In the accomplishment of good governance South African municipalities need to develop measurable objectives related to performance measures and targets that capture strategically important aspects of performance. This allows performance to be easily monitored and aligned with municipal Integrated Development Plans (IDPs). Performance information should be used in conjunction with strategic planning, budgeting, policy analysis and evaluations, organisational reviews and performance appraisals for the managers. This is necessary in order to improve performance and for assuring the public that they are receiving value for money. A Performance Management System (PMS) is the principal management mechanism intended to determine outcomes and impact of municipal service delivery on the communities they are commissioned by legislation to service. The PMS measures should always be relevant, meaningful and informative to political and administrative decision-makers. The data gathered from the PMS should be presented in a balanced, comprehensive and credible manner. The aim of this study is to analyse the challenges that influence the implementation of the local government PMS in the Dr Kenneth Kaunda District Municipality. The analysis entails identifying the challenges, evaluating them and then suggesting possible solutions to the challenges. / Thesis (M. Purpose: The purpose of this study is to identify and develop relevant keyperformance indicators within the warehouse operations in amanufacturing company, and how they can be used for control. Research question: In a manufacturing company, which are the most important KPIs forcontrolling and monitoring the warehouse operations, and how can thoseKPIs be developed?Methodology: This master thesis is based on a case study at a pharmaceutical companynamed Fresenius Kabi. A qualitative approach has been used whereprimary data was collected through 10 structured & semi structuredinterviews and through observations in the warehouses to understand thecurrent state. Secondary data was used in form of academic papers to seewhat previous research had to say about KPIs and operation & processmanagement. Internal documents were also used as a secondary source. Findings: Two key performance indicators have been developed, productivity andcost efficiency. A template has been designed to produce the KPIs. Thisstudy contributes to the understanding of how to develop KPIs that fits amanufacturing company´s warehouse operations and a recommendation onhow you could develop a system for producing the data.

Exploring the value of business intelligence using a second generation balanced scorecard approach

As with many new technology implementations before, Business Intelligence (BI) implementations have come under scrutiny in terms of the value added to organisations. The latest academic research uses various different ‘traditional financial methods’ such as the Return on Investment (ROI) calculations to determine the value of investments. In some instances customized measurement tools are proposed as a result of empirical studies conducted. The main objective of this study is to perform qualitative investigation on the theoretical value of BI implementations in organisations. If it is assumed that BI does add value to organisations, the primary research question aims to investigate how this value is added. A balanced scorecard second generation approach is used as theoretical framework in order to address the question. This approach is also known as strategy mapping. The research process starts with an extensive literature review on the topic of BI value evaluations and BI related balanced scorecards and strategy maps. As a result, various theoretical and practical research contributions are produced. One of the theoretical contributions includes an inventory of previous academic literature on the topic of BI value evaluations. This inventory is also presented diagrammatically. A preliminary version of the BI balanced scorecard is developed and used as foundation for a semi-structured interview template to investigate the value of BI in organisations.\ The semi-structured interview template was used as primary data generation instrument to gather data for this multiple-case study project. Four organisations participated in the study. The data obtained from the study was analysed and presented using an updated version of the theoretical framework of the study and was labelled as the intermediate version of the scorecard. The intermediate version of the BI balanced scorecard provided valuable input towards investigating how value was achieved as a result of BI implementations. These results were verified as part of a final verification process through a consultation process with the same study participants. A final version of the BI balanced scorecard is presented and included in a complete BI value solution. This version of the balanced scorecard is also a valuable practical contribution of the study. The verified results of the investigation indicated the following:- (1) BI adds value to organisations in all four perspectives of the organisation, namely the business value perspective, user orientation perspective, operational excellence perspective as well as the future orientation perspective. (2) Furthermore, the study confirmed that BI adds value to organisations through a number of benefits including an increase in sales and compliance to regulatory requirements (to name a few). (3) However, the study also indicated that value-related studies must adopt a holistic approach in an attempt to cater for the many facets of the topic. (4) Despite the challenge of implementing BI in organisations, the perceived value of BI implementations amongst senior management remained positive. This was supported by the continuous implementation of new BI projects in organisations. (5) There was a definite relationship between BI implementations and organisational performance. This is evident through the positive impact on sales figures, risk and compliance management and operational management. The study contributes to the broader field of Information Systems (IS) in numerous ways. Firstly the research discovers gaps in existing research, then proposes a method to investigate the research question as a result of the gaps identified, and -iiiuses this method as a tool to investigate the problem. Intelligent decision support system for transport infrastructure investment with emphasis on joint logistic

The aim of this thesis is to provide to the governmental decision-maker/user, an instrument that can assist him/her in improving the infrastructure investment decision in the economical, environmental and sustainable aspects. This means that, the Return on Investment (ROI) of the concerned transport infrastructure, satisfying environmental and sustainable constraints must be positive, and corresponding to an optimal investment cost. The decision support system can be applied in two dimensions. One dimension is where the real negotiation process is occurring between private and public stakeholders, called “real time negotiation process”. The second dimension is where the negotiation process is impelled by the user (public part) without private stakeholders interaction (but with interaction through simulation), called “virtual negotiation process”. The simulation and local optimization techniques, in phase with agent technology, used in the “virtual negotiation process” enable us to achieve a certain amount of alternative decisions to the primary/suggested decision to be evaluated. The CommonKADS methodology with mathematical modeling, and agent technology have been the support respectively for extracting and implementing the knowledge in the domain, monitoring, automating and updating the decision process. The principle of “Joint logistic” [1] in my effort concerns by the means of sharing financial and information resources; This leads to the empowerment of the supply chain feedbacks (roles), involved in the earlier stages of public transport decision making-process. It appears that within the decision-making process, the government is often dealing with the conflicting objectives, while interacting with the business stakeholders. For instance, the estimated investment cost of a specific transport infrastructure can exceed the income generated by this infrastructure, thus the ROI of the concerned transport infrastructure (TI) will be negative. From this perspective the government faces three choices: a) increase the rate of the taxes applied on that transport infrastructure or any other taxes, in order to make ROI positive, this can be matter of discussion/disagreement for the business community b) reduce the investment cost which means suggest a different TI with a lower quality standard compared to the previous; this can also be a matter of disagreement between the two concerned stakeholders. c) delay of the investment in the specific transport infrastructure. In fact in the most situations the government uses the first approach, which effects might be consequently unpredictable and disastrous in the economical and environmental sense for the government. From this point of view my attempt is to propose an intelligent decision support system for governments or project groups (e.g. East West project group), involving conceptually as components web portal, database, simulator and knowledge base, that bases on an approach, that enables this negotiation/information exchange at the earlier steps of decision-making situation. The thesis focuses on implementation of Business Intelligence in a small retail company. The aim of the thesis is to design a pilot Business Intelligence solution to support management activities in Lintea, s. r. o. The company is part of Slovak lingerie and underwear retail market since 2004. Business performance measurement is not effectively supported in the company. Rise in the quality level of management activities is the main benefit of the proposed implementation which is achieved by delivering previously inaccessible or laboriously accessible information in an appropriate form. Proposed solution substantially simplifies, accelerates and improves management and decision making activities in the company. Thesis has two parts: theoretical and practical. Theoretical part has two chapters devoted to performance management and BI. Chapter about performance management presents wider aspects of using BI in companies and introduces the Balanced Scorecard method. Chapter about Business Intelligence defines BI, explains its principles, components and basic analytic method of BI - the dimensional modelling which is then applied in the practical part. The theoretical part ends with the description of current situation in the BI market. The practical part starts with the introduction of the company Lintea, s. r. o. followed by the description of its current state and proposal of the business performance measures based on the Balanced Scorecard method. Second chapter of the practical part contains the proposed Business Intelligence solution itself. Individual steps of the Business Intelligence design process are: analysis of prerequisites and requirements, analysis of data sources, dimensional modelling, ETL design, multidimensional data structures design and finally presentation layer design.

An industrial engineering perspective of business intelligence

In this thesis the candidate explores the apparent gaps between strategy development and strategy implementation (the strategy alignment question), and between business end-user needs and the suppliers of information technology (IT) related products and services. With business intelligence (BI) emerging as one of the fastest growing fields in IT, the candidate develops a conceptual model in which BI is placed into context with other relevant subjects such as strategy development, enterprise architecture and modelling and performance measurement. The emphasis is on the development of processes and templates that support a closed loop control system with the following process steps: - A business strategy is defined. - The implication of the strategy on business processes, supporting IT resources and organizational structure is formally documented according to enterprise architecture principles. - This documented blueprint of the organization helps to implement the selected business strategy. - A performance measurement system is developed and supported by a well-designed data warehouse. - On a regular basis the measurements that were defined to support the implementation of the strategy, together with information from the external environment are interpreted and this analysis leads to either a new strategy, or refinement of the implementation of the existing strategy. Both options may lead to changes in the enterprise architecture, the execution of business processes and/or the performance measurement system. Some of the individual components of the model are supported by existing theories, for example the Zachman Framework for enterprise architecture and the Balanced Scorecard from Kaplan and Norton. The contribution of the author was to position them in the bigger picture to indicate how they can add value with regard to the establishment of business intelligence in organizations. Instead of packaging existing ideas slightly differently under a new name, the author intentionally searched for existing theories to fulfil certain requirements in the Bigger Picture BI Context Model. Apart from a set of templates that were adapted from various other sources and packaged into practical formats that can be used during facilitation sessions, the author has also developed and described the Fourier Model and the Pots of Money Model. The Fourier Model is a powerful conceptual model that helps a business to package solutions for market related requirements through selections of previously defined building blocks (technical components) that can be delivered through various business entities, depending on the requirements of the opportunity. The Pots of Money Model is a quantitative model embedded in a spreadsheet format to illustrate and communicate the effect of spending decisions in one area of the business on other areas. The candidate demonstrates the Bigger Picture BI Context Model in several case studies. The thesis is accompanied by a CD ROM, which contains over 700 references to relevant literature (most of them available in full text) and links to internet web sites, as well as examples of the software templates that support some of the steps in the context model. Combining Balanced Score Card and Data Envelopment Analysis for Analyzing the Performance of Small Scale Fisheries

The balanced scorecard (BSC) is an accepted methodology for putting strategy into action. The BSC provides a comprehensive performance measurement for an organization with respect to both financial and non-financial perspectives, including the triple bottom line of planet, people, and profit. Through various implementations to companies, organizations, and sectors, balanced scorecards have been used widely both for strategic purposes, as well as for more tactical focus for auditing current performance. BSC implementation is particularly adequate when integrated with the operational processes of the organization. The integration between the strategic plan and the financial and operational plans proceed via the business process model that covers the operational processes associated with the objectives of the organization in the strategy map. In this way, BSC is a tool for real-time monitoring of performance as well as providing the crucial linkage to the organization’s strategy that enables the proper implementation of the organization’s strategy. Data envelopment analysis (DEA) has been widely applied for measuring the efficiency of a specific decision-making unit (DMU) against a projected point on an efficiency frontier. DEA is therefore particularly suitable for measuring the organizational efficiency based on the BSC indicators, which are defined as Key Performance Indicators (KPIs). In the commercial fisheries sector, sustainable strategy of fisheries organizations can be gained by running the current operations more effectively, and by integrating processes enabling adaptation to change. The efficiency frontier of the DEA model can be used to calculate the efficiency of fisheries operations. The proposed research is undertaken as part of the Canadian Fisheries Research Network (CFRN) to investigate the application of BSC and DEA for defining commercial fisheries performance evaluation variables with respect to the objectives of environmental sustainability, economic viability, and social and cultural stability in compliance with, and in the absence of, performance monitoring alleged in the Fisheries and Oceans, Canada Integrated Fisheries Management Plans (IFMP). The combination of BSC-DEA methodologies is developed in this research as a required performance monitoring system suitable for IFMPs for analyzing the relative efficiency of commercial fisheries case studies across Canada towards incorporating best sustainable practices in the industry.
