Fishers and fish traders of lake victoria : colonial of fish and the development of fish production in Kenya, 1880-1978

The developemnt of fisheries in Lake Victoria is faced with a myriad challenges including overfishing, environmental destruction, disappearance of certain indigenous species and pollution. All these problems can be located within the social, economic and political systems that exists today and in the past. This thesis, ‘Fishers and Fish Traders of Lake Victoria : Colonial Policy and the Development of Fish Production in Kenya, 1880-1978’, argues that the Luo fishers had their own indigenous techniques of fishing, modes of preservation and systems of management that ensured sustainable utilisation of fisheries. The thesis examines the role of the Luo fishers in the sustainable usage of the Lake Victoria fisheries. The British colonial settlers came up with new policies of plantation and commercial farming, taxation and forced labour, all of which encouraged the Luo fishers to partially break with their pre-colonial systems and create new ways of responding to the demands of the colonial state. The study argues that the coming of colonialism and its attendant capitalism introduced new fishing gear as well as new species, such as mbuta, that were inimical to the sustainable utilisation of the Lake Victoria fisheries. The colonial regime also introduced new practices of fisheries management such as scouts, licensing, closed seasons and the numbering of boats, practices geared towards ensuring the commercial production and development of the fisheries. This commercialisation led to cut-throat competition between Asian, European and African fish traders. The coming of independence in 1963 brought some changes, such as the provision of credit facilities, new technology, and attempts by the new African government to more effectively control and manage the fisheries. However, not much changed in terms of policy objectives, and most of the colonial policies remained unchanged. New industries were established around the fisheries, but most remained in the hands of Asians and a few African middlemen. The small-scale fishers continued to struggle against the commercialisation of fishery production, remaining voiceless and marginalised. The study recommends an all inclusive participatory approach to solve the problems currently affecting the Lake Victoria fisheries. / History / DLITT (History)

Phytoplankton dynamics in nearshore and offshore regions of the Great Lakes Erie, Malawi, Tanganyika, and Victoria

My doctoral thesis challenges the traditional paradigm of phosphorus (P) limitation of phytoplankton communities in freshwaters by suggesting colimitation of P, nitrogen (N), and iron (Fe) in Great Lakes. Oceanographers have recognized Fe, N and P colimitation, and biomass response to Fe is documented in freshwater lakes. I studied African and North American Great Lakes that are similar to large inland oceans. I discovered that Fe is a key nutrient that is often limiting in the offshore, and may explain the dominance of cyanobacteria in nutrient enriched lakes. I also discovered that the nearshore and offshore areas of these large lakes are very different, particularly when invasive dreissenid mussels are impacting the nearshore, as seen in the eastern basin of Lake Erie. As a result of the dreissenids, chlorophyll a (chla) concentrations are significantly lower in the nearshore of Lake Erie, but higher in the nearshore in the three African Great Lakes, as well as pre-dreissenid Lake Erie. The objective of my thesis was to determine the limiting nutrient(s) to the phytoplankton of the Great Lakes Erie, Malawi, Tanganyika, and Victoria in both the nearshore and offshore by measuring the physiological status of the phytoplankton. I also examined how dreissenids affect the distribution of seston and nutrient concentrations between the nearshore and offshore of the eastern basin of Lake Erie. My study design included temporal and spatial surveys in the nearshore and offshore of the four lakes, in which I used a variety of nutrient limitation indicators for P (C:P, N:P, P debt, APA, Fv/Fm), N (C:N, NH4 debt, NO3 debt, Fv/Fm), and Fe (Fv/Fm), as well as photosynthetic efficiency (Fv/Fm) experiments. Nutrient enrichment experiments were also conducted in the nearshore and offshore of the eastern basin of Lake Erie which involved the addition and removal of Fe alone, as well as in combination with P and/or N. Lake Erie nutrient enrichment experiments provided evidence for P, N and Fe colimitation where the addition of Fe with P relieved Fe and P limitation and allowed nitrate (NO3-) assimilation, alleviating N limitation. However, the offshore experiments indicated stronger Fe limitation than the nearshore experiment. Lower chla concentrations in the post-dreissenid nearshore of the eastern basin of Lake Erie may not be due entirely to lower phytoplankton biomass, as photoacclimation of the phytoplankton may also be occurring. Dreissenid grazing effects can be seen in the distribution of dissolved nutrient concentrations between the nearshore and offshore of post-dreissenid Erie. The African Great Lakes are threatened by expanding human populations, resulting in increased nutrient runoff; the consequences of which will depend on the limiting nutrient(s). I found that the nearshore regions of Lakes Malawi and Tanganyika were colimited by N and P, while the offshore regions were colimited by N, P and Fe. The nearshore of Lake Victoria was colimited by light and N, while the offshore was colimited by N, P and Fe. Fe limitation only occurs in the offshore, and positive, significant relationships were found between total dissolved Fe concentrations and cyanobacteria. Continued P and Fe loading to the lakes will create a higher N demand that will result in a shift to N2-fixing cyanobacteria, which has serious consequences to human and ecosystem health as they are a poor nutritive food source and some are potentially toxigenic. The majority of studies conducted on Great Lakes involve offshore sampling, however, the less understood nearshore is where human impacts and activities are concentrated. I discovered there are significant differences between the nearshore and offshore, which has implications for water quality monitoring.

Co-management Challenges In The Lake Victoria Fisheries : A Context Approach

This doctoral thesis examines the challenges to co-management in the Tanzania part of Lake Victoria. The study mainly addresses the Nile perch fishery and uses the fishing communities of Bukoba Rural district, Tanzania as a case study. Co-management in Lake Victoria is defined as the sharing of the management responsibilities between the state and the fishing communities. Co-management was adopted in the Lake Victoria fisheries on the understanding that it has the capacity to provide space in which the poor resource users could be empowered to sustainably manage their resource base. The assumption was that the sharing of the management responsibilities between the state and the community of users would have led to equity in resource access, poverty reduction and resource sustainability. Thus, reducing the role of the state and enhancing that of the communities was seen as a solution to the problems of poverty and illegal fishing that are threatening the sustainability of the fishery and the fishers dependent on it. However, in spite of these proclaimed efforts, illegal fishing and poverty in Lake Victoria remain major threats to the long-term sustainability of the fishery, a fact that is raising questions on the efficacy of co-management in Lake Victoria. These questions have particularly focused on the co-management model and the neo-liberal ideals that underlie it, namely decentralization, participation and accountability. The central argument in this thesis, however, is that co-management performance in Lake Victoria is to a large extent shaped by the complex international, national, and local context in which it is implemented and which in turn shapes the problems of poverty and illegal fishing that co-management is supposed to address. The study concludes that the international and national politics behind the Nile perch fishery intersect with the cultural and social context in which the fishery is embedded to shape co-management performance at the local level. For analysis, the study applies a multi-level approach and draws insights from the common pool resources theory, the actor-oriented approach, the entitlement framework, and the theory of the state. Detailed interviews across scale, secondary data, policy documents, and laws, supported by quantitative data are the methods applied.

From Rural Gift to Urban Commodity : Traditional Medicinal Knowledge and Socio-spatial Transformation in the Eastern Lake Victoria Region

As we celebrate all the dynamic and dramatic improvements in human health care in the 21st century, life in much of Africa begins with and is sustained with the support of traditional medicinal knowledge. Research on traditional medicinal knowledge (TMK) is extensive, but rather few studies have been written about Traditional Healers' (THs') own perceptions about TMK and practices in relation to changing societal dynamics. The aim of this thesis is to examine how THs perceive on going socio-spatial transformation, including contemporary processes of urbanization, migration, commercialization and commodification of TMK, as well as changing dynamics of learning and knowledge systems between generations and genders and how these affect their medicinal healing practices in time and space. The thesis consists of four main empirical chapters, which derive from different data sources including literature, documentation review and qualitative interview material. The findings in this thesis can be summarised as follows: First that TMK today exists side by side with modern health systems, in what are seen as complex patterns of medical pluralism that provide evidence of an evolving role the TH plays in primary health care, in the rural and urban space. Youthful migrating population dynamics that are linked to historical processes, have effectively carved an emerging cross-sectoral role of the TH in the formal space. Secondly the developing legislation on IPR and ABS in parallel with the representation of an earlier official formal governance around TMK in Tanzania; and the difference in the sectors where TMK is anchored in the two contexts, could have paved way to some earlier collaborative mechanisms, that today provide space to enable a more natural engagement between formal and informal organizations involved in the governance of TMK in Tanzania. Thirdly, the practical ways in which TMK learning processes, which are characterized by learning systems in place, being sent and visiting sacred places that are lived by an apprentice over a number of years, have increasingly come under pressure. Fourthly the thesis shows approaches by THs, encouraging the youth to access conventional medicinal education followed by, or in parallel with TMK learned through traditional pedagogies employed by the THs themselves. The youth’s keen interest in learning TMK is seen to increase when they view improved livelihood possibilities due to the commercialization of medicinal plants. The future of TMK learning processes may be limited unless incentives are put in place for the youth regarding their future livelihoods. Fifth, gendered and generational dimensions suggest that older and some younger female THs reemphasize the values of the gift and TMK in a climate of increased commodification and commercialization of TMK, where TMK increasingly meets neoliberal processes, engaging an alternative paradigm than the gift economy, where a predominance of male TH’s in the urban space and places, increasingly define the diversification of the TMK livelihoods. The gift provided by a higher power and which is embedded in a particular cosmological view, to be used as a social service to help the community, is increasingly evolving as an emerging tested force in a changing ideological climate, with an increasing awareness of commodification, commercialization, IPR and ABS issues surrounding TMK. It implies awareness in relation to the increased benefits of commoditized and commercialized medicinal plant knowledge (which THs hold) for other individuals and institutions. The TH profession and TMK is seen as entering a contested IPR/ABS arena at a time when increasingly socio-spatial transformations are modifying its role from that of a gift to an owned commodity. However while the practice of TMK has changed over time and space, presenting new challenges as well as opportunities, it is also seen as a threat that anyone today can sell and market TMK products.

The role of knowledge management in the sustainable development of Lake Victoria basin

The Lake Victoria Basin (LVB) is endowed with natural resources which are drivers for sustainable development at local, national and regional levels. However, these resources are adversely affected by dynamic social, economic, environmental and political factors. Poor coordination and ineffective knowledge management programmes among various players within the LVB has led to duplication of efforts as substantial information and knowledge generated is unavailable to users. As a result, over-exploitation of natural resources has resulted in unsustainable development of the LVB. This study sought to establish the role of knowledge management in promoting sustainable development of the LVB. Specific objectives were to: determine the role of knowledge management in sustainable development of LVB; determine challenges and barriers hindering effective knowledge management; establish tools and technology that can be used to enhance knowledge management; and establish the strategies used by organisations in LVB to manage knowledge generated for sustainable development. A descriptive survey design was used in this study targeting 98 (with 76.5% response rate) officers of various ranks working in 26 organisations involved in development programmes/projects and located in the five partner states within the LVB. Data was collected using self administered questionnaires and a desk review. Findings showed most respondents agreeing that knowledge management is a systematic utilisation of policies, processes, activities and tools which empower organisations to apply knowledge to improve effectiveness, innovation and quality. Up to 93.9% of the organisations facilitated discovery, capture, storage and retrieval of knowledge. Most organisations encouraged documentation of lessons learnt, with some making it mandatory to deposit key documents in the library. Paper-based media was the most preferred knowledge storage format. Lack of an open-minded sharing environment, bureaucratic procedures and poor information systems were the common barriers to knowledge management, while lack of time (68.4%) was an obstacle to proper xvi documentation. The internet was the most popular knowledge management tool/technology; though technical issues were the most critical problems affecting ICT use (71.4%). Based on these findings, this study recommends a holistic and coordinated approach to knowledge management among all institutions working in the LVB to address the challenges of sustainable development in the basin. / Information Science / M. To manage common resources such as water bodies, forests and the air is complex since several stakeholders are involved and affected by the use of the resource. One way to manage common resources is through co-management. Co-management is a decentralized method that empowers the local level and enables collaboration between the government and the local community. Co-management within fishing communities can be realized through so called Beach Management Units (BMUs). Around Lake Victoria, there are 1087 BMUs. One of these BMUs is located in Ggaba, Kampala, Uganda and the purpose of this study is to highlight benefits and shortcomings connected to co-management within fisheries. The study aims to explore if and how sustainability aspects are tackled through the co-management of fisheries. The data was collected using qualitative semi-structured interviews where six BMU members contributed with their experiences. In addition, data was collected from a qualitative content analysis on two BMU guideline documents, representing the central level. The results showed that the Ggaba BMU provides a platform for creating control through collaboration. The local levels’ perception on co-management within fisheries seems to correspond with the central level’s aim of the management. Another indication is that the BMU has brought upon positive effects on economic, social and ecological aspects on the society of Ggaba. However, corruption and illegal fishing are two identified barriers which seems to limit the function of the Ggaba BMU and the level of co-management. / Gemsamma resurser så som vattendrag, skogar och atmosfären är komplexa att hantera eftersom flera aktörer är involverade och påverkas av resursanvändningen. Ett sätt att hantera gemensamma resurser är genom samförvaltning. Samförvaltning är en decentraliserad förvaltningsmetod som möjliggör ett samarbete mellan den lokala och statliga nivån vid beslutsfattande. Omkring Victoriasjön realiseras samförvaltning genom så kallade Beach Management Units (BMUs). Dessa utgörs av 1087 stycken varav en BMU är lokaliserad i Ggaba, Kampala, Uganda. Syftet med denna studie är att belysa fördelar och brister kopplade till samförvaltning av fiske. Vidare syftar studien till att undersöka om och hur aspekter inom hållbar utveckling kan tacklas genom det decentraliserade styret av fiske. Data insamlades genom sex stycken kvalitativa, semistrukturerade intervjuer. Dessutom gjordes en kvalitativ innehållsanalys av två BMU-riktlinjedokument, vilka representerar den centrala nivån. Det empiriska materialet visade att Ggaba BMU utgör en plattform för strukturering, kontroll och samarbete. Den lokala nivåns syn på samförvaltning inom fiske verkar överensstämma med den centrala nivåns avsikt av samförvaltning. Resultatet indikerar även att BMUn har påverkat ekonomiska, sociala och ekologiska aspekter i Ggaba på ett positivt sätt. Problem med korruption och olagligt fiske identifierades dock, vilka verkar begränsa BMUns funktion och möjligheterna till samförvaltning.
