M.Phil. / While it is true that urban transport is a function of land use, it is equally true that land use is a function of urban transport. Any change in urban transport facilities changes the relative accessibility and hence the relative attraction of various land uses of every piece of land in a given area. Blumenfeld (1972, p. 140) feels that: "Transportation planning and city planning are not two different things but two sides of the same coin". According to several international sources the physical-spatial interrelation of urban transport and land use are totally ignored during the planning process. The short-term measures which have dominated urban transportation and land use planning have failed to appreciate long-term negative side-effects which, at later points in time, are perceived as current problems and again tackled with short-term solutions. This indicates a vicious circle which can only be broken if planners resolve to develop urban transport policies which are designed to reinforce desirable land use and development policies. In the long term it ls-the accessibility engendered by transport facilities which determine changes in the distribution of land use. Unfortunately in South Africa urban transport and land use planning appear to be concerned only with current perceptions of the transportation/land use problem such as congestion, delay, safety, movement, zoning and bulk regulations. Cameron (1977, p, 6) is of the following opinion: "Sadly the Driessen Report in South Africa has resulted in a transportation planning Act which, while appearing to offer scope for integrated planning, is being widely interpreted as a means to solve current problems, rather than as a means to really plan for the future". The object of this study is an attempt to determine within the physical-spatial dimension the interrelation of urban transport and land use with reference to Alberton. The methodology followed consists of a theoretical analysis of urban transportation and land use throughout the world. Thereafter the study area is described in order to marry the theory with the practice. An empirical investigation into the components of an urban structure, i.e, residential, industrial, business, administrative, open spaces and the transportation network, is followed by an analysis of the gathered information by means of a computer.

Urban land policy and the provision of housing in Canada, 1900-1985

This thesis investigates one of the major factors in the supply and cost of housing, land. The hypothesis of this thesis is that a principal reason why Canada continues to have a housing problem is that government housing policy has treated land as a market commodity much like any other and has rarely examined, let alone challenged, the ramifications of this assumption in terms of its impact on the supply, quality and price of housing. The examination of the land component of urban housing is pursued by exploring the following research questions: How have Canadian government officials, politicians and reformers defined the urban land problem as it relates to housing and what land policies have been considered and implemented in relation to housing problems? The public, professional and academic discussion of these questions is pursued by a review of the professional and academic literature, municipal plans, technical reports and government studies and the debates on housing and urban land policy in the federal parliament. The thesis is divided into two parts. First, the philosophy of private landownership and the basic thrust of public land policy is examined. Most attention is given to the nature of property rights and their protection and enforcement by government as it is the most fundamental land policy. Also, the nature of urbanization and the intervention of government in urban development and housing since 1900 is reviewed. Second, an historical overview of land policy and the provision of housing is provided. This discussion is divided into four historical periods: 1900-1929, 1930-1939, 1940-1969, 1970-1985. The constraints on and opportunities for urban land policy are examined and the nature of land policy in each period is discussed. There have been, in general, five categories of land policies adopted since 1900: land use zoning, subdivision regulation, public infrastructure and servicing programmes, public land assembly programmes and unearned increment taxes. These policies have emphasized the treatment of land as a privately held market commodity. There is a conflict between the desires of private land owners to maximize the return on their land and the need of the broader community to obtain land for housing at prices which make affordable and physically adequate housing feasible. The co-ordination of light rapid transit and land-use : an examination of the institutional framework in Edmonton

Land use and transportation are dynamic processes continually reacting to the pressures of urban development and societal change. Although the theoretical literature supports the notion that land use and transportation should be planned and managed in a co-ordinated fashion, the empirical evidence suggests that land use and transportation decisions are still made largely independent of each other. The thesis maintains that an emphasis on the substantive approach in the planning process has led to a misunderstanding of the manner in which the institutional framework can influence the co-ordinated development of land use and transportation. Several institutional factors are involved including; the organizational framework, the process of integration within the framework, and the strategies developed to implement societal goals and objectives. Specific concerns include; fragmentation of authority, lack of authority, a reactive planning process, and the lack of formal mechanisms for implementation. An adaptive, process-oriented model of institutional integration is proposed that blends two elements of an effective planning process: the co-ordinated development of land use and transportation and the integration of organizational components within the institutional framework. The thesis suggests that one cannot successfully implement strategic change without making compensating and reinforcing changes to the process and structure. The degree of risk and uncertainty within the environment is the qualifying factor that maintains a proper 'fit' within the planning process. The latter part of the thesis examines the institutional framework responsible for the development of the City of Edmonton's Northeast light rapid transit system. The analysis reveals that although rapid transit was seen as a means of accomplishing compact growth and development little redevelopment has occurred along the transit corridor, particularly at the level envisaged by the city planners. A number of institutional factors have contributed to the lack of development including; a dynamic and complex environment, a reactive planning process, the lack of formal integrative mechanisms, separate and, at times, independent land use and transportation planning processes, and disincentives towards redevelopment such as the redevelopment levy and zoning freeze. The application of the integrated institutional model suggests the need for a number of integrative mechanisms that were not evident within the institutional framework responsible for Edmonton's light rapid transit system. The study reveals that the institutional framework influences the effectiveness of land use planning along a rapid transit corridor and that integrative mechanisms are required within the planning process in order to effectively co-ordinate the development of land use and transportation. / Applied Science, Faculty of / Community and Regional Planning (SCARP), School of / Graduate

The multiple and conflicting roles of local government in negotiating parkland acquisition : can the negotiations satisfy the criteria of ethics and the dimensions of interests?

The practice of providing urban parks as an integral part of community development no longer creates public debate about the function or legal authority of local governments to make such purchases. However, the debate continues on the ethics of local government's parkland acquisition practices. These practices have the capability and motivation to influence the land value of sites they wish to acquire. Local governments are responsible for determining land use, which in turn affects land value. The limited financial means of local government to acquire parks makes influencing land value one way of stretching the scarce resources of the community. The ethics practiced in the negotiations to acquire urban parkland where the land has development potential are unique because: 1. Parkland is a public good and not a market commodity; 2. The potential for other higher land uses exists; and 3. Local government plays a dual role: one of a regulator and approving authority for determining land use and providing community stewardship, and the other as the corporate cost controlling agency seeking to acquire land. These qualities create the strong possibility for ethical conflict to occur in the negotiating process. Building upon the Interest-Based approach to negotiations, this paper uses a set of Prescriptive, Intuitive and Evaluative (P.I.E.) criteria that define ethical conduct, and the dimensions of Fact, Social Consensus and Experience that defines the dimensions of interests, to develop a General Model for Ethical Negotiations (GMEN). Conceptually, the GMEN model is a three-sided pyramid within a sphere of negotiations. Negotiations that adhere to the principles defining the parameters of the pyramid would be considered ethical. Negotiations outside the pyramid are considered unethical. Six parkland acquisition cases are discussed using the GMEN model. In this study, the parameters establishing the criteria for passing ethical judgment are the functions of the political economy, the policy statements of the local government, and the legislation that delegates power and authority to local government. The study finds that ethical conflict is inherent in parkland negotiations where the land has development potential because of the multiple roles and dual character of local government. This conflict is not necessarily illegal since prescriptive criteria are only one means of judging ethics. Nor is the outcome necessarily negative to the vendor, since the public may end up with a less attractive park agreement. However, the parameters that would require parkland acquisition negotiations to be ethical sometimes conflict with some of the multiple roles held by local government. Examination of urban sprawl characteristics and of the role of soil quality in peripheral land use changes - Greater Vancouver

This thesis examines some of the problems associated with urban sprawl, and attempts to determine the role of soil quality with respect to land use changes on four rural-urban fringe sites in the metropolitan Vancouver area. Part I describes various characteristics of, and problems created by, urban sprawl, its effects on the countryside, and reasons why it occurs. In Part II, the study sites are described in terms of soils, parent materials, drainage, and topography. In addition, physical and cultural information regarding the regions surrounding each site is given to portray each site in its larger context. Details and evaluation of the research results follow. Four sites, one in each of the municipalities of Delta and Langley and two in the Municipality of Richmond, were selected with features reflecting the physical heterogeneity of the Lower Fraser Valley and for their proximity to urban centres. Four series of air photographs were assembled and examined, in conjunction with soils maps, to determine what land use modification had occurred over a period of about twenty years. Land use changes were correlated with soils data to determine which soils were most affected by urban development. The results of this study appear to indicate that soil quality (for agriculture) by itself is insufficient to delay urbanization of fringe land. Other factors, such as isolation from urban centres, zoning provisions, and economic viability, are as important as soil quality in determining the fate of agricultural land on the rural-urban fringes of Greater Vancouver. / Land and Food Systems, Faculty of / Unknown

Foreclosure effects: the changing landscape and those left behind in Broward County, Florida

The recent financial crisis which has beset the United States has made itself felt in a number of ways, not the least of which has been its adverse effect on the housing market. As foreclosure percentages accelerated, increasing numbers of properties across the country became empty and abandoned, leaving a visible imprint of deterioration in neighborhoods that were significantly affected. Initial GIS analysis of both foreclosed and non-foreclosed residential land in Broward County Florida was conducted, showing that there is a discernible spectral difference in the lawn space of these two types of properties, with foreclosed properties exhibiting more brownness, or loss of green space. In order to evaluate whether or not this visible deterioration has had an effect on residents left behind in areas of foreclosure and their own habits, 950 mail-in surveys were distributed throughout 19 different census tracts in Broward County, inquiring about demographics, surrounding foreclosures, degrees of concern for home value and appearance, and changes in lawn maintenance since the foreclosure crisis along with reasons for such change if such exists. Data received from respondents was then analyzed in order to identify any attributes or correlations which might contribute to further neighborhood change, and how any of these factors might be affecting attitudes or perceptions of those left behind, as well as their lawn maintenance habits. / by Cindy M. Impervious surface estimation (ISE) in humid subtropical regions using optical and SAR data.

劇烈的城市化過程已經在世界上多個地區發生並產生了許多的城市群,珠江三角洲正是這樣的一個城市群。目前,珠江三角洲上的城市土地利用和土地覆蓋已經發生了巨大的變化。而其中最重要的一個結果就是大量城市不透水層的出現,並已經極大地影響著當地的城市環境,如城市洪水、城市氣候、水污染和大氣污染等。因此,城市不透水層及其分佈的估算對於監測和管理城市化進程及其對環境的影響有著重要的意義。然而,由於城市土地覆蓋類型的多樣性,精確的城市不透水層的估算(ISE)仍然是一個極具挑戰性的課題。本論文旨在通過融合光學遙感和合成孔徑雷達(SAR)遙感技術來提高亞熱帶濕潤區城市不透水層估算的精度。此外,論文還將探索亞熱帶濕潤區土地覆蓋類型分類的季節性變化及其對城市不透水層提取的影響。本論文的研究結果主要包括以下幾個部分。 / 首先,本研究發現亞熱帶濕潤區不透水層提取的季節性效應與中緯度地區截然不同。在亞熱帶濕潤地區,冬季是最適合用遙感影像進行不透水層提取的。原因是由於冬季是旱季,雲量少,許多可變來源區域(VSA)沒有水體覆蓋,而在遙感影像中,水體容易和暗不透水層混淆。另一方面,秋季最不適合不透水層提取,因為存在大量的雲層,並且,大量的降水導致VSA區域充滿水,從而增加了與暗不透水層混淆的區域面積。此外,大量的雲層在影像中也是呈現高反射特徵的,因此極容易和亮不透水層混淆,這是秋季不適合用於提取不透水層的另一重要原因。 / 其次,提出了一種新的基於形狀自我調整鄰域(SAN)的特徵提取演算法。該特徵提取演算法類比人類視覺對圖像感知的強大能力,進行遙感影像低層特徵的提取。實驗結果表明,SAN特徵提取方法對非監督分類有顯著的提高,其中總體分類精度從0.58提高到0.86,而Kappa係數從0.45提高到0.80。SAN特徵對於監督分類的精度也有一定的提高,這些都表明,與傳統的特徵提取方法相比,SAN特徵對遙感影像分類具有重要的作用。 / 再次,通過對比分析光學遙感影像和SAR影像發現,單獨採用光學遙感影像進行不透水層提取比單獨採用SAR影像取得更好的結果。同時,單獨採用光學遙感(Landsat ETM+)時,支援向量機(SVM)比人工神經網路(ANN)取得更好的結果,這是因為ANN對於亮不透水層與幹裸土之間,以及暗不透水層與陰影之間的光譜混淆更加敏感。然而,當單獨採用SAR遙感(ENVISAT ASAR)時,ANN則取得更好的結果,這是由於SVM分析SAR影像時更容易產生雜訊,並具有明顯的邊緣效應。因此,融合光學遙感和SAR遙感具有重要的意義。通過比較不同圖像融合層次發現,像元級融合(Pixel Level Fusion)會降低單獨採用光學遙感提取不透水層的精度,因而不適合光學和SAR影像的融合。而特徵級融合(Feature Level)決策級融合(Decision Level)可以更好的把不透水層從陰影區域和裸土中區分出來,因為更加適合光學與SAR的融合。 / 最後,三組不同的光學遙感和SAR遙感影像被用於評估本論文提出的光學和SAR融合方法,包括Landsat ETM+與ASAR影像,SPOT-5與ASAR影像,以及SPOT-5與TerraSAR-X影像。此外,還比較了不同的融合方法(人工神經網路、支援向量機和隨機森林)對融合結果的影響。結果表明,用光學和SAR遙感影像融合提取不透水層有利於減少在光學遙感影像中容易出現的光譜混淆現象,從而提高不透水層提取的精度。另外,隨機森林在融合光學和SAR影像中效果較其它兩種方法,因為隨機森林對兩種不同的資料來源區別對待,而這正是符合光學遙感與SAR遙感截然不同的工作方式的特點,從而能更好的融合光學遙感和SAR遙感。 / 本論文的研究成果有助於探索亞熱帶濕潤區中物候特點和氣候特點對城市不透水層提取所產生的季節性效應;同時也為融合光學遙感和SAR遙感影像提取城市不透水層提供了一個技術框架。由於珠江三角洲是一個亞熱帶濕潤區一個典型的快速城市化的城市群區域,本文所提出的方法框架和所得到研究結論可為世界上其它亞熱帶濕潤區的城市遙感研究提供一定的參考價值。 / Dramatic urbanization processes have happened in many regions and thus created a number of metropolises in the world. The Pearl River Delta (PRD) is one of such typical areas, where the urban land use/land cover has been significantly changing in the recent past. As one of the most important implications, a large increment of impervious surface (IS) turned out to be one of the features of fast urbanization process and has been influencing the urban environment significantly, including urban flooding, urban climate, water pollutions, and air pollutions. Therefore, the estimation of IS would be very helpful to monitor and manage the urbanization process and its impacts on the environment. However, accurate estimation of urban IS remains challenging due to the diversity of land covers. This dissertation attempts to fuse optical and SAR remote sensing data to improve the accuracy of urban impervious surface estimation (ISE) in humid subtropical regions (HSR). The seasonal characteristics of land covers and its impacts on ISE in HSR are all investigated. Some interesting findings are summarized as follows. / Firstly, the study demonstrates quite a special pattern of the seasonal effects of ISE in humid subtropical areas that is different from that in mid-latitude areas. According to the results, in subtropical monsoon regions, winter is the best season to estimate IS from satellite images. There are little clouds, and most of the Variable Source Areas (VSA) is not filled with water. On the other hand, autumn images obtained the lowest accuracy of IS due to the clouds coverage and the water in VSA. Autumn is a rainy season in a subtropical monsoon region, for which clouds occur very often and VSA areas are always filled with water. Consequently, clouds are confused with bright IS due to their similarly high reflectance, and more water in VSA is confused with dark IS due to their similarly low reflectance. / Secondly, a novel feature extraction technique, based on the shape-adaptive neighborhood (SAN), is proposed to incorporate the advantages of human vision into the process of remote sensing images. Quantitative results showed that improvement of SAN features is particularly significant improvement for the unsupervised classifier, for which the overall accuracy increased from 0.58 to 0.86, and the Kappa coefficient increased from 0.45 to 0.80, indicating promising applications of SAN features in the unsupervised processing of remote sensing images. / Thirdly, a comparison study of ISE between optical and SAR image demonstrates that single optical image provides better results than using single SAR image. In addition, results indicate that support vector machine (SVM) is a better choice for ISE using Landsat ETM+ (optical) images, while artificial neural network (ANN) turns out to be more sensitive to the confusion between dry soils and bright IS, and between shades and dark IS. However, ANN gets a better result using ASAR (SAR) image with higher accuracy, while the SVM classifier produces more noises and has some edge effects. Considering both the merits and demerits of optical and SAR images, synergistically fusing the two data sources should be a promising solution. Comparison of three different levels of fusion shows that pixel level fusion seems not appropriate for optical-SAR fusion, as it reduces the accuracy compared to the single use of optical data. Meanwhile, feature level fusion and decision level fusion obtained better accuracy, since they improves the identification of IS from shaded areas and bare soils. / Fourthly, a methodological framework of fusing the optical and SAR images is proposed. Three different data sets are used to assess the effectiveness of this methodological framework, including the Landsat TM and ASAR images, the SPOT-5 and ASAR images, and the SPOT-5 and TerraSAR-X images. In addition, different methods (e.g. ANN, SVM and Random Forest) are employed and compared to fusion the two data sources at a mixed level fusion of pixel and feature levels. Experimental results showed that the combined use of optical and SAR image is able to effectively improve the accuracy of ISE by reducing the spectral confusions that happen easily in optical images. Moreover, Random Forest (RF) demonstrated a promising performance for fusing optical and SAR images as it treats the two data sources differently through a random selection procedure of variables from different data sources. / The major outcome of this research provides evidence of the seasonal effects on IS assessment due to phenological and climatic characteristics, as well as provides an applicable framework of methodology for the synergistic use of optical and SAR images to improve the ISE.
