Implementation of a facebook crawler for opinion monitoring and trend analysis purposes: a case study of government service delivery in Dwesa

The Internet has shifted from the Web 1.0 era to the Web 2.0 era. In the contemporary era of web 2.0, the Internet is being used to build and reflect social relationships among people who share similar interests and activities. This is done through services such as Social Networking Sites (Facebook, Twitter etc.) and the web blogs. Currently, there is a very high usage of Social Networking Sites (SNSs) and blogs where people share their views, opinions, and thoughts. This leads to the production of a lot of data by people who post such content on SNSs. As a result, SNSs and blogs become the ideal platforms for opinion monitoring and the trend analysis. These SNSs and Blogs could be used by service providers for tracking what the public thinks or requires. The reason being, having such knowledge can help in decision making and future planning. If service providers can keep track of such views, opinions or thoughts with regard to the services they provide, they can better their understanding about the public or clients’ needs and improve the provision of relevant services. This research project presents a system prototype for performing opinion monitoring and trend analysis on Facebook. The proposed system crawl Facebook, indexes the data and provides user interface (UI) where end users can search and see the trending of a topics of their choice. The system prototype could also be used to check the trending topics without having to search. The main objective of this research project was to develop a framework that will contribute in improving the way government officials, companies or any service providers and normal citizens communicate regarding services they provide. This research project is premised on the conceptualization that if the government officials, companies or any service providers can keep track of the citizen’s opinions, views and thoughts with regards to services they provide it can help improve the delivery of such services. This research and the implementation of the trend analysis tool is undertaken in the context of the Siyakhula Living Lab (SLL), an Information and Communication Technologies for Development (ICTD) intervention for Dwesa marginalized community.

The users' perspectives towards the role of public libraries in bridging the digital divide in Ngaka Modiri Molema District

Thesis ((M.A. (Information Studies)) -- University of Limpopo, 2016 / This study investigated the users‟ perspective of the role played by public libraries in bridging the digital divide in the rural-urban communities with specific reference to Ngaka Modiri Molema District libraries, in the North-West Province, South Africa. The research methodology utilized in this study is a descriptive survey in design and quantitative in nature, through a questionnaire as a data collection tool, distributed to hundred (100) library users selected through quota, convenience and accidental sampling methods. Twenty (20) library users belonging to each of the five public libraries in the district participated in the study. It is revealed that public libraries in the Ngaka Modiri Molema District are playing a significant and crucial role in bridging the digital divide. This is due to the fact that the library users have indicated that they are able to conduct research, send and receive e-mails; they are able to type their personal and academic documents and even play computer games with the library computers and the internet. Based on these findings, this study recommends that district municipalities and the provincial government should continue to provide the public libraries with computers connected to the internet to all the libraries in Ngaka Modiri Molema District and to train the public librarians to be able to impart computer skills to the communities. Public librarians should also initiate computer orientation courses to provide basic skills to those who are computer illiterate in the communities.

The influence of Web 2.0 technologies on the use of public libraries in Mangaung Metropolitan Municipality, South Africa

Recent innovations and advances in information and communication technologies (ICTs) have resulted into radical changes in the way information resources are provided, and have also brought about several options to handle a wide-range of information services effortlessly. Web 2.0 or social media is one of these innovations which expands the option in information services provision. Against this backdrop, this study intended to investigate the use of Web 2.0 technologies in the public libraries in the Mangaung Metropolitan Municipality in South Africa. The study was guided by mixed-methods of quantitative and qualitative approaches, because the approach enables the researcher to cover a wide variety of issues. The study adopted a sample survey research design to guide selection of subjects. Two data collection tools namely: a self-administered questionnaire were used for collecting data from 248 library users, while unstructured interview schedules were used to collect qualitative data from 16 library officials. The response rate for the survey of library users was 69%, a good rate for an unsolicited survey. The findings revealed that Mangaung Metropolitan Municipality libraries have ICT equipment with access to Web 2.0 technologies and that these technologies are also highly utilised. However, lack of training, low bandwidth, and short time allowed to access WIFI makes it difficult for the library users and staff to fully benefit from the web-based services offered by these libraries. Other factors include poor staff attitudes, technical problems, and challenges in marketing of online public access and catalogue, restrictions of social networking sites, non-linkage of the library OPAC to social media, geographical distances, and load shedding. The study concluded by recommending allocation of sufficient funds to cater for ICT trainings, free WIFI, uninterrupted power supply, increased bandwidth, amongst others which will enhance the quick and effective service that will meet the information needs of their users. / Information Science / M.A. (Information Science)

Provision of sustainable internet access to public libraries in South Africa

The study set out to investigate the provision of sustainable internet access to public libraries in South Africa. The rationale of the study was to investigate how sustainable internet access can be provided to public libraries in South Africa and to determine how they have developed and are regulated. Internet access is a key driver in delivering information services to the users and a critical tool in facilitating information sharing regardless of platform and geographic location. Therefore, the level of information and communications technology (ICT) penetration in public libraries formed a critical part of the study as the provision of internet to these libraries depends on available ICTs. The study employed a survey design and used interview tool to collect data from nine participants. Questionnaire augmented interviews as they were used to collect data from 322 respondents. The study used the probability sampling technique to collect data from the participants. The purposive sampling technique was used to select the participants for the interview, whereas the stratified probability, proportional to size, and systematic techniques were also used to select respondents in the senior categories, namely heads of public libraries. This ensured a sample size of 331 out of a population of 1 621 selected for the study. The sample size consisted of nine directors and 322 head librarians. No sampling was done on the nine heads (directors) of provincial public libraries, as the nature of this population did not warrant further dissection due to its small size. A Microsoft Excel spreadsheet was used to analyse data. Questionnaires were analysed when they were returned and interviews were analysed when they were conducted. Written descriptions, tables and figures were used to present data in an elaborative manner. Data was also presented through frequencies and percentages. It emerged from the study that most public libraries (97%) were connected to the internet. The findings of the study showed that most public libraries (80%) were connected to the internet through the fixed lines and that each of the nine provinces had its own internet service providers (table 5.12). The study recommended fixed lines for internet access to be laid to all public libraries in South Africa and that a government agency be used as a dedicated internet service provider for public libraries across all the nine provinces. Exploring the use of social media tools in the University of South Africa Library

The aim of this exploratory study was to investigate the use of social media tools by library staff working in the University of South Africa’s (Unisa) main library on the Muckleneuk Campus. Since it was realised that not all staff members use social media tools in the execution of their daily tasks, the first objective was to establish which staff members do use social media tools and for which purpose the tools are being used. A further objective was to learn about the potential advantages of social media tools to improve service delivery. The study also endeavoured to acquire an understanding of the challenges that social media tools present to its users. Based on the literature review, it could be established that libraries, and specifically academic libraries, utilise social media for marketing, dissemination of information, reference services, and communication with users and to answer student queries. The reported findings of this study concur with the findings reported in the literature review. The empirical data, which were collected through a qualitative survey questionnaire and interviews with library staff who use social media tools, revealed that only staff who communicate with library patrons, namely information processors and marketing staff, use social media tools.
