For ten years from 1982, Victoria College was a large multi-campus college of advanced education providing a diverse range of higher education programs to Australian and overseas students. This thesis outlines the history of Victoria College. It considers the circumstances that led to its creation through the forced amalgamation of four previously independent colleges of advanced education: the State Colleges of Victoria at Burwood, Rusden, and Toorak and the Prahran College of Advanced Education and examines the events which led to its merger with Deakin University in 1992. Public transport policy and land use in Melbourne and Toronto, 1950 to 1990

This study examines the reasons behind the decline in public transport patronage in Melbourne between 1950 and 1990, through a comparison with Toronto. The share of urban travel undertaken by public transport has declined since the Second World War in all developed countries, but public transport patronage in Melbourne appears to have declined more rapidly than in most other industrialised cities. Public transport has, however, gained or held ground in Toronto, where the form of development is similar in many ways to Melbourne. Most accounts of Toronto’s success (particularly in Australia) regard transport/land-use integration as the critical factor. The contrasting analysis maintains that Melbourne’s urban form has changed over this period to a dispersed, car-oriented pattern. This study evaluates a different interpretation of the ‘Toronto model’. This is that Toronto has undergone similar urban changes to Melbourne since the war, but has found a way of operating public transport successfully in a relatively dispersed environment. The contrast with Melbourne, then, is not primarily in land-use patterns, but in policies towards the operation of public transport.

The first section provides essentail background by describing the care of the mentally ill in England and New South Wales (including the Port Phillip district) in the period prior to the establishment of Yarra Bend Lunatic Asylum in 1848. The second section is a chronological history of Yarra Bend, particularly focusing on the period from its inception in 1848 until the Royal Commission of 1884; with some extension to describe the other psychiatric services within Victoria during the same period.The third section discusses at length a number of key issues identified within the chronological history.

The role of knowledge management in the sustainable development of Lake Victoria basin

The Lake Victoria Basin (LVB) is endowed with natural resources which are drivers for sustainable development at local, national and regional levels. However, these resources are adversely affected by dynamic social, economic, environmental and political factors. Poor coordination and ineffective knowledge management programmes among various players within the LVB has led to duplication of efforts as substantial information and knowledge generated is unavailable to users. As a result, over-exploitation of natural resources has resulted in unsustainable development of the LVB. This study sought to establish the role of knowledge management in promoting sustainable development of the LVB. Specific objectives were to: determine the role of knowledge management in sustainable development of LVB; determine challenges and barriers hindering effective knowledge management; establish tools and technology that can be used to enhance knowledge management; and establish the strategies used by organisations in LVB to manage knowledge generated for sustainable development. A descriptive survey design was used in this study targeting 98 (with 76.5% response rate) officers of various ranks working in 26 organisations involved in development programmes/projects and located in the five partner states within the LVB. Data was collected using self administered questionnaires and a desk review. Findings showed most respondents agreeing that knowledge management is a systematic utilisation of policies, processes, activities and tools which empower organisations to apply knowledge to improve effectiveness, innovation and quality. Up to 93.9% of the organisations facilitated discovery, capture, storage and retrieval of knowledge. Most organisations encouraged documentation of lessons learnt, with some making it mandatory to deposit key documents in the library. Paper-based media was the most preferred knowledge storage format. Lack of an open-minded sharing environment, bureaucratic procedures and poor information systems were the common barriers to knowledge management, while lack of time (68.4%) was an obstacle to proper xvi documentation. The internet was the most popular knowledge management tool/technology; though technical issues were the most critical problems affecting ICT use (71.4%). Based on these findings, this study recommends a holistic and coordinated approach to knowledge management among all institutions working in the LVB to address the challenges of sustainable development in the basin. / Information Science / M. This bachelor’s thesis’s purpose was to determine how the complexity of economic systems invideo games affect the gameplay of said video games, Victoria II (Paradox Interactive AB,2010) and Civilization V (Take-Two Interactive Software, Inc, 2010). This was done by askingthe research question: “How does the complexity of economic systems in grand strategygames affect gameplay?“. The method was rooted in Game Research Methods (Lankoski &Björk, 2015) guidelines and the results were interpreted using Game Mechanics: AdvancedGame Design (Adams & Dormans, 2012). A formal analysis was performed for each game.The key findings of these analyses are extensive descriptions for the functioning of eachgame’s economic system as well as recommendations regarding important aspects of thesesystems and how to design them. / Denna kandidatuppsats mål var att undersöka komplexitet av ekonomiska system inomstrategiska datorspel genom att genomföra en analys för spelen Victoria II (ParadoxInteractive AB, 2010) och Civilization V (Take-Two Interactive Software, Inc, 2010) ochjämföra respektive spel. Detta med forskningsfrågan “Hur påverkar komplexiteten inomekonomiska system gameplay?”. Las medidas para asegurar los ingresos económicos durante la pandemia sanitaria del COVID-19: Un análisis de su eficacia a partir de la situación de los trabajadores no formalizados de Gamarra

Cuando se declaró el estado de emergencia en el país debido a la pandemia, se impuso el aislamiento social obligatorio focalizado a nivel nacional. Con esto se limitó el ejercicio del derecho a la libertad de tránsito para fines distintos a la prestación y acceso a servicios y bienes esenciales. En la práctica, las empresas excluidas de este rubro paralizaron sus actividades productivas ocasionando que la mayoría de sus trabajadores dejaran de prestar sus servicios y de percibir remuneraciones. Con este artículo pretendo esclarecer si las medidas dictadas del gobierno para mitigar la falta de ingresos económicos durante la cuarentena resultaron efectivas para los trabajadores no formalizados de Gamarra (aquel personal ocupado que prestaba sus servicios de manera informal subordinada en el ámbito de comercio al por menor de una galería). Para ello se entrevistó de forma presencial al grupo de estudio con el objetivo de conocer su experiencia durante la cuarentena y corroborar si pudieron beneficiarse de lo dispuesto por el Gobierno. Los resultados mostraron que las medidas dictadas para garantizar que los trabajadores continuarán percibiendo su remuneración, no beneficiaron al grupo de estudio debido a que prestaban sus servicios de manera informal. Sin embargo, la liberación de restricciones para acceder a los fondos de las AFP y el CTS, no necesariamente incluían o excluían a los trabajadores encuestados. Asimismo, los beneficios distribuidos a las familias en estado de pobreza y extrema pobreza tuvieron como elemento habilitante el formar parte de la población más vulnerable, beneficiando incluso a quienes desempeñaban sus funciones desde el ámbito de la informalidad. En ese sentido, al analizar la forma en que el gobierno peruano fue emitiendo las medidas de solución requeridas, se puede apreciar que la protección de los trabajadores informales no fue una prioridad sino el producto de una reflexión tardía

Programa Integral Alternativo de Disfrute del Tiempo Libre dirigido a niños y adolescentes del cerro San Cosme de La Victoria

El cerro San Cosme es el asentamiento humano más antiguo del Perú, con más de 74 años de fundación, está ubicado en el distrito limeño de La Victoria y según el INEI más del 12 por ciento de niños y adolescentes, que viven allí, están expuestos a la drogadicción y a la delincuencia. Ambos son problemas, entre otros, que afectan la convivencia en el asentamiento humano. El objetivo del presente trabajo es implementar un proyecto integral alternativo dirigido a este grupo etario vulnerable, focalizado en niños, niñas y adolescentes que, desde la comunicación para el desarrollo, involucren a todos los actores primarios y secundarios a fin de que proporcionen la sostenibilidad de este. Por ello, para la concepción del proyecto, se consideraron las opiniones y expectativas de los involucrados directos como son las dirigencias comunales, docentes, padres de familia, adolescentes, niñas y niños de San Cosme, a través de instrumentos de investigación cualitativa no probabilísticos por conveniencia como entrevistas, encuestas y grupos focales. De este modo se identificaron las necesidades para la implementación del proyecto, habida cuenta que ya existen actividades deportivas de la municipalidad de La Victoria dedicadas solo a la actividad física. Esta investigación ha identificado la necesidad de un desarrollo socio emocional que permita a los niños, niñas y adolescentes asumir su realidad de manera resiliente, más allá de la actividad física. La principal conclusión de la presente investigación muestra los beneficios de la participación activa de los niños, niñas y adolescentes en el movimiento scout para el refuerzo de sus valores desde etapas tempranas. / The mountain of San Cosme is the oldest human settlement of Peru, with over 74 years since its founding, is located in the district of La Victoria and, according to the INEI, over 12% of children and teenagers living there are exposed to crime and drug consumption. Both are described are issues, among others, that affect the residents’ coexistence in the settlement. The objective of the presented project is to implement an alternative integration project focused to the selected vulnerable age group, which is composed of boys, girls and teenagers. Through communication focused on their development, this project will include both primary and secondary factors with the purpose of promoting sustainability for them. Because of that, the elaboration of this project included both the opinions and expectations of the individuals involved, which included the community’s leaders, teachers, parents, teenagers, girls and boys of the settlement, through the use of tools of non-probabilistic for convenience qualitative research such as interviews, questionnaires and focal groups. Through this method, the needs for this project’s implementation were shown, by taking into account the already existing sport activities offered by the Municipality of La Victoria, dedicated only to physical activity. This investigation has identified the need for a socio emotional development that allows boys, girls and teenagers to assume their reality in a resilient manner, beyond mere physical activity. The main conclusion of the present investigation shows the benefits of active participation of boys, girls and teenagers in the Scout Movement in order to reinforce their values from early stages.
