Evaluation of Integrated Land Development Approaches:Application of Multi-Attributed Decision-Making Methods

ABSTRACT Land resources are the foundation of national development. The land resources in Taiwan in limited, and with the population growing as well as rapid economic development, the demand for land increases, resulting in overload of land uses. In addition, due to lack of appropriate allocation of land resources to development and of comprehensive planning, the current uses of land resources do not appear reasonable. In order to put national policy into practice, enhance efficient use of land resources, and complement national socioeconomic development, under the guideline of equity distribution of land rights (efficient use of land and equity distribution of land benefits, the government crafts land comprehensive plans and encourages private sectors to provide land and capital, to collaboratively participate in public investments to achieve the goals of national policy. In view of the current institution of land use development, development overrides planning in land use systems, focusing on pursuing of efficiency. In the long run, this practice is confined by inflexibility of zoning, failing to fit the need of socioeconomic development. There is a need for a policy of planning leading development to solve various land use problems. In many land use development cases, the government should make choices, i. e., in developing land, alternatives must be considered. The research explores the meaning and use of multi-attribute decision making techniques and decision analysis, explains through several development measures the basic theories and characteristics for comparisons, and establishes development orientations and policies issues for cross-national examinations of land development experiences and practices. Based on the analytic hierarchy process, the research conducts a questionnaire survey of experts and scholars to evaluate land comprehensive development measures. The findings from the research are as follows: 1.National land development should balance among ecology, living, and production. 2.Planning leading development should be the land use policy to achieve the goals of urban planning. 3.The goals of land comprehensive development should be grounded on urban comprehensive development. 4.Factors that affect land development include citizens¡¦ rights, construction effects, financial burden, and market demand, which in turn have significant influence on solving urban and regional development. 5.According to the survey, with respect to achieving the goal of urban comprehensive development, the ranking of the weights of the factors in Item 4 is construction effects, citizens¡¦ rights, market demand, and financial burden. 6.The result of the evaluation suggests that to achieve urban comprehensive development, the ranking is zone expropriation, development permit, urban renewal, and urban land consolidation.

Lietuvoje rengtų žemės konsolidacijos projektų patirtis / Experience Of Land Consolidation Proejcts In Lithuania

Žemės konsolidacijos metu vyksta kompleksinis visos teritorijos pertvarkymas, atsižvelgiant į vietovės ypatumus, kaimo bendruomenės, žemės savininkų ekonominius interesus ir aplinkosaugos rekomendacijas. Šiuo metu teritorija, kurioje galėtų būti rengiami konsolidacijos projektai, yra daugiau nei 2500 tūkst. ha privačios žemės ūkio paskirties žemės, kuri priklauso apie 300 tūkst. žemės savininkų. 2000 – 2003 metais Lietuvoje vyko keturi bandomieji žemės konsolidacijos projektai, kurie leido įvertinti esamą padėtį Lietuvoje – išryškino šalies specifiką bei teisės aktų trūkumus. Šie bandomieji žemės konsolidacijos projektai buvo atlikti remiantis užsienio ekspertų patirtimi, kurie stengėsi savo šalių patirtį pritaikyti Lietuvos sąlygomis. Darbe išanalizuoti bandomųjų ir šiuo metu atliktų žemės konsolidacijos projektų rezultatai ir išryškinti jų privalumus bei trūkumus. Bandomuosiuose projektuose dalyvavo tik 28% žemės savininkų, iš galėjusių dalyvauti. Kaimo plėtros priemonės įgyvendintos tik dalinai Pabaisko ir Puskelnių projektų teritorijose, nors savininkai visuose projektuose pageidavo tokių plano sprendinių. Viena iš pagrindinių priežasčių, kodėl nebuvo įgyvendintos subalansuotos kaimo plėtros priemonės – atskiras finansavimas tik žemės konsolidacijos projektams. 2007 – 2008 metais Lietuvoje buvo įgyvendinta 14 žemės konsolidacijos projektų Telšių, Tauragės, Marijampolės ir Panevėžio apskrityse. [toliau žr. visą tekstą] / Land consolidation is a complex territory rearrangement taken into account local peculiarities, rural community and land owners economical and environmental recommendations. Today the area for available land consolidation projects is more than 2500 thousands ha of private agricultural land, which includes more than 300 thousands owners. Four pilot land consolidation projects were accomplished during 2000 – 2003. These projects estimated situation in Lithuania, showed specific features of country and required legal base for land consolidation. The article analyses the results of pilot projects. Only 28% of land owners took participation in pilot land consolidation projects. Means of rural development were implemented partly only in Pabaiskas and Puskelniai projects, although owners asked for these means in all projects. One of the main reasons for this is separate financing for land consolidation projects and rural development measures. 14 land consolidation projects were implemented during 2007 – 2008 in Telšių, Tauragės, Marijampolės and Panevėžio counties. These projects varied by size (from 133 to 670 ha) and results. First land consolidation projects were implemented in counties, where farm size is greater than average in Lithuania and dominate 10 – 50 ha farms. Žemės ūkio paskirties žemės sklypų išdėstymo pertvarkymo poreikis / The need of land plot for farming layout reorganisation

Lietuvoje vykstant žemės reformai nuosavybės teisių į turėtą žemę atkūrimo procesas sąlygojo žemėvaldos formavimo principus. Išryškėjo suformuotų žemėvaldų trūkumai: žemės savininko žemėvalda suformuota keliuose sklypuose, mažas sklypų plotas, netaisyklinga ir nepatogi žemės sklypų konfigūracija, iki galo neišspręsti privažiavimo prie sklypų keliai. Magistro baigiamojo darbo tikslas – atlikti moksliškai pagrįstą ūkių žemėnaudų analizę ir nustatyti jas sudarančių žemės sklypų pertvarkymo poreikį. Lietuvos žemės ūkyje vyrauja smulkūs – iki 10-12 ha, nekonkurencingi, mažo investicinio pajėgumo ūkiai. Jų žemės naudojimas optimizuojamas rengiant žemės konsolidacijos projektus. Žemės konsolidacijos projektai rengiami kaimo vietovėse, kuriose yra įgyvendinti žemės reformos žemėtvarkos projektai. Šiems projektams rengti yra palankios sąlygos – piliečiams baigiamos atkurti nuosavybės teisės į turėtą žemę, yra priimti teisės aktai, reglamentuojantys žemės konsolidacijos procesą. [toliau žr. visą tekstą] / With a land reform being implemented in Lithuania, the process of restitution of ownership rights to the formerly possessed land has conditioned land-ownership formation principles. The drawbacks of the developed land-ownerships have become distinct: the land-ownership of the one land owner is developed into separate land plots, a small area of formed land plots; irregular and inconvenient configuration of land plots; incompletely solved access roads to the land plots. The aim of the Master‘s research paper is to carry out a scientifically grounded analysis of land usage in farms and define the need of reorganisation of the constitutive land plots. In the agriculture of Lithuania small-scale, up to 10-12 ha, uncompetitive farms with small investment capacity prevail. Utilization of their land is being optimized by preparing land consolidation projects. The land consolidation projects are being prepared in the countryside, where the land reform projects are already developed. There are beneficial circumstances for the preparation of these projects – the finishing of the process of restitution of ownership rights, the enactment of legal acts which are regulating the process of the land consolidation. The extent of measures against erosion and floods, which belong to water management structures, is enormous. Any of these, including the technical, agrotechnical and organizational ones, should be correctly incorporated into the landscape. Erosion is a natural phenomenon, often affected by man (unsuitable agricultural practices, growing of monocultures), causing considerable damages. In the frame of land consolidation, these measures should perform positively and act against natural disasters. My task was to compare the effects of these measures on three model cases of land consolidation: cadasters of Vidov, Lékařova Lhota and Roudné. My comparison was based on several points, mentioned in detail in my thesis, chapter 3: Main aims. In the Conclusions I summarize, whether or not these measures are in accord with the project documentation and whether or not they had a positive effect on the site and in which extent.

The subject of this thesis is the proposal of land consolidation in the cadastral area Břeží u Žinkov. Description of the area is the part of the land consolidation as well as erosion control measures to protect the land fund, measures to access to the property, measures for the creation and protection of the environment and water management. The final part of the proposal is to create the claims inventory of three owners and to propose a new land arrangement for selected owners. The results of this thesis are the improvement of environment protection and suitable solution of the land arrangement.

This diploma thesis confronts the evaluation of land consolidation in various European countries and compares their approaches to implementation of land consolidation with the approach used in the Czech Republic. Detailed characteristics of the countries were supposed to point out a variety of problems that the described countries had to deal with. Every country was discussed in a separate chapter in which it was given enough space for an extensive description. The description of the countries included a briefly summarized historical development of land consolidation, legislative data used for the implementation of land consolidation and means of solving various problems of the realization of land consolidation in the selected countries. The assessed countries were the Czech Republic, Romania, Cyprus and Sweden. The conclusion of the thesis illustrates the fact that the means of the realization of land consolidation in each country come close to each other due to, among others, the possibility of drawing subsidies from the European Union funds.

This thesis is about processing the surveys within the complex land consolidation. The selected region is the cadastre area Vlachovo Březí. The theoretical part is focused on explanation and description of particular parts of land treatment. Particular areas of survey are described in more detail, e.g. climatic conditions or land use in the territory. The practical part is processed in accordance with Methodical instruction for land consolidation processing (Doležal, 2010). General characteristic of the area is described based on disposable groundwork. The main part of the thesis is own fieldwork which shows actual status of land use and transport accessibility of the territory. The output of the thesis is a map of actual situation of the territory processed in the ArcGis software tool which represents a base for comprehensive land treatment. Finally the dissertation suggests recommendations for the actual situation improvement.

The target of this thesis is to project a precaution against a flood and erosion in the particular land arrangement. The cadastral unit of Dlouhá Stropnice has been chosen for this purpose which is interesting for its rugged topography and the river system from the erosion and the flood point of view. The description of the area is aimed on its location and its hydrological, geological, climatic and pedologic conditions. In the beginning it was important to consider the present situation of the erosion and flood danger in the cadastral unit of Dlouhá Stropnice. For the creation of the possible danger in this cadastral unit was used the universal equation of the soil loss caused by the water erosion according to Wischmeier and Smith. Thanks to results the problematic areas were defined. The result of this thesis is to project the nature close arrangement against flood and erosion and to evaluate their influence on the erosion and the water outflow in this area.

The aim of this thesis is to analyze the claims of owners of land in the comprehensive land consolidation in terms of restrictions on property rights in the cadastral Kaplice and Zdar at Kaplice. Analysis of the new land organization in terms of restrictions on land ownership and to evaluate the impact of these limitations on the course of land consolidation. These are mainly focus on the state before land consolidation in a given area and conditions after the land consolidation. The result of this work is graphic and textual comparison of inputs and outputs of the land consolidation. Influence on its course and overall comparison of these two territories.
