Isle of Eigg : land reform, people, and power

An historiographical analysis of the present political debates regarding land reform in Scotland provides the point of departure for a case study of the Isle of Eigg and the 1997 purchase of the island by the Isle ofEigg Heritage Trust. The case study details the island community's historical development and researches the building pressures that culminated in two successive campaigns for community ownership in 1992 and 1996-7. Through interviews, focus groups, and 3 years of regular visits to the island a comprehensive social history of Eigg is consequently compiled and analysed, within which, particular attention is given to the role of island proprietors and their problematic relationships with the resident community. Using a highly participative methodology of research, the author took an active role in the facilitation and promotion of the islanders' ideas for community ownership. This is detailed together with the participative management plan that resulted from planning workshops and exhaustive interviews with island households. The process of community empowerment is traced through the workshops, the drafting of the management plan and the unique partnership that was eventually formed between the islanders, the Highland Council, and the Scottish Wildlife Trust. This is followed by an 'insider's view' of the Isle of Eigg Appeal, which had as much impact on the island as it did in the national media. The most successful public appeal in the Highlands and Islands to date is also examined from a marketing perspective, that explains how indeed, 64 islanders managed to raise £1.6 m in just 8 months without mains electricity nor Lottery backing. Finally, the central lessons of the community's success are used to highlight the importance of community development in any future policies of land reform in Scotland. The conclusion thereby emphasises the importance of integrated planning, community participation, and appropriate packages of support in establishing similar community trust models of ownership.

An analysis of land redistribution and the land market in the Boland region of the Western Cape

Thesis (MAgricAdmin)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: South Africa is experiencing major political, economic and social changes and in its policy orientation towards the event of globalisation. These changes are intended for the empowerment of those previously disadvantaged and for the levelling of the playing field for future equality of opportunities. In empowering these individuals it is recognised that agriculture is one of the important sectors that would serve as a vehicle for the development of the country. It is the main source of economic growth and the bedrock of economic development. Agriculture depends strongly on land, which is also an asset that can be used to generate income. For this reason land reform in the form of grants is one of the important tools employed in South Africa to redistribute land to the disadvantaged in order to enable them to improve their income and also to develop rural areas. As this programme is based on a market-assisted approach, its success depends on land markets that function well and are stable enough to carry it. The objective of this study was to determine the state of land redistribution and to analyse the land market in the Boland region of the Western Cape province. The effectiveness of land redistribution was analysed with regard to the number of transactions that took place in the years 1998, 1999 and 2000 in terms of citizenship, race, mode of land acquisition amongst the disadvantaged (government grants, private acquisitions and inheritances), quantity and quality factors. The findings were discussed in terms of their implications for the success of the programme and their influence of the land market. Finally recommendations were made for potential improvements as well as for further research. It was found that land redistribution by means of government grants was rather slow and most of the transactions took place through private purchases, mostly through mortgage loans provided by the Land Bank of South Africa. Although private transactions redistributed more wealth measured in terms of size pf land, the accompanying land was less superior using price per hectare as a proxy for quality compared to land purchased with the assistance of the government. Transactions for the latter were mainly through joint ventures with current owners. The study also revealed that the land market in the Boland is one of the major obstacles to the speedy transfer of land not because of the foreign investment, but due to the nature of the sectors. The two main agricultural sectors are viticulture and deciduous fruit which have experience high growth in income and export. The analysis conducted established that there was no significant difference between properties bought by foreigners, white and Black South Africans. Future trends in land prices could not be predicted but it is expected that agricultural land prices will be well above the capitalisation value of future profits arising from the level of foreign investment as well as economic gain. Based on the finding the areas to be emphasised by the land reform programme in this region are joint venturing and the promotion of subsidies on mortgage loans as well as extending the government's role in the land market. Increased government spending and involvement of the private sector, including financial institutions and established commercial farmers, are some of the things to be encouraged to facilitate the process and ultimately to overcome poverty. The sole reliance on the current regional land market seems incapable of effectively and speedily redistributing land to beneficiaries, whereby equality can be achieved in the long run. However, if all the shortcomings of the land market are recognised and a new policy is adopted, land reform in the Boland and in South Africa will in the future be more likely to promote increased access to land, resulting in higher productivity, growth and a globally competitive agriculture. / AFRIKAANSE OPSOMMING: Suid-Afrika ondervind tans grootskaalse politieke, ekonomiese en sosiale veranderinge en so ook in beleidsoriëntering na aanleiding van globalisasie. Hierdie veranderinge het ten doel om voorheen benadeeldes te bemagtig en om die speelveld gelyk te maak met betrekking tot toekomstige geleenthede. Tydens die bemagtiging van hierdie individue word landbou erken as een van die belangrikste sektore wat kan dien as 'n voertuig vir die ontwikkeling van die land. Landbou is die hoofbron van ekonomiese groei en die hoeksteen van ekonomiese ontwikkeling. Alhoewel landbou grootliks afhanklik is van grond, is grond 'n bate wat gebruik kan word om inkomste te genereer. Om hierdie rede is grondhervorming in die vorm van 'n toekenning of subsidie een van die belangrikste meganismes wat in Suid Afrika gebruik word om grond aan die voorheen benadeeldes te herverdeel. Die doel van grondhervorming is om die voorheen benadeeldes in staat te stelom hul inkomste te verbeter en ook om landelike gebiede te ontwikkel. Finale aanbevelings is gemaak vir potensiële verbeterings sowel as vir verdere navorsing. Daar is bevind dat grondherverdeling by wyse van staatstoekennings baie stadig was en meeste van die transaksies was deur private aankope, meestal deur verbandlenings verskaf deur die Landbank. Alhoewel privaat grondverkope grootliks rykdom herverdeel, is die waarde in terme van prys per hektaar minder in vergelyking met die waarde van grond aangekoop met die hulp van die staat. Wingerbou- en tuinbouprodukte het die hoogste groei in inkomste en uitvoer ondervind. Dit word egter verwag dat grondpryse ver bo die kapitalisasiewaarde van toekomstige winste sal styg voortspruitend uit onder andere die vlak van buitelandse investerings. Die areas wat beklemtoon moet word deur die grondhervormingsprogram in die streek, is gesamentlike ondernemings en die bevordering van subsidies op verbandlenings. Verhoogde staatsbesteding en betrokkenheid van die private sektor, insluitende finansiële instellings en gevestigde kommersiële boere, moet aangemoedig word om die proses te fasiliteer en om uiteindelik armoede te oorkom. Die huidige streeks-grondmark blyk onbevoeg te wees om herverdeling van grond aan begunstigdes effektief en spoedig op die lange duur te laat geskied. Indien die tekortkominge van die grondmark erken word en 'n nuwe beleid aanvaar word, sal grondhervorming in die Boland en in Suid-Afrika in die toekoms meer geneig wees om toegang tot grond te bevorder. ECONOMIC INEQUALITY AND AGRARIAN CONFLICT IN THE MUNICIPIO OF CUCURPE, SONORA, MEXICO.

This dissertation is an ethnography of resource control in the municipio of Cucurpe, Sonora, Mexico. The municipio itself covers 1,788 square kilometers of rugged, semi-arid terrain bisected by the San Miguel river and its tributaries. Less than one percent of the land is cultivated, the rest devoted to livestock raising, primarily cattle. Most Cucurpe households make their living as both ranchers and farmers. The control of land and water therefore becomes a vitally important political and economic issue. Twenty-one percent of the municipio is controlled by three peasant corporate communities--the comunidades of Cucurpe and San Javier, and the ejido 6 de Enero. The rest of the land belongs to private ranchers, many of whom are wealthy and reside outside the municipio. The dissertation focuses upon the history, structure and functions of the Cucurpe comunidad, the largest and most powerful of the three institutions, describing its role in past and present politics of resource control. Considerable economic inequality exists among Cucurpe households, not only among private ranchers and peasants, but among peasant households themselves. The range of economic inequality is ascertained, and conclusions about the relationships between inequality and the politics of resource control are drawn. It is argued that Cucurpe is composed of at least four different classes. These classes conflict and compete over two major issues: the control of grazing and arable land. Most households belonging to the corporate communities unite in opposition to private ranchers when their access to corporate rangeland is threatened. They battle each other over the status of arable land. Those with land consider it a private resource. Those without land content it belongs to the corporate communities themselves, a position supported by federal agrarian reform law. Such conflict seriously threatens the stability of these peasant organizations.

Rural development in practice? : the experience of the ‡Khomani bushmen in the Northern Cape, South Africa

This thesis analyses the dynamics, complexities and numerous obstacles that serve to constrain rural development within the ‡Khomani Community of the Northern Cape Province, South Africa. Following the end of Apartheid, given the disparity in wealth evident among the country’s population, in 1994, the South African Government embarked on a process to address inequality. In regard to the rural poor, who constitute the majority of the country’s poor, the Government envisioned that a more equitable distribution of land would result in economic development and poverty alleviation for land reform beneficiaries. Consequently, a Land Reform Policy was introduced, which was used by the ‡Khomani Bushmen to reclaim ancestral land in South Africa’s rural Northern Cape in 1999. More than ten years on, however, the living conditions of the ‡Khomani have not improved, and the Community continues to live in poverty. Despite the award of land and financial input from government and development agencies, the ‡Khomani have no basic services and are unable to significantly diversify or increase livelihood strategies. Multiple factors including a lack of Community cohesion and capacity, limited opportunities due to remote rural location, and the inability of government and development actors to successfully apply effective interventions, serve to constrain development, and maintain ‡Khomani disempowerment. The thesis argues that governments, development institutions and actors must recognise the need for a multidimensional approach to development to alleviate poverty, while recognising the limits of external actors and the role of communities in this regard. Essentially, sustainable rural development will only ensue when communities are able to make effective decisions based on meaningful choices.

This thesis represents my attempt to summarise everything important about land reform taking place during the First Czechoslovak Republic. Land reform was a giant project lasting almost twenty years, whose consequences we can still feel today, be it either results of the reform or restitutional trials that are held to this day. Its enduring importance along with my interest in the era of First Czechoslovak Republic are among the main reasons why I have chosen this topic. Throughout writing, I've put emphasis on legal aspects of the reform where possible. The thesis is composed of nine chapters. Chapter one analyses the economic situation of land owners before the beginning of the land reform. The land owners are divided into categories by amount of owned land and these categories are compared from various points of view. Chapter Two is the most extensive one and it is entirely adressed to legislation of the land reform. The chapter is subdivided into three parts. Part One is also divided into several subdivisions, each of them explaining demands of each individual political party or movement. Part Two describes the story behind introducing the legal acts. This thesis analyses the history of the property fund of the Hluboka Schwarzenberg family branch throughout the period of World War 2 up to the consequent years, focused especially on the post-war development. Careful analyses of this question is also about to bring a deeper view of the society's political and sociological setting in the focused period, especially from the point of the view of the consequences accompanying the passing of statute No. 143/1947 Sb., including the proces of its origin itself. A part of the theses also examines the direct impact of the statute to the Schwarzenberg family itself. In my work, the history of the property of the Hluboka branch of the Schwarzenberg family is folowed, up to the moment of the definite integration of the property fund into the socialistic economical system, bringing the destruction of its unity.

Agrarian change in Zimbabwe : politics, production and accumulation

The analysis of agrarian change presented in this thesis integrates state practices and wider politics to the study of rural differentiation, using a case study of Zimbabwe. Most studies of agrarian change in the 21st century have tried to come to grips with rural differentiation in Africa, its causes and effects, by using particular models such as those of neo-classical economics, livelihood approaches, Marxist analysis of accumulation and social and cultural networks, or a combination of variables from the four approaches. However, these theoretical approaches fail to comprehensively integrate the role of the state and politics into the analysis of rural differentiation. My study explains differentiation by exploring beneficiary selection, production and accumulation processes on Zimbabwe’s Fast Track land reform resettlement schemes. Fast Track involved a series of partisan and violent invasions of largely white owned commercial farms from 2000, which constituted the largest land redistribution in post-colonial Africa. Scholars exploring politics and the Zimbabwean state have not applied their insights to an analysis of field based data on production and accumulation on Zimbabwe’s resettlement farms. I argue that the restructuring of the state and politics as an instrument of violence and as a site of accumulation dominated by patronage-both justified through ideology-was central to agrarian change after 2000. I find the three concepts of violence, patronage and ideology more useful in capturing the nuances and modalities of empirical realities on resettlement schemes than neo-patrimonial theories that provide generalised accounts of the African state. Though still acknowledging the role of other differentiating factors such as social networks, hard work by resettled farmers and economic factors, it is through the integration of political processes into the analysis of agrarian change that, I argue, one can understand better the dynamics shaping rural differentiation in post-2000 Zimbabwe.

Adaptive strategies employed in circumventing the effects of mono-cropping: a case study of smallholder tobacco farmers in Hurungwe district

A thesis submitted to the Faculty of Humanities, University of the Witwatersrand, Johannesburg, in partial fulfilment of the requirement of the degree of Master of Arts in Sociology (Coursework and Research) JOHANNESBURG / The advent of the Fast Track Land Reform Programme influenced a major shift of small scale farmers from subsistence cereal cropping to the commercial growing of tobacco. Smallholder tobacco farmers enjoyed economic prosperity in the tobacco farming sector but that prosperity was short lived. Smallholder farmers face a lot of marketing, production and policy problems within the tobacco farming industry and these problems are increasingly rendering them unproductive. Most smallholder tobacco farmers are entrapped in a ‘vulnerability context’ in which they are exposed to food and income insecurity owing to the problems which they face. However, despite the challenges which they face, smallholder tobacco farmers are largely resilient; they formulate and reformulate their livelihoods on a daily basis in endeavours to cushion themselves against the overwhelming odds. It was against this background that this qualitative study sought to explore the adaptive strategies that are pursued by smallholder tobacco farmers in response to the effects posed by tobacco mono-cropping. This study also sought to examine the factors that influenced the choice of the adaptive strategies that were pursued by those farmers as well as the factors that constrained their adaptive capacity. To meet the aims of this study, a purely qualitative methodology was adopted in which unstructured interviews and focus group discussions with smallholder farmers who were purposively selected were conducted in Hurungwe district. The study found out that smallholder tobacco farmers were highly adaptive and agricultural intensification, migration, and micro-enterprise activities were found out to be the main activities that were pursued by those farmers. The study also found out gender, income levels, educational levels, infrastructure and equipment ownership as the main factors that either determined or constrained the adaptive capacity of those farmers. Based on key findings, the researcher recommended the government and non-governmental organisations to enhance rural people’s education and credit facilities access, ensure infrastructural development in rural areas and encourage peer to peer sharing of vocational skills. / MT2017

Socio-economic impact of land restitution in the Ehlanzeni district, Mpumalanga

This paper is submitted in partial fulfilment of the requirements for a Master‟s Degree in the Department of Public and Development Management March 2015 / This research presents an assessment of the socio-economic impact of land restitution on people‟s livelihoods with specific reference to the Ehlanzeni District. South Africa`s constitution since the advent of democracy, accompanied by the adoption of its post-apartheid legislative framework, provides for restitution of the land as a way of correcting historical imbalances. More specifically, section 25(7) of the South African constitution provides the opportunity for people who were dispossessed of their land after the 19th June 1913 to have their land rights restored by means of restitution. South Africa‟s land restitution process is predicated on restorative forms of historical redress, which is counter to retributive forms of historical redress. The lodging of land claims requires historical evidence of dispossession, and in most rural cases claims are lodged collectively by communities rather than individual citizens. This may be problematic due to social differentiation that may have been caused by years of societal breakdown. Land dispossession was one of the most important determinants of the social and economic configurations in South Africa; therefore land restitution constitutes a central aspect of correcting historical injustice and a clear understanding of the restitution processes is necessary in order to understand the impact of restitution programmes. This study adopted qualitative research methods since the issues to be researched are people‟s experiences, which are dynamic and complex phenomena. An assessment of the claims was done; semi-structured interviews were conducted with the purpose of assessing the implications of the restitution, including interviewing the farming community to understand their experiences after restitution had taken place and their perception of the impact of restitution projects on their livelihoods. ii The interviews revealed a great deal of improvement in the ownership, greater access to infrastructure and to an extent, the ability of the beneficiaries to run farms. However, even when participants expressed their commitment and satisfaction, the socio-economic impact on their livelihoods are limited. The study recommends an in depth interrogation of the small-scale farming model and particular emphasis placed on monitoring of projects.
