This investment environment includes politics and law, social economy, investment form, finance, tax, infrastructure, risk assessment . Meanwhile, we describe the difference between CS-SIP and TTEPZ with respect of the comparative analysis of the micro-investment environment. At last, we demonstrate the dominance of Mainland China¡¦s investment environment. Includes: the rapid economic growth, potential market, good infrastructure, the lower risk of investment. The dominance of Vietnam includes: stable political situation, complete protective measures, peaceful social environment.

ABSTRACT On Nov.11, 2001, Taiwan obtained the accession of World Trade Organization and became a formal member of WTO on Jan 1st of 2002. As a member of WTO, Taiwan has equal rights to participate in the setting of global trade rules as well as sharing the benefits of liberalization. In the meantime, Taiwan must fulfill its WTO commitments completely, whether resulting from its bilateral and multilateral negotiations or from its standard WTO obligations. The accession to WTO means to Taiwan a big impact on all aspects of its general economics, people¡¦s everyday living as well as industrial policies. After 35 years of development, Export Processing Zone (EPZ) has emerged from focusing on traditional labor-intensive industry to capital and technical intensive industry then to global logistic type of industry. Facing the impact of WTO, the need to make next transition is becoming even more urgent now. In an effort to upgrade the industry and strengthen the competence of the country, the government has assigned another responsibility on EPZ by expanding its range of function from pure manufacturing to high value-added economics activities like Off-Territory Shipment Center, Logistics Center, Software Design Center, etc. Mainland China obtained its WTO membership same time as Taiwan. They are leveraging their fast economic development and huge market potential to attract foreign and Taiwanese investments. Hence we can not exclude the influence of Mainland China while trying to discuss the WTO impacts on EPZ and how EPZ can face the big change of economic environment. This study has set following three topics: 1. The impact on EPZ as a result of Taiwan¡¦s accession to WTO. 2. What is the outlook of EPZ¡¦s new positioning. 3. Suggestions to the government, EPZ Administrations and Companies inside and outside of EPZ. This study will firstly make a brief review on both WTO and EPZ. Then explore the impacts, as well as the opportunities and threats, of WTO on both the industries in Taiwan and in EPZ. Then we will study the two major directions of EPZ¡¦s new positioning: (1) New developments as a result of new economic relationship between Taiwan and Mainland China, this includes Off-Territory Shipment Center, a base for China¡¦s companies to enter Taiwan, and the ¡§deep processing¡¨ that utilizes the advantage of integrating operations across the Taiwan Strait, and (2) New developments as a result of the expanding of EPZ¡¦s new service function, that includes R&D center, headquarter for off-shore Taiwanese companies, International Trade Companies, center for specific industry cluster and logistic center, etc. Based on the results of this study, we have made suggestions to the government, the EPZ Administration and companies inside and outside EPZ. The suggestions to the Government are: Try to form Free Trade Zone with Asia-Pacific countries and also form a ¡§Greater China Free Trade Zone¡¨ with Mainland China and Hong Kong under the condition that the political disputes are settled. Also to promote business opportunities in the developing countries by utilizing Taiwan¡¦s strengths of manufacturing and technology. Regarding the suggestions to the EPZ Administration and companies inside and outside EPZ, the suggestions are all regarding how EPZ can strengthen their service and improve the investment environment, and how companies are to fully utilize these EPZ improvements. The conclusion of this study shows following four items: 1. The accession of Taiwan to WTO is not only a crisis for EPZ, but also an opportunity. 2. EPZ has built up sound infrastructure and set the direction for its new positioning to face this challenge. 3. Whether the new positioning is fulfilled and new investment poured in will decide if the next phase transition of EPZ is successful or not. 4. EPZ acted as the pilot model for Taiwan¡¦s economic success 35 years ago, we are hoping it acts one more time the same model for Taiwan¡¦s next economic re-form.

A Case Study on the Competitive Advantages of Taiwan SMEs in Vietnam ¡V An example of A Textile Company

Taiwanese small and medium enterprises always hold an important role in leading the Taiwanese economic to develop in globalization, creating many job opportunities in the country as the foundation for the social and political stability. But by the trend of worldwide business merging and expanding enterprises scale, small and medium enterprises in Taiwan have to face challenges of upgrading and changing the type of business. To be able to survive and grow, Taiwanese small and medium enterprises must modify their structure, improve technology, conduct automation, even to invest in less developing countries or lower-wage countries such as China and other countries in the region. Since 1988, Vietnam has become a strongly attracting investment destination to Taiwanese small and medium enterprises. Taiwan always leads in the top 3 investors in fields of number of investment projects as well as total investment capital. So the question is why so many Taiwanese enterprises choose Vietnam as an investing destination but not other countries in the Southeast Asian region? Questions such as what advantages and strengths in the Vietnamese investment environment are, what conveniences that they bring to Taiwan businesses, etc ... has become the most attractive themes in Taiwanese corps. This study used case-studied approach, combining direct observation methods to conduct data collection then analyzed to understand the motivation for investment in Vietnamese, investment state and competitive advantages of Taiwanese small and medium enterprises in Vietnam.

The Investment Environment for SMEs¡JA Comparative Study in Taiwan and Mainland China

Small and Medium Enterprises (SMEs) are playing a key role in the economic development of every country in the world. The fast development and significant contributions of SMEs is one of the most important factors to the outstanding industrial and economic growth in Taiwan for the past fifty years. However, the SMEs in our country are gradually moving abroad and invest in Mainland China or other developing countries due to the drastic changes in the investment environment. Since the economic reform in 1978, due to the changes in the international investment environment, Mainland China has gradually recognized the importance of SMEs to the economic growth and is aggressively encouraging the development of SMEs. Such trend is indeed one of our major concerns. This study uses Historical Comparison Method and SWOT Analysis in an attempt to analyze the situation of cross-straight SMEs under macroscopic and regional investment environment since the late 1990¡¦s till now and the opportunities and threats of SMEs after joining the World Trade Organization (WTO). Meanwhile, the strength, weakness, opportunity, and threat for Taiwanese SMEs to invest in Mainland China is also explored for the authority of Taiwanese SMEs in setting related policy and for the Taiwanese businessmen as a reference. Firstly, in terms of macroscopic investment environment, the performances of both sides across the straight under general environment (including indices of political, legal, investment tariffs, and basic environmental evaluation) and overall economic environment (including indicators such as economic development, import and export trading, and luring of foreign capital, etc.) are better than before. Next, in terms of regional investment environment, the similarity between the places where cross-straight SMEs often gather ¡V Industrial Parks in Taiwan (including Export Zones and Industrial and Science Parks) and Special Economic Zones in Mainland China (including Shenzhen, Zuhai, Xiamen, Shanghai, and Beijin) are in the superiority of the locations and with development potential, similarity in industrial structure, emphasis in investment right protection, and complete basic infrastructure. The differences are in that the Industrial and Science Parks in Taiwan adopt single operating window and efficient in approval, whereas the applications for investment in Special Economics Zones in Mainland China are still approved based on the amount of investment, technology cooperation, or joint-venture between Chinese and foreign companies, foreign proprietary enterprises that require longer period of approval operation. In addition, the tax incentive in Taiwanese Industrial and Science Parks is of functional attribute with very high rewarding threshold and significantly higher cost than the Special Economic Zones in Mainland China. The tax break and grace period for Special Economic Zone in Mainland China is of industry attribute. It¡¦s tax break and grace period is obviously higher than Taiwanese Industrial park. Lastly, summarizing the SWOT Analysis of this study, it is found that the investment environments of the cross-straight SMEs are all facing the difficulty of lacking of talents and shortage of capital as well as facing potential stiff competition after joining WTO. To this end, it is recommended that the government should strengthen the innovation incubator for SMEs, expand the channel of financing for SMEs, and provide accurate investment information. On the manufacturers side, the government should adjust the industrial structure of manufacturers, strengthen the R&D capability, training professional talents, adopt strategic alliances and value employee¡¦s educational training in order to upgrade the international competitiveness of SMEs in our country.

Darbe analizuojama, kodėl vis daugiau šalių įsijungia į konkurencinę kovą siekdamos pritraukti daugiau tiesioginių užsienio investicijų, ir tam pasiekti valstybių naudojami veiksmai. Tokie klausimai, kaip ekonomikos dydis prisideda prie tiesioginių užsienio investicijų atėjimo į šalį, kokią įtaką darbo užmokestis daro užsienio investuotojų apsisprendimui, ar tiesioginės užsienio investicijos priklauso nuo užsienio prekybos apimčių, kaip stipriai mokesčių našta stabdo tiesiogines užsienio investicijas, yra nagrinėjami. Galiausiai, žinant kad Lietuva ir Estija nuo nepriklausomybės atgavimo reformas pradėjo įgyvendinti iš labai panašios pozicijos, darbe buvo siekiama palyginti Lietuvos ir Estijos investicinės aplinkos patrauklumą, bei šalių galimybes pritraukti tiesiogines užsienio investicijas. / In the bachelor‘s thesis is examined foreign direct investment tendencies in Lithuania and Estonia in the period 2006-2012, reveal similarities and differences of the neighbouring countries. The paper examines why more and more countries get involved in a competition to attract more foreign direct investment, and the goverments actions used. Issues such as the size of the economy, foreign trade volumes, impact of wages and tax burden conribute to the foreign direct investment, are examined. Finally, bearing in mind that reforms in Lithuania and Estonia since independance were launched from a very similar position, the paper aims to compare Lithuanian and Estonian investment enviroment and the countries ability to attract foreign direct investment.

The purpose of this thesis is to look at economic and legal aspects of foreign direct investment (hereinafter also referred to as FDI) on the example of Egypt, which is one of the key economic and political players in the Middle East and North Africa. The paper is composed of two parts. First part is dealing with the theoretical aspects of FDI. Chapter one is introductory and explains the nature and role of FDI in global economy. Next two chapters address the important issue of definition of investment and investor. The legal definition of these two terms is usually the key issue in the international documents concerning foreign direct investment. Fourth chapter deals with the bilateral investment treaties, which are so far the most relevant instrument governing the international investment. Chapter five deals with the unsuccessful attempts to establish universal international treaty concerning investment, influence of the Lisbon treaty on given issue and international organizations in the field of international investment. This diploma theses addresses the issue of investment environment and regional development in the Moravian-Silesian Region. The first chapter describes theoretical inputs, namely competitivness and foreign direct investments. The general factors influencing competitivness are applied on example of the Czech Republic. Second chapter analyse the investment environment in the Region. This concerns namely socio-economic situation, business environment and completed restructuring. Included is also SWOT analysis and resulting recommendations. Third chapter evaluates the current state of investments in the Region and describes two significant development projects. These are namely Danish producer of luxury electrotechnics and South Korean car producer. The text describes the investors, industrial zones they are placed in, process and current status of the investment and overall impact upon the Region.

It characterizes foreign direct investment in the global setting and outlines several internalization theories. Covering a wide range of various macroeconomic indicators that influence the investment favorability, the thesis compares Czech Republic, Hungary, Poland, and Slovakia along with relevant concise analyses. Moreover, the foreign direct investment inflows and stocks are addressed and the investment inflow influence on national trade, especially export and import flows and trade ties, is presented.
