Experts vs. Public, Who Knows Better? Factors Affecting High Growth Entrepreneurship in Developed and Developing Countries

This paper uses the Global Entrepreneurship Monitor data of approximately 200,000 surveys conducted on industry experts and general population to examine factors that have a significant impact on high growth Total Early-Stage Entrepreneurial Activity (TEA), with a focus on developed countries with GDP per capita of USD 20,000 or above. The results suggest that expert opinion has a significant positive correlation with high growth TEA in developed countries, while only the public sentiment has a meaningful relationship with high growth TEA in developing countries. Among the specific categories of the survey, access to funding and government regulations and support had the largest impact.

Thesis (MBA)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: South Africa’s construction industry plays a key role in the development of the economy, not least through creating jobs and wealth. However, currently the distribution of economic benefits being enjoyed by construction companies is highly skewed, with a very small number of large firms being awarded a big stake of public-sector tender awards. It is against this background that government departments and institutions, including the Coega Development Corporation, have developed and implemented SMME-development programmes. They recognise the development of emerging contractors as an engine to alleviate unemployment and poverty in our country, especially among the youth. It can also be seen as a tool to spread the wealth of the construction industry more widely. These efforts resulted in a sharp influx of emerging contractors on the entry-level grades of the Construction Industry Development Board’s database. The study analyses the current situation of SMMEs in the construction industry and the challenges hindering their growth and development. Although the study focuses on the Coega Development Corporation’s SMME-Development Programme as implemented by the CDC’s Small Business Unit, the lessons from the sample survey and programme analysis are meant to have broader relevance. This relates in particular to the need to encourage and help dynamic and well-managed SMMEs to advance faster on the road towards highergrade contracts. It also stresses the need to get closer co-operation between the different players in efforts to support small-construction entrepreneurs.

Equipping the youth in KwaZulu-Natal with the necessary skills to create jobs : the case study of Umsobomvu Youth Fund.

In 2001 the South African government established the Umsobomvu Youth Fund (UYF) as a national youth development initiative to promote employment opportunities for young people and enhance entrepreneurship amongst them for sustainable livelihoods. The UYF focused on three areas: contact, information and counselling; skills development and transfer, and youth entrepreneurship. This study aimed to explore the relationship between job creation and the UYF's skills development and transfer programme. It investigated the impact of the UYF training programmes in helping youth establish business enterprises and the creation of jobs. Using a nonexperimental approach, qualitative and quantitative data was collected from purposively selected UYF personnel and a sample of UYF beneficiaries. The data was thematically and statistically analysed to determine the programme's role on new firm formation, job creation, and the quality of life of beneficiaries and their families. The study found a positive impact of UYF's entrepreneurship education and training programme on new firm formation (self-employment), disposable income and the quality of life of the beneficiaries and their families. At the same time, there was a negative impact towards reducing unemployment and creating jobs. Also, the entrepreneurship education programme did not attract adequate participation by beneficiaries and its curriculum content did not cover critical entrepreneurship skills. It is generally accepted that the quality of a country's labour force is a crucial factor in successful competition in the global economy. South Africa's richness in human resources unfortunately does not in itself make us a winning nation. Because of the low educational attainment of our labour force, we have to compete in the global economy at a disadvantage. The global labour market is characterised by constant change (benefiting skilled workers) and the progressive destruction of jobs (affecting in particular semiskilled and unskilled workers). The purpose of the study is to investigate the structural changes taking place in the workplace, the effects thereof on the demand for human resources, and how education and training in South Africa can respond to these changes to the benefit of individuals, organisations and the country as a whole. An intensive literature survey cast light on the development of economies, how such development influences the demand for worker skills and how different nations have attempted to meet the requirements of their productive systems through appropriate education and training. South Africa's economy, labour problems and strategies to enhance human capital and create jobs were also examined. Consistent with trends observed in the advanced economies of the world, the pattern of activity in the South African economy has shifted from the primary and secondary sectors to the tertiary and service sectors, shedding jobs requiring lower levels of skills and creating jobs for highly qualified workers. A historical overview of the provision of education and training in South Africa highlights how apartheid policies contributed to vast disparities in the skills levels of the different population groups in South Africa. Many innovative measures to enhance skills levels and job creation have been introduced since 1994 by the democratically elected government. These measures were evidently informed by the experience of other countries. The formidable task of implementing these measures or strategies successfully is exacerbated by the fact that the different provinces in South Africa are in different stages of economic development and have different educational outputs, leading to differences in the skills levels of their respective labour forces. Research on how unemployed people participate in the labour market served as the basis for the empirical input to the study. The data collected in Gauteng and the Eastern Cape were interpreted to ascertain how such people interact with the labour market in these provinces. The survey results revealed that the effects of low educational levels, people's interaction with the labour market, their job interest and the way job creation strategies are implemented may influence the efficacy of strategies to enhance people's skill levels and to create jobs. Factors influencing the demand for labour and factors that may impact on the success of education and training interventions were considered in the construction of a model to prioritise skills formation strategies. The model should be a versatile planning tool for identifying target groups, and for prioritising and implementing skills development strategies in the context of local socio-economic structures, as well as in the context of the national socio-economic structure and the global economy. As proposals for job creation by experts throughout the world have not been able to arrest increasing unemployment rates, it would be presumptuous to claim that this study provides a solution to the problem. Nevertheless, ways need to be found to optimise the impact of skills formation and job creation efforts. The following recommendations are made on the basis of the findings of the present study: • The structural and attitudinal changes taking place in the workplace should be investigated and workplace demands should be matched with the skills needed by workers. • Efficient, modern systems of administration staffed by technically competent officials should be established to manage the implementation of skills formation and job creation strategies. • A close relationship should be established between government, business and labour. • All persons over the age of 15 years who enter the labour market (and those who are already in the labour market) without the prospect of becoming employed should be registered as job seekers. • All young people should have a minimum of 12 years general education and enhanced forms of technical education. • Educational and training institutions should disabuse learners of the idea that they have to be dependent on someone else to give them a job. • The general and further education and training system should provide learners with the basic skills in mathematics, language, science and technology required by industry. • Qualified mathematics and science teachers should receive recognition through higher salaries. • Appropriate assistance should be provided to education leavers and to the unemployed. • The basic skills of those already in jobs should be improved. • Employers should be assisted on how to organise and implement workplace training. • Organisations should double their investment in training to at least 2% of their payrolls. / Thesis (Ph.D. (Education))--Potchefstroom University for Christian Higher Education, 2002

Hand papermaking and the use of invasive plant species for sustainable cultural development

(Fine Art) / Unemployment and the crime levels which escalate as a result of it, are very realistic social problems in South Africa and training for job skills and entrepreneurship has become a priority. This study identifies the use of invasive plant fibres as a viable resource for the hand papermaking industry and the development of a new cultural industry. The research' funded by the National Research Foundation (NRF) and the Technikon Research Committee (TRC) has been implemented in an established poverty relief programme called Phumani Paper', which creates jobs especially in rural or impoverished sectors through technology transfer and training. A curriculum is currently being developed for current and future participants of this programme to obtain qualifications in hand papermaking. An investigation has been undertaken to define suitable invasive plant species for the purpose of this research. The investigation included the extent of invasive encroachment, plant identification, methods of control and government legislation. Initially water hyacinth (eichhomia crassipes) was identified as a suitable fibre, but because Phumani Paper supports 21 small paper businesses in seven provinces, research had to be undertaken on several different species found in each of the regions. Species such as moth catcher (Araujia sericifera), milkweed (Asclepias fruticosa), pampas grass (Cortadeira selloana), giant reed (Arundo donax) and bugweed (Solanum mauritianum) have been identified as viable fibres for the hand papermaking industry, due to their fibrous characteristics...

It will seek to understand if there are barriers to the realisation of this objective and if these barriers can be overcome. Explore whether the Metropolitan City Council of Johannesburg (CoJ or Johannesburg Municipality), which has embarked on a Green Economy trajectory, can create jobs though the Green Economy. The CoJ promised, through it long-term strategy, the Growth and Development Strategy (GDS) 2040, to play its part in reducing unemployment in the Country. The main finding is that the City is able to create jobs, both within and beyond its borders, but it cannot as yet quantify the number of jobs created or the potential number of jobs that can be created though the Green Economy. / GR2018

A research report submitted to the Faculty of Management, University of the Witwatersrand, in partial fulfilment of the requirements for the degree of Master of Management in the field of Public Policy (MMPP), September 2016 / The high rate of unemployment and poverty in South Africa remains a daunting challenge, which continues to impact on the lives of millions of people who have limited education and lack skills, particularly those in the marginalised and rural communities who have no access to income generation. Gauteng Province due to in-migration is no exception to these challenges. In an effort to address these challenges the government has adopted the EPWP programme, which is a nationwide government-led initiative, with the aim of reducing unemployment by ensuring that the unskilled gain skills so that they are able to gain access to labour market and consequently earn an income (EPWP Five-year report, 2004/5-2008/9). The five-year report states that the programme set the target of achieving approximately one (1) million temporary work opportunities, for people, of whom 40% will be women, 30% youth and 2% will constitute of people with disabilities. This programme hoped to mitigate some of the social exclusion that the society is faced with and contribute to poverty alleviation, through the creation of short-and medium-term jobs for the unskilled and unemployed. Phase 1 EPWP programme has not yielded the significant results it was intended to, particularly the reduction of unemployment, which has remained high. It should be noted that this programme created a great many expectations, in so far as it relates to maximising the spread and skilling of all intended beneficiaries, needed to gain access into the mainstream economy. The five-year report (2004/5-2008/9) identifies four sectors which are critical or have potential for creating employment opportunities within the context of the EPWP. These are described as follows: ii  The infrastructure sector, which focuses on increasing labour intensity for government-funded infrastructure projects;  Environment, which relates to public environmental improvement programmes  The social sector, which relates to public social programmes such as community-based care programmes; and  The non-state sector, which provides and creates work opportunities through collaboration with non-state organisations, as well as strengthening community participation through small enterprise learnership and incubation programmes / GR2018

Essa dissertação analisa como a reestruturação setorial e as privatizações alteraram a dinâmica do fluxo de criação, de destruição e a qualidade dos postos de trabalho no setor telecomunicações brasileiro, no período de 1995 a 2000. A reestruturação do setor de telefonia teve início em 1995 com a introdução da competição no serviço de telefonia móvel. A privatização das empresas de telefonia fixa, longa distância e móvel ocorreu em 1998, finalizando o ciclo de protecionismo na indústria nacional e na busca de auto-suficiência no setor considerado estratégico. A privatização trouxe como resultado um forte aumento na oferta de serviços, revertendo uma década de estagnação no crescimento do setor. O aumento na oferta de serviços das empresas privatizadas foi acompanhado de uma alta taxa de destruição de postos de trabalho com diminuição líquida no emprego e de pequena redução nos salários. Por outro lado, o estabelecimento da concorrência atraiu novas empresas ingressantes para o setor, cujas altas taxas de criação de postos de trabalho permitiram a recuperação do emprego total no setor ao final do período analisado. / This dissertation analyses how restructuring and privatization changed job creation and job destruction flows, as well as job characteristics in Brazilian telecommunications sector from 1995 to 2000. Sector restructuring started in 1995 with competition introduced in the mobile segment. The privatization of state-owned local, long distance and mobile companies occurred in 1998, leading to an end a cycle of nationalist policies of self-sufficiency given the sectors economic, political, and technological importance. Privatization brought strong improvement in the supply of services, reverting a decade of stagnation in service provision. This increase was accompanied by a large drop in net employment driven by a jump in the job destruction rate. On the other hand, competition attracted new entrants, whose high rates of job creation were responsible for leveling the total sector employment back by the end of the studied period.

Issues such as poor education outcomes, high disease burden, uneven public service performance, corruption and others have been listed amongst issues the country is facing however; poverty and inequality have been identified as the two main challenges facing the country (The National planning commission, 2012). This research attempted to understand unemployment and how the EPWP addresses the unemployment issues at a local level. The EPWP intends to provide temporary employment and provide training to its beneficiaries through skills programmes, learnership and artisan development. The skills and training provided intend to enhance the beneficiaries’ chances of being employable on other projects after exiting the EPWP (EPWP, 2016) Between 1994 and 2014 white labour force has increased with 9 percent, Indian/Asian labour force increased with 45 percent, 5 percent increase of coloured work force and a 95 percent hike of black African labour force (Stats SA, 2014). According to the National planning commission (2012) South Africa has made a remarkable transition from apartheid into democracy. The high growth experienced by the black African ethnic group has been attributed to the number of interventions implemented by the government to eradicate inequality such as Affirmative Action Act (AA). From the stats provided, one is able to deduce that the government has been able to make progress in terms of decreasing inequality and therefore needs to develop employment creation strategies to address unemployment. The literature review conducted in this study indicates a link between unemployment, economic growth, apartheid and skills development. Apartheid has not been pursued as an attribute as strategies to overcome it have become pre-eminent. This research utilised the qualitative strategy and cross-sectional research design. Semi-structured interviews were conducted with interview schedule as a guiding tool for basic questions, the researcher asked further questions when required to do so. / XL2018
