Os zoneamentos de uso do solo como fatores de impacto regional : o caso do Litoral Norte do Rio Grande do Sul

Esta dissertação tem como objetivo investigar os zoneamentos do uso do solo propostos pelos planos diretores municipais a partir da Lei Federal 10.257/01 conhecida como o Estatuto da Cidade e os seus reflexos no espaço territorial regional. A expansão urbana e os possíveis comprometimentos no espaço regional podem gerar impactos urbanos e ambientais negativos na ausência de um planejamento integrado previsto nos planos diretores municipais. Soma-se a isso a pré-existência consolidada onde os zoneamentos mapeados não consideram as probabilidades de reversão e controle de cenários atuais bem como a dificuldade em prospectar cenários futuros melhores para determinada região, no caso o Litoral Norte do Rio Grande do Sul. Não tendo encontrado metodologia correlata a ser aplicada na pesquisa, o estudo baseou-se na análise comparativa entre os zoneamentos de uso do solo aplicados aos limites físico-territoriais entre três municípios da região do litoral: Osório, Tramandaí e Imbé.. A pesquisa revelou que o planejamento regional integrado de planos, programas e ações dos planos diretores possui baixa aplicabilidade, sendo praticamente inexistente nos textos analisados. Os zoneamentos de uso do solo entre as fronteiras municipais, secas ou molhadas, desconsideraram compatibilizações mínimas entre seus territórios. Complementarmente, a pesquisa indicou a ausência de instrumentos efetivos para a gestão urbana e regional, bem como a vulnerabilidade territorial da região relacionada à aplicabilidade da legislação municipal vigente. / This thesis objective is to zone the use of the land proposed by the civic directors plans from the Federal Law 10.257/01 known as the Estatuto da Cidade and its reflexes at the regional territory space. The urban expansion and the possible commitments at the regional spaces can cause urban and environmental negative impacts in the absence of a good integrated planning foreseen in the civic directors plans. Add to it, the consolideted pre existence where the mapped zoning doesn’t consider the reverse probabilities and current scenario control reversion, as the difficulties in prospect better future scenarios to certain region, in this case the Rio Grande do Sul coast. Having not found the related the methodology to be applied in the research, the thesis is based in the comparative analysis among the soil use of the zoning, applied to the physic territorial limits among the municipalities: Osório, Tramandaí e Imbé. It has been revealed, in the research, that the integrated regional planning, programs and directors action plans have low applicability, being almost inexistent in the analyzed texts. The land use zoning among the civic boarders, wet or dry, have disregarded minimum reconciliations among its territories. Still, the research indicated the absence of effective instruments to the urban and regional management, like the territorial vulnerability related to the applicability of the present current municipal law.

Community-Governed Multifunctional Landscapes and Forest Conservation in the Sierra Norte of Oaxaca, Mexico

Community forestry is an evolving approach to forest management, shown to maintain forest cover, while generating income for local communities. In Sierra Norte (SN), a region with no public protected areas, indigenous communities have been actively conserving their forests for decades, through conservation zoning and careful management of their logging areas. This study found that across 22 communities in SN, an estimated 2,949,116.50 m3 of timber were produced from 1993 to 2013, while the region maintains 78% forest cover. About 75% of the forest is under some form of community conservation. Community governance plays a major role, as rules and regulations regarding use, access, and conservation of communal lands are established and enforced by community members. The findings of this study support arguments that advocate for community forest management, as forest communities prove to maintain forest cover and decrease degradation, thus reducing greenhouse gas emissions and enhancing forest carbon stocks.

Does labor supply modeling affect findings of transport policy analyses?

The transport and urban economics literature applies different labor supply approaches when studying economic or planning instruments. Some studies assume that working hours are endogenous while the number of workdays is given, whereas others model only decisions on workdays. Unfortunately, empirical evidence does hardly exist on account of missing data. Against this background, we provide an assessment of whether general effects of transport policies are robust against the modeling of leisure demand and labor supply. We introduce different labor supply approaches into a spatial general equilibrium model and discuss how they affect the welfare implication of congestion policies. We, then, perform simulations and find that in many cases the choice of labor supply modeling not only affects the magnitude of the policy impact but also its direction. While planning instruments are suggested to be quite robust to different labor supply approaches, the way of modeling labor supply may crucially affect the overall welfare implications of economic instruments such as congestion tolls. Based on these findings it becomes clear which labor supply approach is the most appropriate given specific conditions. Our study also emphasizes the need for better micro labor market data that also feature days of sickness, overtime work used to reduce workdays, the actual number of leave days, part-time work, days with telecommuting etc.
