Public service integration in Kazakhstan : the case of one stop shop

This thesis is an analysis of the public service integration, a New Public Management initiative, in a transitional context such as Kazakhstan. This thesis focuses on three main perspectives – the impact of the service integration policy on those who was involved in the implementation process; the problematic aspects of service integration in a transitional context; and the use of “organisational learning” and “communities of practice” in analysing service integration. By combining New Public Management theory (in particular, the ideas on decentralising management and customer-orientation), service integration theory and organisational learning theories, and rich empirical data, this thesis found that public service integration was implemented in the Kazakhstani context to a limited extent. Through the use of triangulation of methods which incorporated case study, interviews, participant observation, virtual ethnography and documentary analysis, this thesis captured complex, non-linear and diverse power dimensions and relationships between the new single-window centres, traditional service providers and customers. The development of the “communities of practice” among the front-line personnel was analysed within service integration policy context. Promoting service integration is seen as beneficial for both service providers and customers in Kazakhstan, but there are both conceptual and practical challenges. Although significant progress in public service improvement was achieved and noted in the research, this thesis found that the One Stop Shops inherited relations-based, patronage system and corruption from the traditional bureaucracy. It found that the new technologies, while improving access to the public services, were used to extend centralised control across the regions. This thesis also found that organisational learning did take place, however, in the underdeveloped form of adaptive learning, with the lack of critical reflection on the existing ways of working. This thesis concluded that the institutional framework and culture prevailing in the Kazakhstani traditional bureaucracy constrained implementation of the service integration policy to a full extent.

Rodionov Abstract Present research is an attempt to define the influence of the demographic factor on geopolitical development of Kazakhstan. Kazakhstan is of a specific interest herein due to its strategically important geographical location and presence of natural resources. Taking into account these factors, Kazakhstan has certain claims on leadership in the region. At the moment, Kazakhstani geopolitical leadership is based on economic achievements of the country and its political stability. At the same time demographic factor is quite sensitive from the strategic point of view. Kazakhstani population is relatively inconsiderable in number for its region. Moreover, some negative tendencies of distribution of population and its structural changes are causing concern. The government is aware of the gravity of these problems and is making certain efforts to change the situation. Nevertheless, it is very important to acknowledge the demographic factor as strategically important.

Recent changes in marital and extramarital fertility according to ethnicity in Kazakhstan Saule Dyussupova Abstract Contemporary Kazakhstan has experienced different social and political changes since being an independent country. These changes influenced demographic processes such as fertility. The number of live births per one woman has altered, but what were the changes among ethnicities and what type of fertility has changed more: marital or extramarital? To answer these questions more sizable ethnicities in Kazakhstan, which are Kazakhs, Russians, Ukrainians and Uzbeks were chosen. After examining the trends for the above mentioned ethnicities, their demographic positions in marital and extramarital fertility were explained. Meanwhile, despite the fact that the social-cultural attitudes of each ethnicity differ from each other, the tendency in marital fertility was going up among all ethnicities and in case of extramarital fertility, mostly among non and mixed traditional ethnicities was going down. Forecast of the pre-school education needs in Astana until 2030 Abstract This thesis aims to analyze future preschool education needs in Astana city. The low coverage of children by preschool education (a small number of preschool education institutions) initially lays the foundation of inequality elements and contradicts with the basic principles of the State education policy aimed at accessibility of education for the citizens of the country. As a consequence of insufficient governmental financing, the cost of children maintenance increased and it became the reason of unavailability of kindergarten service for separate groups of people. Consequently, the future preschool needs in Astana until 2030 is of particular interest. The thesis addresses issue of future population development dynamics in new capital city. This aim achieved with the help of forecasting techniques applied for Astana population until 2030. The ethnodemographic differences in marital behavior: changes and attitudes Abstract This work deals with the ethnic differentiation of marital behavior in Kazakhstan. The study of marital behavior of ethnic groups is important and necessary, especially in a multiethnic state as Kazakhstan. Undoubtedly, the institution of marriage regulates the social reproduction of the population, and differences in marital behavior have an impact on family organizations and fertility among ethnic groups. These differences may shape the age at first marriage, age at first birth, and so on, that will have subsequent effects on the family organization among these ethnic groups. This work attempts to analyze the differences in attitudes toward marital marital myths between ethnic Kazakhs and Slavics. The sociological research has revealed some significant differences in the myths existing about marriage between these ethnic groups. These differences, largely due to socio-cultural characteristics.
