. The first part starts from the in-depth systematic introduction of global pharmaceutical industry based on statistics collected from various market research reports, then analyzes the market opportunities and potential concerns for biosimilars. Moreover, this part illustrates the physiological properties, the relationship between “knowledge gap”and manufacturing path-dependence, the insufficieny of analytical techniques in fully characterizing biological products, and the development process of biosimilars in details. The second part discusses key provisions of the BPCIA, including the patent dance procedures and regulatory requirements, such as demonstrating biosimilarity, interchangeability and extrapolation. Other relevant issues include the length of statutory exclusivities granted to reference products, legislations on biosimilar automatic substitution, potential abuses of patent information exchange mechanism and risks of reaching anti-competitive agreements between pioneers and biosimilar manufacturers will be further discussed. Besides, this part describes the timeline and status quo of EU and Taiwan’s biosimilar approval regulations. With comprehensive study on multiple aspects of biosimilars, this article tries to propose feasible market access plans and robust intellectual property protection strategies capitalizing upon patents and trade secrets.
