Is Turkey’s Foreign Policy Moving East?

The Justice and Development Party (Adalet ve Kalkınma Partisi, AKP) of Turkey has reoriented its country's historical Westward-looking foreign policy towards the Middle East because of a freeze in European Union accession, trans-national security issues resulting from the Kurdistan Worker's Party (PKK), and the expansion of its economic interests into the region. The United States should take careful note of these changes in an effort to mitigate any opposition to the AKP’s policies, as well as to better utilize Turkey’s growing clout in the region.

Integration av AJAX i JDP : En studie i hur WM-data kan utveckla modelleringsstödet i ett webbramverk

<p>På WM-data har man utvecklat ett ramverk som heter Java Development Platform med avsikt att modellera större delar av ett system och därmed minska mängden kod som måste skrivas för hand. Ramverket baseras helt på existerande öppna lösningar och används vid utveckling av webbaserade system och skapar en skiktat lösning med en webbapplikation som presentationslager. Problemet är att webbapplikationen har kommit att bli väldigt svår att modellera i enhet med resten av systemet framför allt på grund av den hårda kopplingen till Struts-ramverket. Samtidigt har man börjat få upp ögonen för AJAX och vad det skulle kunna tillföra ramverket.</p><p>Examensarbetet fokuserar på att utreda de problem som existerar i ramverket samt undersöka integrationen av AJAX ur en synvinkel som gynnar dagens lösning. Detta görs genom litteraturstudier, laborationer och genom att undersöka existerande ramverk och plattformar som löser liknande problem. Fokus ligger även på hur AJAX kan användas för att lösa problemen i modelleringen.</p><p>Resultatet av arbetet mynnar ut i en analys som behandlar de aspekter som krävs för att AJAX ska kunna bli en del av JDP-ramverket. Analysen innefattar också synen på hur AJAX skulle kunna användas för att underlätta modelleringen av webbapplikationen utan att införa något nytt modelleringsverktyg, det vill säga att UML fortfarande kan användas.</p> / <p>At the WM-data company a framework called Java Development Platform has been developed with the intention of developing a system by first modelling and generating a major part of it instead of handwriting everything from scratch. The framework is based solely on existing open source solutions and is used for developing layered web based systems with the web application as the presentation layer. The problem is that the web application has become very difficult to model in the same way as the rest of the system especially due to the tight coupling between the model and the Struts framework. At the same time, AJAX has been getting more and more attention for its application areas as well as how it can be used to solve the problems with modelling the web application.</p><p>The thesis intends to focus on researching the existing problems in the framework as well as investigate the integration of AJAX from a standpoint that the framework can benifit from. This is done through literature studies, laborations and by looking at existing frameworks and platforms that aim to solve problems like the ones in JDP. The focus also lies on how AJAX can be used to solve the problems with modelling the web application.</p><p>As a result, the thesis ends in an analysis which considers the aspects needed for implementing AJAX into the JDP framework. The analysis also discusses how AJAX can be used to facilitate the modelling of the web application without having to model it in another way other than through UML diagrams.</p>

Jdp: A Tool To Support Pair Programming In Distributed Environments

This thesis focuses on the development of a distributed pair programming tool that enables two programmers to generate code together in JBuilder editor over the web. First, software development processes are generally reviewed and Extreme Programming, Distributed Extreme Programming, and Distributed Pair Programming issues are examined. The tools that enable Distributed Pair Programming are compared. This thesis also specifies the functional requirements of the newly presented tool and includes information about its design and implementation processes. Finally, an evaluation is given by indicating the positive and negative sides of the tool.

A Critical Evaluation Of The Third Way And Its Reflections On Turkish Politics

This thesis aims to provide a critical evaluation of the Third Way and its reflections on Turkish politics. The Third Way emerged in the late 1990s with a claim to provide an alternative both to the old social democracy of welfare state period and to neo-liberalism. Based on a specific account of the radically changed world, the Third Way has maintained that the new conditions have rendered the old conceptualizations, as well as the old political positions, invalid. In this sense, this thesis argues that the re-definitions of the state and society relationship, the citizenship and the global order that the Third Way theory pursue have become the hegemonic notions of the current political context. It also claims that the Third Way can be considered as a product of the common attempts maintained by various approaches to complement the competitive market mechanism with social solidarity based on a socially inclusive strategy. The reflections of the Third Way on current Turkish political atmosphere are assessed in the thesis as further proofs of the hegemonic position that the Third Way occupies.

Justice And Development Party Government

The objective of this thesis is to analyze the foreign policy of the Justice and Development Party government during the Iraqi Crisis in 2003. In this context, the aim is to find out the answers to the questions of &ldquo / how did the JDP government react to the Iraqi Crisis in 2003 and what were the driving forces pushing the government to act in such a way, how did the JDP government&rsquo / s policies evolved Turkey&rsquo / s relations with the US and the EU, did the JDP government try to evolve the traditional foreign policy orientations of the Turkish Republic?&rdquo / Accordingly the thesis contains four main parts. In the first part of the study, the categorization in the international system in geostrategic and geopolitical terms and general tendencies in Turkish foreign policy are studied. In the second part of the study, the political identity of the JDP and the reasons of categorizing the JDP as a centre-right party are discussed. In the third part, the general attitude of the JDP government in some foreign policy issues and the assumptions of Prof. Dr. Ahmet Davutoglu -the Chief Advisor to the Foreign Minister in foreign policy- are scrutinized. In the forth part, Turkey&rsquo / s relations with the US and the EU during the Iraqi Crisis in 2003 is discussed. Accordingly, this thesis has reached to the following conclusions: First, the JDP has acted in conformity with the traditional concepts of Turkish foreign policy to a major extent, the concerns shaping the Turkish foreign policy toward Iraq since the first Gulf War of 1990-1991 continued to determine the calculations of Turkish actors during the Iraqi Crisis of 2003. Second, the JDP government pursued a two-pronged, dual policy to meet the demands and expectancies of the US, the EU, the Muslim countries and international and internal public opinion.

La construction d’une diplomatie émergente : le cas de la Turquie au Moyen-Orient (2002-2014) / Building a rising diplomacy : the case of Turkey in the Middle East (2002-2014)

Cette thèse examine la « politique arabe » de la Turquie sous le règne du parti de la Justice et du Développement (AKP). Alors que pendant la majeure partie du XXème siècle la Turquie était désengagée du Moyen-Orient, les années 2000 voient une implication croissante d’Ankara dans son environnement régional arabe. Ainsi, cette thèse analyse le changement d’orientation qui a eu lieu en Turquie en matière de politique étrangère et de diplomatie à l’égard du Moyen-Orient. L’argument principal est que l’ouverture de la Turquie sur son environnement moyen-oriental est liée au phénomène de l’émergence : étant une puissance moyenne émergente en quête de statut, la Turquie de l’AKP trouve en le Moyen-Orient un champ de manœuvre indispensable pour son affirmation à l’échelle internationale. Nous avons examiné les outils et méthodes employés par la puissance moyenne émergente pour s’ériger en puissance régionale de son hinterland moyen-oriental, en particulier : le nouveau discours civilisationnel employé par l’élite au pouvoir, l’invention de «niches diplomatiques » comme la médiation et la diplomatie de la paix, le soft power comme outil de conquête des cœurs et des esprits, et la tentative de règlement de la question kurde. Toutefois, nous avons démontré que malgré le caractère «novateur » de ces instruments, le statut de la Turquie au Moyen-Orient reste fragile : d’une part, l’instabilité qui caractérise la région menace les acquis et les intérêts d’Ankara ; d’autre part, la Turquie souffre d’un « overachievement » ou d’un décalage entre ses ambitions de puissance et ses capacités et ressources réelles. Plus généralement, l’ « émergence» turque se heurte aux blocages du système international : la structure « oligarchique » de celui-ci empêche l’intégration des puissances moyennes en quête de statut et limite leur capacité d’influence dans le jeu de gouvernance mondiale. / This thesis examines the "Arab policy" of Turkey under the rule of the Justice and Development Party (JDP). While for most of the 20th century Turkey was disengaged from the Middle East, the beginning of the 21st century witnessed a growing involvement of Ankara in its Arab regional environment. Thus, this thesis analyzes the shift that took place in Turkey's foreign policy and diplomacy towards the Middle East. The main argument is that Turkey’s embrace of its Middle Eastern environment is linked to the phenomenon of “rising powers”: being a rising middle power in quest for status, Turkey has found in the Middle East a field maneuver necessary for its assertion on the international stage. The thesis examines the tools and methods used by Turkey to emerge as a regional power in its Middle Eastern hinterland, in particular: the use of a new civilizational discourse by the ruling elite, the recourse to "niche diplomacy" such as mediation and peace diplomacy, the use of soft power to win hearts and minds, and the attempts to solve the Kurdish question. However, it shows that despite the "innovative" character of these instruments, the status of Turkey in the Middle East remains fragile: on the one hand, the instability that characterizes the region jeopardizes the achievements and interests of Ankara; on the other hand, Turkey suffers from an "overachievement" or a gap between its ambitions and its power capabilities and real resources. More generally, Turkey’s quest for status is undermined by the structure of the international system: the "oligarchic" nature of the latter prevents the integration of middle powers and limits their capacity to play an effective role in global governance.

The principal aims of the research are to identify the nature and scope of Turkish foreign policy change towards Iran in the period 2002-2012 - the first ten years of the successive governments of the Justice and Development Party (AKP). Then, individual sources of foreign policy change and their respective roles in shaping Turkish foreign policy toward Iran will be investigated. As the research is theoretically grounded in the subfield of foreign policy analysis known as foreign policy change, the reader is familiarized with a variety of different models used in the study of foreign policy change. In order to assess the relevance of the individual sources, an alternative explanatory model is designed. The application of the designed foreign policy model highlights the necessity of applying a wider approach in the quest to assess Turkish foreign policy change, taking into account the different domestic and international sources in order to achieve a comprehensive explanation that can evaluate the relative power of international and domestic political, economic, and ideational sources serving as its driving mechanisms.
