Die dualistiese arbeidsmarkteorie

During the late 1960s and early 1970s a group of American labour economists conducted field studies in American urban ghettos which resulted in the formulation of the dual labour market theory. In contrast with the orthodox approach, which emphasises free market forces and investment in human capital, the dual labour market theory focuses on the dual structure of the labour market. The labour market is divided between a primary (high-wage) and a secondary (low-wage) sector, with little or no mobility between the sectors. An oversupply of labour in the secondary sector and unemployment are the results. The direction of trade and its implications for labour in South Africa

This aim of this thesis is to analyse the demand for labour from trade with a selection of South Africa’s trading partners. It is expected that labour demand will be greater in trade with developed blocs. Trade between developing blocs, however, is thought to be more skilled labour intensive and such trade should have greater linkages. This ought to feed through into greater labour demand so that South-South trade may be more ‘labour creating’ than expected. As it is more skill intensive, it may also be more dynamic, which has implications for future growth and development. Factor content methodology is used to assess labour demand. Calculations consider linkages to other sectors (which will increase labour demand) and the use of scarce resources (which has an opportunity cost to labour). The findings support the claim that trade with developing blocs is more professional labour intensive. Evidence that it may be more dynamic and have greater linkages to labour is borne out in exports to SADC. Greater labour demand through linkages, however, is not evident in net trade to SADC. Neither are they of significance in trade with any of the other developing blocs so labour effects due to linkages appear to be negligible. The advantages of South-South trade may rather lie in the dynamic benefits that trade in higher technology goods provides. When scarce resources such as capital and professional labour are taken into account, it is found that labour demand is negative in net trade to all blocs. However, even without the problem of scarce resources, most blocs have a negative demand for labour in net trade. The indication is that with the present trade patterns, South Africa cannot expect trade to increase labour demand. Policy which could improve this situation would be to increase labour force skills, improve the flexibility of the labour market and develop sectors which are both more advanced as well as labour intensive. Despite the negative impact of trade on labour in general, it is found that trade does differ by direction and that for each labour type there are certain blocs where labour demand is positive. This is also the case in net trade for particular sectors. Such information could be used as part of a targeted trade policy to assist in the marketing of particular sectors in trade and also for increasing labour demand for certain labour groups.

The influence of the Second World War on black labour in the Witwatersrand area, 1941-1947

M.A. / As a way of demonstrating the truth of the argument that war is a catalyst for social change, the Second World War added impetus to the transformation of the social standing of South African Blacks, black workers in particular. Although the war was not necessarily being fought for their benefit, but because of South Africa's political allegiance to the allied forces and consequent entry into the war, black workers were all the same affected by it. The outbreak of the Second World War, placed immense pressure on the black workers, especially between 1941 and 1947. Shortage of skilled white labour, as a result of their (whites) enlistment for the War effort, created a situation of labour necessity in both mining and manufacturing. As such, hundreds of Blacks migrated from the rural areas to the cities, especially the Witwatersrand in search of better paying jobs that could offer better social conditions. The emphasis on the need for labour and the resultant abundance thereof also influenced the emphasis on the need for cheap labour, more than skill, as a precondition to getting employment. The bottom-line was availability of labour for War production. Furthermore, in order to ensure availability of labour, the pass laws were temporarily suspended. Because of the objective of expending every effort to winning the War against Germany, War-time considerations forced the state and employers to preach about the suspension of pass laws for the sake of lesser restriction of movement of Blacks into towns. As a result, War-time necessity of labour also saw black women increasingly joining the labour world from the rural areas; that is if they succeeded in acquiring work. Failure to acquire work did not necessarily force women back to the rural areas, because they usually opted for alternatives to formal labour to survive War-time inflation and poverty: in other words to at least make ends meet. The alternatives were already familiar to them, maybe this explains why they opted for them. These were domestic labour, beerbrewing and prostitution, among others. Men also chose domestic labour, hawking, the canteen business, as alternatives in the event of failing to benefit from the job opportunities availed by the War. However, the opening up of job opportunities that resulted from the outbreak of the Second World War also had an influence on the issue of wages and conditions of work. War-time economic conditions caused the wages to remain static, increased overtime work and contributed to employment reduction. As War-time inflation continued to bite, the majority of the black population suffered from adverse poverty and shortage of civilian commodities aggravated the situation. These circumstances forced black workers, although it was illegal, to adopt trade unionism as a weapon to fight for better social conditions. The "rebirth" of the black trade union movement was, however, instigated by the inherent objectives of the Communist Party of South Africa (CPSA) and the African National Congress (ANC), which took advantage of the War time social discrepancies that influenced the lives of black workers. The success in revitalizing black trade unionism, after the Industrial and Commercial Workers Union (ICU) had closed shop in the 1930's, can be measured by the success in unionizing, not only manufacturing workers, but mineworkers as well, who were handicapped by being confined to the compounds, where activism was actually prohibited. The success of the trade union movement can also be measured by Wartime socio-economic grievances that were translated into a number of strikes that culminated in the mineworkers' strike of 1946. Although the strike of 1946 was not a great success in realising workers' demands, it certainly shook the government and employers from their ideological numbness, and made them aware that black workers were not to be necessarily taken for granted.

Exploring job search and the causes of endogenous unemployment evidence from Duncan Village, South Africa

Despite high rates of unemployment in South Africa, there is little consensus about its origins and solutions to the problem. Job search (how and when people search for work) is one aspect of the unemployment problem. Job search is shown to be a complex process strongly linked to the endogenous structure of the labour market. The flaws in traditional methods (theoretical and measurement) highlight this. Using data from a tailor-made survey in Duncan Village (a peri-urban area in Buffalo City, South Africa) the research examines factors that influence the effectiveness of job search. The results show that mode of search (how people look for work) is used as a signal by employers. Degrees of success are stratified amongst searchers using either ‘word of mouth’, place-to-place or formal modes of search. The thesis provides a method-test to reveal a complex body of evidence that has yet to be fully explored by practitioners in this field.

Barriers to employment in Nelson Mandela Bay

Unemployment is a huge challenge for the South African government and it has been identified as an important variable in the fight against poverty and inequality in the country. The unemployment rate in the Eastern Cape Province is higher than the national unemployment rates in the country and the unemployment rate in the Nelson Mandela Bay Municipality is higher than the provincial average. The purpose of this study is to uncover the barriers to employment in Nelson Mandela Bay. Chapter one presents the rationale and background to the study including the research aims, objectives and the scope of the research. Chapter two provides an extensive literature review about the major factors that influence unemployment rates, the government inititiatives that were deployed to reduce unemployment rates in the country and the impact of labour market inflexibility on employment outcomes. Chapter three provides the research methodology followed in this study and chapter four includes an analysis and discussions of the questionnaire data. Chapter five concludes the research report with recommendations for policymakers.

Since 1994, the government has introduced three economic policy programmes namely the RDP, GEAR and MTEF. However, the unemployment rate is increasing and the economic growth is still low. The aim of this study is to: demonstrate that economic growth is the driving force to job creation; analyse the human resource development; examine the international experience in relation to South Africa; critically analyse labour market development and macro economic policies; provide recommendations to employment creation.

Analysis of the impact of international trade on employment and wages in the South African fruit industry,1990-2018

Agriculture (Agricultural Economics)) -- University of limpopo, 2021 / The study analysed the effects of international trade on employment and wages in the fruit industry of South Africa. However, the study prioritised six industries within the fruit industry which are pertinent contributors to economic growth, international trade, employment and source of wages. The six types of fruits considered for this study are apples, apricots, avocadoes, oranges, pears and table grapes. The relationship between international trade and labour market is continuously significant, especially with increasing number of trade agreements amongst countries and regions. The international trade has been identified by many economic authors to be amongst main contributors of employment and wage source in the exporting countries. The overarching theoretical framework guiding research on the impact of international trade on employment and wages is based on Krugman’s theory of imperfect competition. The theory states that international trade on similar products amongst developed and developing countries works in favour of the developed countries based on the following arguments: developing countries export primary commodities; developed countries export beneficiated goods; firms in developed countries are mostly vertically integrated with a higher market share. The overall aim of the study is to analyse the effects of international trade on employment and wages in the South African fruit industry between the period between 1990 and 2018. There are five objectives for the study and they are broken down as follows: outlining the performance of the South African fruit industry in terms on international trade, employment and wages; secondly, to analyse the impact of international trade flow on employment and wages in the selected six South African fruit industries; thirdly, to determine the causality effects amongst employment, wages and exports within the six South African fruit industry; fourthly, to determine the response of employment, exports and imports on changes in wages within the selected six South African fruit industries; and lastly, to determine the effects of European Union’s Trade Development and Cooperation Agreement on wages in the South African fruit industry. vi The study adopted various analytical techniques to address the objectives. Those analytical techniques were used as follows: descriptive statistics, to profile the six prioritised fruit industries; error correction model, to analyse the impact of international trade flow on employment and wages in the selected six South African fruit industries; granger causality test, to determine the causality effects amongst employment, wages and international trade within the six South African fruit industry; two-staged least squares approach, to determine the response of employment, exports and imports on changes in wages within the selected six South African fruit industries and ordinary least squares, to determine the effects of European Union’s Trade Development and Cooperation Agreement on wages in the South African fruit industry. The findings from descriptive analysis show that all six prioritised fruit industries contributes significantly to the international trade, employment and wages in South Africa. The error correction model for all six fruit industries indicates the existence of a long-run relationship amongst total employment, wages and international trade. Therefore, findings for all fruit industries show that exports output lead to an increase in total employment in a long run, while imports output lead to a decrease in total employment in a long run. The granger causality test for all six fruit industries highlight that there is a causality effect between total employment and exports output. However, there is no causality effect between total employment and imports output, even between exports output and imports output. The results from the two-staged least squares indicate that the wages are affected positively by the exports output. However, there are other factors that affect wages positively such as net realisation from exports, local sales, total gross value of production and foreign direct investment. The wages are negatively affected by imports output, average exchange rate and average prices. The ordinary least squares for all estimated fruit industries show that the volumes of exports to the European Union market affect the wages positively, vii while other variables that are positively affected by the exports to EU market include amongst others the production volumes, productivity, total area planted and foreign direct investment. However, the volumes of exports to the European Union market negatively affect the processing volumes of the fruit industries in South Africa, domestic consumption per capita and average prices. Conclusively, it is recommended that fruit producers, with support of government institutions responsible for trade promotions, should strengthen trade cooperation with various trading blogs, more particularly the European Union; United Kingdom; countries in Asia and Middle East; and African states. This exercise will highly enhance the capacity of South African fruit producers to exploit the untapped international trade opportunities from different markets. Furthermore, it is prudent to recommend that the government should continue to regulate the labour market so that employees could benefit from net realisation from international trade. This will probably reduce the instances of unfair labour practices such as lower wages, child labour, abnormal working hours and overall poor working conditions.

The value of a Rhodes University degree and securing employment

In South Africa, reform policies and frameworks introduced since the 1994 democratic election have sought to bring about change to a highly ineffective and unfair system. In spite of all the changes which have occurred, however, there is evidence to suggest that the system is still not functioning as effectively as it might, given that a relatively large number of graduates remain unemployed in a country with a high skills shortage. This thesis aims to explore the experiences of graduates from one university, Rhodes University in the Eastern Cape, as they enter the job market. It does this through the administration of a first job destination survey administered at the 2009 Graduation Ceremonies held in Grahamstown. Analysis of the survey takes into account the idea that it is not a degree per se, or even a degree from a prestigious university which brings employment, but also the social, cultural and human capital that graduates can bring to their job search.

The transition of Rhodes University graduates into the South African labour market : a case study of the 2010 cohort

Recent studies have shown that graduates from historically White universities (HWUs) experience better labour market outcomes than graduates from historically Black universities (HBUs). This is a result of the legacy of apartheid which promoted racial inequality in all spheres of South African society, more especially in higher education and the labour market. Post-1994, government dedicated large amounts for the restructuring of the higher education sector of South Africa in order to level out the playing field. However, graduates from HWUs still experience better labour market success than graduates from HBUs. That said, there is limited information about the labour market outcomes and experiences of graduates from a former White university (especially graduates from Rhodes University). Therefore, the central aim of this dissertation is to show that graduates from a historically White university (Rhodes University) experience varying and unequal outcomes in the South African labour market on account of (among other factors) their chosen fields of study, race and sex. This study is informed by the heterodox labour market approach, which is partly inspired by the critical realist account of the labour market. As a result, this theoretical framework allowed the researcher to use the Labour Market Segmentation (LMS) theory as a tool to inform this analysis. The study has adopted a quantitative survey design and has incorporated some of the key methodological lessons learned from the collection of international graduate tracer studies. The findings from this study indicated that ‘field of study’ is a strong determiner of the outcomes of Rhodes graduates in the labour market. This was visible in the persistence of a skills bias towards commerce and science graduates. Evidently, even when we controlled for race and sex, graduates from the commerce and science faculties experience better labour market outcomes than humanities graduates. This is a result of a skills biased South African economy, which has a higher demand for certain skills over others. However, the findings from this study also show evidence of pre-labour market discrimination and inequality (based on race and sex) in the supply-side institutions such as the family, schooling and university. The findings also show continuities and discontinuities of labour market discrimination (based on race and sex) in the outcomes of Rhodes graduates in the South African labour market. More importantly, this dissertation indicates that Rhodes graduates experience varying outcomes in the labour market as a result of (among other factors) their chosen fields of study, race and sex.

The miners, the just wage and the mining company : perpectives of an Ubuntu reponse to the Marikana killings

Text in English / This research focuses upon the killing on 16 August 2012, by the South African Police Service, of miners working in Marikana, in the North West Province, in their struggle for a just wage. This experience highlighted the ethical question of the relationship between the employee and the employer. This research investigates this question by reference to the evolution of the doctrine of the “just wage” and the “just price” in Western moral philosophy. The investigation shows that this Western doctrine is a significant basis for an ethical evaluation of the relationship between employee and the employer. However, the doctrine does require expansion by taking the woman as an indispensable factor in labour relations. Also, it requires deepening by engaging in dialogue with other philosophies of the world, in this particular case, the philosophy of Ubuntu. The dialogue with Ubuntu is justified by the fact that the majority of the miners, the actual diggers of the mineral wealth, are born into and nurtured through the philosophy of Ubuntu, even if some may have reservations about it. The dialogue reveals a specific philosophical issue, namely, a clash of the epistemological and moral paradigms. The Ubuntu epistemological-ethical maxim of feta kgomo o tshware motho (if and when one must choose between the continual accumulation of wealth and the preservation of human life then one ought to opt for the latter) is fundamentally at odds with capitalism, an economic system that elevates wealth and money to the status of a deity.
