Land reform in Southern Africa : a comparative study between South Africa and Zimbabwe

Ideally, land reform in Africa should contribute to social and economic progress and ultimately result in social equity, as well as increased agricultural productivity. This study is devoted to the history of the land ownership in Southern Africa, as well as the meaning and explanation of land reform programmes after the transition to democracy. Moreover, it is dedicated to familiarising the reader with the various meanings and issues concerning land reform, particularly in South Africa and Zimbabwe. The outcome of the study is to promote further discussion on the need and about the revival of land reform programmes in the region of Southern Africa. In this study, South Africa and Zimbabwe are discussed comparatively with regards to three main areas of land reform: restitution, redistribution and tenure reform. The goal of this study is to gauge the possibility of South Africa following in the footsteps of Zimbabwe in terms of land invasions supported by the government. Zimbabwe faces the painful reality that its political revolutions have only brought them halfway to true independence. The objective for Zimbabwe is to establish a functional socialist economy where decision-making would be under political control so as to bring about the drastic redistribution of wealth from whites to blacks. The fulfilment of the rule of law must become the first priority of the Zimbabwean government. If the government continues to belittle the rule of law, corrupt decisions benefiting only those in support of the government, will continually be made. The importance of land in Zimbabwe did not so much arise from the social and economic inequalities, but rather the inability to access land, accompanied by a growing overpopulation, landlessness, land deterioration and escalating poverty in the black areas. This was further paralleled with severe under-utilisation of land in the white farming areas. South Africa, on the other hand, did make space at an earlier stage of transition in their constitution, for organised and methodical land reform to occur. Unfortunately, this process has taken much slower than first predicted, which has led to unrest among the landless, and those who have made claims for the land. South Africa very recently made some decisions to speed up the land reform process through expropriation if negotiations fail. With the Zimbabwean situation, the issue may not so much be about land in itself, but may reflect the need for employment, especially regarding infrastructure and investment in industrialisation within the rural areas. This study concludes that South Africa, although showing many similar signs of a downward spiral, will not follow the route which Zimbabwe has taken. It would appear that the government of South Africa would not allow land invasions by the landless, organised under the banner the 'Landless Peoples Movement (LPM), as was seen in Zimbabwe with the war veterans. The reason for this is that the South African government has made continuous statements that land invasions will not be tolerated in South Africa, and that they will abide by the legislation set out, when it comes to land reform and restitution. The government has the power to enforce the rule of law if land invasions do start to occur. Although the LPM have a similar manifesto and goal as to the war veterans in Zimbabwe, they seem a lot less militant and ready to work with the government and the people to ensure the best for South Africa's land reform process. This study thus looks at land reform issues that face South Africa and Zimbabwe, and fleshes out ideas as to creating a regional procedure for the best method of land reform for implementation by the South African Development Community. / AFRIKAANSE OPSOMMING: Gesien in die lig dat grond die revolusionêre metafoor van rykdom en mag in die wêreld is, sal dit ideaal wees as grondhervorming tot sosiale en ekonomiese bevordering in Afrika kan bydra en uiteindelik kan lei tot sosiale gelykheid en toename in produktiwiteit in die Landbou-sektor. Hierdie studie is toegewy aan die geskiedenis van grond-eienaarskap in Suider- Afrika, sowel as die betekenis en verduideliking van grondhervormingsprogramme na afloop van die transisie na 'n demokrasie stelsel. Die studie fokus ook daarop om die leser meer in te lig oor die verskeie menings en uitgangspunte rakende grondhervorming in die algemeen, maar meer speisfiek in Suid Afrika en Zimbabwe. Die doel van die studie is om verdere besprekings oor die behoefte en die heroplewing van grondhervormingsprogramme in Suider-Afrika. Suid-Afrika en Zimbabwe word in die studie op drie gronde met mekaar vergelyk: Die teruggawe van grondeiendom, die herverdeling van grondeiendom en die hervorming van besitreg. Die doel van die studie is om te bepaal of Suid-Afrika in die voetspore van Zimbabwe gaan volg. Die doel vir Zimbabwe was om 'n funksionele sosialistiese ekonomiese stelsel daar te stel waar besluitneming onder politieke beheer sou wees om sodanig drastiese herverdeling van rykdom vanaf blankes na swartes, asook onafhanklikheid van kapitaliste, te bewerkstellig. Die belangrikheid van grondbesit het nie werklik in die sosiale en ekonomiese ongelykhede gelê nie, maar in die onvermoë om grond te bekom tesame met 'n toenemende oorbevolkingsyfer, grondloosheid, grondverarming en toenemende armoede in swart gebiede. 'n Bydraende faktor was die groot mate van onderbenutting van grond in blanke boerdery gebiede. Aan die ander kant, het Suid Afrika baie vroeg in die oorgangsfase voorsiening vir 'n georganiseerde en stelselmatige grondhervormingsproses, in die grondwet gemaak. Ongelukkig het die proses baie langer gesloer as wat aanvanklik beplan is. Dit het tot onrustigheid onder die mense wat geen grondeiendom besit het nie en dié wat grondeise ingedien het, gelei. Suid Afrika het onlangs besluite geneem om die proses te bespoedig deur 'n paar belangrike besluite te neem, om die grondhervormings proses, vinniger te maak Dit word gedoen deur ekspropriasie as onderhandelinge onsuksesvol is. Soos in Zimbabwe, mag die werklike probleem nie slegs oor geondbesit gaan nie. Dit reflekteer die behoefte aan werkverskaffing, veral in die infrastruktuur van arm gebiede en die investering industrialisasie. Where Zimbabwe got it wrong - lessons for South Africa : a comparative analysis of the politics of land reform in Zimbabwe and South Africa

Robert Cox’s critical theory is the theoretical framework used in carrying out the study. The particular focus of this thesis falls on the similarities and differences that exist in the two countries regarding the politics of land reform. Both countries share striking similarities, some of which include: In both countries, soon after the advent of democracy the majority of blacks lived in poor marginal areas where the land was/is less productive than the rich and fertile arable land owned by whites. In both countries, the minority whites are richer than the majority native black people; in both countries, land redistribution was a key national goal of the incoming governments immediately after independence; in both countries, land redress did not however happen as immediately as the incoming governments had promised. In Zimbabwe, the process only began some 20 years after independence while in South Africa, it is now 15years since 1994 when the ANC came into power and still, the racially skewed agricultural land ownership patterns are yet to be conclusively addressed. Some of the differences discussed in the study include; the types of governments in the two countries; land reform policies of the two countries; the type of societies as well as the relationship between Zimbabwe’s war veterans to the ZANU PF government. Steps are already underway to redress the distorted land ownership patterns in South Africa but is the process happening quick enough to prevent South Africa from facing the problems associated with inequitable land ownership patterns such as those that were faced by Zimbabwe? Where and how did Zimbabwe get her land redistribution process wrong? What lessons can South Africa learn from the case of Zimbabwe? Chapter two and three of the thesis will provide a general overview of the politics of land in the two countries, while chapter four will show the similarities and differences that exist. Chapter five will conclude by showing the lessons that South Africa can learn from Zimbabwe while also suggesting areas for further study. / AFRIKAANSE OPSOMMING: Hierdie tesis is 'n vergelykende studie van die politiek van grondhervorming in Zimbabwe en Suid‐Afrika. Robert Cox se Kritiese Teorie is die teoretiese raamwerk wat gebruik word in die uitvoering van die studie. Die tesis fokus spesifiek op die ooreenkomste en verskille van hierdie twee lande wat betref die politiek van grondhervorming. Beide lande deel opvallende ooreenkomste, wat die volgende insluit: Kort na kolonisasie is die meerderheid swart mense in arm agtergeblewe gebiede geplaas, waar die land minder produktief is/was as die ryk en vrugbare akkerland in besit van blankes. In beide lande is die minderheid blankes ryker as die meerderheid inheemse swart mense. In albei lande is die herverdeling van grond 'n belangrike nasionale doelwit van die nuwe regerings onmiddellik na onafhanklikheid. Land restitution : the experiences in Kenya and Zimbabwe compared : lessons for South Africa

Ideally, land reform in Africa should therefore, contribute to social and economic progress and ultimately result in social equity as well as increased agricultural productivity. This study was devoted to the history of colonialism and the meaning and birth of land reform policies after colonialism. Moreover, to familiarise the reader with the various meanings and issues concerning land reform particularly in Kenya and Zimbabwe. The outcome of the study was to provoke further discussion on the need for land reform in other developing countries, especially South Africa, as well as to investigate whether colonialism created certain land ownership patterns that had harmful effects on the political and economic climate after independence in Kenya and Zimbabwe. Kenya has been unable to establish a sustainable land reform programme since independence. Ethnic clashes in the early 1990's were seen as a continuation of a battle to recognise the existence of property rights. The contributing factor to the conflict was the fact that the political leadership in Kenya was the direct beneficiary of land reform policies. Furthermore, the uncontrolled privatisation of public land only resulted in economic and agricultural decay. The Kenyan experience provides no evidence of increase in agricultural production, but inevitably resulted in social and economic inequalities and the emergence of significant landlessness, which was a result of the inadequacy of government, to provide credit as was initially proposed. Zimbabwe faces the painful reality that its political revolutions have only brought them halfway to true independence. The objective for Zimbabwe was to establish a functional socialist economy where decision making would be under political control in order to bring about the drastic redistribution of wealth from whites to blacks and to become independent form capitalists. The importance of land in Zimbabwe did not so much lie in the social and economic inequalities, but rather the inability to access land, accompanied by a growing overpopulation, landlessness, land deterioration and escalating poverty in the black areas parallel with severe under-utilisation of land in the white farming areas. This study concludes that African governmental land reform programmes have had mixed success. The complex nature of the liberation struggles in Africa, created diverse post-independence governmental systems. Does post-settlement support play a role in the success of land reform? : the case of resettlement beneficiaries in Namibia

Post-settlement support (PSS) is seen as vital and critical in all land and agrarian reform processes, as can be told from experiences worldwide. Its absence or presence can have a number of consequences or successes in the whole process. PSS can be viewed as the “after care” to be provided by government to new farmers after resettling them. It could be in the form of financial support, extension services and maintenance of infrastructure as well as training services for the farmers. The paper deals with the current status of post-settlement support in the country for land a reform beneficiary, who provides PSS, if it is provided and how it is done. It further looks at perceptions and practices about land reform, in some regions of the world as well as in Namibia. The methodology used was through extensive literature review of policy documents, interviews with different stakeholders and two case studies, looking at beneficiaries of the land reform, specifically the national land resettlement programme beneficiaries. The paper found that there is definitely a link between the poor productivity and lack of PSS in Namibia‟s land reform process. PSS is not consistent; it is selected or sometimes randomly carried out. Most of the PSS programmes currently provided is not initiated by government but by donor agencies and Non-governmental organisations. There is no coordination between the different stakeholders such as the line ministries. The paper illustrates that choosing the correct beneficiaries of the land reform process is vital in achieving sustainable, land use and management, as well as equitable land redistribution in an arid Namibia. / AFRIKAANSE OPSOMMING: Hierdie navorsing handel oor ondersteuning wat hervestigde boere ontvang na vestiging. Die ondersteuning aan hervestigdes is krities en belangrik in alle fasette van grond en landbou hervormings prosesse. Die huidige wêreld verleen groot steun aan hierdie gevolgtrekking. Daarvoor hou die toepasing oftewel nie-toepasing van na-hervestigings ondersteuning groot risiko vir die sukses van die hele hervestigings proses. Hierdie tipe ondersteuning vir hervestigdes kan as 'n noodsaaklike na diens wat die staat kan lewer aan die nuwe grond eienaars. Sulke ondersteuning deur die staat kan verskeie vorms inneem. Dit kan geskied deur finansielle hulp oftewel landbou dienste wat ook die instandhouding van plaas infrastruktuur kan behels. In hierdie navorsing kyk ons na opvattings rakende hervestigings ondersteuining soos ervaar deur die hervestigdes. Die navorsing is gebaseer op literatuur van reg-oor die wereld aangaande hierdie vraag stuk. Ons het ook onderhoude gevoer met verskillende belanghebbendes met twee gevalle studies wat handel oor die ervarringe van hervestigdes. Die navorsing vind dat daar 'n definitiewe verband tussen swak produksie opbrengste en na-hervestiging ondersteuning is. Ons vind dat hierdie tipe ondersteuning ad hoc is met baie min koordinering deur die staat masjienery. Ons vind dat dit op die lange duur belangrik is om die regte mense te selekteer vir hervestiging programme, veral as in ag geneem word dat Namibie 'n taamlike droë land is.

The impact of the Land Redistribution Programme was examined on five farms within four district municipalities in Limpopo Province, namely: Capricorn Municipality (Vaalkop 656LS), Vhembe Municipality (Spitzkop), Waterberg Municipality (Hartebeespoort 84 KR, Speculatie 139LQ and St Catherine 1257LQ). Among other apartheid legacies, the new South Africa inherited a highly skewed land ownership pattern based on racial inequalities of the apartheid regimes stemming from the colonial era. The new government introduced a comprehensive land reform programme, aimed at a non-racial distribution of land. The land reform programme consists of three subprogrammes namely redistribution, restitution and land tenure reform. Equity - share schemes are types of land reform, through which previously disadvantaged and landless people can pool their resources to engage in agricultural and other land-related production activities with white commercial farmers, corporations or sectors of government. A critical question has centered on whether equity-share schemes can- and - do really result in redistribution of power and resources. Most of the research work already done on equityshare schemes focused much on investigating their social and political aspects, leaving much attention on their financial performance. This research investigated the financial performance of equity-share schemes using a recognized set of financial indicators. As an additional input to the research, the study investigated perceptions of the scheme’s general performance based on empowerment of farm workers, gender equity, decision making or power relations and tenure security. A combination of both quantitative and qualitative methodologies was used to answer key questions of the study. These involved obtaining quantitative data from balance sheets and income statements as well as holding meetings with management committee and beneficiaries.

Sustainable management of semi-arid African savannas under environmental and political change

Drylands cover about 40% of the earth’s land surface and provide the basis for the livelihoods of 38% of the global human population. Worldwide, these ecosystems are prone to heavy degradation. Increasing levels of dryland degradation result a strong decline of ecosystem services. In addition, in highly variable semi-arid environments changing future environmental conditions will potentially have severe consequences for productivity and ecosystem dynamics. Hence, global efforts have to be made to understand the particular causes and consequences of dryland degradation and to promote sustainable management options for semi-arid and arid ecosystems in a changing world. Here I particularly address the problem of semi-arid savanna degradation, which mostly occurs in form of woody plant encroachment. At this, I aim at finding viable sustainable management strategies and improving the general understanding of semi-arid savanna vegetation dynamics under conditions of extensive livestock production. Moreover, the influence of external forces, i.e. environmental change and land reform, on the use of savanna vegetation and on the ecosystem response to this land use is assessed. Based on this I identify conditions and strategies that facilitate a sustainable use of semi-arid savanna rangelands in a changing world. I extended an eco-hydrological model to simulate rangeland vegetation dynamics for a typical semi-arid savanna in eastern Namibia. In particular, I identified the response of semi-arid savanna vegetation to different land use strategies (including fire management) also with regard to different predicted precipitation, temperature and CO2 regimes. Not only environmental but also economic and political constraints like e.g. land reform programmes are shaping rangeland management strategies. Hence, I aimed at understanding the effects of the ongoing process of land reform in southern Africa on land use and the semi-arid savanna vegetation. Therefore, I developed and implemented an agent-based ecological-economic modelling tool for interactive role plays with land users. This tool was applied in an interdisciplinary empirical study to identify general patterns of management decisions and the between-farm cooperation of land reform beneficiaries in eastern Namibia. The eco-hydrological simulations revealed that the future dynamics of semi-arid savanna vegetation strongly depend on the respective climate change scenario. In particular, I found that the capacity of the system to sustain domestic livestock production will strongly depend on changes in the amount and temporal distribution of precipitation. In addition, my simulations revealed that shrub encroachment will become less likely under future climatic conditions although positive effects of CO2 on woody plant growth and transpiration have been considered. While earlier studies predicted a further increase in shrub encroachment due to increased levels of atmospheric CO2, my contrary finding is based on the negative impacts of temperature increase on the drought sensitive seedling germination and establishment of woody plant species. Further simulation experiments revealed that prescribed fires are an efficient tool for semi-arid rangeland management, since they suppress woody plant seedling establishment. The strategies tested have increased the long term productivity of the savanna in terms of livestock production and decreased the risk for shrub encroachment (i.e. savanna degradation). This finding refutes the views promoted by existing studies, which state that fires are of minor importance for the vegetation dynamics of semi-arid and arid savannas. Again, the difference in predictions is related to the bottleneck at the seedling establishment stage of woody plants, which has not been sufficiently considered in earlier studies. The ecological-economic role plays with Namibian land reform beneficiaries showed that the farmers made their decisions with regard to herd size adjustments according to economic but not according to environmental variables. Hence, they do not manage opportunistically by tracking grass biomass availability but rather apply conservative management strategies with low stocking rates. This implies that under the given circumstances the management of these farmers will not per se cause (or further worsen) the problem of savanna degradation and shrub encroachment due to overgrazing. However, as my results indicate that this management strategy is rather based on high financial pressure, it is not an indicator for successful rangeland management. Rather, farmers struggle hard to make any positive revenue from their farming business and the success of the Namibian land reform is currently disputable. The role-plays also revealed that cooperation between farmers is difficult even though obligatory due to the often small farm sizes. I thus propose that cooperation needs to be facilitated to improve the success of land reform beneficiaries. / Semiaride (halbtrockene) Savannen bedecken große Teile der Erdoberfläche und sichern die Lebensgrundlage von vielen Millionen Menschen. Die häufigste Form der Landnutzung in diesen Trockengebieten ist die Produktion von Vieh in extensiver Weidelandbewirtschaftung. In Folge klimatischer Veränderungen und als Konsequenz aus der teils intensiven Beweidung dieser Trockengebiete kommt es häufig zur Degradierung derselben in Form einer Zunahme von ‚unerwünschter‘ holziger Vegetation auf Kosten von futterverwertbaren Gräsern. Dieser als Verbuschung bezeichnete Prozess hat schwere negative Auswirkungen auf die betroffenen Ökosysteme und ist die Ursache für einen zunehmenden Rückgang der ökonomischen Leistungsfähigkeit der betroffenen Betriebe. In meiner Dissertation befasse ich mich mit den Auswirkungen von Klimawandel und politischen Veränderungen auf die Savannenvegetation im südlichen Afrika und auf die Möglichkeiten für die Nutzung dieser Ökosysteme in Form von Viehwirtschaft. Hierbei möchte ich sowohl das allgemeine Verständnis der ökologischen Zusammenhänge verbessern, als auch Strategien für die nachhaltige Nutzung der Savannen identifizieren und bewerten. Da nicht nur ökologische, sondern auch ökonomische und politische Einflussfaktoren, wie zum Beispiel die umfangreichen Landumverteilungen im Rahmen der Bodenreform im südlichen Afrika auf die tatsächliche Landnutzung wirken, habe ich im Rahmen der Dissertation zudem untersucht, nach welchen Umwelt und Kapitalvariablen sich die Farmer, welche Ihr Land im Rahmen der Bodenreform zugeteilt bekommen haben, bei Ihren Entscheidungen richten. Methodisch verwende ich verschiedene Simulationsmodelle, welche zur Untersuchung der langfristigen Veränderungen von verschiedensten Szenarien (Klimawandel, Landnutzung) geeignet sind. Hierbei habe ich teilweise bestehende Modelle angepasst, aber auch ein neues Modell, welches zur Befragung von Farmern in Namibia verwendet wurde, entwickelt. Meine Dissertation führt im Wesentlichen zu vier Erkenntnissen: Erstens, zeigen meine Ergebnisse, welche große Bedeutung die spezifischen ökologischen Eigenschaften der Bäume und Sträucher in semiariden Savannen für die Vorhersage der Entwicklung dieser Systeme unter Klimawandel hat. Hierbei zeigte sich, dass insbesondere die Sensitivität der Keimlinge gegenüber Trockenheit und Feuer eine entscheidende Rolle spielt. Daraus folgt die zweite wesentliche Erkenntnis: Feuer eignet sich in herausragender Weise, um halbtrockene Savannen vor der Verbuschung zu bewahren. Drittens haben die Rollenspiele mit Farmern in Namibia gezeigt, dass deren Entscheidungen im Wesentlichen von finanziellen Schwierigkeiten und nicht von Umwelteinflüssen getrieben werden. Dennoch zeigten meine Ergebnisse, dass diese Farmer mit Ihrem derzeitigen Verhalten wahrscheinlich nicht zur weiteren Degradierung der Savannenvegetation beitragen. Die vierte, und mit am bedeutendste Erkenntnis aus meiner Arbeit ist, dass konservative Beweidungsstrategien mit geringen und konstanten Viehdichten notwendig sind um semiaride Savannen dauerhaft in ökologisch und ökonomisch nachhaltiger Weise zu Nutzen.

Analysing the causes and symptoms of poverty in a land reform community in the midlands of KwaZulu-Natal.

The objectives of this thesis were firstly, to review existing literature in order to identify broadly accepted and measurable indicators of the possible causes of poverty and the resulting symptoms. Secondly, to gather baseline information from a group of land reform beneficiaries in order to identify the different dimensions of poverty affecting the current and future well-being of these households. Thirdly, to undertake empirical analysis to assign these households to a small number of groups exhibiting different symptoms of poverty and then explain these differences in terms of their possible causes. A census survey of 38 land reform beneficiary households - members of a Communal Property Association (CPA) established to purchase Clipstone, a 630 hectare subdivision of the farm Sherwood in the midlands of KwaZulu-Natal - was conducted in May 2002 to gather data on poverty indicators. Principal Component Analysis was used to construct an index of the standard of housing, which was then combined with variables measuring other symptoms of poverty (income, wealth and health) in a Cluster Analysis of the households. This revealed five clusters representing four distinct groups of poverty; households relatively income and asset rich, income rich but asset poor, asset rich but income poor and households with the lowest incomes and assets. Linear Discriminant Analysis was then used to distinguish the households that were relatively income and asset "rich" from those that were relatively income and asset poor, and those that were relatively income poor but "asset rich" from those relatively asset poor but "income rich". The main distinguishing indicators were found to be gender of the household head, family size, dependency ratio, education and access to markets. These findings show that there is a need to increase child welfare grants as pension earnings become less effective (due to decreasing life expectancy and high levels of dependence on pensions as a source of income) in the short run. Impact of the identification and survey of the administrative area boundaries process on the implementation of the communal land rights act : a case study of the Eastern Cape Province.

Numerous land reform policy instruments and initiatives that have been implemented since the beginning of the 1990's are mediating the on-going battle between formal land tenure systems and informal customary land tenure arrangements. The policy instruments and initiatives seek to establish a delicate balance that will suit the diverse needs of the population of South Africa with respect to land. The enormity of this task is evident when one is faced with the reality that South Africa has the third highest Gini index (a measure of inequality in the distribution of land) in the world. The Eastern Cape Province is one of the poorest provinces in South Africa, and has been affected most by the land segregationist and homeland policies of previous colonial and apartheid regimes. It is not only the unequal distribution of land, but also the vast array of insecure tenure arrangements that have had a detrimental effect on the development and empowerment of communities resident on communal land. This research analyses one initiative that intends to strengthen the security of tenure of existing occupants of communal land in the remote rural areas of the Eastern Cape Province. The research critically appraises the Administrative Area Boundary Project of the Department of Land Affairs (that aims to identify and complete the formal surveys of all administrative area boundaries in the Eastern Cape) in the light of the intentions of the Communal Land Rights Act (No. 11 of 2004) (CLaRA), and highlights the challenges in formalising the informal tenure arrangements of occupants of communal land. The different aspects of the Administrative Area Boundary Project (both office work and field work) were evaluated in order to determine not only its feasibility, but also its impact as an effective instrument of land reform in its endeavour to provide secure land rights to millions of South Africans residing in former homeland areas.
