Previous issue date: 2012-07-31 / In the relationship between Church and State, laicity is the tensioning element that maintains the autonomy between religious and public life. While it should not be confused with laicism, laicity is one of the characteristic aspects of secularization with laicism taking on an air of anti-clericalism. Through the conciliar documents Lumen Gentium and Gaudium et Spes, the Second Vatican Council responded to the signs of the times. While reaffirming the primacy of the Church, the Council recognized religious freedom as a right that is integral to human dignity and that must be preserved. The Church as communion and participation has given the laity greater scope for action which surpasses their responsibility as mere cooperating agents in liturgical acts and makes them effective protagonists in the century. As a result, Christian action in the public space of the State arises as an exercise of rights in the face of religious pluralism, and religious freedom becomes a fundamental right. Public reason shall be the basis of the argument that human dignity and protection of fundamental rights are the axes permitting cooperation between Church and State in the search for the common good, with respect for the autonomy of each institution in its own sphere. The Agreement between Brazil and the Holy See is the document that gives vigor to the harmonious relationship between the Catholic Church and the Brazilian State in a lay country in which the democracy strengthened by the Constitution of 1988 gives rise to questions regarding religion in the public space. The Agreement, in the framework of the Church's policy of action, solidifies the positions secured by jurisprudence, makes it possible to guarantee the Church's free action in its mission, and gives rise to the use of public reason to guarantee fundamental rights and religious freedom in the face of legal demands. The tensions resulting from laicism require the Church to develop its ability to listen and dialogue. They also require the Brazilian State to recognize the cultural and religious importance of the Catholic Church, overcoming conflicts in spaces other than the judiciary, and strengthening a healthy laicity and cooperation for the common good / Na rela??o Igreja-Estado, a laicidade ? o elemento tensor a manter a autonomia entre o religioso e o p?blico. Embora n?o se confunda com o laicismo, a laicidade ? um dos aspectos da seculariza??o, tomando ares de anticlericalismo no laicismo. O Conc?lio Vaticano II, atrav?s dos documentos conciliares Lumen Gentium e Gaudium et Spes, deu uma resposta aos sinais dos tempos. Reafirmando a primazia da Igreja, reconheceu a liberdade religiosa como direito integrante da dignidade humana, devendo ser preservado. A Igreja, entendida como comunh?o e participa??o, veio dar ao leigo um espa?o de atua??o que supera a responsabilidade apenas como cooperador em atos lit?rgicos, mas como efetivo protagonista no s?culo. Em decorr?ncia, suscita-se a atua??o do crist?o no espa?o p?blico do Estado como exerc?cio de direito frente ao pluralismo religioso e ? liberdade religiosa como direito fundamental. A raz?o p?blica ser? a base de argumenta??o que tem na dignidade humana e prote??o de direitos fundamentais os eixos que permitem a coopera??o entre Estado e Igreja na busca do bem comum, respeitadas as respectivas autonomias naquilo que lhes ? pr?prio. O Acordo Brasil-Santa S? ? documento que d? vigor ? rela??o harm?nica da Igreja Cat?lica com o Estado brasileiro num pa?s laico em que a democracia fortalecida pela Constitui??o de 1988 faz surgir quest?es a respeito do religioso no espa?o do p?blico. O Acordo, no ?mbito da pol?tica de atua??o da Igreja, solidifica posi??es firmadas jurisprudencialmente, possibilitando a garantia de livre atua??o da Igreja na miss?o, suscitando, frente ?s demandas judiciais, o uso da raz?o p?blico para garantia do direito fundamental ? liberdade religiosa. As tens?es decorrentes da laicidade exigem da Igreja desenvolver a escuta e o di?logo e do Estado brasileiro, o reconhecimento da import?ncia cultural e religiosa da Igreja Cat?lica, superando os conflitos em outros espa?os que n?o apenas o Judicial, fortalecendo a s? laicidade e a coopera??o para o bem comum.

Previous issue date: 2012-03-28 / This dissertation analyses the theological conception of Christian laymen of the Catholic Church language and doctrine. Part of ecclesiology as the theological place of constant existence of laity in the ecclesial tradition, analyzing the historical and theological factors, in which nuances are evidenced in form and degree of involvement of lay members in Church`s mission. From this dialectic perspective, by the nature of ecclesiology because of the invisible and visible dimension of Church as the only reality in history, the phenomenon of the Catholic Action to comprehend the pastoral and theological horizon of council priests in the Council Vatican II was studied. Contextualization properly given, historical and theological of the council event, the interpretation of IV chapter of Dogmatic Constitution Lumen Gentium about the Church was developed, in which is explained the theological dogmatic nucleus about the laity of the Catholic Church. Once this theological nucleus was identified, conclusive texts of General Conferences of the Episcopate of Latin America CELAM, were analyzed, ascertaining its respective theological development, in which it is found the integral perception, but gradual of conception of Christian laymen emitted by Vatican Council II. This graduallity means that the conferences accentuate some theological aspects about laymen, in consonance with the challenges of the evangelizing mission of Church in Latin America`s reality. In the entirety of the dissertation, the secular vocation of the laity can be evidenced as one advance of Vatican Council II and the respective effort of CELAM conferences in effect it ecclesially. / Esta disserta??o analisa a concep??o teol?gica dos crist?os leigos na linguagem e doutrina da Igreja Cat?lica. Parte da eclesiologia como o lugar teol?gico da exist?ncia constante do laicato na tradi??o eclesial, analisando os fatores de natureza hist?rica e de natureza teol?gica segundo os quais se evidenciam nuances na forma e no grau de envolvimentos dos membros do laicato na miss?o da Igreja. A partir dessa perspectiva dial?tica, pr?pria da natureza da eclesiologia por causa da dimens?o invis?vel e vis?vel da Igreja como ?nica realidade na hist?ria, foi estudado o fen?meno da A??o Cat?lica para compreender o horizonte pastoral e teol?gico dos padres conciliares no Conc?lio Vaticano II. Dadas ?s devidas contextualiza??es, hist?ricas e teol?gicas, do evento conciliar, desenvolve-se a interpreta??o do IV cap?tulo da Constitui??o Dogm?tica Lumen Gentium sobre a Igreja, no qual ? explicitado o n?cleo teol?gico-dogm?tico sobre o laicato da Igreja Cat?lica. Uma vez identificado esse n?cleo teol?gico foram analisados os textos conclusivos das Confer?ncias Gerais do Episcopado da Am?rica Latina CELAM, averiguando o seu respectivo desenvolvimento teol?gico, onde se constata a recep??o integral, mas gradual da concep??o dos crist?os leigos emitida pelo Conc?lio Vaticano II. Essa gradualidade significa que as confer?ncias acentuam alguns aspectos teol?gicos sobre os leigos, em conson?ncia com os desafios da miss?o evangelizadora da Igreja na realidade da Am?rica Latina. No conjunto da disserta??o evidencia-se a voca??o secular dos leigos como um dos avan?os do Conc?lio Vaticano II e o respectivo empenho das Confer?ncias do CELAM em efetiv?-la eclesialmente.
